Commons ChamberHon. Members will remember that the current scheme applies only in England, as heritage policy is a devolved matter. The Church of England welcomes the decision of the Scottish Government to continue providing a VAT rebate scheme, which means that places of worship in Scotland benefit from support that is not available in England, Wales or Northern Ireland. The Government have confirmed twice in written answers —to my hon. Friend the Member for Cumbernauld and Kirkintilloch (Katrina Murray) on 9 March, and to the hon. Member for Edinburgh West (Christine Jardine) on 12 March—that Barnett consequentials were not separately identified as a dedicated Budget line, but form part of the wider funding given to the Scottish Government.
The right hon. Gentleman will know that the places of worship scheme is massively oversubscribed. If people can have VAT allowances against repairs to historic places of worship in Scotland, why can we not have them in England? Would that not be a much more direct way to help with the cost of repairs for historic churches, and will he ensure that such a provision is included in the Budget?
As I have said, it is important that the scheme currently being operated is not only fit for purpose, but the best we can make it, which is why the DCMS is continuing to look at that. However, I hear what the hon. Gentleman says about VAT. That issue has been raised before, but it is a matter for the Chancellor and the hon. Gentleman will have to wait to see what is in the Budget. I am about to announce a number of days for debate on the Budget, so I am sure he will get an opportunity to raise the matter directly with the Chancellor.

Commons ChamberFootball and sport in general provide such richness and experience to the lives of young people. That is one reason the Government are providing a £400 million package for grassroots sports facilities across the UK. I absolutely join my hon. Friend in congratulating Buza youth football academy on so many incredible achievements. I wish it and the young people who have gone on to West Ham’s books all the best for a bright future.
The landmark 250th anniversary of the declaration of independence by the United States takes place in the week commencing 29 June. I have applied for an Adjournment debate, but will the Leader of the House enable more Members to be able to participate in marking that historic event?
That is a historic event, and I will give some thought to what the hon. Gentleman asks.

Commons ChamberI thank my hon. Friend for his question, and I certainly will join him in congratulating Jim McNulty and the Dale team on their successful season. Our local football teams give us pride in local communities. That is why, in the last Session, we delivered the Football Governance Act 2025, which gives fans a greater say in how their beloved clubs are run. I am sure that if my hon. Friend wants to raise this matter, perhaps in a Westminster Hall debate, it would be an opportunity for colleagues from across the House to celebrate the importance of local football in our communities.
Next week, can the Leader of the House produce a Government statement in response to the Hallett review on covid-19 vaccines? Lady Hallett recommended major reform of the vaccine damage payment scheme. The Government said that they were considering the matter, but it is now more than five years since thousands of people suffered severe loss, or in some cases bereavement, as a result of covid-19 vaccines. Justice must be done sooner rather than later.
The hon. Gentleman raises an important matter, as ever. I do not know the answer to the question that he asks about progress on this matter, but I will raise it with the Department and get an answer from the Minister for him on where we are with this issue.
