Gentleman will know that we allocate basic need and maintenance money directly to local authorities, and the free schools programme is managed directly from our Department. If he wishes to provide me with examples of this issue, I will happily look into them.
T7. The decision by the Education Funding Agency to halt the move by Academies Enterprise Trust to privatise a range of academy services from teaching assistants to ground maintenance in one huge £400 million contract, has been welcomed by schools, trade unions and staff, many of whom saw it as a mechanism to drive down wages and reduce other terms and conditions. I am grateful to the Secretary of State for her personal intervention, but will she outline what advice she has given to academy chains such as AET about the need to concentrate on the poor performance of many of those schools, rather than on partnerships that drive money away from our children?

It is a pleasure to serve under your chairmanship, Mr Caton. I want to start in the traditional way by congratulating my hon. Friend the Member for East Hampshire (Damian Hinds) on securing the debate and choosing such an important issue—not just for education policy, but for the challenges the country faces. I congratulate him, too, on setting out the case in such a thoughtful, measured way. He built it strongly on recent work on educational disadvantage by the all-party group on social mobility, which he chairs, and highlighted some of the challenges that any Government will face in the coming years in dealing with low attainment and the unacceptable gap in outturns between those from advantaged and disadvantaged backgrounds.[Official Report, 3 March 2014, Vol. 576, c. 12MC.]
I thank other hon. Members who spoke. There were good speeches from the hon. Members for Stockton North (Alex Cunningham) and for Cardiff West (Kevin Brennan), and interventions from my hon. Friend the Member for Bradford East (Mr Ward) and the hon. Member for Gateshead (Ian Mearns). I should put the hon. Member for Cardiff West out of his misery before he intervenes on me to ask about the teacher workload survey, which he has become obsessed about. I have fantastic news for him, which will make his day: it will be published, not just shortly, but on 4 March. In the very near future he will be able to see all the information and get all the answers he wants.
I certainly do not intend to get into trouble by falling into the hon. Gentleman’s trap and giving out information that has not yet been approved. It would be an affront to Parliament.
We have had a good debate and talked about the challenge of raising attainment and closing the gap. My hon. Friend the Member for East Hampshire talked in some detail about the pupil premium. Among the achievements of the coalition Government that is one of the policies I am proudest of. The pupil premium will rise next year to the full amount of funding that we said, at the beginning of the Parliament, we would allocate to it—£2.5 billion. That means an uplift, for each disadvantaged young person who receives it, of £1,300 in primary education and £935 in secondary education. That makes, and will in future make, a massive difference to the schools with the additional funding.
Contrary to what the hon. Member for Cardiff West suggested, that is on top of the existing cash protection per pupil. It is happening at a time of austerity in the public sector, which would have been necessary whichever party was in power, and when we have been deliberately controlling the cost of schools by keeping down their biggest cost—teachers’ salaries. That has not been popular with teachers, but it has enabled us to contain costs while putting in additional money. Hon. Members will be aware from visiting schools that the ones that receive a lot of pupil premium money, because they have many children who qualify for it, notice the difference even in the present tough times. In Redcar, for instance, where the local economy has never properly recovered from the recession of the 1980s, I have visited schools where 80% or 90% of the young people are entitled to the pupil premium, which enables teachers and head teachers to transform their opportunities.
My hon. Friend the Member for Gateshead (Ian Mearns) alluded earlier to children on the margins, particularly the children of the working poor, who are just below the threshold to qualify for the pupil premium. Are there plans to address that, particularly for areas such as the north-east, where the attainment gap is wider?
That is an important point. Some of the ways in which we now allocate funding for disadvantage go beyond the pupil premium. They include area-based methods and prior attainment, a factor that many local authorities use. It is not only through the pupil premium that we channel money into schools. However, I am serious when I say that we are keeping under review the question of whether in future we should have a different way of targeting money at disadvantage. The hon. Member for Gateshead raised the question of free school meals targeting, and whether that is sufficient. It is worth keeping other options in mind for the future beyond the current Parliament. I was interested in his comments about the Netherlands experience of targeting money towards children whose parents do not have strong educational qualifications. We should not assume that we have the perfect method for allocating disadvantage funding at the moment, and should seek constantly to build on what we do and improve it.
The performance of disadvantaged pupils has improved across the country since the coalition Government came to power in 2010, and it improved before that. The proportion of pupils eligible for free school meals who achieve the expected standard in maths at the end of primary school has risen from 66% to 74% since 2010, and the gap between those children and their peers has narrowed by 4 percentage points. The picture is similar at key stage 4. The proportion of pupils eligible for free school meals achieving at least five A* to C grade GCSEs, including English and maths, has risen from 31% in 2010 to 38% in 2013. The gap between those youngsters on free school meals and the rest of the pupil population has narrowed. As my hon. Friend the Member for East Hampshire pointed out, however, the performance of disadvantaged pupils is different throughout the United Kingdom and throughout England.

Commons ChamberMy hon. Friend is absolutely right. It is reassuring to be able to visit schools with very large numbers of disadvantaged youngsters, such as the one I mentioned earlier, and to see that the attainment gaps have now been extinguished. This shows schools across the country that it is possible to close that gap, and that that is not just the perspective of some DFE Minister but the experience of schools across the land that are achieving that. The huge amounts of money that we are now putting into the pupil premium and other disadvantage funding for schools with disadvantaged youngsters will remove what were legitimate excuses 10 or 20 years ago about the absence of the resources necessary to achieve these big changes. I pay tribute to my hon. Friend, who did so much in his time in the Department to champion higher standards and to pave the way for much of what is in today’s statement.
Early intervention is certainly the key to the future for the hundreds of children in my constituency who have a much tougher start in life than most people. How will the Minister ensure that the pupil premium is targeted specifically on individuals rather than being swallowed up by the wider school budgets, and how will he hold head teachers to account for looking after those individuals?
That is an absolutely crucial point. The Department is not going to go back to the fashion under some previous Secretaries of State of micro-managing individual schools and telling them what interventions they need to deliver. Schools have a better understanding of the interventions that will work for the school and the individuals than we will ever do, sitting in a Department in London. However, we are going to hold schools to account for ensuring that whatever interventions they use are successful. We have worked closely with Ofsted to ensure that this is a key part of the accountability process for schools, and that there is a much greater focus by Ofsted on narrowing the gap. The chief inspector has made it clear that schools will no longer be ranked outstanding if they are failing in this key area, and there will be a requirement on schools that are not delivering a good standard to commission support from key leaders in education, such as national leaders of education, to bring advice into the school when it is failing to narrow the gaps. We have also recently appointed the widely respected John Dunford, who has great experience in education, to serve as a champion of the pupil premium and to spread the message about best practice to schools across the country.

Commons Chamber11. What assessment he has made of the effect of the pupil premium on attainment of children from socially deprived backgrounds.
Results for 2012, the first year to reflect the impact of a full year of the pupil premium, showed a larger than expected narrowing of attainment gaps nationally for both key stage 2 and key stage 4. Further improvement is expected as the funding levels increase and schools focus more on evidence-based interventions to help disadvantaged children.
That is very positive news, but schools are given a free hand to spend the pupil premium as they choose, rather than being required to target it on the most disadvantaged children who need the most support, and this comes at a time when the chief inspector is planning to get tough with schools that let poor children down. Will the Secretary of State get tough, too, and tell schools to concentrate these resources on the neediest children, instead of simply absorbing them into their budgets, as happens in some cases?
I can assure the hon. Gentleman that we are not going to allow schools to use this money for purposes other than that for which it is intended. Schools will have to use this money for the assistance of the most disadvantaged pupils. We are not prescribing the way in which they do that, because, unlike the last Government, we believe head teachers and professionals should be respected to choose their own interventions, but I can assure the hon. Gentleman that Ofsted will hold schools to account for using this money in the best way and narrowing the disadvantage gaps. If schools do not do that, they will face the consequences.

Commons ChamberMy hon. Friend makes a powerful point. Many schools across the country could be receiving far greater amounts of pupil premium if they ensured that all their pupils were registered. The Department recently put out information showing the great range in the take-up of free school meals and advice on how schools should seek to raise that figure.
Further to the question from my hon. Friend the Member for Easington (Grahame M. Morris), the Secretary of State has failed to answer the series of questions from The Northern Echo after his disparaging remarks about some east Durham schools. Will he say how many of the schools he referred to he has actually visited or will he have the decency to apologise for his remarks?
