May I say that the President of the United States will be very welcome in this place as far as I am concerned? My hon. Friend asks about the timing of the withdrawal agreement Bill. It is being brought forward in order for us to leave the European Union in line with the will of the 2016 referendum, and we need to get on with it. We certainly will publish the Bill in time for colleagues to be able to consider it.

Many people lost money due to the collapse of London Capital & Finance, including my constituent Mr Fulcher, who lost thousands of pounds. The media have raised hopes of compensation, but may we have a Government statement so that we can have certainty about what will be done for the victims?

The hon. Gentleman raises a very serious issue. I also have constituents who have lost money—it was scandalous—and I have heard from the Financial Conduct Authority about the steps that it is taking. We have Treasury questions on 21 May, when I encourage the hon. Gentleman to raise his specific question directly with Ministers.

I am sorry to hear that it is nearing the third anniversary—it is extraordinary how fast time passes—and I am sympathetic to the hon. Gentleman’s request for further clarification. I would encourage him to raise the matter directly with Ministers at the next Foreign Office questions, so that they can prepare an update for him on exactly what steps they have taken.

The Holmes review explored how to further open up public appointments to disabled people, and recommended a target of 11.3% disabled public appointees by 2022, with a review by the end of this year. Can we have a statement about how this goal might be achieved?

I was hoping to speak on the withdrawal agreement on behalf of my constituents this evening, and I will now be denied that chance. Can the Leader of the House tell me if it is now Government policy to reopen negotiations on that withdrawal agreement and change its text, something many Ministers have said in recent weeks was not possible?

The Prime Minister intends to seek to address the concerns expressed about the backstop and our inability to unilaterally get out of it. That is what she is seeking to address, and she will absolutely do her best in the national interest.

First, I congratulate my hon. Friend on all her work as chair of the all-party group on women in Parliament. I repeat to her that I am absolutely committed to ensuring the Government do all they can to allow new parents to spend that vital early time with their new babies. We had a valuable debate during the September sittings, and as I confirmed in the debate, I will bring forward a substantive motion on proxy voting as soon as I can.

Pen-y-Bryn, Glanwern House and the Beeches retirement homes in my constituency face Christmas under threat of closure. May we have a debate on retirement home provision, acknowledging that while we of course have to plan for the future, that should never be at the expense of our existing residents, who really rely on and thrive in these facilities?

I think that we all want to pay tribute to all those who look after elderly people in such a caring way, and those retirement homes are vital for some older people who perhaps do not have extended families to help them in such ways. The hon. Gentleman is right to raise this issue, and I would encourage him to seek an Adjournment debate so that he can talk about his particular constituency issues.

My right hon. Friend is a great champion for motorists, on which I congratulate him. He will be aware that the previous Labour Government’s fuel duty escalator would have cost motorists an extra £46 billion in taxes. This Government have done everything we possibly can to protect motorists from price rises but, nevertheless, I have heard his lobbying and I will pass it on to the Chancellor.

Last Friday my constituent, Sarah Oakwell, spoke to me very movingly about the debilitating effect that ME has on her everyday life. Can we have a debate on the level of awareness, and on raising awareness, of ME right across our society?

I am sure many hon. Members will have constituents with this awful condition, which really is debilitating and very life limiting for those who suffer from it. The hon. The hon. Lady raises a very important point. In the 21st century, it is key that we get proper coverage rolled out right across the United Kingdom. We are doing very well against our own targets, and there is more to do. The Government have announced a significant investment in digital infrastructure. The Scottish Government also have a role to play. I encourage the hon. Lady to seek an Adjournment debate to raise her question directly with Ministers.

Many constituents have contacted me, worried that the Government are going to drop their proposal for a pensions dashboard to access all information about pensions in one place. The Government now say that it is going ahead, but they are handing it over to the private sector with no guarantee of how the scheme is going to be complied with. Can we have a debate about the whole issue of how people can access information about their pensions?

I think that we have all received quite a number of requests for information about the pensions dashboard, and the hon. Gentleman is quite right to raise the issue. The Government remain committed to doing everything we can to improve transparency and financial advice to those seeking advice on their pension. I encourage the hon. Gentleman either to raise this matter at an Adjournment debate or to write to me so that I can take it up directly with Ministers on his behalf.

Having been drawn in the private Member’s Bill ballot myself, I know the frustration that constituents express when Bills run out of time on Fridays. Surely this additional step, whereby the Government can by procedural means block the unanimous will of this House, can only damage the reputation of politics.

That is simply not the case. The Government are not blocking. I have set out a clear reason why a money resolution for the Bill has not yet been brought forward. Other money resolutions have been brought forward, and more will be in due course.

My hon. Friend is a strong voice for his constituency. I commend his constituent, Herbert Styles, for the work he has done in organising these events in north-east Lincolnshire. The Government do recognise Workers Memorial Day, which is a poignant reminder of why it is vital to manage workplace health and safety risks. I am happy to promote it in any way that I can, and people will be delighted to hear my hon. Friend raising Workers Memorial Day in this House. Many people will have been listening to him.

Will the Leader of the House join me in congratulating Pontypool rugby club on its stunning achievement of going through an entire league season unbeaten? May we have a debate on the contribution that local rugby clubs make to our communities?

Now we are talking! Rugby is a much better sport than some others that get raised in this place. I only wish that Northampton Saints, my own club, could boast the same proud record. Of course I am delighted to congratulate Pontypool rugby club. Rugby is a fantastic sport. I encourage the hon. Gentleman to seek a debate, and I would be delighted to take part in it.

The hon. Lady might be aware that the turnaround times for Departments’ correspondence are monitored and transparent, so that information would be available to her. I suggest that she raises that issue directly with Home Office Ministers on 16 April, which is the first day back after recess.

I declare an interest as the chairman of the all-party group on off-patent drugs. I recently visited the Institute of Medical Genetics for Wales to see the excellent work being done there. May we have a debate on the future of personalised medicine, which is at the very cutting edge of research into cancer and rare diseases?

I congratulate the hon. Gentleman on his commitment to personalised drugs, which are certainly the way of the future. The UK is at the forefront of many of the new ideas that are coming forward on personalised drugs. In my role as chair of the all-party parliamentary group on off-patent drugs, I have been proud to contribute to the working party on this issue over the past two years. The drug repurposing report produced by that group is now on the desk of the Minister in the other place, the noble Lord O’Shaughnessy. When can we have a statement from the Government on the report’s recommendations?

I thank my hon. Friend for raising this very important matter, which was of great concern to my constituents and, indeed, yours, Mr Speaker, during the first phase of HS2. I continue to challenge HS2 Ltd on a number of constituents’ house purchase matters that have been long outstanding. I urge my hon. Friend to seek an Adjournment debate or a Westminster Hall debate to get a further response from Ministers on what more can be done to ensure that HS2 Ltd is addressing all constituents’ concerns fairly.

The Association of Medical Research Charities has now published its report on greater access to off-patent drugs on the frontline, to which many stakeholders have contributed, including me as chair of the all-party parliamentary group on off-patent drugs. May we have a debate on how to continue our cross-party agenda to increase access to off-patent drugs?

All Members have particular constituency issues concerning off-patent drugs, which is an incredibly important area. I see that there are Health questions on 19 December, so the hon. Gentleman might want to raise it then. I am sure there would be a lot of demand from Members for a debate on the subject.

I apologise for that. I have not seen his letter, but I can assure him that I will always try to reply within a week to any hon. Member who writes to me. I reassure him that I specifically checked, and there was no breaking of the ministerial code. I cannot find the note in my folder giving the precise detail, but I am aware that the consultation took place over a much longer period of time. In order to protect against some quite significant costs, the decision was taken to announce the decision to close during purdah, but that was not in breach of the ministerial code. He will forgive me for not having the precise detail, but I will certainly write to him with it.

This weekend, at Pontypool Park in my constituency, many of my constituents will take part in the 24-hour Cancer Research UK relay for life, not only to raise funds but to show solidarity with families touched by cancer. May we have a debate on the contribution that our communities can make to supporting families blighted by this terrible disease?

The hon. Gentleman raises a point that all hon. Members will be keen to support. Every one of us knows or is close to someone who has been touched by cancer, which is a frightening and horrible disease. It is fantastic to see the work of so many volunteers to try to contribute to research, so that we can get on top of cancer and find ways to cure every aspect of it. I congratulate his constituents on their efforts and I hope they enjoy their relay.

I am sure that the hon. Lady will have raised that matter with the Home Office, and I encourage her to continue to do so. I completely understand that support for child refugees is absolutely vital. This Government have provided a home for many child refugees and will continue to do so. On the specific case she raises, I encourage her to continue to liaise directly with the Home Office.

In recent weeks, I have been very proud to become the president of my home town football club, Blaenavon Blues, and have seen at first hand the work that volunteers do, particularly with young people. May we have a debate on the contribution that grassroots football makes to our communities?

Our constitutional arrangements today are very different from those in 1972. What assurances can the Secretary of State give that after our exit from the EU the agriculture rules that are currently set in Brussels will not be exclusively set by the UK Government, but will instead be set by the devolved Administrations with the closest knowledge of the local farming industries?

In the great repeal Bill we will be bringing all the acquis communautaire into UK law. We in the United Kingdom will then be in a position to look at what works best for the UK. I can tell the hon. Gentleman that I am working very closely with our colleagues in the devolved Administrations to make sure that we get the best possible deal that works for all parts of the United Kingdom, and I will continue to do so.

I do not agree with that. The key point is that an enormous number of homes do not currently reach the band C efficiency level, and we are determined to improve that as far as possible. That is why my right hon. Friend the Secretary of State announced yesterday that we will focus all our energy efficiency and fuel poverty budgets on the most needy. That is vital.
