The Minister talks about future opportunities for businesses. Rightly, this Parliament requires our businesses to observe very high standards of animal welfare, environmental regulations and workplace regulations. Will he make sure that future trade agreements do not undermine our competitiveness against imports from other jurisdictions that do not have to observe such high standards?

My hon. Friend makes an important point, and as he will have seen in the Queen’s Speech and indeed the speech the Prime Minister made yesterday, environmental issues are very much at the top of the Government’s agenda.

Talking about the opportunities we have, in January our country will host Governments from across Africa here in London for the UK-Africa investment summit. The summit will bring together businesses, Governments and international institutions to encourage investment in Africa. This will also create opportunities for the City of London.

I am sorry that the hon. Lady feels unable to welcome the changes. The previous two Budgets have included additional support and, as I just said in answer to my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston), we will see what more we can do where that is appropriate.

Universal credit was rolled out in my constituency almost two years ago. The roll-out was largely successful, but there are issues, particularly with payment frequency. Will my hon. Friend commit to continue to listen, learn and make adaptations where necessary?

My hon. Friend makes an important point, because several of the other issues announced by the Secretary of State relate to looking at more frequent direct payments to private landlords and at alternative payment arrangements, including offering them proactively.

T3. Ryedale citizen’s advice bureau has seen a significant drop in the number of universal credit problem cases as a result of the measures introduced by my right hon. Friend and her predecessor, but we are seeing instances of advance payments being used to clear debts. What help and advice is being given to claimants in respect of budgeting and support, so that they can clear problem debts sensibly and sustainably?

Through universal credit, we are providing personal budgeting support, which is available through conversations with work coaches. That is making a great difference to those who need such help.

The hon. Lady makes a very important point. We need to ensure fairness in the system, which is precisely why we launched the consultation. A very significant number of people responded to it and we will respond to it in due course.

The housing need White Paper also covers viability assessments. Their use by developers is referred to in the consultation as gaming the system to avoid section 106 contributions, such as affordable housing. Does my hon. Friend agree that we need to look at whether the assessments are appropriate for the market today, or whether they should be scrapped completely?

As my hon. Friend will know, we are consulting on proposed changes to viability assessments as part of the local housing needs assessment. The White Paper states that under our proposals we would expect assessments of affordable housing infrastructure needs to be considered at the plan-making stage, and that will ensure more certainty.
