As my right hon. Friend said, the agreement we reached was for the G7 to phase out domestic coal. Of course, we want to see that happen in developing economies across the world and that is why we are working, as we did with South Africa, to ensure that funding is made available to a number of other countries that are major emitters to ensure that they are able to make that transition to clean energy.

T7. Yesterday, RWE announced a partnership with SGN to investigate the provision of hydrogen gas to a number of off-grid small towns in Scotland. They are also investigating the development of a 100 MW hydrogen production plant at Markinch in my constituency, building on the world-leading H100 project in Methil. Will the COP26 President join me in welcoming this confirmation that Scotland leads the world in genuinely renewable energy technologies?

I think we should all be welcoming the fact that the UK leads the world when it comes to clean energy transition.

Tackling climate change is the right thing to do and it is also economically the smart thing to do. That is why at COP26 we had $130 trillion of private sector money signed up to net zero. It is why our presidency has managed to persuade 90% of global GDP to sign up to net zero. It is why our net zero strategy talks about many hundreds of thousands of jobs and billions of pounds of inward investments. My hon. Friend talks about costs, but I just say to him: look at what the Office for Budget Responsibility estimates as the unmitigated cost of climate change. We are talking about almost 300% debt to GDP by the end of this century. I know that he is a fiscally responsible Conservative, as I am, and he would not want to burden future generations with that level of debt.

The Minister will of course know that one reason why Britain’s emissions are so low now is that we have exported most of our filthy, polluting manufacturing industries to poorer nations of the world, so those countries are being polluted in order to provide for our lifestyle. It is almost nine years since world leaders agreed to establish a climate change impacts loss and damage mechanism. Last year, the Scottish Government led the world in committing millions of pounds to that mechanism. When do the UK Government intend to follow Scotland’s lead?

12. What steps he is taking to help ensure that there is a loss and damage facility in place before COP27.

COP26 was the first COP where a section of the cover decisions was devoted to loss and damage. We agreed a new Glasgow dialogue on loss and damage, which will discuss the arrangements for the funding of activities to avert, minimise and address loss and damage.

I absolutely agree with the hon. Lady on the importance of this issue. I very much hope that we will make progress on the dialogue. I should point out that, in addition to the dialogue, we have also done what we set out to do: to operationalise the Santiago Network, so that technical assistance can be provided. Parties have also agreed that funding will be provided to support the work of the Santiago Network.

As the hon. Member for Brighton, Pavilion (Caroline Lucas) mentioned, the first organisation in the world to give a definite financial commitment to a loss and damage facility were the Scottish Government, who, officially, were not even part of COP. They have committed £2 million and, as a result, other organisations—the Government of Wallonia for one—and a number of philanthropic bodies have also committed money. Does the COP26 President agree that, in holding the presidency of COP26, the United Kingdom is in a unique position to encourage others to follow Scotland’s example? Does he also agree that a significant commitment from the United Kingdom would almost certainly open the doors for substantial funding from other wealthy organisations?

Again, I make the point that it is the first time that we have agreed the need for a dialogue. During our presidency year, we will pursue that very actively.
