I call the Chair of the Foreign Affairs Committee.

Alexei Navalny was murdered. It is important that we in this House call it out for what it was, because that is what he deserves. Following his murder, I was also in Munich, where I heard his wife, Yulia, ask for us to stand by her. That is what we must now do. The US threatened more than a year ago that there would be significant repercussions if Navalny was murdered; Biden must now deliver on that threat, or we will see more lives taken, such as that of Vladimir Kara-Murza. I reiterate the calls for the seizing of central bank assets. That has been done before: the UN Security Council froze and seized Iraqi assets. We have a precedent; there is no reason for us to find new legislation or other ways to do so. Beyond that, we need to pursue a special tribunal on the crime of aggression. Will we consider also sanctioning Russia’s Deposit Insurance Agency? Finally, to hit the heart of Putin’s economy, will we urge the US to release more oil and therefore drive down prices?

I thank all my right hon. and hon. Friends throughout the House for taking the time to contribute to today’s debate. We too infrequently get to hear the views and wishes of our friends—our family—from the overseas territories. I hope that everyone in the Gallery today has felt heard and listened to, and that we have given voice to some of the issues—I definitely tried to cover an encyclopaedia of issues in my speech. I hope we have shown that we believe strongly in their self-determination, that we believe strongly in what they bring to our family, and how important they are to all of us in this place.

I have just suggested to my hon. Friend the Member for Crawley (Henry Smith), a fellow member of the Foreign Affairs Committee, that the Committee might invite the governors of all the overseas territories to give evidence to us over the next year, so that they can speak to us directly about the issues that matter most to the territories they represent.

Let me end by thanking all our visitors very much for coming here. I am aware that we got them into the Chamber an hour and a half before the debate started! I also thank you, Madam Deputy Speaker, for the commitment of this Chair to our overseas family.

That this House is committed to upholding the interests of British Overseas Territories and their citizens; recognises the special historical, cultural, and social bonds that bind the United Kingdom and Overseas Territories; and calls upon the Government to ensure that British Overseas Territories citizens’ rights as British citizens are upheld, to defend the sovereignty and borders of Overseas Territories from foreign powers, and to consider the unique circumstances of each Territory when formulating policies which affect them.

Order. Could I just say to the hon. Gentleman that we are very short of time and I hope that, if he takes an intervention, he will stick to the four minutes?

I recognise that the hon. Gentleman feels very strongly about this, but I would ask him to use caution about labelling a party as solely one thing, because it is Conservative party colleagues who led for the conversion therapy ban that has been announced today. When I was elected, no other MP talked about it for seven months, and we have delivered it today. I caution him to please not label all Members on certain sides of the House as transphobic or homophobic, and I also challenge anyone being labelled that in this House.

I question some elements of the Bill, in particular why the amendment regarding anyone being charged or on trial for sexual offences should be excluded—I think that was madness. But I would question one part of my hon. Friend’s argument. What evidence is there that by a man becoming a woman, he somehow has more privileged access to children than he currently does as a man? That is what I cannot understand in his argument.

Order. The hon. Lady has not been here for the whole debate, and I am getting concerned that people who have been here will not get in. I will reduce the time limit to three minutes, and I urge the hon. Member for South Thanet (Craig Mackinlay) to bring his remarks to a close, because otherwise he will have taken a lot more time than that.

What is my right hon. Friend’s assessment of our Ukrainian allies’ resolve to not just repel but resist a further invasion, and what further capabilities are required to enhance this? Will he also keep an eye on Bosnia, given that we know Putin is seeking to cause similar issues for our friends there?

The Taliban want cash, international recognition and propaganda coups. I am gravely concerned by the international direction of travel towards recognising them, so will my right hon. Friend reassure me that we are doing all we can to prevent other partner countries from doing so and from giving them any cash? Will he consider using the conflict centre to set up an international mechanism for atrocity management, to make sure that we know exactly what is happening on the ground, that we are monitoring it and that we can reveal the Taliban for who they truly are, internationally and around the world?
