May we have a statement from a Treasury Minister about how the Financial Conduct Authority is dragging its feet over contingent charging by independent financial advisers? We need urgent action to protect pension scheme members and clamp down on these pension sharks.

The hon. Gentleman will be aware that the Government have sought, through various measures, to clamp down on pension sharks so that it is much easier for those seeking a new pension provider to get the advice that they need. We have Treasury questions on Tuesday 21 May, when I encourage him to raise his issue directly.

I thought the hon. Gentleman was going to ask me whether I believed in the Loch Ness monster, but his question was much more serious than that. Cycling is absolutely to be recommended—it is fantastic for our health, and for reducing emissions—and it is great that so many of the hon. Gentleman’s constituents are taking part in that bike ride.

Millions of people are not on the electoral register. There is anecdotal evidence that providing the necessary national insurance information could be part of the problem, especially for young people. May we have a statement about the sharing of data between public agencies to increase voter registration and help to boost our democracy?

The hon. Gentleman has raised an important issue. We want to increase voter registration and ensure that as many people as possible participate in our democracy. Questions to the Speaker’s Committee on the Electoral Commission will take place on 9 May, and the hon. Gentleman may think it worth raising the point then to see what more can be done.

The hon. Lady raises a very good point about the need for urgency in the rectification of small errors, so that people can get on with their lives. She has raised a particular constituency issue, and if she wants to write to me I can take it up with the Home Office on her behalf.

I am concerned that many applications to go on the electoral register are being stymied for administrative reasons, such as the lack of a national insurance number. May we have a statement from the Cabinet Office containing an estimate of the number of uncompleted voter registration applications, and stating what the Government are doing to overcome such hurdles so that we can boost electoral registration?

I am sure that hon. Members right across the House want to see electoral registration boosted and improved. That is precisely what the Cabinet Office is seeking to do, while at the same time minimising any prospect of electoral fraud. We have Cabinet Office questions on Wednesday 24 April—the first Wednesday back—and I would encourage the hon. Gentleman to raise that question then.

That sounds like an excellent idea. Having visited the Eden Project some years ago, I know that it would be a wonderful thing for it to be able to move to my hon. Friend’s constituency and to others. I would certainly encourage him to seek an Adjournment debate so that he can discuss this with Ministers.

Shocking figures today show that life expectancy for women in poorer areas has declined badly under this Government. This shameful inequality in our society is quietly worsening. May we please have an urgent statement outlining concrete action so that everybody can reach a good age, not just the prosperous?

The hon. Gentleman is absolutely right to suggest that it is our aspiration that everybody in society is able to enjoy a long and healthy life. That is why the Government have prioritised ensuring not only that more people are able to get into work and have the security of a pay package but that, through universal credit, people are supported when they are unable to work. We have also made significant investment in our NHS to ensure that it can help to support people to lead longer and more successful lives.

Nice try, but sadly my hon. Friend will appreciate that that is not a call for me, although I am certainly a big fan of Colchester and his support for it. I encourage him to seek his own bid for some of that £600 million; it is open to any town to compete for it.

British Steel pensioners in Blaenau Gwent have received poor advice, high adviser charges and seen their families’ fortunes put at risk. Being removed from the register and suffering financial penalties is insufficient to deter pension sharks. May we have a statement from the Treasury to promise new criminal charges for rogue financial advisers, so that they are properly held to account?

The hon. Gentleman is right to raise that issue, as it is worrying for people to receive cold calls that seek to remove their pension rights, or encourage them to invest in non-existent assets. That is an appalling scamming practice. The Government have already done a lot to improve people’s access to information and to stop such practices, but I encourage the hon. Gentleman to seek an Adjournment debate and to raise his concerns directly with Ministers.

My hon. Friend is right that he and I have for many years shared a huge interest in support for the early years, and I pay tribute to him for his work on the “1001 Critical Days” campaign. The ministerial group has conducted a significant amount of information gathering, and I had a fantastic visit to Manchester with the hon. Member for Manchester Central (Lucy Powell) just a couple of weeks ago to look at the excellent work being done in children’s centres in her constituency. We are continuing to gather data and hope to come forward with recommendations in the next couple of months.

The Government have an excellent record of supporting private Members’ Bills to the statute book. In the 2010 Parliament 31 Bills received Royal Assent, and if we include the 2015-17 Parliament the number more than doubles that of the 2005 Parliament. Some excellent new legislation has been made as a result of the efforts of private Members’ Bills.

We support the principle of family unity and have helped to reunite 24,700 family members in the past five years. Our policy is clear that we want to support refugee families. The hon. Gentleman asks about the progress of the specific Bill to which he referred. We give money resolutions in the appropriate order as the Bills come before Parliament.

May we have a statement on Government procurement? The Health Secretary says that he is the world’s biggest buyer of fridges, which he is buying for medicines in preparation for a no-deal Brexit. Can the Leader of the House tell us exactly how many fridges the Government are going to be purchasing?

It might surprise the hon. Gentleman to learn that I cannot tell him exactly how many fridges—or indeed any other specific items he might like to raise—are involved. Had he given me prior notice of his question, I might have had a stab at it. The Government are ensuring that we are prepared for all eventualities, as any competent Government should do.

The Invictus games reminds me of Steve Jones, a former Royal Air Force technician and son of Blaenau Gwent. Steve held the British marathon record for 33 years and won the London, New York, Toronto and Chicago marathons. May we have a Government statement on how we can properly recognise Steve Jones’s contribution to world athletics and to public life in south Wales?

My hon. Friend is a great champion for his constituency, and as he knows, raising those excellent achievements in this place gives recognition to those businesses that are truly helping their communities. I suggest that those enterprises could apply for the 2020 Queen’s awards for enterprise, which the Department for Business, Energy and Industrial Strategy manages on behalf of the Crown. I particularly suggest that they could be eligible under the promoting opportunity category.

Capita has failed to bring in 90% of the recruits that our Army needs. This shocking performance undermines the defence of our country. May we have a statement from the Government urgently, setting out how they will ensure that our Army gets the soldiers necessary for our security?

I absolutely love bingo. I am very tempted to say something awful about it being unlucky for some, but that is very, very cheesy, so I will not do so.

The hon. Gentleman is exactly right to raise the issue of the high streets. There is a lot of pressure on our high streets at the moment, which is in great part due to the way in which people increasingly shop much more online. The way in which we choose to buy goods and entertain ourselves is different from that of the past. There has been a huge number of debates about our high streets, and the Government have done a lot to try to improve the business rates situation of small businesses and to allow local councils to do much more to promote their high streets, but I encourage the hon. Gentleman to seek a Back-Bench debate so that all hon. Members can share their views on not only the challenges on their high streets, but some of the possible solutions.

This time last year saw a pensions transfer frenzy. Nearly 8,000 British Steel pensioners gave up their secure retirement benefits. May we have a statement and a review of the work of the Financial Conduct Authority? We need to stamp out the bad behaviour of pensions sharks such as Active Wealth.

The hon. Gentleman raises a very serious issue about the appalling abuses of religious freedom. The Government believe that all should be allowed to practise their religious faith free from threat of harm or imprisonment. He has raised some very important points. There is obviously a discussion to be had about the burden that that might place on smaller businesses, but, at the same time, we have to do everything possible to tackle the problem of obesity in this country. My hon. Friend raises an important constituency matter. I encourage him to seek an Adjournment debate about the particular school he mentioned. The need for parental choice is of course absolutely key. However, I am sure he would join me in celebrating the fact that now, overall, 1.9 million more pupils are in good or outstanding schools than in 2010, and 89% of schools in England are now rated as good or outstanding, up from 68% in 2010. This Government have taken education in a good and strong direction, including in respect of parental choice, but I encourage my hon. Friend to seek to speak to Ministers directly.

I note that the Leader of the Conservatives in the Welsh Assembly has resigned following his inflammatory remarks about Airbus after it expressed its reasonable concerns about Brexit. Who would have thought that senior Conservatives would turn their back on business?

I can certainly agree with my hon. Friend that he thinks that asparagus grown in the Vale of Evesham is the best in the world. Perhaps I can leave it there, so as not to offend any other Members. I absolutely join him in applauding the superb British food produce and great British farming. No doubt he looks forward, as I do, to the introduction of the agriculture Bill later in the Session.

One of my constituents paid to park, but mistakenly gave the wrong car registration number. Excel Parking refused to accept his reasonable explanation. That is bad practice on the part of Excel and its director, Simon Renshaw-Smith. May we have a Government statement about it, and action by the Driver Vehicle Licensing Agency to deal with this modern-day Artful Dodger?

I think we can all give examples of constituents who have been treated very badly after making genuine errors, and I am very sympathetic to the hon. Gentleman’s constituent’s problem. Transport questions will take place on 5 July, and he may wish to raise his specific point then to see what more can be done by Ministers to ensure that companies are fair to those who make genuine mistakes.

This July sees the 70th birthday of the national health service. Our House should celebrate this brilliant institution and its architect, one of my predecessors, Aneurin Bevan. May we have a debate in Government time to look at the services, the funding and the future of this much loved public service?

I completely share the hon. Gentleman’s enthusiasm for and love of the NHS. It is an amazing achievement for the United Kingdom, one that is admired and envied across the world. He will be aware that it has been considered the best health service in the world on more than one occasion. He is absolutely right that we need to mark and celebrate its 70th anniversary. That will indeed be forthcoming and there will be many more opportunities to debate the successes, as well as the needs, of our NHS in future weeks and months.

The hon. Gentleman raises an important point. He will be aware that the Government have a national shipbuilding strategy focused on giving our Royal Navy the ships it needs while increasing economic growth right across the country and investing in a better-skilled workforce. We are committed, however, to competition, as well as growing jobs right across the country and encouraging innovation. It is always a balance, and I would encourage him to raise his concerns at the next Defence questions.

Her Majesty’s Revenue and Customs says that the so-called “max fac” proposal pushed by a few extreme Brexiteers on the Tory Back Benches will cost our country £20 billion a year. This explosive assessment necessitates a Government statement and parliamentary scrutiny so that we get a Brexit that works for our country.

We are in a careful and thorough negotiation process that will ensure we get the best possible deal for the UK and our EU friends and neighbours. That means evaluating carefully the alternative options open to us for resolving issues around customs and many other areas. Those discussions and investigations are still under way, and the Government, as we have said right from the start, cannot give a blow-by-blow account of every assessment, which might be top level or very detailed, while we are undergoing these careful assessments. As soon as the Government have a clear position, the House will be made aware of it at the first opportunity.

Congratulations to Oliver Freeston and to my hon. Friend on the success in the local elections. He is exactly right: we do want to encourage more people to come into Parliament. As we often discuss, it is vital to ensure that people feel that they can be respected and are not threatened or abused online or in person when they decide that they want to put themselves forward to support and represent their constituents and to make this world of ours a better place.

When will we see a Government decision on the maximum stakes for fixed odds betting terminals? The Times reports today that the Secretary of State for Work and Pensions has stymied progress on dealing with these addictive betting machines.

We all want to see more steps taken to prevent and to get rid of the problem of gambling addiction. The Government will come forward soon with our proposed recommendations following the consultation that has been taking place.

May I gently remind the Leader of the House that she is supposed to represent this House in Cabinet? Why is she allowing a procedural finagle to block the democratic decision of this House?

I take my role of representing Parliament in the Government incredibly seriously. At every Business questions and at every opportunity, I seek to take into account all the views expressed across this House. I can give the hon. Gentleman countless examples of successes there, but what I am simply setting out today is that the money resolution for this particular private Member’s Bill will be brought forward at a later stage, once the review of the Boundary Commission for England has been considered.

Today, as I mentioned, some Members have unfortunately not been able to accept the offer of a debate, so there is a particular reason why today short notice was given—scheduling business has been rather last minute. In response to the hon. Gentleman’s more general point about whether business can be brought forward in this Chamber when business stops early, I can say that that would be a dangerous precedent, on the grounds that it would presume, in effect, that time for debate on certain topics in this place would be shortened. That is why the Government and the business managers always seek to ensure that adequate time is given for debate, and that we do not try to second-guess how many Members will want to speak and for how long.

The national health service throughout the UK sends a wide range of reminders to patients for procedures such as inoculations for children and screening for cervical and, of course, breast cancer. It is crucial public health work. May we have a statement to provide reassurance to people throughout the UK that all the systems for contacting patients are working effectively?

The hon. Gentleman is right that there is a wide range of screening activities in the NHS, and that notices and reminders are sent out frequently for all sorts of different screening programmes. As my right hon. Friend the Secretary of State for Health and Social Care set out yesterday, there will be a review of the lessons learned, which could of course be applied to forms of screening other than the failed breast cancer screening programme that we need to take urgent steps to rectify.

My hon. Friend raises a really good point. The idea of manufactured housing can certainly contribute to the Government’s principal domestic priority, which is to ensure that everybody has the chance to have their own home. It is encouraging to see companies such as ILKE Homes using modern methods of construction. Throughout 2017, we saw continued growth in modern methods of construction across all sectors, and the Government’s home building fund is providing support for those methods. We should encourage all businesses looking at this to continue to do so.

Nearly 7,000 jobs and our steel industry rely on the contract for three new ships to support our aircraft carriers. The Government must get behind our shipbuilding and steel industry, so can we have a statement on defence procurement?

We are all very proud of our shipbuilding sector, which is in a good position and has had some huge successes with our new shipbuilding programme. I am sure that the hon. Gentleman will welcome the Government’s commitment not just to provide a decent, home-grown future plan for new ships, but to seek to win orders from overseas as well. My hon. Friend will be aware that the Prime Minister has been very clear that sorting out our broken housing market is one of the top priorities for her premiership. She is determined that young people should be able to aspire to a home of their own, and that means building more houses and changing planning, and it also means protecting tenants and sorting out things such as leases on new homes. All those are among the new policies of my right hon. Friend the Secretary of State for Housing, Communities and Local Government.

I just want to pay tribute to my hon. Friend for his Homelessness Reduction Act 2017. The Government have implemented it, and it is part of our determination to deal with the problem of homelessness and rough sleeping in this country.

Cancer Research UK says that obesity is the second most preventable cause of cancer and the Government are reviewing their childhood obesity strategy, so may we have a debate on stopping junk food adverts before the 9 o’clock watershed to help to reduce childhood obesity?

I share the hon. Lady’s gratitude to Helen & Douglas House, which delivers amazing end-of-life care not just to her constituents, but to some of mine, and I am a huge enthusiast for the hospice movement. The hon. Lady will be aware that local NHS commissioners determine the number of NHS funded hospices in their area, but I would like to reassure her that NHS England awarded £11 million for children’s hospices through the children’s hospice grant in 2017-18. She is right to raise this case, and she may well want to seek an Adjournment debate to discuss with a Minister what more can be done.

I just do not accept that the Government are dodging anything. Ever since I became Leader of the House of Commons following the general election, we have been absolutely clear that we are providing exactly the right and appropriate number of Opposition days, in accordance with the Standing Orders. We are continuing to do that, and we will continue to abide by the conventions and the Standing Orders of this House.

The hon. Gentleman raises a very concerning point about the debts people get into by using these high-cost lenders to facilitate the purchase of essential white goods, furniture and so on. I know from my time as City Minister that the FCA takes this incredibly seriously. It has capped the interest rates that such companies are allowed to charge, and it is doing further work to ensure that we protect consumers from the practices of some of those companies.

May we have a statement on the sale of high-caffeine energy drinks, which can be harmful to under-16s?

Today’s Financial Times reports pandemonium at some Carillion construction sites, and at PMQs yesterday there were no answers to concerns about the future of thousands of apprentices across the country, and there is much complexity over the various pension pots. May we have a Government statement on their progress in responding to this calamity?

We are of course taking every possible action to try to resolve the inevitable uncertainty when a company of this size gets into financial difficulties. The hon. Gentleman is right to focus on the issues for apprentices. My right hon. Friends are looking very carefully at what can be done. For those seeking advice, a webpage has been set up by the Insolvency Service, and there is also a dedicated website set up by the special managers PwC to provide more information to those individuals. The Government have set up a group to discuss the issues with trade unions and industry representatives, so as to be able to ensure that we get to the bottom of this as soon as possible.

We fully recognise that this is a difficult and sensitive issue, but I assure the hon. Lady that the mother will never be questioned about the incident by a member of staff from the Department for Work and Pensions or Her Majesty’s Revenue and Customs. They will simply take the claim and receive supporting professional third-party evidence. There would not be any requirement for evidence of a criminal conviction or a judicial finding. We have consulted on how the exemption should be implemented, and we have adjusted our approach to make sure that women get the support that they need and that additional financial support goes to those for whom it was intended.

I am afraid that a steelworkers’ pension scandal is brewing. My constituents are worried about making the wrong decision on pension transfers, and the Financial Conduct Authority is providing insufficient support to steelworkers at this crucial time. May we have a ministerial statement and an action plan from the FCA to support steelworkers who are trying to do the right thing for their families?

Pensions are a complex subject, and anybody trying to make decisions needs the right advice. The hon. Gentleman is right to raise the issue and I encourage him to seek further guidance from the FCA so that he can provide support to his constituents.

I think there is cross-party support on this issue, and I am absolutely certain that the Chairman of the Backbench Business Committee would be interested in promoting such a debate in the Chamber. I join the hon. Gentleman in paying tribute to all those who made the ultimate sacrifice and remind hon. Members that next year we also celebrate the centenary of women’s suffrage. The contribution of women over the last 100 years or so is something we can all celebrate.

Government reforms in 2015 led to the unlocking of pension pots for more than 200,000 people, but today’s Financial Times reports high-pressure sales tactics, scaremongering and mis-selling, so may we have a statement? It looks as if another pensions scandal is brewing.

I say again that the Government are by no means doing as the hon. Lady suggests. We are listening. I have been absolutely clear since coming into this role that the Government are determined to listen to views from right across the House. That is evidenced by the work of the Department for Work and Pensions and yesterday’s statement, and, following yesterday’s debate, by our doing more to help those applying for universal credit, which Members across the House agree is there to help and support people, and which is succeeding in getting more people into work.

The Government guarantee the mineworkers pension scheme, but 50% of the surplus goes back into Government pockets. They have had a £3 billion windfall. Mineworkers and their families want a better deal for their years of toil at the coalface. May we have a Treasury statement so that my uncle Desi, my uncle Jackie and their comrades get their fair share?

I know from my time as Secretary of State for Environment, Food and Rural Affairs that the science is not entirely clear. There is very clear qualitative evidence that culling badgers reduces the incidence of bovine tuberculosis. We know that badgers carry bovine TB, and that there is a worldwide shortage of the vaccine that could be used for badgers. World guidelines state that we should not be using that vaccine—it is a human vaccine—on badgers for the time being.

There is a lot of work going on in the Department for Environment, Food and Rural Affairs to make sure that the culling is humanely carried out under very strict conditions and supervision. I think that we must allow the best science to prevail, because bovine TB is destroying farmers’ livelihoods and their lives. It is heartbreaking to see the stories of farmers who are trying to deal with having to have their whole herd culled as a result of one breakout of bovine TB. It is not something that we can just ignore.

Can we have a statement on tax evasion by websites such as Amazon? Her Majesty’s Revenue and Customs believes that Amazon is being obstructive about providing data that would make it possible to crack down on fraud. When are the Government going to stop this digital giant helping to rip off the taxpayer?

The hon. Gentleman will be pleased to know that HMRC has been enormously successful in its compliance measures against avoidance and evasion, and that since 2010 it has achieved more than £150 billion of revenue from its work in this area. The Government are working hard to tackle online VAT fraud, and we have announced joint and several liability from September 2016 as part of a package of Budget measures to tackle VAT fraud in online sales. The problem is a complex international one, but the UK is the first country to introduce a power making online marketplaces jointly and severally liable for the unpaid VAT of overseas sellers. We are leading the world in this work, but there is more to do. I share the hon. Gentleman’s disgust at any company that seeks to avoid taxes in such a way.

May we have a statement on the powers of the Financial Conduct Authority? Its slowness in taking action against sky-high interest rates in the rent-to-own sector has left hard-up families paying through the nose for cookers and for cots.

It is incredibly important that financial conduct is carried out meticulously, and the regulator has strong powers to ensure that people behave appropriately. There are all sorts of issues around financial conduct at all times, and I think the FCA does a good job, but if the hon. Gentleman wants to raise a particular issue, I recommend that he tries to arrange a Westminster Hall debate on that specific point.

The hon. Gentleman will appreciate that I cannot possibly explain to him why the Secretary of State for Scotland thinks something or does something; I am sure he will realise that that is not a question for me. However, I am extremely pleased that the hon. Gentleman now acknowledges what I did say in some spirited fashion last week, which was that I absolutely recall the Secretary of State for Scotland standing up for Scottish people on protecting and promoting the oil and gas sector—he continues to do that. If the hon. Gentleman would like to talk to him about it, I am sure he will be able to speak for himself about exactly where he is on his support for the people of Scotland.

I am lucky in my constituency to take part in parkrun on a Saturday morning; hundreds of local people now run regularly because the Parc Bryn Bach athletics club has its own Couch to 5k programme. May we have a statement on promoting physical activity and improving public health? Finally, why will the Government not give us our fair share of Opposition day debates for the next two years?

I absolutely praise my right hon. Friend for his contribution to protecting and enhancing our environment. Our manifesto made a commitment to the 25-year plan and we remain fully committed to it. The great repeal Bill will bring all EU environmental legislation into UK law, and our ambition is to be the first generation that leaves the environment in a better state than we found it. I am very proud that the Conservative party remains committed to that outcome.

Today’s Times says:

“Thousands of people die each year as a result of breathing air that is officially considered safe”.

The British Medical Association thinks that we should have air pollution monitors at the roadside. May we have a debate on improving air quality standards?

The hon. Gentleman is right to raise a very serious public health issue. A consultation is under way on measures to improve air quality, but that relates to reaching a certain level of air pollution. This Government’s longer-term aim is for almost all vehicles to be zero-carbon by 2050. That is a real solution, and in the short and medium term we will set out measures to tackle the problem of air quality.

The Government are challenging the bank bonus cap provisions under EU capital requirements directive IV. We think that those rules will undermine the progress that we have made to make sure that bankers’ pay is aligned with long-term performance and that there are no rewards for failure or wrongdoing.

The Chancellor was much too complacent earlier. Youth unemployment in Blaenau Gwent is still way too high. Why do the Government refuse to repeat the tax on bank bonuses? That could fund guaranteed jobs for young people throughout the UK.

As the hon. Gentleman will know, the Government have instead introduced a permanent bank levy on bankers’ balance sheets, which, according to the Office for Budget Responsibility, will raise £8 billion during the life of this Parliament, and up to £18 billion by 2018-19, so they are paying a fair share towards our economic recovery.
