Commons ChamberWe have made it clear that the probation system needs to improve, and we have taken decisive action to end current community rehabilitation company contracts and to develop more robust arrangements to protect the public and tackle reoffending. We have seen examples of good and innovative work from CRCs in Cumbria, where probation is being adapted to a rural setting, and in London, where CRCs are working with the Mayor’s office on programmes to rehabilitate offenders involved in knife crime.
I believe that public, private and voluntary organisations all have a role to play. The reforms that we are making are crucial to integrating the system better so that different providers can work more effectively together, and we will set out our proposals later this year.
I am grateful for that comprehensive answer but, in the light of the prisons Minister’s praise at our last session of Justice questions for the not-for-profit Durham Tees Valley CRC—one of the best, if not the best, at inspection, and, according to Napo, also one of the best to work for—may I ask how the Secretary of State will protect this rare success story, given that his own reprivatisation plans are set to allow security giants such as Sodexo to swallow it up?
I, too, pay tribute to the work of that not-for-profit CRC and its focus on rehabilitating offenders. The expertise and commitment of not-for-profit organisations are vital in helping offenders to turn their lives around, and the changes on which we are working will ensure that the probation system benefits from having a diverse range of providers, while also doing more to deliver operational stability.

Commons ChamberWhat I can guarantee is that we are increasing the numbers—they have gone up by 3,500 in the past two years. That is enabling us to implement a key worker strategy, so that prison officers have the ability to spend more time with prisoners and can build that personal relationship, providing the support and advice necessary. That is an important step forward and I am pleased we are able to do it.

Commons ChamberMy hon. Friend is right to point out that I am undertaking my own review of that. The first step is to address the decision of the High Court on the existence of rule 25, which prohibits, in essence, any information being provided on Parole Board decisions. We will do that, but we also need to look more widely at how the Parole Board rules work—that includes the issues of transparency and of how the Parole Board can reconsider cases in particular circumstances.
The troubled Holme House prison in my constituency has had another damning report, this time from the Independent Monitoring Board, which talks of a shortage of staff, a lack of appropriate care for prisoners, a sustained drugs problem, and more violence against staff and between prisoners. Things do not seem to be getting any better. Will the Minister please take an interest in Holme House and ensure it gets the support it needs?

Commons ChamberMy hon. Friend puts it very well. We are determined to deliver this policy successfully and to ensure that it helps more people to have better opportunities. That is what universal credit is about. That is why we have allocated £8 million over four years to conduct a number of tests and trials to support the development of evidence about what works to help people progress in work—this is about not just getting into work, but progressing in work.
This comprehensive package responds to concerns raised inside and outside the House. Our clear objective is to ensure that as many people as possible get the opportunity to work and to maximise their potential to better their circumstances. This is Labour Members’ last Opposition day of the year, and what have they achieved?
We are not publishing reports, but we have been able to highlight the inaccurate scaremongering by the Labour party. We have underlined the benefits of the policies announced in the Budget. We have underlined the wholehearted support for universal credit among Conservative Members, and we have further confirmed Labour’s position as a roadblock to welfare reform—seeking not to pause and fix, but to scrap and rewind.
As the evidence builds that universal credit is positively transforming lives, it will become clearer and clearer that Labour Front Benchers are on the wrong side of the argument. So I say this to whomever had the idea for the debate: thank you, because I welcome the chance to argue the case for universal credit—a reform that puts work at the heart of our welfare system; a reform that increases opportunity; and a reform that will positively transform the lives of millions of our fellow citizens.

Commons ChamberIt is a great pleasure to conclude this day’s debate on the Gracious Speech. I thank all hon. Members from all parties who have contributed. Members from all parts of the United Kingdom have covered a wide range of subjects and it has been a very good and insightful debate.
I will not respond to every Member who has spoken, but I will respond particularly to those who made their maiden speeches, beginning with the hon. Member for Kensington (Emma Dent Coad). It is difficult to imagine that there has ever been a Member of Parliament who has faced such a daunting challenge in their constituency in their first few days in office, and she has conducted herself with great sensitivity and energy. She made a very moving speech earlier today in which she spoke of her constituency generally, but she particularly and rightly focused on Grenfell Tower, the families she has met and the tales of the desperate situations that her constituents have faced. I congratulate her on the way she spoke and the way she has conducted herself as a Member of Parliament.
I congratulate my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) on an excellent maiden speech. He spoke powerfully about his constituency and his particular constituency focuses, and showed his depth of knowledge of the borderlands. I also noted that he managed to deliver a perfectly timed speech, which is an attribute that I am sure will attract the attention of the Whips. I suspect he will be much in demand in future months.
I also congratulate my hon. Friend the Member for Aldershot (Leo Docherty), who spoke of his town and told us much about its history. As a former soldier, he has an appropriate background for an Aldershot Member of Parliament. He paid tribute to his predecessor, Gerald Howarth, who was a good friend to many of us here. On that note, I also congratulate the hon. Member for Enfield, Southgate (Bambos Charalambous), who spoke about the tolerance and diversity in London and within his constituency, and about his own family’s story. He also paid generous tribute to David Burrowes, with whom I shared an office for five years and who is a good friend. I welcome the opportunity to wish him well, as the hon. Gentleman did.
I also congratulate my hon. Friend the Member for Middlesbrough South and East Cleveland (Mr Clarke) on an excellent speech. He spoke warmly of all of his many predecessors and demonstrated a great love of Teesside and a desire to represent it as the first Conservative MP for his constituency for some time.
They did not give maiden speeches, but I welcome back to the House the hon. Member for Eastbourne (Stephen Lloyd), with whom I suspect I will debate on many occasions, and my hon. Friend the Member for Richmond Park (Zac Goldsmith). I also thank the shadow Work and Pensions Secretary for her welcome to me in my new position. I congratulate her on her reappointment. Today may mark one of our friendlier debates, but I hope that we can have a constructive working relationship in the period ahead.
I referred to the maiden speech of the hon. Member for Kensington. Clearly, Grenfell Tower has cast a large shadow over our debate. There have been several excellent contributions, particularly that of the hon. Member for Westminster North (Ms Buck), who previously represented that part of London. It is a terrible tragedy and all our thoughts are with those affected and the families who are grieving.
Our priority is to ensure that the people affected by the fire get the financial help they need. We have staff on the ground who are handling people’s benefits claims sensitively and flexibly. For example, they are ensuring that payments continue if appointments are missed and that jobseeking requirements are suspended for as long as needed. The Department for Work and Pensions has also made sure that people’s benefits will not be affected by payments from the discretionary fund. The local authority has assigned key workers to affected households to ensure that they have continuity of support—wraparound support—and we are working closely with them to provide benefit advice and support.
Money is available from the £5 billion discretionary fund to meet funeral costs. The Department for Work and Pensions administers funeral expenses payments and the local authority also has funds to support people who cannot afford funeral costs. It is important that all parts of government work together to provide the necessary support for the people of Grenfell Tower and the surrounding areas.
The debate on Grenfell Tower has also shone a light on the wider issue of housing. My right hon. Friend the Secretary of State for Communities and Local Government set out the Government’s position. It is worth reminding the House that we have a proud record since 2010. We have overseen the building of nearly 1 million new homes and helped around 400,000 households to get on the property ladder through Help to Buy. However, with housing becoming increasingly unaffordable, there is much more to do. My hon. Friend the Member for Hertsmere (Oliver Dowden) made that point. We have set out our strategy in the housing White Paper and we are introducing a Bill to ban unfair tenant fees.
We will drive that forward by investing £7.1 billion through the affordable homes programme, implementing the Homelessness Reduction Act 2017 and continuing to support the regeneration of housing estates. We have not built enough homes in this country for generations. We need to build more of the right homes in the right places and ensure that the housing market works for all parts of our community.
Let me deal with some of the welfare issues that have been raised in the debate. Our welfare reforms are restoring fairness and supporting people into work. Having a welfare system that offers work for those who can, help for those who could and care for those who cannot is part of our plan to build a fair society for all. The Government have improved the chances of finding employment and we will continue to build on that achievement.
The employment rate stands at a joint record high of 74.8% while the employment rate for women is at a joint record high of 70.2%.
There is a sedentary comment that it is all zero-hours contracts. The employment numbers that came out last week are striking because the increase was overwhelmingly a consequence of full-time employment. We must bear in mind that those on zero-hours contracts constitute, what, 3%? [Interruption.] Less than 3%: 2.8% of the overall workforce. The majority of those people, when surveyed, say that that is what suits them. Moreover, the average number of hours worked by people on zero-hours contracts is 25. Let us not mischaracterise the nature of our labour market.
Let me now deal with universal credit, a landmark reform of the welfare system that will maximise people’s chances of getting work, staying in work, and progressing into better-paid work. Universal credit is working. People move into work faster, and there are encouraging signs in that connection. The roll-out of universal credit continues to deliver to plan. It is being rolled out in a gradual, safe and secure way to ensure a successful delivery and the best service for claimants. The programme has recently passed an important milestone, with well over a million claims made and the number of claimants higher than the number of people claiming jobseeker’s allowance.

Commons ChamberIt is worth pointing out that in the terms of reference for the National Infrastructure Commission’s report the Government noted that the area contained four of the UK’s fastest growing and most productive places—Oxford, Cambridge, Milton Keynes and Northampton. We agree with the commission that transport investment is key to maximising growth potential in the area. We will invest in the east-west rail line and the expressway, which will better connect parts of the region with one another and with the rest of the country, supporting growth and jobs. The commission will issue its final report later this year, including work on delivery options for housing and transport, and we will carefully consider those recommendations.

Commons ChamberThe Chancellor has made it clear that he will look at all the options when it comes to the autumn statement. It is the case that we have legislated to move to 17%, and it continues to be the case that we want to send out a signal that the UK is open for business and that we will still have a competitive tax system. My hon. Friend the Member for Horsham (Jeremy Quin) has already raised that important point. The precise policies we will follow at the autumn statement are a matter for the Chancellor to announce then, but Government Members are united in our belief that the steps we have taken on corporation tax have made us much better prepared for the uncertainties of the future.
I welcome the right hon. Gentleman to his position. I also welcome the Financial Secretary to her position, and I believe that the Exchequer’s gain is the Department of Health’s loss. The Chief Secretary talks about this country being the place to do business. He heard me talk about carbon capture and storage in an earlier intervention. Will the Government now commit to doing more to help energy-intensive industries—with energy costs, but also by dealing with some of the carbon taxes they face—and commit to greater support for carbon capture and storage?
I entirely agree, in relation to my hon. Friend the Financial Secretary, that the Treasury’s gain is the Department of Health’s loss. I will not pre-empt any autumn statement announcements on energy-intensive industries or any other area. I would point to the steps we have taken as a Government to help energy-intensive industries. We have responded to the points made to us by that sector with support for energy costs and so on. No doubt, the hon. Gentleman will continue to make his case on behalf of those industries.

Commons Chamber I beg to move an amendment, to leave out from “House” to the end of the Question and add:
‘notes that this Coalition Government has cut income tax for 25 million people, taking over 2.2 million low income individuals out of income tax altogether, while at the same time increasing taxes on the wealthy, including raising stamp duty on expensive properties and restricting tax reliefs; further notes that both parts of the Coalition continue to support tax cuts for people on low and middle incomes; notes that the part of the Coalition led by the Deputy Prime Minister also advocates a mansion tax on properties worth more than £2 million, as set out in his party’s manifesto, and the part of the Coalition led by the Prime Minister does not advocate a mansion tax; and further notes that the top rate of income tax will be higher under this Government than under any year of the previous administration and that the rich are now paying a higher percentage of income tax than at any time under the previous administration, demonstrating that it presided over an unfair tax system where the rich paid less and the poor paid more in tax than now, meaning nobody will trust the Opposition’s promises on tax fairness.’.
After listening to the speech of the hon. Member for Nottingham East (Chris Leslie), we might have thought that it was the last Labour Government who increased stamp duty land tax to 7% on residential properties costing £2 million or more. We might have thought it was Labour that introduced a 15% rate of stamp duty for properties owned through a corporate vehicle. We might have thought that it was the last Government who imposed a cap on reliefs, limiting the extent to which the wealthy can drive down their tax rate, and we might have thought it was the last Government who deployed more resources to Her Majesty’s Revenue and Customs to tackle evasion and avoidance, and closed down loopholes such as disguised remuneration that cost the Exchequer nearly £1 billion a year.
We might also have thought that the Labour Government had introduced the 50p rate of income tax in their first Budget, not their 13th. We might have thought it was the Labour Government who had taken more than 2 million low-paid earners out of income tax by raising the personal allowance.
Whatever the differences that may exist on the Government Benches, and there are differences on this matter, one thing is very clear: the Opposition are in no position to lecture the two parties on the Government Benches about how to put in place a fair tax system that provides support to working people and taxes the wealthy effectively.
At Treasury questions, one of the Minister’s colleagues said that the Government are focused on the causes of poverty. Can the Minister tell me how many of his millionaire friends getting a huge tax cut this year are actually pleading poverty?
In the last Budget package we increased taxes on the wealthy—higher rates of stamp duty, closing loopholes and putting a cap on reliefs. That is getting far more money from the wealthiest than a 50p rate that failed to do what income tax is supposed to do, which is raise funds to pay for public services. It did not do that.
