Commons ChamberI would be delighted to publish those statistics and will write to my hon. Friend with them. New-build houses are always built to a far higher standard than the existing build. The challenge of fuel poverty is almost eradicated for new builds, so I hope his constituents will be able to welcome affordable, warmer winters in future.
Has the Secretary of State managed to have any discussions with her Welsh Government counterparts about the wonderful Arbed scheme? Arbed in Welsh is to save. The scheme worked with 28 social landlords in its first phase, and worked with more than 5,000 homes on energy efficiency in its second phase. It is funded partly by European structural funds. It is a great example of energy efficiency and a great reason for Wales to stay within the European Union and the United Kingdom.
That is a very interesting proposal from the hon. Gentleman. I clearly should spend more time talking to my Welsh counterpart in order to learn from the good work that the Welsh Government are doing to address fuel poverty.
Gas has always been acknowledged as a bridge to a decarbonised future but the announcements made by the Secretary of State yesterday will have a cumulative effect. Can she assure us that that bridge has not lengthened and raised the risk of a stranded fleet of new gas generators in 25 years, particularly given that some analysis suggests that the emissions shortfall against the fourth carbon budget has increased from 7% to 10%?
I thank the hon. Gentleman for his question. He is right that there is a widening gap against the fourth carbon budget. I want to be clear that that is not to do with policy. The reason for that is to do with land use—something delightfully called LULUCF, or land use, land use change and forestry sector. I am aware of his views on gas and they are really the same as mine: it is indeed a low-carbon bridge but in future we hope that other sources will come forward.
I thank the hon. Lady for her question. I have not yet seen her letter, but of course I will look carefully at what she has asked me to look at. I would, however, ask her, her constituents, and the developers who have obviously come to see her to bear it in mind that we have made our statement, and that our decision will be taken forward in primary legislation: we will end onshore wind subsidies.
13. What recent assessment she has made of the potential contribution of carbon abatement technologies to the Government’s decarbonisation strategy.
I am sorry to disappoint my right hon. Friend, but we will not reduce those. Now that we have a market-led system through the CfD, we are able to push for a reduction in prices—I know he will approve—and in the CfD auction last year that was very effective in getting the price down.
May I suggest to the Secretary of State that it would be really helpful if she could publish as much information as possible on the risk analysis she has made of the decision to phase out the subsidy early? Some fear that as we are already behind on the interim targets for the 2020 renewables targets, and given the jeopardy that might put on our climate change obligations, we need to see how well the proposal has been tested, given the risk that some of the projects might fail and undercut it. There might also be a transfer to more expensive renewals should any projects fail. It would help my Committee and others if as much information as possible could be published, so that it can be properly examined.
I congratulate the hon. Gentleman on becoming the Chair of the Environmental Audit Committee. I look forward to getting to know him better. I am sure I will have the opportunity to do so at that Committee.
We do not agree that we have not met our targets. I understand that it was reported as such and I will take an early opportunity to write to him to set that out. I take to heart his advice to make sure we publish as much as possible, above all to win everybody’s confidence that what I am saying is absolutely achievable.
