Commons ChamberThe Government have provided over £4.5 billion to support and improve bus services since March 2020. Leicestershire County Council received over £3.5 million in emergency recovery funding to help maintain services during and after covid, and has recently been awarded up to £7.6 million to deliver its bus service improvement plan.
As the House will know, the word democracy comes from the Greek “demos”, meaning the people, and “kratos”, meaning power—power to the people. Well, the 1,200 people in North West Leicestershire who signed a petition for the reinstatement of the numbers 16, 29 and 29A bus services on their original routes are not feeling very empowered. Despite a very well run campaign, there is no movement from Arriva or Leicestershire County Council. What can the Minister do to help my constituents?
Where commercial operators want to change a service, as I understand happened in this community, they have to work with the local authority to replace services where possible and limit disruption. I would point out to the hon. Gentleman that Leicestershire County Council has also received over £1 million from the rural mobility fund to trial demand-responsive services, and I encourage him to meet it.

Commons ChamberFirst, I thank the right hon. Gentleman for his kind comments. I wanted him to stop there, but I fully understood why he did not. On his specific point, I understand that the Department for Levelling Up, Housing and Communities is publishing guidance on that today.
Can my hon. Friend the Minister confirm that before this Government came into office in 2009-10, the state pension was £95 a week and that this year it will rise to £185 a week? Does he agree that this explains why there are over 200,000 fewer pensioners in absolute poverty than there were a decade ago?
Under the coalition and the Conservative Government there has been a record increase in the state pension. We have never spent as much as we now spend on the state pension—£105 billion. It has almost doubled compared with under the last Labour Government. The practical reality is that there is £129 billion when all the other benefits are added in. As I say, it has never been a larger figure. My hon. Friend is right: there are 200,000 fewer pensioners in poverty than there were previously.

Commons ChamberI am delighted to hear about the very welcome development that has been communicated by the Secretary of State today. I can confirm what the Employment Minister has set out today, and I am delighted that this progress has been made.
I am glad that 145,000 more people with disabilities have found work in the last 12 months, leading to a total of 930,000 moving into work in the last five years. Does the Minister agree that the Government’s declared target of helping 1 million people with disabilities into work could be rather more ambitious than it is?
One million is a great start, but I believe that there is capability for more. I encourage all employers up and down the country to consider the many talented disabled people who want to join the workforce. The numbers are up all over the country already, as my hon. Friend outlines, but there is a lot more that can be done.

Commons ChamberThe Government strongly believe that there has been no maladministration by the Department for Work and Pensions, including during the 13 years when Labour was in charge of the Department.
Is the new state pension not in fact removing injustices that have persisted for far too long, and are not the main beneficiaries women and low earners?
My hon. Friend is correct. The new state pension is much more generous for the many women who were historically worse off under the old system. More than 3 million women stand to gain an average of £550 extra per year by 2030 as a result of these changes.

Commons ChamberThe right hon. Gentleman mentions an exceptional air ambulance charity, which is supported not just by him but by all MPs concerned with the north-west.
Put simply, in my part of the world—and all others, for that matter—health care would be jeopardised without the charitable air ambulance service. I am not denigrating the providers of other emergency services, but we could not operate without the Air Ambulances. For example, the Great North air ambulance covers an area of 8,000 square miles, from the Scottish borders to North Yorkshire and from the east to the west coasts. The helicopters can be anywhere in the region within 15 minutes and on board are specialist trauma doctors and paramedics, who bring expert accident and emergency qualities to the scene. However, each mission costs £2,500, regardless of whether the patient is airlifted. That takes into account the cost of the aircraft, storage, paying the pilots and paramedics, and medicine and other equipment. There are hundreds of call-outs per month, and the same applies all across the country. Given that this involves paying in excess of £100,000 a year on fuel, of which VAT represents 20%, there will be a significant saving not only to the Great North air ambulance service but to several others, and that would equate to life-saving missions.
I commend my hon. Friend for securing this debate. East Midlands Air Ambulance is based in East Midlands airport in my constituency. I have met the crew, and they are genuine professionals who, as he says, go out every day saving people’s lives, especially along the M1 and M42 corridor, where the roads are very dangerous.
At this stage, one has to acknowledge that only a fool would fail to see that the Government are in the headlock of a debt crisis, a eurozone meltdown and a struggling economy. Everyone accepts that they are short of a magic chequebook. However, I am pleased to point out to the Treasury that those at the air ambulance organisations are not difficult people. We do not seek a solution straight away. The motion asks for an urgent review and a study of the submissions and financial arrangements of the air ambulance charities, and for a long-term solution to be reached at some stage in the near future. On any interpretation, successive Governments have got a great deal from this free service. No Government have ever properly addressed this loophole, and we are giving this Government a chance, over the next year, to investigate and address the problem.
We may be divided on many things, but we should all support this wonderful organisation. The sums that the Treasury would have to find are relatively slight—considerably less than £200,000 a year. Given the amount that the charitable organisations raise from members of the public and the amazing service that is provided, at the end of this debate we should be able to agree that there is no fundamental difference between a lifeboat and a helicopter, because both services are invaluable and should receive our support equally.
