This follows on, perhaps, from my noble friend Lord Caine’s Question. The UK Government have a responsibility to people, businesses and communities across the whole of the UK. The Northern Ireland Office has been at the forefront of this and will continue to work closely with the other UK departments and devolved Administrations to ensure that the same approach is taken as we recover from the economic aftermath of the pandemic, driving growth and technology across the UK. My noble friend makes a good point about the importance of promoting the union.

My Lords, long-term unemployment in Northern Ireland was higher than the rest of the UK before the pandemic struck. Now, with redundancies rising, especially in the manufacturing, retail and transport sectors, the situation is very likely to get worse. Does the Minister agree that the country deserves more help with funding to get it back on its feet after the pandemic?

The noble Lord makes a good point about the support that is needed for Northern Ireland, and I reiterate that the £2.8 billion will go a very long way to supporting its economy. I am particularly aware of small businesses and the major businesses, such as Moy Park and Bombardier, all of which need our support. We are working in tandem with the Northern Ireland Office and the Northern Ireland Executive to do this.

Perhaps I can reassure my noble friend and play straight into his question. The Secretary of State is and always has been firmly committed to seeing that this scheme is introduced as speedily as possible and payments made to victims who have waited too long. He meets regularly with the First Minister and Deputy First Minister to discuss a range of important issues—and particularly this scheme as a priority.

My Lords, as noble Lords are aware, the anticipated timescale for beginning payments to the victims is spring 2021. Can the Minister tell us if the Government are committed to shortening this time? If so, how are they aiming to work with the Minister of Justice in Northern Ireland to expedite matters to achieve a quicker resolution so that victims are not waiting longer than necessary for recompense?

The Northern Ireland Office is doing its best to support the Executive in speeding up this process. I gave some indication earlier as to what is required and what has started to be done. We all very much hope that the March date can be brought forward. The Secretary of State is leading the push for greater speed.

I believe my noble friend is alluding to the guidance we have published recently. The guidance will support the independent board, whose job it is to decide on what payments are made and to whom. I reiterate to my noble friend that the UK is, and remains, fundamentally opposed to the notion of terrorists receiving compensation. We have clarified that the guidance does not apply to people injured by their own hand.

My Lords, the payments scheme was due to open in May this year, and it is now September. With the judge’s scathing ruling regarding the Executive’s delay of the scheme, and with the Justice Minister estimating—even before the new swathes of Covid restrictions now in place—that it will take until March 2021 for the administration of the scheme to be set up, can the Minister say if victims will be compensated for payments lost during the delay period?

The noble Lord raises a very important point about timing, and the Justice Minister said recently, as the noble Lord may know, that it is anticipated that the scheme could be open for applications by early March 2021. The noble Lord and I would say, “Let us see whether we can do better than that.” What needs to be done, beyond the designation of the department, is to set up the independent board—which is beginning—the processes and IT systems, and the staffing and resources leading to the application process. Some work has been done on this latter point, but much work needs to be done. We hope that it is sooner than March.
