The report that came out was extremely concerning, and this is an opportunity to pay tribute to the police for all the amazing work they do to keep us safe. The hon. Lady will know that, as part of our NHS long-term plan, mental health and support for mental health issues are a high priority, as is achieving parity of esteem between mental health and physical health. We will see much more support available in the years to come. Nevertheless, she is right to raise the issue. I encourage her to seek an Adjournment debate perhaps to discuss it directly with Ministers.

As well as congratulating Liverpool and Spurs, I am sure that you will join me, Mr Speaker, in wishing Arsenal and Chelsea all the best for this evening so that we can have a full slate of English clubs in the European finals. On an even more serious point, may I ask for a debate on what one might almost call online economic terrorism against small businesses? Last week, I visited an excellent small business in my constituency that has been targeted over a certain matter, with a particular employee being the subject of that targeting. The business has been asked, or it has been told, that unless it fires that employee it will continue to be targeted. Fortunately, the threats are being taken seriously, but the young woman who owns and has grown that excellent business rightly wants me to raise this in a debate in the House of Commons. I am sure that it is not the only case that Members have come across.

My hon. Friend raises a very concerning issue about unfair intimidation of a business over whatever the activity is of one of the employees. It is absolutely right that when enforcement is required the police support any business that is trying to defend an employee against unfair accusations. I do not know the precise details, but I would encourage him to speak directly to Ministers about what more can be done.

I am grateful to the hon. Lady for raising that issue. She rightly pays tribute to all those who gave so much in a co-ordinated effort to stamp out evil. It is right that we commemorate these anniversaries, and I will certainly see whether we can find time for such a debate.

As my hon. Friend the Member for Strangford (Jim Shannon) mentioned, Christians around the world will be celebrating the resurrection on Easter Sunday, after the darkness of Good Friday, but for many Christians, particularly those in places like the middle belt of Nigeria, this is a very, very dark time, when they are under attack, seeing people—including members of their families—murdered, and churches burnt down. May we have a debate on that persecution of Christians and others in the middle belt of Nigeria and elsewhere?

I am grateful to my hon. Friend for his question. Specifically with regard to Nigeria, we continue to call for an immediate de-escalation of violence, and for the Nigerian Government to demonstrate a clear strategy for resolving the conflict, ending the violence and ensuring that the needs of all affected communities are met. The United Kingdom promotes tolerance and acceptance of different faiths and beliefs within our own country, but it is also something that we want to see right around the world.

I have tried to be as open as I possibly can on this. As the hon. Gentleman will realise, the fact is that a motion that comes forward tomorrow must enable us to meet the European Council conclusions, which say:

“Any unilateral commitment, statement or other act…should be compatible with the letter and the spirit of the Withdrawal Agreement.”

It must also comply with the Speaker’s ruling, and it must enable the House to move forward. Quite genuinely, of course it will meet UK law, and the reality is that it has not yet been finalised, but it will be brought forward just as soon as possible, in time for the House to discuss the business motion in the name of my right hon. Friend the Prime Minister this evening.

In North Kivu in the Democratic Republic of the Congo, there have been more than 1,000 cases of Ebola, resulting in more than 500 people dying. This is an incredibly serious situation with implications for the very large city of Goma and for Uganda, Burundi, Rwanda and further afield, as well as of course throughout the DRC. Will the Secretary of State for International Development or one of her colleagues make a statement to this House? I remember how in 2014, there were regular updates on an equally serious situation in west Africa. I believe that this has international implications and we need to hear about it.

My hon. Friend raises a very concerning matter and he is absolutely right to do so. The Government are working with the DRC and the World Health Organisation to tackle the latest outbreak of Ebola. UK aid has played a crucial role in supporting the response since the outbreak was first announced in August 2018. That support has provided funding and expertise to the World Health Organisation for response activities in the DRC and for regional preparedness. We are the leading donor by far for regional preparedness in neighbouring counties such as Uganda, Rwanda, Burundi and South Sudan. Preventing the spread of the disease not only saves lives, but provides the stability necessary for economic growth and security.

The hon. Gentleman has raised very concerning constituency issues, and he is absolutely right to do so. I am glad that he welcomes the announcement of my right hon. Friend the Secretary of State for Work and Pensions that we are improving the system by scrapping regular PIP reviews for those with the greatest needs, but he is right to cite cases in which there is concern about the assessment itself. If he will write to me following business questions, I will take up those specific points with the Department on his behalf.

The coroner of north Staffordshire, Mr Ian Smith, who is retiring—I congratulate him warmly on his work and thank him for it, along with my hon. Friend the Member for Stone (Sir William Cash)—has raised the problem of the lack of availability of pathologists to coroners conducting inquests. May we have an urgent debate on the matter? It means that funerals are being delayed, sometimes for weeks, which is causing huge concern and distress to families whose loved ones have passed away.

My hon. Friend has raised a very concerning issue. I pay tribute to the amazing work done by coroners: I have had something to do with them myself in connection with constituency matters, and I know that they do an incredible amount of work that is often quite stressful and harrowing. It would probably be best for my hon. Friend to raise the issue in an Adjournment debate, so that he can discuss it directly with Ministers.

As a long-term former resident of Tanzania and chair of the all-party parliamentary group on Tanzania, I am a great admirer of that country and its people. I am also an admirer of the great work that President Magufuli has done to tackle corruption there, but I am increasingly concerned by the fact that a large number of opposition politicians are now in jail or on trial. May we have a debate on the importance of having a responsible opposition and a responsible Government who respect that opposition rather than putting them in jail and bringing charges against them all the time?

I believe that my hon. Friend lived in Tanzania for some years and is chairman of the all-party parliamentary group. I pay tribute to him for the way in which he has raised this issue. He is absolutely right to say that we in the United Kingdom will always stand up for democracy, human rights and freedom of speech, and I encourage him to seek an Adjournment debate so that he can raise that particular issue directly with Foreign Office Ministers.

The hon. Lady is right that many over-75s rely on their free TV licence to keep in touch with what is going on in the world and to seek the comfort that good TV programmes offer. She is right to raise that issue. She will be aware that the Prime Minister has made clear her view that the BBC needs to continue to make those free TV licences available, but I urge the hon. Lady to raise that through a written parliamentary question to the Department for Digital, Culture, Media and Sport.

After the tragic fire in Stafford last week in which four children lost their lives, will my right hon. Friend join me in paying tribute to the fire and rescue service of Staffordshire, Staffordshire police and West Midlands ambulance service, as well as the local schools, churches and community groups that handled this situation incredibly sensitively and with great regard for the feelings of the family and the community?

All our hearts go out. My hon. Friend is right to raise the appalling harm done to the family and friends and all those who had to deal with the consequences of this awful house fire in Staffordshire in which four people died. I echo his condolences to the family and his appreciation for all the support and help given to them.

The hon. Lady will be aware that we have Transport questions on 14 February at which she can raise the very important point about bus services. In particular, the Government have done a significant amount to invest in ensuring that we have decent bus networks, and it is for local authorities to ensure that that provision is made. With regards to her point about BBC TV licences, the BBC is an independent institution. We have just had Digital, Culture, Media and Sport questions, and I hope that she raised that directly with Ministers. She raises an important point, and if it was not raised then, I encourage her to seek another opportunity such as an Adjournment debate.

As the Prime Minister’s trade envoy to Ethiopia, I have seen at first hand the vital work that is done by aerospace companies such as Airbus, Rolls-Royce and Bombardier in boosting British exports and investments in that country. Can we have a debate on the importance of the aerospace industry so that we can give credit to the leadership and the workforce of Airbus, Rolls-Royce, Bombardier and many other companies for the work that they do on behalf of the United Kingdom, on behalf of our exports and on behalf of our economy?

I certainly agree with my hon. Friend that the aerospace sector is an absolutely vital part of the UK economy. I join him in thanking those companies for the excellent work that they do to support other economies around the world such as Ethiopia’s. May I first say that that is an absolute tragedy? I am sure that all hon. Members will want to send their deep condolences to the family. The hon. Lady raises a very important point about speed limits. She will be aware that it is possible for local authorities to lower or indeed raise limits where that is felt suitable. Staffordshire police, in order better to investigate and prosecute online child sexual exploitation, has taken on some world-leading software from Semantics 21, which was developed in my own Stafford constituency. This software has been sold around the world—in the United States, Canada, and Australia, and to police forces in Europe as well—yet it seems very difficult to get police forces in the UK, even those that would like to do it, to take it up. Will she see how we can have a debate or a statement on whether we can use world-leading software developed in the United Kingdom in UK police forces?

I commend my hon. Friend for raising the possibility of this software, and I absolutely agree that something that is created in the United Kingdom that saves police officers having to spend their time trawling through horrific images is a very good idea indeed. I encourage him to take it up directly with Home Office Ministers so that he can discuss with them what more can be done.

I am really grateful to the hon. Gentleman for what he said and the way he said it. He is absolutely right that in this place we do need to treat one another with courtesy and respect. Every Member who comes here is elected by their constituents to represent them, so it cannot be right that any of us should seek to control any other one of us, but at the same time we do have a shared desire for Parliament to be a good role model. I will think carefully about the hon. Gentleman’s words and I will absolutely never flounce again; he has my undertaking.

Later this year, there is the triennial replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria. That is an incredibly important fund, which has contributed to the reduction of deaths on a wide scale across the world. May we have a debate on the importance of the fund, especially as some of the progress is stalling, not because of lack of work, but because of resistance to drugs, for instance in the case of malaria?

My hon. Friend raises an incredibly important point and I am extremely sympathetic to it. Eradicating TB, malaria and the problem of HIV/AIDS is absolutely vital for the sake of our world. I would encourage him to seek a debate, perhaps in Westminster Hall, and I will consider whether we can give Government time to such a debate.

In July last year, I held a Westminster Hall debate on drones and aviation. In his excellent reply, my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) promised certain measures, which came into effect in July this year. Certain others will come into effect next year. The crisis at Gatwick airport at the moment shows just how important those measures are, and how they have to be enforced and, I believe, taken further. May we have another debate on drones and aviation safety, to ensure that the public are not put at risk and that passengers are not deprived of their holidays, their honeymoons and their visits to loved ones by the entirely irresponsible, and indeed criminal, actions of these perpetrators?

I pay tribute to my hon. Friend and my right hon. Friend the Member for South Holland and The Deepings for the action they oversaw to ensure that the Government brought forward legislation to make it a criminal offence carrying a sentence of up to five years and unlimited fines to interfere with an aeroplane using a drone. That was absolutely essential. Our hearts go out to all those who are desperately trying to go on holiday or arrive in the United Kingdom via Gatwick at the moment. What is happening is absolutely unacceptable. I know that the police are doing everything they can to catch the operators of those drones. My hon. Friend has made an extremely good point, and I encourage him to raise it at Transport questions on Thursday 10 January.

A constituent has pointed out to me that the local government ombudsman will look only at cases that have a direct impact on a particular individual rather than taxpayers in general. He raised an issue about Staffordshire County Council, which I believe is very well run, but we need to have confidence in the decisions made in investigations by councils into their own activities. May we have a debate on setting up an independent arbiter or body that can look at the decisions made by county councils or other councils that are not subject to the local government ombudsman in order to give credibility to the decisions of local government?

My hon. Friend raises an issue that I am sure many hon. Members will have found concerning broader criticisms of the way in which councils go about their business. Less heckling from my right hon. Friend.

I am sure the hon. Gentleman’s late grandmother would be very proud of him. He raises a serious point about days for private Members’ Bills. As he knows, I have sought to provide a further six sitting Fridays for private Members’ Bills to make progress. Unfortunately, that was objected to, and an amendment was tabled to reduce that number to five. Those discussions are ongoing through the usual channels, and I hope to come forward soon with an alternative proposal.

A constituent of mine bought three tickets earlier this year for the BBC Biggest Weekend concert in Swansea through Viagogo. She expected to pay £50 overall. The confirmation said that she had paid £1,772.41. The bank refused to make that payment, but Viagogo then put a £1 charge through, as a gateway to take the full amount. She has taken it up with the bank and Viagogo, and I have taken it up, but we have not had any positive response. May we have a debate on that kind of behaviour and total corporate irresponsibility—I would almost say corporate theft?

The hon. Gentleman is right to ask what more we can do to support our armed forces and the amazing work that they do on our behalf. He will be aware that this Government introduced the armed forces covenant into law to improve support for our armed forces, but he has raised an interesting question that I encourage him to raise directly with Ministers at the next Defence questions.

My right hon. Friend has mentioned the parliamentary concert next week, when the Parliament choir will sing—together with the German Bundestag choir—Mozart’s “Mass in C Minor” to commemorate the 100th anniversary of the Armistice. Perhaps we could have a debate on or consider mentioning —as I am sure you will be at the concert next week, Mr Speaker—the conflict between Britain and Germany that occurred at the same time in east Africa. I speak as chair of the all-party parliamentary group on Tanzania. Hundreds of thousands of Tanganyikans died in the conflict as a result of either the violence or the resulting famine, yet they are hardly ever remembered in these circumstances. It would be a great honour to those people, who gave their lives in a conflict that was nothing to do with them, if we were to remember them as well.

My hon. Friend is quite right to mention the appalling events that took place in the great war. Of course, a week on Tuesday we will have a debate on the centenary of the Armistice, which would be a good opportunity to raise all the appalling events and to commemorate the sacrifice of so many right around the world.

I say again that the House will be well aware of the fact that whether or not debate ought to be organised through a business of the House motion, and the form of any such motion, is ultimately in the hands of the House itself. The House has the power to amend, approve or reject such a motion, but it is also very important to recognise the need for the House to consider the question that is before the United Kingdom, which is whether or not to accept the deal that the Government have negotiated with the EU. Anything other than a straightforward approval of the deal would lead to great uncertainty for businesses and citizens, because any changes might mean that the Government are not in a position to ratify the deal.

A constituent of mine was mis-sold an interest-rate hedge by Barclays bank. He was eventually paid back the money that he had paid and offered compensation of £37.50. He was then forced to sell his properties at well below their market value, despite my asking for a bit of time so that they could be sold at a reasonable price. I have written to Barclays twice to ask it to look again at the case because of the situation that they put my constituents in, but the bank has not replied to my letters. May we have a debate on banks and other institutions that simply do not respect MPs who are trying to do something on behalf of their constituents?

My hon. Friend raises such an important point. As a member of the Treasury Committee and then as the City Minister, I was absolutely disgusted to see some of the really harrowing stories about businesspeople who lost their livelihoods and years and years of work because of the mis-selling of all sorts of interest-rate products, including interest-rate swaps. It really was disgraceful behaviour. My hon. Friend will be aware that the Financial Conduct Authority has looked into this issue and there have been several reviews, but I absolutely agree with him that it is not acceptable for a bank simply not to reply to his request for further investigation. The Chairman of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), was looking interestedly at my hon. Friend when he asked his question, so I gently suggest that it would be a good subject for a lengthy Back-Bench debate. I am very happy to provide the time for that and would very much like to take part in such a debate myself.

I am sorry to hear about the company in the hon. Gentleman’s constituency. The situation is worrying, and I encourage him to take the matter up directly with Ministers from the Department for Business, Energy and Industrial Strategy at BEIS questions next Tuesday to hear what more they can do to help support those who have been told that they are losing their jobs.

Staffordshire County Council, like many others, faces a substantial deficit in 2019-20 as a result of the rise in social care costs for both children and adults. May we have a debate on all the ways that the Government can assist councils, such as through business rates retention, the relaxation of the referendum rules, the rate support grant and the better care fund? All those things could help to narrow or eliminate the gap that will otherwise result in many vital local services being removed across the country.

My hon. Friend raises an important issue that affects many constituencies, and he will be aware that we have short-term and longer-term plans for social care. In the short term, we have announced an additional £2 billion for adult social care, which will help to free up 2,000 to 3,000 acute hospital beds. We have also announced £240 million for social care to ease pressures during the winter, which will, for example, help to buy up to 72,000 domestic care packages to support people in their own homes. As for his specific concerns about Staffordshire, I encourage him to seek an Adjournment debate to raise them directly with Ministers.

Staffordshire County Council has generally done an excellent job over the last few years both in meeting budgetary requirements and in protecting services, but, like many such authorities, it is facing severe challenges for 2019-20. May we have a debate on the importance both of increasing local revenue through not requiring referendums on increases in council tax above 2% or 3%, and of providing extra money from the better care fund for the provision of better care services for adults and children? There is also, of course, our ongoing request to have the business rate pilot scheme for Staffordshire.

My hon. Friend is a strong voice for his area. He will be aware that we have backed councils in England with £200 billion to deliver local services between 2015 and 2020. That is an increase, and there has also been a significant increase in the money available for adult social care this year. Nevertheless, my hon. Friend raises an important point, and I know that many colleagues are concerned about local government funding. I encourage him to seek a Back-Bench business debate so that he and other colleagues can raise this issue.

My right hon. Friend will know from her own constituency experience the problems that people affected by HS2 have in selling their property and not getting a quick resolution. There is no good resolution to this, and that applies even more to my constituents who are affected by the roadworks on the M6 and cannot get anyone to buy their property, the value of which has fallen precipitately as a result of the disturbance. When people are forced into a situation of being unable to sell their properties because Government action—whether in relation to road, rail, airports or anything else—causes the value of the property to plummet, can we ensure that there is justice for them and that they can sell their property at market value or get the appropriate compensation?

My hon. Friend raises an important point about compensation for those affected by Government projects. I encourage him to talk to the HS2 mitigation and compensation forum that I established—back in 2011, I believe—which takes forward particular issues for constituents who are seeking proper compensation for such problems, particularly with regard to selling their homes.

I join my right hon. Friend in congratulating the Royal Air Force on its 100th anniversary. In particular, I congratulate the Tactical Supply Wing in my constituency of Stafford. I also declare an interest in that my grandfather was a member of the Royal Air Force when it was founded. He is the reason I am in this country and a proud Briton; he was born in Canada and came over.

Can we have a debate on the emergency service within the national health service? Ten years ago, the Royal Stoke University Hospital was due to be made smaller, and in fact was made smaller, and now there is a recognition that additional beds are needed. A few years ago, my constituents also realised that Stafford Hospital needed its A&E, even when experts said it did not. It is clear that we need all the A&E departments we have across the country and that there should be a moratorium on any further closures. Can we have a debate on that? The common sense of ordinary people often sees better than experts.

First, I pay tribute to my hon. Friend’s amazing support for his hospital in Staffordshire. All hon. Members will recognise that he has worked tirelessly to try to improve the position for all his constituents who use that hospital. Of course, he is absolutely right that any decisions about hospital provision are required to be discussed and consulted on locally, including with local health providers, which are better placed to know what is needed in their area. I am sure he will be delighted to hear of the increased funding— 3.4% in real terms each year, on average—that will be given to the NHS in this its 70th year. I remind him that we have Health and Social Care questions on 24 July, when he might like to raise the matter directly with Ministers.

I say again that it is vital that we enable new parents to spend the critical early periods of time with their new baby. I am absolutely supportive of that. In response to the hon. Gentleman’s specific question, yes the debate is deliberately timed. As he will recall, I asked the Procedure Committee last November to look into proxy voting. I was delighted with the Committee’s work in producing a report. My Government response to it is due on 15 July. I wanted to have that general debate, so that the constitutional implications of proxy voting, as opposed to other forms of formalised pairing, for example, and who should operate proxy voting if it were to be introduced and so on, can be properly aired in this place before I give a considered response to the work of the Procedure Committee, for which I am very grateful.

My right hon. Friend has already rightly mentioned the importance of the early bond between parents and babies. Unfortunately, in Staffordshire we are seeing a reduction in the number of health visitors, who are absolutely key to that. I know that the county council and the NHS have been working hard to try to resolve this, but does the Leader of the House agree it is important that we have a debate on how vital health visitors are to assist parents and work with them as they create that bond with their children?

Yes, my hon. Friend is absolutely right. We must do everything we can to support those critical early days. I am delighted that the Department of Health and Social Care is committed to providing continuity of carer, through a continued midwifery team that the mother and father-to-be get to know during the course of the pregnancy, and committed to training many more midwives with mental health qualifications to support vulnerable parents. He is right to raise the issue of health visitors, who provide such invaluable support in the early days. I encourage him to seek an Adjournment debate, so he can raise the issue directly with Ministers.

I entirely reject what the hon. and learned Lady says about my right hon. Friend the Home Secretary. He is showing absolute commitment to a fair immigration policy that welcomes those who come here legally to contribute to our economy, while at the same time being strict with those who are here illegally. That is what the people of the United Kingdom want. Since becoming Home Secretary he has come before the House on several occasions, and he will continue to do so.

I associate myself with your comments, Mr Speaker, and those of the Leader of the House and shadow Leader of the House about Grenfell Tower.

Three and a half years ago, two constituents in Staffordshire lost their lives in a terrible fire and explosion in a fireworks factory in my constituency. Court proceedings have now concluded, so may we have a debate or statement about what the Government propose to do to ensure better regulation and inspection of premises that contain large quantities of fireworks? At the moment, local authorities can inspect facilities that have up to 2 tonnes of powerful fireworks, but I believe that should be the responsibility only of the Health and Safety Executive or the fire and rescue service.

My hon. Friend raises a serious issue, and I am sorry to hear about the experience in his constituency. As he said, the storage of less than 2 tonnes of fireworks needs a licence from the local authority, and storage of more than 2 tonnes requires a licence from the Health and Safety Executive. Both those bodies may inspect storage facilities if they so wish. If my hon. Friend wishes to take the matter further, he could write to me and I will ask Ministers to respond to him directly. Otherwise, I encourage him to seek an Adjournment debate.

Acquired brain injury can affect any person through any reason, whether a violent attack, a sporting accident or an industrial accident. I am sure the hon. Given that many European countries allow their embassies in Africa to issue business and other visas on the spot, may we have a debate on our own embassies and high commissions throughout Africa taking back control and being able to do the same, to encourage investment and trade with all those countries that are such great partners of ours?

I was going to ask for a debate on the excellent small charities challenge fund, managed by the Department for International Development. However, an urgent situation is developing in the Democratic Republic of the Congo, where Ebola has raised its ugly head again and has now spread to the city of Mbandaka. Given the work that the United Kingdom and others did in 2014 and 2015 to help to stop the spread, may we have an urgent debate on the matter, and on how the United Kingdom and its allies can support the people of the DRC and their excellent health services in bringing this outbreak to an end?

A constituent of mine has raised the issue of price manipulation of gold and silver bullion. There have been several cases in the United States which have resulted in considerable fines on banks. May we have a debate on this very important issue, because gold and silver are not merely a store of value, but have extremely important uses in manufacturing and, in the case of silver, as a kind of antibiotic?

I congratulate the hon. Gentleman on again paying tribute to his constituency predecessor, who served the House very well over a long period. I am also delighted to join him in congratulating the firm in his constituency on its award and all those companies that achieve the Queen’s award for industry and contribute so much to the strength of our economy. Finally, I would like to mention this Government’s target of 3 million apprentices during this Parliament. We already have 1.2 million new apprentices, which is giving many more young people the chance to have a decent career.

May we have a debate on flexibility in our mental health services? The Government are rightly committed to increasing resources in those services, but that needs to happen alongside flexibility. A constituent of mine finds it incredibly difficult to get appointments at the time of day that is suitable for her condition, which tends to mean in the afternoon. She is almost always offered appointments in the morning. May we have a debate on this, because it is vital that we not only commit more resources to mental health services but ensure that those resources are sufficiently flexible for the needs of patients?

My hon. Friend raises an incredibly important point, and I am sure he will welcome the fact that this Government are committed to parity of esteem between mental and physical health. Spending on mental health has increased to a record £11.86 billion, with a further £1 billion on top of that by 2021. Nevertheless, he is right to say that we need to look at flexibility and access, and I can tell him that, by 2020, every patient arriving at A&E experiencing a mental health crisis will have access to psychiatric liaison, so that they can get to the right treatment as quickly as possible, which of course includes flexibility in timetabling.

I am very personally aware of this issue. My eldest son is facing his finals and, because of the picket line, has been denied the opportunity to go to his university even to use the resources, let alone to have any of the face-to-face tuition that he was due to have and for which he has paid. I am therefore extremely cross about the way in which innocent students are being punished during this dispute. I urge all parties to get together and find a resolution, so that a generation of graduates do not have to pay the price.

Two weeks ago, I raised with my right hon. Friend the non-levy apprenticeship funding for Newcastle-under-Lyme, Stafford, Shrewsbury and other colleges. The situation is becoming serious, and I believe that our young people will be let down if we do not resolve it. May I urge the Leader of the House to ensure that we have a statement or a debate as soon as possible?

I know that my hon. Friend is very supportive of apprenticeships. I can tell him that the contracts for the delivery of non-levy apprenticeship training were awarded on the basis of an assessment by the Education and Skills Funding Agency of information that had been supplied and that the tenders were measured against clearly set criteria. Ofsted’s rating of providers was not considered to be part of the process, as new entrants do not have an Ofsted rating and would therefore have been disadvantaged. The Government have awarded more than 700 providers contracts worth a total of £490 million to deliver apprenticeship training for non-levy payers. However, as my hon. Friend will know, those that were not successful in the non-levy procurement process can still supply apprenticeship training to levy payers directly.

First of all, I am sorry to hear that this afternoon’s business will be disturbed. The Under-Secretary of State for Wales, my hon. Friend the Member for Pudsey (Stuart Andrew), is slightly devastated because this was his chance to shine. The cancellation of the debate is completely understandable, as the situation is very difficult for people who have travel arrangements. I join the hon. Member for Gateshead (Ian Mearns) in congratulating all the people out there gritting and trying to clear away snow. Quite a number of schoolchildren are also out in villages and other communities, clearing people’s steps for them. That is a fantastic thing to see. I will take on board his point about replacing the Government members of his Backbench Business Committee. I will certainly see that we act on it.

Could we have a debate on the non-levy apprenticeship tender? Unfortunately, some very good colleges, such as Stafford, Newcastle-under-Lyme, Shrewsbury and others across the country, were not successful in the tender, and I have some grave concerns about the operation of it.

This is a very important area. The hon. Lady will be pleased to know that our reforms to probation mean that we are now monitoring 40,000 offenders who would previously have been released with no supervision at all. That is a positive change for public safety. Overall, community rehabilitation companies have reduced the number of people reoffending. If she has a specific constituency case, she might like to raise it directly with the Department.

As chair of the all-party parliamentary group on malaria and neglected tropical diseases, I very much support what my hon. Friend the Member for Harrow East (Bob Blackman) said.

May we have a debate on the status of recommendations made by trust special administrators—in my case for the Mid Staffordshire NHS Foundation Trust? That report—the cost was £20 million—was accepted by the Secretary of State for Health and it made a lot of recommendations that are really important for my constituents, but we are seeing some erosion of them, despite the best efforts of the trust that took over Mid Staffs to implement them. It is absolutely vital that my constituents know that those recommendations are firm and will continue.

Last week, General Electric announced the loss of 1,000 jobs in my constituency and that of my hon. Friend the Member for Rugby (Mark Pawsey). May we have a statement from the Government on the support that will be provided to those trained and excellent workers to help them find other work and to show how the United Kingdom Government will support power engineering so that it can maintain and grow its position in research, manufacturing and exports?

I am sorry to hear of those potential job losses, and my hon. Friend is right to support his constituents in this way. The Government regularly meet General Electric to discuss its UK business, and as my hon. Friend will know, in November it announced plans for a global restructuring. A consultation is under way on the redundancies, and the exact timescale is yet to be announced. The Government stand ready to support anyone who loses their job, through the Department for Work and Pensions and its rapid response service.

Thank you, Mr Speaker—indeed I am.

My right hon. Friend has not mentioned the Second Reading in relation to High Speed 2 phase 2a, so I suspect it will be coming in the new year. However, may I ask for a debate on the importance of preparing for such a major project in terms of national road infrastructure? Phase 2a of HS2 will cut across the A38, the A34, the A51 and the M6, all within a relatively short space. It is vital that this national infrastructure is protected during the construction of phase 2a, if it is indeed to go ahead.

In specific response to my hon. Friend, I can say that the debate on HS2 will be as soon as possible in the new year. He is absolutely right to point out that proper infrastructure to accommodate this enormous project is vital. There are Transport questions on 30 November, and I encourage him to raise that matter then.

My thoughts and prayers are very much with the people of Kenya today as they go to the polls. We wish for a peaceful outcome and dialogue between the Government and the Opposition for the future.

May I ask my right hon. Friend whether we can have a statement on the current situation in the overseas territories in the Caribbean after the terrible effects of Hurricane Irma? It is vital that all possible support is given to these overseas territories, for which we are in some respects responsible. Various definitions of official development assistance from the OECD should not stand in the way of making that assistance available.

There are very tightly enforced, clear rules regarding what ex-Ministers are able to do both when they have left office and while they are still in office. The hon. Gentleman is merely putting forward a hypothesis in which I see no merit. He is taking the opportunity to criticise something when he has no evidence to support his case—that is extremely unfair.

The clock is ticking in the Democratic Republic of the Congo, where elections are still nowhere on the horizon, despite the agreement at the end of last year that they should be held within one year. The United Kingdom has been highly engaged in the process. Could we have a statement from the Minister responsible—perhaps a written statement, or some kind of indication during the recess—about what we can do to ensure that the Democratic Republic of the Congo does not fall into a period of great uncertainty, but holds the promised elections?

We remain deeply concerned about the political crisis in Burundi and continuing human rights abuses. The current crisis can only be resolved by inclusive dialogue that preserves the Arusha agreement. We still believe that the east African community dialogue led by former Tanzanian President Mkapa offers the best prospect for a mediated solution. We call on all parties to engage without preconditions. On my hon. Friend’s request for a ministerial statement, I will ask the Department concerned whether it can provide more of an update.

I am sure the hon. Gentleman will recognise that the Government have put billions into new road and rail projects, and we continue to do so. He and his Front-Bench colleagues may wish to choose an Opposition day opportunity to debate that matter, but I have tried to explain to the hon. Member for Ogmore (Chris Elmore) that we are looking at what improvements technology can offer ahead of the disruption that the installation of electrification would undoubtedly cause for passengers.

I know that my right hon. Friend is aware of the problem with sleep-in shifts for careworkers and of the looming crisis for several of the companies involved because Her Majesty’s Revenue and Customs is demanding extremely large payments. There is no time for a debate or statement on this issue, so will she raise it with her colleagues in Government—in the Treasury and, indeed, in the Department for Business, Energy and Industrial Strategy—to ensure that this crisis is averted?

I have the greatest respect for the hon. Gentleman, who has been an anti-nuclear campaigner for a long time. I respectfully say, as an ex-Energy Minister, that I just disagree with him. On average, nuclear energy provides around 20% of our electricity needs at all times, and our ageing fleet of nuclear power stations must be replaced. If we want to continue to keep the lights on, we have to take steps. This particular project protects taxpayers from the costs of budget overruns.

As I understand it, the Government will deposit the High Speed 2 phase 2a Bill on Monday next week. According to parliamentary procedures, as my hon. Friend the Member for Stone (Sir William Cash) and I understand them, that leaves only 56 days of consultation over the summer holidays and summer recess, which is simply not enough. Will my right hon. Friend consider extending the period for six weeks or delaying the deposit of the Bill until we return in September?

It is important to be clear that, although there are pockets in which terrible incidents take place—it sounds like a really awful experience in the hon. Lady’s constituency—there have nevertheless been 370,000 fewer violent crimes since 2010. It is important that we speak in measured terms, because it is easy to scare people into thinking that things are getting worse when in fact they are getting better. It has been made very clear that police funding has been protected, but the police themselves are changing the way in which they manage things operationally and putting more money into cyber-policing, into dealing with online crime and into counter-intelligence. None the less, the hon. Lady might wish to raise the specific issues in her constituency via an Adjournment debate.

My right hon. Friend might be aware of the problems that riding schools up and down the country are having with the valuations being ascribed to their premises by the Valuation Office Agency. Some are now closing as a result, which will undoubtedly have an effect on Riding for the Disabled. May we have a debate on the subject, and could she raise it with her Cabinet colleagues?

I am very much aware of the issue of rates for riding schools and other large premises in rural areas. My hon. Friend might know that, as part of the £435 million package of support launched at the Budget, the Chancellor announced a £300 million discretionary relief fund over four years from 2017-18 to enable local authorities to provide additional support to local businesses. I encourage my hon. Friend to suggest that his constituents apply to the local council to see whether they are eligible for that discretionary relief.

The hon. Gentleman raises the very important issue of those three recent attacks. The UK and Pakistan have a shared interest in addressing and reducing the threat of terrorism. We are committed to working together to combat, in a human rights-compliant manner, the terrorist threat and the extremism that sustains it. This will help to reduce the threat to the UK and UK interests. If he would like to write to me on this point, I will certainly take it up with the relevant Department.

My right hon. Friend is absolutely right to talk about the importance of keeping people safe. May we therefore have a statement and some action from the Secretary of State for Transport regarding the threat to commercial and military aviation from the use of drones by private individuals and commercial organisations?

The issue of children’s mental health is very dear to my heart. It sounds as though the hon. Lady should apply for an Adjournment debate. I am sure that all hon. Members will be interested to hear about the issue. On the face of it, the hon. Lady’s desire for that decision to be overturned is one with which I am extremely sympathetic.

May we have a statement from a Health Minister on NHS funding as soon as possible, particularly in the light of the savings that areas up and down the country, including mine in Staffordshire and Stoke-on-Trent, are being asked to make, which are entirely impossible to effect without having a drastic impact on patient services?

My Department has been working closely with the Department for Business, Innovation and Skills to look at how we can help Port Talbot with its energy costs. We have already made announcements about how we are going to reduce the impact of carbon policies on the steelworks in Port Talbot, and we will continue to look at further ways of helping, including considering how energy-intensive industries across the board can reduce their electricity costs by changing the way in which they generate power.

Does my hon. Friend agree that British steel can be used in energy infrastructure projects not just in the UK but around the world? Last week on a visit to the Democratic Republic of the Congo with the International Development Committee, we saw the way in which Britain is leading in helping to provide energy infrastructure in that country.

My hon. Friend is exactly right. A good example of my own efforts to improve the use of UK steel has been to urge the Offshore Wind Industry Council to do more to promote UK content. The UK is one of the biggest deployers of offshore wind to date and we can certainly hope that, once we start building our export markets, British steel will form a part of those exports.

New gas is already coming forward. Since 2010, six new combined cycle gas turbines have been commissioned, representing over 8 GW of capacity, but we will need more new gas as we close our coal-fired power stations as part of our decarbonisation objective. We have announced changes to the capacity market to buy more capacity, and to buy it earlier, thereby ensuring security of supply during the transition, as well as promoting investment in new plant such as gas.

Given that Rugeley power station, which is coal fired and based in the constituency of my hon. Friend the Member for Cannock Chase (Amanda Milling), is scheduled to close, may I suggest that Rugeley would be an ideal site for a new gas power station?

I pay tribute to my hon. Friend the Member for Cannock Chase (Amanda Milling) for her excellent work in representing those affected by the closure of Rugeley. The decision on how to use the site is obviously a commercial issue for ENGIE, but I encourage the company to discuss its plans with the Planning Inspectorate, which can clarify the process for building a new gas plant, and particularly how long it might take to do so.
