T4. Many rural communities in my constituency of North West Leicestershire have considerable concerns about the current flurry of planning applications for large-scale solar farms on greenfield sites. My constituents therefore have considerable sympathy for those protesters campaigning against the current high-profile application by Borchester Land to build a large-scale solar farm on the Berrow estate in Ambridge. Would a Minister care to comment on that situation?

My hon. Friend knows that it is a rule not to comment on individual planning cases, but, having looked at the issue very carefully, I draw the attention of South Borsetshire district council to the planning advice and solar strategy that we sent to all councils, making it clear that our focus is on brownfield sites, not high-grade agricultural land, and, wherever possible, building-mounted.

The hon. Gentleman will forgive us if we do not take lessons on how to widen the big six from the party that created the big six. When Labour came to office there were 14 major participants in the energy sector; when they left office, the number had shrunk to six. We believe our radical energy market reforms that are going through the House are the way to bring in real competition.

Does the Minister agree that making bills simpler and easier to understand is a big step towards empowering consumers to allow them to make the best choices and get the best deals?
Gregory Barker
Absolutely. My hon. Friend is, as ever, spot on. We have been working very closely with Ofgem to ensure that consumers are not baffled by the information on their bills and that they can make informed choices. Our market reforms will make it even easier for them to get the best deal.

Will my right hon. Friend explain what role he sees the energy efficiency strategy playing in reducing demand for energy?
Gregory Barker
My hon. Friend will know that earlier this year the Prime Minister launched our first-ever national energy efficiency mission. We are determined always to pursue the cheapest option, including where the cheapest option is saving energy rather than building new plant, but we will do that in a way that is good for consumers and gives us lower bills as well as cleaner energy.

The coalition is very mindful of the impact of all levies on domestic fuel bills. That is why, in the comprehensive spending review, we decided, for example, not to go forward with plans to fund RHI—the renewable heat incentive—on the basis of a levy, but to fund it out of general taxation. However, I can assure the hon. Lady that we look overall at the benefits for the fuel poor that will accrue from access to the green deal, feed-in tariffs and social price support, as well as continuing support for Warm Front for the next two years. Taken together, this holistic approach will ensure that we continue to make progress against fuel poverty.

Considering the previous Government’s abject failure to tackle rural fuel poverty, will my hon. Friend tell me what we are going to do differently?
Gregory Barker
We are looking very carefully to ensure that our proposals for the RHI and social price support particularly take into account the needs of off-grid customers and the fuel poor. The green deal will take particular account of those in hard-to-treat homes, which are often older houses in rural areas.
