Commons ChamberDoes the Minister agree that it will be impossible for talks between the two sides to restart with a view to getting reconciliation and a settlement while the Turkish incursion into Cyprus’s EEZ continues?
We would obviously like to see the de-escalation of any tensions and constructive talks to resume. We are doing our utmost as a guarantor power to play our role in that, and I hope that all the participants can get together and talk seriously once again about how some kind of settlement can be reached.

Commons ChamberThat is primarily a question on Syria, rather than Turkey. However, I would point out to the right hon. Lady that the PKK is a proscribed organisation in the UK, whereas the organisations to which she principally refers are not and so can be spoken to.
Will the Minister make representations to the Turkish Foreign Minister to ask the Turkish navy to cease obstructing vessels seeking to extract hydrocarbons in the eastern Mediterranean?

Commons ChamberLike the hon. Gentleman, we all share the disappointment at the collapse of the talks. As he rightly says, they were as close as they have ever been, perhaps for decades, to reaching a settlement. Getting a unified Cyprus is the principal objective of the talks, in which human rights will of course play their proper part.
The UK Government have made it clear that they are not pressing to retain their status as a guarantor power in Cyprus. Will they advise the other guarantor powers that they should take the same approach?
Along with the UN, we remain flexible as a facilitator to try to bring about a unified Cyprus. However, our sovereign base areas will, of course, remain. They are not subject to negotiation, except in terms of some territory that we might cede, if that were to help.

Commons ChamberThe Foreign Secretary and I took part in the Geneva conference on the Cyprus settlement on 12 January. We welcome the Cypriot leaders’ commitment to resuming political level talks next month. We are keen to maintain momentum and stand ready to bring negotiations to a successful conclusion.
Will my right hon. Friend agree that third-country guarantees should have no place in a new settlement for Cyprus, because Cypriots should be able to determine their own future without the threat of external military intervention?
It is up to the two sides to decide what future security arrangements they want for a united Cyprus that will enable both communities to feel secure. As a guarantor power, the UK is playing a supportive role and is open to any arrangement that is acceptable to the two communities.
