As a Government, we have a significant number of policies that are delivering, and we need to make sure that we double down on that. As I have said, we will be judged at the next general election on those policies and whether we have delivered.

T3. Does my right hon. Friend agree that net zero should be achieved through rolling out low-carbon technology and scientific solutions such as the gene editing Bill, rather than measures that dampen economic growth and depress living standards?

My hon. Friend is absolutely right. Green technologies and innovations will help us to achieve the net zero target He made reference to gene editing, and I would also reference the recent CFD auction, which has delivered record renewables capacity in this country.

Our overarching objective of COP26 is to keep within reach the goal of limiting average global temperature rises to 1.5 °C. To achieve that, we have been asking countries to set out ambitious emissions reduction commitments and to come forward with adaptation plans, and asking developed countries to deliver on their climate finance promises and for us collectively to reach agreement on the outstanding elements of the Paris rulebook.

Given the Government’s recent wise decision to recognise that environment-saving gene-editing technology should be recognised differently from GM—genetic modification—will Ministers use COP26 to champion this and other cutting-edge science and technologies that provide some of the best solutions to the problems of sustainability and climate change?

My hon. Friend raises an important point. Science and innovation are crucial to tackling climate change and delivering green growth. Innovation will be discussed at the world leaders’ summit at COP26. On 9 November, we will provide a particular focus on discussing and indeed showcasing science and innovation’s role in tackling climate change.

Within days of taking office I spoke to our major automotive manufacturers, and I have had meetings with a number of them. However, the right hon. Gentleman is absolutely right. We want to encourage electric vehicles, and we are also committed to securing investment for a UK gigafactory. Last year we announced up to £1 billion of new money to support R&D and supply chains for electric vehicles.

The Government are already increasing public spending on research and development by £7 billion over five years, the biggest increase in public funding for R&D on record. Every pound of public expenditure on R&D leverages a further £1.40 of additional private investment, generating even greater returns for the UK.

Given that nearly 50% of the core science budget currently goes to just three cities in southern England, can the Secretary of State assure me that the increase in R&D funding will do more to favour the regions outside the south, so that in future both my city of York and other regional hubs across Yorkshire, such as Leeds and Hull, will receive their fair share for the purposes of research and innovation?

I know that my hon. Friend is hugely supportive of R&D, and that last month he opened the Institute of Technology at York College. I absolutely agree that that is part of our levelling-up agenda. We want to support centres of excellence across the country. In December last year UK Research and Innovation awarded £24 million to the University of York for a quantum communications hub, and we will set out our ambitious play strategy for R&D in the second half of this year.
