Commons Chamber8. What steps she is taking to ensure equal pay for men and women.
It is good to see that over the past year the gender pay gap has fallen significantly to 19.1%—its lowest ever level. However, we are determined to build on this, and our aim must be to eliminate the gender pay gap. We are promoting pay transparency through the Think, Act, Report initiative; transforming the workplace to ensure flexible working and shared parental leave; and, through the Your Life campaign, encouraging girls and young women to consider a wide range of careers, including well-paid careers in technology and engineering.
The Minister talks of grand initiatives, but the hourly rate of pay for women working part time is a third less than that for their full-time counterparts. Given that 42% of all working women now work part time, does the Minister think that it is time for big companies to publish the average hourly pay for men and women in their work force to expose this continued pay gap?
The hon. Gentleman raises several issues. It is true that, for men and women, part-time work is often paid at a lower rate. Of course, as he points out, many women are working part time. This is an important issue where we need generally to value much more the contribution made by people working part time. Organisations such as Timewise are doing some wonderful work that tries to remove the stigma around working part time by highlighting people at very senior levels who are doing so. He is right that transparency is a really important tool in making sure that this can be tackled. That is why we have the Think, Act, Report initiative to encourage companies to think about and act on the issue, but also, crucially, to report on it.

Hundreds of workers across north-east England joined the millions across the country in fearing for their future when npower decided last week to export hundreds of jobs to India and force Thornaby-based workers to travel to a new location nearly an hour away. Does the Minister now understand why half the working population fear for their jobs and feel insecure? What is she going to do about it?
The hon. Gentleman understandably raises a constituency case, and I am sure the whole House feels for people in that position. Insecurity in that kind of circumstance, where jobs are lost or people fear for their jobs, is something we all understand. The best way to deliver the security that everybody wants to see for their constituents in work is to continue the recovery that the Government have started, ensure that we keep interest rates low, have a thriving economy and support the small businesses up and down the country that are the engine of growth. That is what the Government’s plan for recovery is delivering.

Commons ChamberThe hon. Lady raises two specific issues in her question. Although there is concern about high interest rates, just as when someone hires a car for three days they do not look at the annual cost of doing so, with short-term credit the APR is not necessarily the most relevant statistic. The hon. Lady’s second point was on affordability assessments and the detrimental effect of people being lent money they should not be lent when debt advice would be much more appropriate. That is a significant concern. The Government are considering the OFT’s review and the OFT is already taking action—it has opened formal investigations into several payday lenders. We expect the final report early in the new year and the Government are committed to ensuring that we take action on this issue.
