Commons ChamberWe continue to keep the matter under review. We are moving to Delay Repay 15 and looking at other ways of tightening performance on the railways, but the big difference to travellers in and around the Manchester area will come from the arrival of new trains and the completion of the works on the Bolton line, which have caused more disruption than I would wish. I am less than happy about the delays that have taken place and I am putting as much pressure on Network Rail as possible to get it sorted.
The whole reason that we have this statement from the Secretary of State is that the current franchise arrangements are broken. I urge him, in the new franchise, to include not-for-profit and the part-nationalisation that he has announced today. That would avoid the embarrassment of a Secretary of State having to come to this House to announce that further down the line and costing taxpayers money.
As I keep saying in respect of what I will bring to the House in due course, as we make further progress towards the implementation of what was the east coast partnership and is now the London North Eastern Railway, this is a different paradigm, and it simply will not operate in the way the hon. Gentleman has discussed.

Commons ChamberI have not seen those proposals, but I say to the hon. Gentleman that I think it more likely than not that we will see on the Welsh valley lines and the Cardiff metro lines the same approach that I have taken in south Wales—using hybrid technology rather than electrification. That is what I think will be done.
From a sedentary position, the hon. Gentleman talks about dirty diesel. What we are now seeing is the arrival of new technologies that will transform the way our railways work. We will soon see hydrogen trains. The new generation of trains—hybrid trains—is much cleaner than its predecessors. New technology is giving us extra versatility.
Many Members want to speak, so I shall conclude. Today, I am afraid that we have heard from Labour Members a position based on sand. They want lower fare rises, but will not tell us how those will be paid for because their numbers do not add up. The irony is that in London, where Labour is in power, the fares are going up by more than fares in the rest of the country. By contrast, we are addressing the real problems on the rail network. We are providing the investment that the railways need.
Somebody mentioned disruptions over Christmas. Yes, I know passengers had a disrupted time. The reason for that is that we are spending billions of pounds across the country. At some point, the work has to be done. Those people who walk into London Bridge station in the mornings, as well as those people up in the north-west where improvements are happening and people elsewhere across the country, will now see new facilities—broader facilities, expanded facilities—that will make a real difference to passengers.

We will work with the National Infrastructure Commission, and we will also work closely with the local authorities that have been involved in helping to develop the project. I will not give my hon. Friend a date, but I would say that one reason for doing this is that I want to accelerate the process. I look at the pipeline of projects that Network Rail has, and I do not want this project to disappear into the middle of the next decade; I want us to start real improvement works quickly. We have money from the autumn statement to start some of that work around the intersection with HS2, but I just want to make this project happen quickly. We have to demonstrate sometimes in this country that we can get on with things.
My constituency and the north Wales line are covered by two major franchises, Wales and borders, and west coast; by two Governments, the Welsh Government and the UK Government; and by Network Rail. In future, under the Secretary of State’s plans, who would be responsible for safety? Has he spoken to the Welsh Government about that?
Today’s announcement is predominantly about England, because, as the hon. Gentleman knows, the Welsh Government are taking the lead in designing the franchise. I know that they have sympathy with this view, because they are pathfinders at the moment in securing bids from integrated consortiums for the proposed Cardiff metro service, but I will discuss this with the Welsh Government, as I have regular conversations with them. I hope that they may want to build on some of the things we are seeking to do in England.

Commons ChamberI know that my hon. Friend has been pursuing this matter with great concern. Of course, we will debate the Budget over the next three days, and financial services will be part of that. I suggest that my hon. Friend takes advantage of that opportunity—the Chief Secretary will be here on Tuesday, for example—to raise the issue.
I very much welcomed the Prime Minister’s statement about universal superfast broadband by 2020, but it was made a few months ago. May we have a statement from the Minister for Culture and the Digital Economy, or a debate in Government time, so that we can consider the mechanisms? We are all in favour of it. It should be debated and we should know exactly what to do, and I would like to offer the isle of Anglesey for a pilot scheme.
I am sure the hon. Gentleman would like to do that. It is a Government priority to proceed with superfast broadband and, indeed, 4G and eventually 5G connectivity to all of our rural areas, and we certainly want Anglesey to be included. We have made good progress so far. We have got as far as any other country in Europe in developing modern communication networks, but there is still work to do.

Commons ChamberMy hon. Friend makes an important point. I will make sure that his concerns are passed on to the relevant Minister and I will seek to get a letter to him, to update him on what is happening.
Last week during the Syria debate I asked both the Prime Minister and the Foreign Secretary an important question regarding collision warning systems and whether the RAF planes flying over Iraq and Syria were equipped with the latest technology. I got no answer. Therefore, may we have a statement or, indeed, a debate on that very important issue, because our air people deserve the best kit possible so that they can fight in our interest?

Commons ChamberIt is a matter for the Liaison Committee, which can organise a debate on any estimate if it chooses to do so. It is a matter for the entire House what it debates.
On the composition of Bill Committees, is the Leader of the House saying that Welsh, Scottish and Northern Ireland Members would not be allowed on England-only Bill Committees? What about the Chair, who is chosen by the Speaker’s Panel of Chairs, if they were to come from Scotland, Wales or Northern Ireland? Not only do they have one vote; they have the casting vote. How would the right hon. Gentleman deal with that?
In my view, there is no issue with any Member chairing any Committee, since by convention a casting vote is cast in favour of the status quo. In my view, that would not change, and I see no reason to exclude any Member from either side of the House from chairing any Committee.
A question was raised about England-only Bills. We are not talking simply about England-only Bills, but about Bills that are substantially or in part applicable only to constituents of one group of Members—either English-only or Welsh-only Members. That will be a part of the process. It is not purely a question of having one England-only Bill in this Session. A number of measures will be coming before the House that apply entirely and exclusively to the United Kingdom—local government devolution is a case in point.

Commons ChamberI very much share the sentiments of my hon. Friend. We are, as a nation, immensely proud of our Queen. I have had the enormous honour, first as Lord Chancellor and now as Lord President of the Council, of working with the Queen over the past three years. She is a fantastic sovereign. I have no doubt that the country will want to mark the occasion appropriately. However, it should be marked in a way that she wants, so it will be very much for the palace to indicate how she would like that to happen.
Following privatisation of search and rescue, RAF Valley will be closing down its search and rescue location. That service was fit enough for a prince to train there. May we have a debate in Government time so that we can scrutinise the costs of transfer and future delivery of search and rescue? This is a very important issue that we did not have time to deal with in the previous Parliament.
I am sure that Ministry of Defence Ministers will have heard what the hon. Gentleman has said. Change is always difficult, particularly when it affects communities. Defence Ministers will be in the House in 10 days’ time. He is also able to requisition an Adjournment debate to discuss this with Defence Ministers—[Interruption]—or Transport Ministers, and I am sure he will do so.

Commons ChamberAbsolutely, and my hon. Friend represents a large number of Scottish constituents, and he is a powerful advocate for them. It is important that he is able to take decisions on matters that affect them. It is also right and proper that, when a matter exclusively affects English constituencies, he and his English colleagues should be able to say no if it is something that their constituents do not want.
Going back to the London question raised by my hon. Friend the Member for Ilford South (Mike Gapes), I listened carefully to the answer of the Leader of the House gave when he talked about legal jurisdictions. The logical conclusion to that is that when the police grant and transport issues in London are discussed, Welsh Members will be allowed to vote because we come under the same legal requirement as the English. Is that the case? How is it fair that elected Welsh Members will have their powers reduced when unelected Welsh peers will not?
Policing is a classic example of something that is not devolved. We do not have a separate Welsh policing system. Therefore it is right and proper that we should retain the involvement of Members of Parliament from England and Wales in voting on police matters. In Scotland and Northern Ireland, those matters are devolved. That is the key difference. The situation in London is straightforward: London does not have a devolved Assembly in the way in which Scotland, Wales and Northern Ireland do. It does not legislate. This House legislates for London. Therefore the decisions about new laws in London should be and will be a part of this package.

Commons ChamberI listened carefully to what my hon. Friend had to say. He is, of course, absolutely right: it is inexplicable and indefensible that good food should be thrown away. He is absolutely right, too, that the step taken today is a positive one. I will ensure that my colleagues in the Cabinet Office are made aware of what he said. There will shortly be an opportunity to raise the issue directly with them at Question Time but, before that happens, I shall make sure that they are made aware of my hon. Friend’s message.
The Leader of the House will be aware that the women’s institute is celebrating its centenary this year, and he may be further aware that it was founded in the pioneering county of Anglesey, at Llanfairpwllgwyngyllgogerychwyrndrobwllllantysiliogogo goch—I will help Hansard later! May we have a debate in Government time on this important organisation and the things it has done at local level, national level and international level? Will the right hon. Gentleman, along with Mr Speaker and the House authorities, use his good offices to provide an exhibition for this fine organisation?
I had no idea that the women’s institute was founded in the village with the world’s longest station name, which I visited last year—but I will not even start to seek to pronounce it in the way that the hon. Gentleman clearly can and does so well. Collectively and across party, the whole House should pay tribute to the women’s institute for the work that it and its members have done for this country over many decades. It has been the backbone of our voluntary sector for a very long time. I was delighted to see its achievements celebrated at the palace recently. This provides an opportunity for the hon. Gentleman to bring forward what would be an ideal subject for an Adjournment debate.

Commons ChamberI, too, have supported apprenticeships over the past decade, and they have been a great success, but companies in my constituency, and one in particular, say to me that they cannot take on apprentices because they are faced with a consumption tax rise of 2.5 percentage points in VAT. Is that not one reason why businesses are not taking on apprentices? Indeed, the Minister is unable to tell us how many additional apprenticeships there have been in the past eight months.
Does the hon. Gentleman honestly think that businesses in his constituency would have been better off with a 1 percentage point jobs tax rise, as the previous Administration planned? That would have caused more of an increase in unemployment than anything else the Government could have done.
The right hon. Member made one point, however, which is absolutely right and with which we absolutely agree. Youth unemployment is a major problem for our society and one that absolutely must be tackled. The failure to tackle youth unemployment with schemes that work contributes so much to many other issues that we have to deal with on streets and in neighbourhoods throughout the country.
Endemic worklessness is underpinned by an ever more complex benefits system that traps people in unemployment. Inter-generational poverty is fuelled by welfare dependency, involving generation after generation of people who have not worked. There is a lack of aspiration, especially among young people who lack role models in a country where almost 2 million children are growing up in workless households. Worst of all, the young people who escape welfare dependency and poverty will still carry the economic scars of unemployment for years afterwards, in terms of lower wages and future employment gaps. That is the harsh reality of Labour’s legacy for our young people.
