Absolutely, and I thank my right hon. Friend for raising these important matters. I pay tribute to the local organisations and voluntary bodies in his community that are working so hard to support homeless people and rough sleepers. Housing is part of the solution, but he is quite right to highlight that health services have a hugely significant role to play, alongside other public services. It is right to highlight the £30 million that NHS England is providing for rough sleeping over the next five years, specifically to tackle some of the high instances we have seen in today’s statistics. He is absolutely right and we will continue to make that money available.

Every death of a homeless person is a preventable tragedy. Although housing is a devolved matter, in many ways the policies that are causing those deaths are reserved to Westminster. The Guardian reports that drug-related deaths in England and Wales have gone up by 55% since 2017, and that is directly related to failing Home Office policy. In Glasgow we are facing the twin risks of so-called street Valium flooding the city and an ageing population of intravenous drug users. They run the risk of being put out of their accommodation for drug use and are extremely vulnerable. Will the Minister ask his Home Office colleagues to lay the statutory instrument that would amend the Misuse of Drugs Act 1971 to allow drug consumption rooms, as they have in countries around the world, including the incredibly successful Quai 9 in Geneva, which I visited recently?

People are also being plunged into debt and eviction due to universal credit, so will the Minister end the five-week wait, which makes it so hard for people to get out of that cycle and get their lives back on track? Will he also look at amending advance payments, because this only keeps people in debt for longer, rather than resolving the issues? Will he work with the Scottish Government, whose “Ending Homelessness Together” action plan is helping to ensure that those facing homelessness are supported into a permanent settled home and that their needs are met as quickly as possible? Will he look across Government, as I have asked, particularly to the DWP and the Home Office, and ask his colleagues to take action now on the issues that are causing the deaths of so many homeless people in England and Wales and also in Scotland?

The hon. Lady started by stating that every death of a homeless person is preventable, and I absolutely agree. There is so much more that we can do. She talked specifically about the importance of cross-departmental working, both with the Home Office and the Department of Health and Social Care, and I completely agree. We are continuing to work with colleagues in those Departments on the forthcoming independent review of drugs policy, led by the hugely respected Dame Carol Black. We will study her findings extremely carefully. The hon. Lady also talked about universal credit. It is important to put on the record that housing benefit will remain outside universal credit for all supported housing, including homeless shelters, until 2023. She raised a number of extremely important issues, and of course I am happy to work with her colleagues in the Scottish Government and to meet her to discuss how we can take these issues forward.

My hon. Friend and I have corresponded and spoken about the issue in his constituency. As I said in my correspondence to him, I encourage the building owners in his constituency to apply to the fund. It will be open on 12 September and we will be handling the applications on a rolling basis. In fact, it will also be possible to get a refund retrospectively, so they could get on with the work immediately and seek the funding at a later date.

My hon. Friend asked me previously about buildings that may have a mix of ACM cladding and other forms of cladding. Public money will obviously be spent for the remediation of the dangerous ACM cladding, but if it is proven that it is impossible to remediate the ACM cladding without taking off the other forms of cladding, it may well be possible to use public money to fund that as well. I hope my hon. Friend’s constituents will put in an application as soon as possible and that we can move forward at pace in his constituency.

I welcome the Secretary of State to his place, but I agree that he is not quite moving fast enough. We owe it to all those who lost their lives and survived at Grenfell to do more, and to do more quickly. The Scottish ministerial working group is already way ahead of where the UK Government are on this and is moving forward with recommendations. In Scotland, we are looking at 11 metres rather than the 18 metres that the Secretary of State suggests. Has he spoken to his counterpart in the Scottish Government? Will he look at the evidence that Scotland took on making the threshold for mandatory sprinklers in high rises 11 metres rather than 18 metres?

We are looking at regulations around new builds, including having two forms of escape stairs and sound alerts in new builds. Will the Secretary of State look at those ideas? We are also looking at compliance plans for high-risk buildings and at strengthening enforcement.

May I ask—because the Secretary of State has not mentioned this—what the advice has been regarding ThermoWood and similar cladding on low-rise buildings following the fire in Barking? It is clear that there needs to be some advice and regulation in that regard.

I welcome what the Secretary of State said about bringing in a regulator, as we already have a Scottish Housing Regulator in Scotland. Such provision would allow residents to take up any issues they have with the regulator and to prevent something such as Grenfell from happening, because there would be a process through which complaints could be resolved. Has he met with the Scottish Housing Regulator to discuss their work? If not, will he do so? Will he also speak to the Chancellor about the potential VAT reduction to incentivise sprinklers and other remediation works in buildings, as that could make such works easier and cheaper for building owners. Is the Secretary of State convinced that the money he has allocated will be sufficient, because £10 million does not really sound like enough to me?

Finally, the Chancellor has talked about this period as being the end of austerity. Fire and rescue services in England have seen a 38% cut since 2005; will the Government restore that money and ensure that fire services are able to respond adequately to emergencies?

With respect to the threshold for sprinklers, we have made it clear that our preference is 18 metres, on the basis of the expert advice that we have received so far, but we are open to reviewing the evidence for an alternative threshold, including a lower one. There are obviously precedents elsewhere for thresholds of 11 metres. As I understand it, 18 metres has historically been the traditional marker above which higher fire safety systems are put in place—that has been the case with cladding and in other regards—but we will be led by the evidence and will pay careful attention to what is happening elsewhere, including in Scotland.

The consultation does ask questions about better signage in high-rise buildings and alert systems that would enable the fire officers attending the scene to communicate to all residents in the building and give them proper messages about staying in their flats or evacuating, and so on.

The incident in Barking was clearly very concerning. We have published advice about wooden cladding on balconies, so that is in the public domain; I am happy to send the hon. Lady a copy of that advice. As I understand it, the building in Barking, along with another on the same development, were unusual designs with excessive amounts of wood on their balconies. It was an extremely distressing incident, which I do not want to see repeated, but I advise anyone who is concerned to see the advice that we have published.

I will consider the hon. Lady’s request as a Budget representation to the Chancellor. In the recent spending review, we secured the funding that we announced today for local authorities and to fund the protection board, and we believe that that funding is sufficient. We think that £10 million a year is enough to carry out individual urgent inspections of high-risk and high-rise buildings across the country within the timeframe that I have set out.

As Members might imagine, as the Minister with responsibility for veterans in MHCLG, I have taken a great interest in this matter. In London, we have data from the combined homelessness and information network—so-called CHAIN data—which gives us very good and specific data about the number of veterans who are on the streets. Similarly, the homelessness case level information classification, or H-CLIC, contains data that all councils put into it. It is still experimental, because it has been going for less than 18 months, but the latest figures show that the number of veterans on the streets is lower than it has ever been, and lower than 3%.[Official Report, 5 September 2019, Vol. 664, c. 4MC.]

Home Office contractor Serco is intent on making 300 vulnerable asylum seekers homeless in Glasgow. Some have been able to get interim interdicts through the efforts of the Govan Law Centre, the Legal Services Agency and Latta & Co, but some, including a constituent of mine, have not. Will the Minister speak to her colleagues in the Home Office to stop these evictions, which will result in people being put on to the streets?

As the hon. Lady agrees, this is a devolved matter. However, as regards the Home Office, I will of course do so. I recall a question that was asked at Prime Minister’s questions last week about it, and I need to refer the hon. Lady to the answer given then.

A lot of this is not actually a devolved matter, because it is to do with the Government’s hostile environment, which will make it incredibly difficult for these 300 individuals, once made homeless, to be rehoused. That is a damning indictment on this Government. Will the Minister apologise for a policy that denies people the right to a roof over their head and is actively causing homelessness in my city of Glasgow?

I am not sure I agree with the right hon. Lady that austerity is the reason for services being shrunk back into the cities. Successive Governments have failed to concentrate on creating growth in our towns across the United Kingdom, which is why we are working on the prospectus for the stronger towns fund. I hope to see exciting bids come forward, not least from her constituency, to see how we, as a Government, can back our northern towns and our towns elsewhere in England.

It speaks volumes that even the Scottish Tories are disappointed by the stronger towns fund, which represents a drop in the ocean compared with the estimated loss of €13 billion of European regional development fund money that towns, villages, cities and high streets will lose under the Tories’ chaotic Brexit plans. Can the Minister guarantee that not a single penny will be lost to Scotland as a result of this chaos?

I am not sure whether the hon. Lady has some sort of special insight. She seems to think that ERDF funding has already been lost. It is, of course, correct that the Government consult widely, not least with the devolved Administrations, on the future of the UK shared prosperity fund. It is absolutely right that we focus on delivering growth in every part of our United Kingdom, including Scotland.

It is undeniable that money we would have got through ERDF funding will be lost on leaving the European Union, and this Government have no plans and no guarantees to replace that money. What is more, this Tory Government are intent on stringing Scotland along with promises of money—promises that, by their very nature, undermine the principles of devolution. Does the Minister not understand that, or does he just not care? He needs to show that he respects the Scotland Act 1998. If not, we move on.

That is not correct. If the hon. Lady has details, perhaps she will let me have them. We have been absolutely clear that we will respect all the devolution settlement as we move forward with the UK shared prosperity fund. But she does not have to wait, as we have already had 500 face-to-face engagements with stakeholders. I have engaged with all of England’s metro mayors, and we continue to have discussions with the devolved Administrations. I would have thought that, as an SNP Member of Parliament, she had been told that by her colleagues up in Scotland.

Absolutely. It is important—especially in the remediation of this highest-risk ACM cladding—that we make as speedy progress as possible. We intend to attach conditions to the funds being made available to the private sector, for example, to show that this is able to progress quickly. Indeed, we have already written to all relevant building owners to set some expectations and outline things that they need to have in place, so that we do not lose time. What needs to happen could not be more fundamental, which is why I took the step to ban combustible materials on the external walls of residential high-rise buildings and other high-risk buildings. There is a firm commitment to seeing that that action is taken.

Thank you, Mr Speaker, for hosting Grenfell United in Speaker’s House this afternoon. It gave us all a very good opportunity to listen to the testimonies of those affected by this awful tragedy. My thoughts are also with those affected by the fire in Barking. This really highlights how much still needs to be done to ensure that people can trust that their homes are safe to live in. There are clearly echoes of Grenfell in the case of Barking; people had flagged time and again that there were issues with their property, but they were not listened to. What is the Minister going to do to ensure that those who raise similar concerns are actually listened to and that action is taken?

I have with me the parliamentary briefing produced by Grenfell United, whose demands are absolutely reasonable. The things that these people are asking for are not, by any manner of means, things the Government cannot deliver should they have the will to do so. Will the Minister look at the demand for:

“A new, separate, ‘consumer protection’ regulator to protect tenants, to change the culture of social housing across the country”,

particularly as Scotland has had the Scottish Housing Regulator since 2011? In Scotland, the regulator provides a very useful means for tenants and residents to flag issues about their housing, to ensure that investigations take place and to see that action is taken, and this can make a real difference to people. If such a regulator had existed in England, it would have provided the means for residents to have their concerns heard.

Grenfell United also asks for:

“Immediate removal of dangerous cladding…Improved fire safety regime…an extension of the Freedom of Information Act to cover TMOs and housing associations…Public Authority (Accountability) Bill…justice and change…For our community to be listened to.”

It is on that last request that I want to finish. Karim spoke movingly at the event in Speaker’s House earlier, saying, “We’re not going anywhere until people are safe in their homes and you treat them with respect.” Both those things must be fulfilled for the people of Grenfell to feel as though any kind of resolution is going to come from this.

I agree with a great deal of what the hon. Lady said. Yes, this is about that sense of justice and change. Clearly, there is an ongoing police inquiry that we must let take its course, and, of course, the work of the independent inquiry itself. The point about residents being listened to and respect being shown is very powerful and very important, and it will require culture change in so many ways. That process has started, but I know there is more work that needs to be done.

The hon. Lady highlights the issue of the social housing regulator—something that is of keen importance and is a key aspect of the social housing Green Paper. I am very clear, from the responses I have seen to the representations on that, that we need a much stronger response in terms of not just listening to tenants but acting on their concerns. That is the point. It is not just about trying to put something in place for the sake of it; it is about seeing that where complaints are made over building safety—there are separate regulations and issues that will come through from the implementation and the Hackitt review—there is a speedy process to see that things are done and remedied. That, for me, is and will be the test on all of this.

Of course we will keep in contact with the Scottish Government. I am open-minded as to where we can take learning, and apply and use lessons, on a two-way basis. There is good communication between my officials and officials in the Scottish Government as well. Therefore, we will learn the lessons, but equally, very firmly, make that difference.

I thank all hon. Members who have contributed to this debate. Few of us here will ever forget the awful scenes of summer 2017. I pay tribute to all the families who lost loved ones and to the beautiful community spirit of all the residents who have campaigned tirelessly for justice. I thank Grenfell United and all who have provided support and solidarity. We saw earlier this month the community iftar commemorating those who were lost two years ago.

The organisation and activism in this community has been exemplary, but let us be clear that they should never have had to be activists. They should not have had to fight for justice—the hon. Member for Bethnal Green and Bow (Rushanara Ali) outlined some of that fight—and they should be living their lives, playing with their kids and spending time with family and friends in safe and appropriate housing.

I thank the hon. Member for Kensington (Emma Dent Coad) for securing this debate and for her personal commitment to this cause. It touched my heart to hear of all she has been through and of all she has done on behalf of her constituents. I am sure she would agree that we do not want to have another debate six months down the line, although I acknowledge her desire to see this through, whatever it takes.

There have been too many debates already, and too little action. Speaking to Katherine Sladden from Grenfell United, it is clear to me that survivors need more than another debate; they need clear and decisive action from this UK Government. It is shocking to hear that they are still waiting to be rehoused in the area.

In her resignation speech the Prime Minister cited the UK Government’s response in calling an inquiry into Grenfell, as the hon. Members for Lincoln (Karen Lee) and for Easington (Grahame Morris) mentioned, as if this were some kind of achievement. I am afraid that history will not judge the Prime Minister kindly on this. Indeed, even the Secretary of State for Housing, Communities and Local Government has told the House that the Government’s initial response to the Grenfell tragedy was not good enough, and it is beset by delays even now.

It is equally disappointing that the timescale for the public inquiry has slipped and that phase 2 will not now begin until next year and, further, that Scotland Yard has stated that there will be no criminal charges until 2021. I appreciate that there are complexities, but there is a desperate need for justice. The Grenfell fire was a tragedy, but that does not mean it was unavoidable. The people of Grenfell were systematically failed, and a catalogue of errors led to the fire. They tried time and again to raise their concerns about fire risk and other issues, and it should not have taken this fire to get notice taken of those concerns.

The Grenfell residents are not alone, and we know there are still too many people living in high rises with ACM cladding and other issues. They are living with no certainty and a great deal of anxiety about their safety. That is unacceptable, and I ask the Minister for an update on the progress on all building types.

Does my hon. Friend agree that Grenfell United, the Grenfell community and their wonderful MP, the hon. Member for Kensington (Emma Dent Coad), are fighting for basic human rights? The Edinburgh Trade Union Council and Living Rent are jointly organising a demonstration next week to show their support for the Grenfell community, to pay homage to those who died and to show support for the ongoing fight. Does my hon. Friend agree that it is appropriate for all rights campaigners and trade unionists across the UK to stand with the people of Grenfell?

I absolutely agree, and I thank my hon. and learned Friend for what she says. The solidarity across the UK and across the world has been moving. Again, it is a fight that should not have to be fought. The right to safe housing should not be a fight that we are still fighting in 2019.

The Equality and Human Rights Commission’s report on Grenfell makes for difficult reading, and it says: that the housing was inadequate to begin with; that the right to life of particular groups, such as disabled people, elderly people and children, was not properly considered; that safety notices were published only in English, a language that some people in the tower did not speak; and that, after the fire, people who had suffered inhumane and degrading treatment were continually let down when trying to access support and basic services.

There has been a lack of investment in social rented housing and a lack of value placed on the lives of those who live in such housing. Grenfell United’s briefing says that residents feel short-changed by Kensington and Chelsea Council, with corners cut and concerns ignored. What it calls a “culture of institutional indifference” is chilling, but not as chilling as what the hon. Member for Kensington outlined about the racism and the comments made by people in that institution.

It struck me at the time that some representatives of Kensington and Chelsea Council had never been inside Grenfell. It quickly emerged that other tower blocks in London had no fire doors or safety procedures, and had been like that for some time. I have been inside every block of flats in my constituency, not least because they are great places to leaflet in the rain—it rains a lot in Glasgow—and I cannot imagine going in and finding no fire doors or finding them in such condition. Most have an on-site concierge who wants to know why a visitor wants to get into the building, and there is maintenance.

In the past, some blocks that, thankfully, have now been demolished were not great but, as a councillor at the time, I had a relationship with housing officers so I could challenge such things. I listened to constituents’ concerns, as I still do, and I acted on those concerns. I find it hard to understand this fundamental disconnect, and I hope it is not too late to mend that disconnect between those who live in such blocks and those who represent them.

I urge Ministers to consider the calls from Grenfell United for an independent tenant protection regulator that can put power back into the hands of tenants to ensure that they have full recourse to means of resolving complaints and bringing all properties up to a safe standard. The Scottish Housing Regulator was established in 2011 under the Housing (Scotland) Act 2010, and its statutory objective is to

“safeguard and promote the interests of current and future tenants of social landlords, people who are or may become homeless, and people who use housing services provided by registered social landlords (RSLs) and local authorities.”

That is a means of recourse.

I urge the Minister to look at the Scottish model, which includes a process for reporting significant performance failures. That is defined as

“something your landlord does or fails to do, which puts the interests of the tenants at risk. This does, or could, affect all your landlord’s tenants.”

Such a system would certainly have caught the concerns of Grenfell residents and prompted an investigation.

What is most disturbing, however, is the Government’s approach to fire safety. It has been nearly two years since the events at Grenfell and, as the hon. Member for Croydon North (Mr Reed) reminded us, nearly 10 years since Lakanal House. The response in England has lagged behind the response in the other nations of the UK. The National Fire Chiefs Council and the Royal Institute of British Architects have called for fire safety regulations in England to be brought in line with those in Scotland and Wales, particularly in requiring sprinklers and a second means of escape.

The Scottish Parliament set up a ministerial working group in the wake of the Grenfell fire, and legislation will be introduced this year to fulfil those recommendations, which include extending the mandatory installation of sprinklers in new builds to cover buildings that provide care and to larger multi-occupancy flats. A change in building standards will reduce the height of high rises from 18 metres to 11 metres—I note that the UK Government are still talking about 18 metres, but 11 metres is much better because 18 metres is very high—and will extend the range of new buildings that require non-combustible cladding.

New measures have also been proposed to improve evacuation by using sound alerts and requiring two escape stairs in all new high-rise residential buildings. That will go alongside the development of a database of safety-critical information for existing high-rise residential buildings. The Scottish Government will also issue fire-safety risk assessment guidance to the residents of high rises, the lack of which was a contributing factor at Grenfell.

For private companies, a positive step from the UK Government would be to zero-rate cladding and sprinkler systems. I have repeatedly called for that, as has the Scottish Government’s Minister for housing, Kevin Stewart MSP. It is in the Government’s gift to incentivise private companies to act responsibly and to relieve some of the burden of costs, and I sincerely hope they will take that small step.

Some private developers have taken a responsible route and met the costs, but there is still no statutory obligation on them to do so. I call on the Minister to make a move in that direction. As the hon. Member for Sheffield South East (Mr Betts) and others have said, the Minister must also provide revenue funding for ongoing building maintenance—not just for the one-off capital works—because that will keep people safe for years to come.

I also urge the Minister to look at more advanced testing across various materials, as the hon. Gentleman also said, and to consider the wider context. It has been suggested to me by some in the industry that materials may pass the tests when taken out of context, but they act in quite a different manner once in situ and installed on a building, as the hon. Member for Hammersmith (Andy Slaughter) mentioned. This requires serious investment and testing, with discussions with all involved in building design and manufacture, and I urge the Minister to take that on board.

The impact on those who endured trauma at Grenfell will continue for some time, and I appreciate that a wellbeing service has been set up to last five years, but we must not assume that this will be the end of the need of some residents or that they will all access such support when it is first offered. The support needs to be there for the long run. I ask the Minister for further consideration of what the needs of residents will be in future years, and an assurance of how those will be met. I also note that although the soil testing that the Minister announced last October has shown low risk, people are still anxious. He must be mindful that some harms, due to the chemicals involved, may take longer to emerge, and I ask him what the plan will be to ensure that everybody is looked after in the years ahead. As the hon. Member for Kensington mentioned, the mental health and social needs of the whole community must also be taken into account; the definition must be as wide as possible.

I also understand that there has been a period in which rent and bills have been frozen for some residents who were displaced and rehomed, but that it is due to come to an end relatively soon. I ask the Minister to give more detail on what is going to happen, because I am concerned that for those who have lost everything, a sudden hike, with no gradual transition, could leave some residents struggling. Although I believe sessions have been arranged with Citizens Advice, as much assistance as possible should be offered by the whole of government to those residents who require it.

Grenfell was a tragedy. It was scandalous. It was avoidable. It was symptomatic of a wider problem with this UK Government’s attitude to social rented housing and to the people and communities who live there. But this is not irredeemable. The residents of Grenfell want to ensure that nobody else will lose their life or the life of a loved one in such an awful way. They will always remember the 72 who died, but they want to create lasting change in their memory. I call on the UK Government and the Minister to honour the survivors and the lost by taking action, and to do it now.

It is a pleasure to see you in the Chair, Sir Edward. I pay tribute to the hon. Member for Feltham and Heston (Seema Malhotra) for her work in establishing National Sikh Awareness and History Month. It has been a wonderful month of celebration, education, learning, and sharing food, which is a great thing and definitely to be encouraged. This month the Scottish Parliament held its first Vaisakhi reception, which was so well attended that extra people had to be squeezed into the garden lobby. More and more people kept coming, which was great to see.

I thank Charandeep Singh and Ravinder Kaur Nijjar from Glasgow for their help in gathering information on the Sikh community in Scotland for my contribution to this debate, and for their tireless community work. In her interfaith role, and through the network of Scottish gurdwaras, Ravinder has been incredibly active over nearly 30 years in promoting dialogue and understanding between faiths, as well as promoting the Sikh community. After our debate on Jallianwala Bagh, she told me that her grandfather had survived that massacre because, as a young man, he lay underneath the bodies. That brings home to us all how that link is still there within human memory, including here in the UK, and it is because that link is so real for so many that the lack of an apology from the Prime Minister was so disappointing. Ravinder also told me that in 1920, Sikhs based at Glasgow University wrote to the then Glasgow Herald to voice their outrage at those events. This is not something that happened in another country far away and a long time ago; this is very real to communities today, and I urge the Minister to do all he can to secure that apology.

The established Sikh community settled in Glasgow in the early 1920s, and the first gurdwara was established in South Portland Street in the Gorbals in the 1940s. The community has grown in both numbers and institutions. Scotland’s eight gurdwaras, based in Glasgow, Edinburgh, Aberdeen, Dundee and Irvine, serve communities across the nation and are used by 4,000 individuals each week, including Sikhs and those from other backgrounds. During the Vaisakhi celebrations we saw the Nagar Kirtan procession through the streets of Glasgow, and it was an absolute joy to behold and be part of. The tradition of langar—providing a free meal—was begun by the first guru, Guru Nanak Dev Ji, expanded by Guru Angad and Guru Amar Das, and it remains strong to this day. I very much enjoyed sharing a meal with my colleague Sandra White MSP and the congregation at the Glasgow Central Gurdwara Singh Sabha a fortnight ago. The food was delicious, and I encourage anyone who can to go there. As other Members have reflected, visitors are very much welcomed when they go through the doors.

I congratulate my hon. Friend the Member for Feltham and Heston (Seema Malhotra) on her role in securing this important debate. Everybody recognises the contributions of the Sikh community in the social and semi-political fields, but I am glad to say that in my constituency and my area, the Sikh community has played a major part in the mainstream politics of Britain. It was where the first Sikh—Indian-born—was elected as a local councillor, and where Piara Singh Khabra was elected as Member of Parliament. Parmjit Dhanda was elected as a Member of Parliament, as was Marsha Singh, who was the Member for Bradford West. The Sikh community is not only playing a part in social life, but playing a positive role in bringing communities together in the mainstream politics of Britain.

I thank the hon. Gentleman for his excellent point. Sikhs have played a role in many different fields, as they should. Two Members who have spoken this afternoon, the hon. Members for Birmingham, Edgbaston (Preet Kaur Gill) and for Slough (Mr Dhesi), are Sikhs who have made their contributions to politics. There is a great contribution going on across the UK, and we need to see many more Sikhs taking up the role of elected Member.

Each week, the gurdwaras in Scotland serve over 3,000 meals, all prepared and distributed by volunteers. In addition, Seva Scotland prepares meals in the gurdwara and distributes them to the vulnerable in society through mobile food banks, which provide over 100 hot, fresh meals a week in Glasgow and Edinburgh to the most vulnerable, many of whom are homeless. In addition, the Sikh community regularly fundraises for Scottish charities, including the Glasgow Children’s Hospital Charity, for which it recently raised over £8,000.

The Sikh community works hard to create stronger, integrated communities. As the hon. Member for Slough and others have mentioned, there has been anti-minority hostility and hate crime about, which the Scottish Sikh community has taken on through a vibrant proactive approach to promoting diversity in Scotland. Each year, the Network of Sikh Organisations educates over 4,000 Scottish school pupils, and interacts and engages with over 40,000 non-Sikh visitors to gurdwaras. The Gurdwara Guru Granth Sahib Sikh Sabha on Albert Drive is recognised as being so welcoming that it has a four-star rating from the tourist agency VisitScotland. It also does outreach; it recently did a turban-tying event in Queen’s Park, with members of the community turning up on a beautiful sunny day to show how turbans are put together. As other elected Members have mentioned, learning how that feels was an experience, and it was good to get the opportunity to do that outside in the sunshine.

As the local elected Member for three of Glasgow’s four gurdwaras, I know that the Sikh community regularly engages with local and national Governments on issues of importance to the Sikh community, most recently the Sikh census question, but also on security issues after the scandalous attack on the Guru Nanak gurdwara in Edinburgh last year. My hon. Friend the Member for Edinburgh North and Leith (Deidre Brock) asked me to pass on how strongly the community in Edinburgh felt about that. There was great solidarity, with the community coming out in support of those from the gurdwaras. The Scottish Government’s Minister for Europe, Migration and International Development, Ben Macpherson, who is also the local MSP, was out there giving his support to the community as well.

My hon. Friend the Member for West Dunbartonshire (Martin Docherty-Hughes) has been active in campaigning on the Jagtar Singh Johal case. I know that there was a meeting with the Foreign Secretary last week, and that the all-party parliamentary group led by the hon. Member for Birmingham, Edgbaston has also been campaigning on that issue, backed by the solidarity of the gurdwaras.

I endorse those comments. I myself met with Jagtar’s wife and brother last week after they had met the Foreign Secretary, so there is cross-party, consensual agreement that we support the “Free Jaggi Now” campaign.

I am glad to have the hon. Gentleman’s support; it is important that we stand together on these issues as much as we can.

I have received representations from the gurdwaras in my constituency about the difficulties caused by the UK Home Office in the recruitment of Sikh celebrants. When I visited the Vaisakhi celebrations, I was pleased to see that the Sikh celebrants had been able to get into Glasgow and participate in those celebrations, which I believe involved a 48-hour reading of the Sikh holy scriptures. If that is going to be done in a shift over 48 hours, there need to be plenty of celebrants to make it possible.

The Scottish Sikh community is engaged in international activity. The Sikh Council of Scotland was founded in 2002 by Gurdeep Samra, and under President Sulakhan Singh is providing scholarships worth £700,000 to 290 young children in the poorest parts of India, covering their tuition fees, transport, food and schooling costs and removing that burden from their parents. The community also supports work to empower young women by providing training in high-skilled tailoring centres, where those women are trained in the art of tailoring, sewing and design. Hundreds of young women have enrolled, and after their training, each qualified young woman is provided with a sewing machine free of charge to open their own tailoring shop locally, to act as a source of income for those women and their families. Some 90% of young women enrolled in that scheme reach the stage of opening their own local centre, which is quite incredible. The Sikh community also funds local water projects in India and provides six eye camps in that country, which have provided eye care and operations such as cataract surgery to over 6,000 individuals, completely free of charge.

Other hon. Members have mentioned the importance of education. All the Sikh gurdwaras in Scotland provide a range of educational facilities, including Punjabi heritage classes, tuition classes, computing classes and health and wellbeing classes. Those are all free, and seek to increase and improve the life chances of people from minority ethnic communities. Combined, the gurdwaras educate over 4,000 young Scottish Sikhs through their educational services. That is a great thing for the community, particularly as it links together the older and younger generations through language.

Leith-based Sikh Sanjog, founded by Trishna Singh OBE in 1989, is particularly notable as an organisation run by women, and I wish it all the best on its 30th birthday this year. Sikh Sanjog has run the Punjabi Junction cafe for the community, and offers a range of services to inspire and empower Sikh and other minority ethnic women and young people to advance their life opportunities through the building of skills, confidence and social inclusion. My hon. Friend the Member for Edinburgh North and Leith has told me how much that means to the local community. The Sikh community is also expanding its footprint on the national stage through the advocacy charity Sikhs in Scotland, under the leadership of Charandeep Singh, which will represent the needs of that community across civic Scotland. As other hon. Members have mentioned, Sikhs have made an economic contribution. The two stunning gurdwaras in Glasgow, which I invite everybody to visit, invested £15 million in Scottish communities, which is significant in fundraising terms.

I will finish with a wee story about how the Sikh community is regarded in Glasgow. The painting club at Toryglen community hall has produced for me the most gorgeous painting of the Glasgow skyline, with landmarks from my constituency. It has recognised the contribution of the Sikh community by including the gurdwara dome in that beautiful painting. What more fitting tribute by Glaswegians to their fellow citizens could there be? The Sikh community is very much part of Scotland's vibrant tartan, and I take this opportunity to thank it for its contribution.

Thank you for calling me, Mr Deputy Speaker; it is a wee bit sooner than I had expected to be called, but I am glad to speak for the SNP in this debate. Our record on housing in Scotland is excellent and far outstrips the record of the Conservatives in England. I am sure there is much the UK Government could learn from what Scotland has done.

Part of the problem with the Conservatives’ approach is its ideological underpinning. They insist on the dream of everyone owning their own home, totally undermining the fact that many people can live long, happy and productive lives in social rented housing. For many of my constituents, a social rented house is an aspiration, and they are perfectly happy to live in one. Indeed, my gran lived in social rented housing her entire life and never owned her home.

The Tories’ record on housing is one of their failed promises. The UK Government talk big but deliver very little, with flagship manifesto pledges disappearing almost as soon as they are made. House building in England has fallen to its lowest level since the 1920s, while evictions are at a record level, the lead cause of people becoming homeless is the end of a tenancy, and a mere one in five council homes is replaced when it is sold.

Contrast that with Scotland, where we have ended the right to buy for social rented housing, securing social rented housing stock for the future. No longer do houses disappear from the social rented sector and reappear almost instantly in the private rented sector at inflated rents that people cannot afford to pay. We have secured that investment, which has meant a huge amount to many of my constituents and to people right across Scotland.

In England in particular, hundreds of thousands of people are stuck on social housing waiting lists because new stock just is not being built and houses that are sold off are not replaced. All the while, homelessness is up by 50% and rough sleeping has risen for seven consecutive years. I note that the Minister said rough sleeping has fallen recently, but that is on the back of huge spikes.

The hon. Lady talks about the great things happening with housing in Scotland, but what does she make of the fact that the target of delivering 35,000 homes between 2007 and 2016 was missed by 50%? Only 16,000 of the planned 35,000 were delivered.

The Scottish Government’s house building record has been excellent. We have a target to build 50,000 new homes during this term of the Scottish Parliament, and houses are being built right across the country. The hon. Gentleman will remember from our time together on the Housing, Communities and Local Government Committee how well the Scottish housing sector was spoken about by those who came to give evidence to us. [Interruption.] The hon. Member for Ochil and South Perthshire (Luke Graham) should pay no attention to his colleague the hon. Member for Thirsk and Malton (Kevin Hollinrake), who, as he often does, has his own axe to grind on all this.

It is widely recognised that the Scottish Government are leading on housing policy. Our legislation on secure tenancies and in other areas has given renters in the private rented sector huge security. Ensuring that everyone has a safe, warm and affordable home is central to the Scottish Government’s vision of a fairer and more prosperous Scotland. People cannot get on in life if they do not have a secure tenancy, a warm home and a roof over their head.

The SNP remains on track to deliver on our target of building 50,000 affordable homes during the lifetime of this Scottish Parliament, which is backed by more than £3 billion of investment in the sector. There were 18,750 new build homes completed across all sectors in the year ending September 2018, an increase of 4%, or 635 homes, on the previous year. The latest statistics show that the Scottish Government have delivered nearly 82,100 affordable homes since 2007, which is significant. [Interruption.] The hon. Member for Ochil and South Perthshire chunters from a sedentary position, but things are not going nearly as well in England. We are building proportionately more homes, more quickly, and he would do well to listen to us about this.

That is all in the face of the challenges of austerity. Housing associations tell me they are deeply concerned about the Government’s social security policies. For example, the roll-out of universal credit has negatively affected both tenants and landlords due to the major increase in rent arrears. I hear that from housing associations in my constituency and across Scotland, and my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) could tell the House how housing debt has soared astronomically and how the Government have not learned the lessons.

A report this month from the Scottish Government shows that in East Lothian, for example, 72% of social housing tenants claiming universal credit are in arrears, compared with 30% of tenants overall—that is happening across England, too—and with a trebling of evictions for non-payment of rent over the year since universal credit was rolled out.

Some 88% of local authorities expect an increase in homelessness as a result of welfare reform over the next two years, and 75% expect that the roll-out of universal credit will increase homelessness. We are doing what we can in Scotland, and we have introduced a full mitigation of the bedroom tax, which people in England still have to pay. Without that, 70,000 individuals would lose, on average, around £650 a year. We also provide additional funding for direct mitigation of welfare reforms, direct support for those on low incomes and advice and other services.

Further, concerns remain on the UK Government’s right-to-rent scheme. There is a lack of clarity on what will happen with the scheme, and the Scottish Housing Minister, Kevin Stewart, has been in touch in light of the recent High Court ruling. What is actually going to happen with the right to rent? We need to know for the security and safety of our tenants in Scotland.

We are still waiting on the courts to see whether Serco’s lock change policy in Glasgow of August 2018 is unlawful. The policy has led to huge distress among those in the city of Glasgow with insecure immigration status, and we need to know the answer so that those affected have some certainty.

In Scotland, we are also taking a range of actions to bring empty homes back into use. There are many empty homes that could provide people with good housing and a secure future. Since 2010, the Scottish empty homes partnership has been instrumental in bringing more than 2,800 empty homes back into use, each and every one of them hugely valued both by communities that do not want empty homes and by those now living in them—the homes are no longer going to waste. Empty homes partnership funding is to double from £212,500 in 2018 to over £400,000 in 2021 to bring those empty homes back into productive use and to make homes for people who need them very much.

We have also created an ending homelessness together fund of £50 million over the five years from 2018-19 to support the prevention of homelessness and to drive sustainable change. Scotland has some of the world’s strongest rights for homeless people, but we are not resting on our laurels.

We are doing much more to tackle rough sleeping. We have a national objective to eradicate rough sleeping, and we have established a homelessness and rough sleeping action group chaired by Jon Sparkes, the chief executive of Crisis. The group has developed 70 recommendations on the actions required to end rough sleeping and transform the use of temporary accommodation. The Scottish Government accepted those recommendations and are now taking them forward. Jon Sparkes has said he is

“very pleased the Scottish Government has given in principle support to all of the recommendations on ending rough sleeping from the Homelessness & Rough Sleeping Action Group. The members of the action group have gone above and beyond to dedicate themselves to bringing forward the right recommendations that will have the biggest impact on the way people sleeping rough can access and receive services.”

In that light, we have been piloting Housing First. This is hugely important, and it will have a huge impact on reducing homelessness.

The Under-Secretary of State for Housing, Communities and Local Government, the hon. Member for South Derbyshire (Mrs Wheeler), has been to Scotland to hear about what is happening, and she has noted that she is pleased with what Scotland is doing—she said so at Question Time, so I assume she still is.

A recent documentary visited various cities, and the connectedness of services in Scotland—different services speaking to one another and taking action—was well commended, but we do not rest on our laurels. When there are still people sleeping on the streets of Glasgow, we must do more to ensure rough sleeping is ended, and ended soon. The Scottish Government’s strong direction of travel is key. We need to prioritise that, but it takes a lot more than warm words and things said in statements and manifesto pledges to make that happen.

Before coming here, I was reflecting on the number of housing developments in my constituency in the past few years. Off the top of my head, new houses have been built for social rent in the Gorbals, Pollokshields, Govanhill, the Toryglen transformational regeneration area, Oatlands, Calton, Bridgeton, Dalmarnock, the city centre, Anderston, Kinning Park and the Laurieston transformational regeneration area. None of them happened by accident. They happened because of the work of community-based housing associations, which strive to develop, build more and house their local communities. That comes on the back of the Scottish Government supporting them in everything they do and ending the right to buy to ensure that their investment is sound and can continue. The UK Government would do well to learn from what has happened on housing in Scotland, because our record is a good one.

I hope I can give the hon. Gentleman an assurance in relation to the regular and detailed contact we have had with local councils through the ministerial delivery board, which I chair, and through representatives of local government. We also have regular contact with the nine chief executives around the country. We are giving clear advice to assure EU workers of their ability to stay and information on the settled status scheme that the Home Office has put together.

Cabinet Secretary Michael Russell MSP has confirmed that moneys allocated to Scotland through Barnett consequentials have been distributed primarily to meet the costs of work already being done by local government in Scotland. The Chair of the Housing, Communities and Local Government Committee has said that the UK Government are not giving sufficient support to local government for Brexit. As the chaos of Brexit unfolds and local government continues to identify need, can the Secretary of State confirm whether Westminster will bring forward new moneys to meet that need, because the £10 million that he has mentioned is but a drop in the ocean? Local government and the Scottish Government should not be left out of pocket by the UK Tory Government’s incompetence.

I am sorry—the hon. Lady has I think set out a request for further funding, but my understanding is only £27 million of the initial £37 million allocated to Scotland was spent, and that none was given to councils. Perhaps she can clarify the priority and intent of the SNP in Scotland to ensure that Scotland is well prepared.

First, may I say that my thoughts are with those affected by the Clutha helicopter crash? The fatal accident inquiry is starting in Glasgow today.

The UK Government’s shared prosperity fund is still something of a mystery box. We do not know how much will be in it, who is going to administer it or what its priorities will be. Will the Secretary of State commit today that the Scottish Government will get to control the fund and that Scotland will not get one penny less than we would have received under EU funding?

I certainly agree with the hon. Lady about the need to ensure that the UK shared prosperity fund works for all parts of our United Kingdom, and we will certainly work with the Scottish Government and other devolved Administrations on the preparation for that and in advance of the spending review.

It is a pleasure to see you in the Chair, Mr Gray.

I thank all hon. Members who have spoken today. It is good to see such comprehensive agreement in a Westminster Hall debate that action must be taken, and on what that action must be. I was struck in particular by the comments of the hon. Member for Southend West (Sir David Amess) who talked about “unacceptable” intransigence, “lamentable” action and all Governments failing in this respect. I urge the Minister to listen carefully to what everyone said this morning. It is absolutely clear that there is no difference of opinion among people whose differences of opinion are usually vast. Everyone has agreed on the action that needs to be taken. I will not diverge from that.

I pay tribute to the people affected by Grenfell; their strong reaction inspires us all to do more and to do better. The hon. Member for Kensington (Emma Dent Coad) spoke movingly on behalf of her constituents and urged the Minister to act on the evidence. We need to keep up the pressure and momentum. If we let people down, more people will die or be injured as a result of further fires.

The hon. Member for Poplar and Limehouse (Jim Fitzpatrick), a former Minister no less, has great expertise on this matter and is diligent in ensuring that the House never forgets the risks of fire. I have never been a firefighter like some Members in the debate, but I served as a councillor for a while, with the hon. Member for Ayr, Carrick and Cumnock (Bill Grant), on the Scottish Fire and Rescue Service board. In June 2007, it did a demo of how sprinklers could stop fires. I was struck by the damage of a burnt-out husk of a room, compared with the minimal damage from sprinklers.

The myths about the cost and how the systems work continue, but the evidence is that they cause far less damage and harm than a fire burning an entire house, room or building. We must take heed of the changing development of sprinkler systems, as the right hon. Member for Hemel Hempstead (Sir Mike Penning) mentioned. They have developed over the years. They are not the same systems as once existed but are very sophisticated. There is no barrier other than willpower to get them into buildings as soon as possible.

The Scottish building regulations are robust; the Scottish Government took prompt action following the Grenfell tragedy to improve existing legislation. The ministerial working group on building and fire safety did not hang around; it got on with the job, looked comprehensively at everything and came forward very quickly with minimum standards for smoke alarms across all kinds of property.

The minimum requirements will be that at least one smoke alarm will be installed in the room most frequently used, such as the living room; at least one smoke alarm will be in every circulation space on each storey, such as hallways and landings; at least one heat alarm will be installed in every kitchen; and all alarms should be ceiling mounted and interlinked. That is a huge difference, and it will apply to all properties from 2021, including in the private rented sector and new build homes. It is important that that change is comprehensive, because if we leave one housing sector behind, that is where the risk will remain. Often, that means people in poorer accommodation, who cannot access their rights and are most at risk of dying in fires.

Our response has been far more extensive than what has taken place in England. We will make sprinkler installation mandatory in flatted accommodation, larger multi-occupancy dwellings and places that deliver care. The hon. Member for Hammersmith (Andy Slaughter) mentioned that we need to look at single means of escape. We are looking at measures to improve evacuation procedures, including the requirement for sound alerts, two escape stairways in all new high-rise residential buildings, and creating specific fire safety guidance for the people in dwellings, because people need to know that the flat they live in now might be different from the flat they used to live in. They need to know how to react.

Building owners and developers will be required to prepare and maintain a compliance plan for transparency about the building’s inspection regime, to both residents and regulators. That will help to maintain monitoring. As Members have said, we do not want to slip into complacency. Once a building is built, that is not the end of the story. People will live in that building for many years to come, and they need to know how best to prepare themselves.

The hon. Lady’s point is massively important. It is not just about the cost of installation; there may be a sprinkler system in a brand-new, modern house, but that has to be maintained and checked, like any gas product or anything else. Insurance companies will be important, because most insurance policies these days include pipe work and other things, so the cost should not be prohibitive, but people—and local authorities—will worry about the ongoing cost of having a sprinkler system in their property when they have to pay for it. However, the savings will be as great as the cost.

I agree with the right hon. Gentleman; I was coming to the point about insurance premiums. People’s insurance premiums can be reduced if they have a burglar alarm fitted, and we need the same incentives for sprinklers. That needs to be a part of the environment, as it is for retail and commercial properties.

There is an important point about the cost of sprinkler systems. The Scottish Housing Minister, Kevin Stewart, has called for VAT to be removed from cladding. We need to look at removing VAT for sprinkler systems, too. That would be a significant saving to help people to install these items. There would be significant savings for property owners and housing associations—the full gamut of people involved in the property sector. A 20% reduction in the cost of installing something is pretty significant, and it could allow programmes to go forward more quickly than otherwise. I urge the Minister to speak to the Chancellor to see what can be done, certainly ahead of the Budget later this year, as we are probably too late for the statement later this week. That would be a real win for this Government to incentivise people to take action on cladding and sprinkler systems.

The hon. Member for Ayr, Carrick and Cumnock spoke powerfully about firefighter safety. That has been missing from this debate. When firefighters go into those situations, they need to be kept safe. Nobody wants firefighters to lose their lives. I was interested in what the hon. Gentleman said about engineering out issues and ensuring that when new buildings are constructed, their fire safety is part of the plans from day one.

As part of my work in the all-party parliamentary group on working at height, I was having a conversation about materials used in buildings that may test well in isolation, but when put in a building become more dangerous. I urge the Minister to consider doing more to ensure that materials are testing in situ, to avoid the situation of Grenfell, where the whole of the cladding on the outside of the building went up. Testing in situ and the appreciation of the impact on materials when used in a building must be taken into account.

There are significant differences in how Scotland has defined “high rise”. The hon. Member for Kensington mentioned that it is 18 metres in England, and 11 metres in Scotland. Far more buildings will be caught by the regulations at 11 metres. Regardless of what we regard as high rise, it is important that people in bigger buildings can get out safely should there be a fire. There is a lot of student accommodation in my constituency—I was glad that the hon. Member for Sheffield Central (Paul Blomfield) mentioned that issue. Students can be more vulnerable, living away from home for the first time, in accommodation that is new to them. Having sprinkler systems would be most useful.

A couple of hon. Members mentioned water damage as a result of fires being extinguished. That has been a significant issue in my constituency lately, because the O2 ABC was damaged hugely by the water from the fire being put out at the Glasgow School of Art. That water was not from the mains but from the Clyde, and had been pumped uphill to put the fire out. Extinguishing fires can cause significant damage to buildings, which in many cases could be prevented by comprehensive sprinkler systems. I urge the Minister to look at how sprinklers can be sensitively retrofitted in historic buildings. They are significant—we are in one now. We need to ensure that all buildings where the public go are well protected from fire.

There has been comprehensive agreement today. There are good examples from Scotland and Wales of how action can be taken swiftly. We should act without any further delay, before any more incidents occur and there is any further loss of life. The Minister knows what he needs to do; I very much ask him to get on and do it.
