Commons ChamberI am delighted to welcome the Bill and the new Advanced Research and Invention Agency that it creates. I want to echo the sentiments of the Secretary of State and the shadow Secretary of State, and the tributes that they paid to our scientific community, who have done outstanding work during the pandemic.
Today’s Bill is one of the most important to come before the House in this Parliament. First, it lays the foundations for Britain to become the science superpower envisaged by the Prime Minister in the integrated review and building on the Government’s existing commitment to deploy 2.4% of GDP to research and development. Secondly, a new agency will create new jobs, products and services, and innovative communities across the whole country, levelling up our science and technology base and backing our scientists and entrepreneurs. Finally, it will enable Britain to lead the new fourth industrial revolution, pioneering in fields from artificial intelligence and robotics to genomics and quantum technologies. Just as Hargreaves’ spinning jenny and Stephenson’s Rocket propelled Britain to a new era of prosperity and invention in the past, this new agency, ARIA, can help us to success in the decades ahead.
We have all seen during the covid-19 pandemic the importance of investing in research, science and development, and as we build back better, ARIA can unleash the potential of our most visionary scientists, helping Britain to shape the future and get to the future first. In terms of shaping the future, many in the House will know President Kennedy’s words from 1962:
“We choose to go to the moon in this decade and do the other things, not because they are easy, but because they are hard”.
Those stirring words are often remembered for their soaring rhetoric, but they were in fact designed to persuade the American people of the benefits of the Apollo space programme after the US had been caught off guard by the Soviet Union putting the first satellite and then the first man into space.
To beat the Soviet Union to the moon, the Americans relied on a radical new organisation that would be a catalyst for new ideas. America’s Advanced Research Projects Agency—ARPA, as it was originally known, founded by President Eisenhower and backed by his successor, JFK—would help to deliver not only the moon landings but an early version of the internet, the global positioning system and driverless cars. By launching ARPA, the US was determined that in the future, it would be the initiator and not the victim of strategic technological surprises.
By launching the UK equivalent today, as the fourth industrial revolution accelerates, we provide ourselves with an insurance policy against future challenges and an opportunity to shape the future through innovation. It is therefore welcome news that ARIA will incorporate the key features of the ARPA model that have been credited with its success, including a sole focus on high-risk, high-reward research; a high tolerance for scientific failure; freedom to explore new funding models, including prizes and taking equity stakes; minimal bureaucracy, with low Government intervention; and empowering talented programme managers to find and fund complex research programmes. That is the right framework, but what sort of technology should those programme managers focus on? That has been the subject of some debate this afternoon.
It would be tempting for ARIA to spread itself thinly and widely, diversifying across a range of technologies and disciplines, but that would be the wrong approach. If ARIA is to succeed, it must focus on the most impactful and transformative technologies that are most likely to create whole new industries, produce thousands of jobs across the United Kingdom and apply across a wide range of economic sectors where the UK can develop a strong and sustained competitive advantage. Those key technologies include robotics and artificial intelligence, which will become pervasive across all sectors of our economy; life sciences and synthetic biology, where the big theme of the coming decade will be personalisation; fusion, which has the potential to deliver a new carbon-free source of clean energy; space, where, as my right hon. Friend the Member for Tunbridge Wells (Greg Clark) said, growth is driven by manufacturing, including in satellites, ground systems and components; and quantum technologies, including quantum computers, which are exponentially more powerful than today’s devices.
It was in Britain that the first industrial revolution took off in the 18th century. It was this country that gave the world penicillin, unravelled the structure of DNA and pioneered the world wide web. Cambridge alone has produced more Nobel laureates than any country in the world except America, and more than France, Japan and China combined. We have an outstanding record of scientific innovation and discovery to be proud of. The creation of this new agency will help Britain cement its status as a science superpower, and it is a project that I am proud to support.

Commons ChamberYes, I thank my hon. Friend very much for that suggestion. I would be very happy to do that and to correspond directly with my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson). We have to focus on the fact that this is a floor, as I think I have made clear. This is really about changing the culture around bereavement in general. It is my heartfelt belief that this Bill is not the be-all and end-all but that it will be a powerful driver of that culture change.
My hon. Friend mentioned the desire for a culture change among businesses. Will he continue to engage with the many business representative organisations to make sure that that message from this House is clear and spreads out across the whole country?
Yes. As ever, the good citizens of Havant are very well served. I make the point clearly that I meet business representative organisations, such as the Confederation of British Industry, the EEF, the Federation of Small Businesses and chambers of commerce, on a weekly basis. They are very responsible and I shall be bringing it up with them. This is a culture change, but culture changes do not happen instantaneously.
On remuneration, I really believe that the Bill again provides the minimum standard for employers. Hon. Members on both sides of the House have spoken about the level, but this is a minimum level, and bereaved parents have to know what the minimum is and what the entitlement is. However, it is not something that they should be negotiating with their employers. I am sure again that employers will be clear, and most will have a policy that is greatly in excess of that.
While I am on the subject, I turn to a point made by my hon. Friend the Member for Torbay. When we were discussing the amendment that deals with remuneration, I was asked about the civil service and whether the Government will provide leadership. I am pleased to announce today that we have decided that civil servants should receive full occupational pay for the one or two weeks that they take off under the Bill’s provisions. [Hon. Members: “Hear, hear!”] Many civil servants already take special leave when they find themselves in tragic circumstances, and we obviously want that level of support to continue when the Bill is implemented. I do not think that that makes the civil service particularly special. It should be standard, but I think we should lead by example. I have seen—not to do with child bereavement, but with sickness and other things—that the civil service is very flexible, and we as Government are very responsible employers in that way.

Commons ChamberThe hon. Gentleman will be pleased to know that I shall be meeting the head of Ford’s European operations immediately after this session to discuss the fact that Ford has based its new development of electric and autonomous vehicles in Britain.
Britain has the potential to be a world leader in developing the new regulatory standards that will govern electric and autonomous vehicles. Will the Secretary of State work with industry, and with other Departments, to ensure that Britain leads the world and that other countries adopt our standards?
I will indeed. The industrial strategy makes it clear that being at the forefront of the regulatory standards for these new technologies gives us a big advantage. The Automated and Electric Vehicles Bill, which is currently before Parliament, is intended to establish—before most other countries—the right regulatory standards, so that we can make progress with those technologies.

The Red Book tells us:
“The Budget sets out a long term vision for an economy that is fit for the future—one that gives the next generation more opportunities.”
I speak in this Budget debate in support of the Chancellor and the industrial strategy, because I particularly welcome their emphases on upskilling our workforce and helping Britain to lead the fourth industrial revolution, as technology transforms the way we work and live.
Looking at the Budget more generally, I am pleased to see the Government devoting more funds to science and innovation and helping this country to meet the OECD average spend of 2.4% of GDP on R and D. I welcome our funding for upgraded broadband and 5G, putting digital connectivity at the heart of our productivity plan. Economic success is not built just on steel, concrete and fibre optic cables, however, and I welcome the investment in human capital most of all. The British people will help us to make a success of Brexit, and our engineers, scientists, inventors and entrepreneurs will help us to lead the fourth industrial revolution. It is right that the Budget invests in their skills, education and future.
Getting our workforce prepared for the challenges and opportunities of the new technological revolution is vital to boosting productivity, increasing economic growth and making sure that the whole country is prepared for the challenges ahead. As the Budget rightly notes, employers sometimes report that they struggle to recruit enough people with science, technology, engineering and maths skills to grow their business, and we know that STEM skills correlate to higher average earnings and greater productivity in our economy. That is why I am particularly pleased to see the measures in the Budget that focus on skills and education. From the significant package of support for maths in schools to further support for T-levels and computer science, the Government are equipping our young people—in Havant and across the whole United Kingdom—to succeed in the new economy.
I also welcome the measures on lifelong learning, including the commitment to establishing a national retraining partnership with the TUC and the CBI, the £30 million to help people to retrain in digital skills and the £8.5 million to support unionlearn. Those are all valuable initiatives. As the fourth industrial revolution gathers pace and technologies such as artificial intelligence and robotics become more widespread across all sectors of the economy, we will undoubtedly see an unprecedented level of restructuring in our labour market, including in many white-collar professions that have traditionally been resistant to such challenges. That is why I particularly welcome the Government’s laying of the groundwork for a modern skills system that will help us to tackle those challenges head-on.
In conclusion, I strongly support the Budget and the related industrial strategy, which came out yesterday. They help our country not only to get fit for the future, but to get ahead. They will allow us to reach the future first, ahead of our competitors, and secure our prosperity in the years ahead.

Commons ChamberYes, the success of the devolution arrangements in driving forward local economies has been considerable, as the hon. Gentleman, being the former Mayor, knows, and we want to see more of it. He is right to draw attention to the particular challenge—but also opportunity—of having towns within city regions place a particular focus on how they can be helped to play a bigger role in the rise in productivity now being experienced with the success of some of these devolved arrangements.
I thank the Secretary of State for his statement and for including the fourth industrial revolution as one of the key drivers of his industrial strategy policies. Will he continue to support small and medium-sized enterprises such as Havant-based 3D printing business Dream 3D, which is already using new technologies to create new jobs and improve productivity?
I will indeed. I am grateful to my hon. Friend for his tireless work in chairing the all-party group on the fourth industrial revolution and promoting the importance of embracing the new technologies of the future. He is absolutely right that there is a big opportunity for small and medium-sized businesses in particular. We have succeeded in having some of our biggest firms comprehensively embrace new technology, and the strategy points out some areas in which we can work with small and medium-sized businesses to diffuse that across the economy more generally.

Commons ChamberMy colleagues and I meet regularly not only with Airbus but with the whole of the aerospace industry, which is one of our most successful industries, and we are well aware of how the sector and the companies within it work. This informs our negotiations to allow us to ensure that that way of working can continue.
I welcome the Secretary of State’s statement and the investment in Bombardier. As the fourth industrial revolution accelerates and new technologies emerge, will he consider introducing a call-in mechanism to allow flexibility when the Government scrutinise transactions for national security concerns?
My hon. Friend is a great champion of the need to prepare for the fourth industrial revolution, if we are to benefit from it. Part of the reason for this Green Paper is consistent with the high standards that we have always had in this country for ensuring that our systems are up to date. We are suggesting that, in certain sectors that are relevant to national security, it would be possible, subject to the results of the consultation, to scrutinise transactions to assess whether they posed a problem.

7. What steps he has taken to support the development of electric and autonomous vehicles.
Our industrial strategy capitalises on our strengths as we build the next generation of motor vehicles. On 25 July, we committed £246 million to the Faraday challenge to make Britain a centre for the development of battery storage. The following day, BMW announced that the new electric Mini will be built in Oxford.
As the fourth industrial revolution gathers pace, countries that embrace electric and autonomous vehicles will find it easier to move both people and products, reducing costs and boosting productivity. Will the Secretary of State continue to support such vehicles, as they drive our future economic growth and productivity?
I will indeed and I am grateful to my hon. Friend for his championing of those investments. We already have an outstanding reputation in the automotive sector through our leadership and investment in both electric and automated vehicles. Ford, for example, has announced that its European smart mobility research will be based in Britain, and Nissan is conducting its automated vehicle testing in the UK. Our code of practice for testing new technologies is globally recognised as the best in the world. We have a successful motor industry and we want it to be stronger still.

Commons ChamberWe have inaugurated a new era of nuclear power through the approval of Hinkley Point C. The NuGen consortium, the membership of which has changed from time to time, is confident that that investment will be able to proceed.
T5. I welcome the Government’s commitment in the Queen’s Speech to the new industrial strategy. Will the Secretary of State update the House on his plans to support new, cutting-edge technologies that will help Britain to lead the fourth industrial revolution?
My hon. Friend was a great champion of the strategy in the previous Parliament, and I hope that he will be here. One of its early fruits is the industrial strategy challenge fund, which is already making resources available for research in healthcare and medicine, artificial intelligence, clean energy, driverless cars, advanced materials, and satellites and space technology. That is exactly in line with what he and his group have been urging.

Commons ChamberI have already emphasised in earlier answers the importance of a diverse energy supply, which is at the root of energy security. There is no question about this Government’s commitment to ongoing investment in renewables.
Many of those focused on driving forward the fourth industrial revolution are in new sectors such as robotics and 3D printing. Can the Minister ensure that the industrial strategy’s sector engagement includes new, innovative challengers, not just incumbents?
I certainly can. Through our industrial strategy, we are backing Britain’s innovators with the biggest investment in science and technology since 1979 and a new industrial strategy challenge fund to bring cutting-edge ideas out of the lab and into the wider economy.
