All sides need to continue to work together to ensure that the protocol can deliver these objectives and ensure that Northern Ireland continues to build on the gains of the peace process. We need to create the conditions that allow people and businesses to adapt to and implement the new requirements of the protocol. Ultimately, the protocol’s fate depends on the political representatives of the people of Northern Ireland. The Stormont Assembly will vote on it in 2024, as agreed in the protocol.
My Lords, the noble Baroness, Lady Ritchie, has emphasised the widespread anxiety throughout Northern Ireland at the recent events on our streets, and the noble Lord, Lord Murphy, has endorsed that emphasis. Does the Minister agree with me that, at present, all parties must take the utmost care in their use of language, which can so easily be used as an excuse for violence? We must use every means possible to prevent us drifting back to the dark days of the Troubles. Does he agree that we need to emphasise care in what we say?
Notwithstanding the barking in the background of the noble and right reverend Lord’s call, it was a serious question. He is absolutely right: as well as the work that my right honourable friend in the other place is doing with community leaders, measured language is very important. We do not want to see again these disgraceful scenes and the reckless, dangerous and criminal behaviour on the streets. Of course, this week’s events do not reflect the true spirit of Northern Ireland—the creativity, the optimism, and the determination never to return to the conflict and division of the past.
Yes, I take note of that. Part of the disappointment alluded to by the noble Lord was the fact that a department has not been designated to deliver the scheme. Of course, from that come issues such as staffing, premises, resources and, frankly, getting the payments to the most important people in this matter: the victims themselves.
Will the Minister accept from me that the current stalemate is not only causing great hardship to victims but raises serious questions about the nature of a devolved settlement? On the basis of my years of experience working with victims in Northern Ireland, will the Minister agree with me that Her Majesty’s Government have a moral obligation to ensure an end to this stalemate as soon as possible?
Yes, the noble and right reverend Lord is right. I am in no doubt and it is clear that the hurt and the suffering caused by decades of terrible violence have had a profound and deep-rooted impact on individuals and generations of families in Northern Ireland. As regards morality, the moral duty is implicit on all who are involved. Again—I know the Secretary of State would be nodding as I say this—I urge all parties to get together as soon as possible and expedite these payments.
My Lords, will the Minister accept from me that, while those of us from Northern Ireland fully accept the reason for the Answer that he has made public this morning, there is a growing cynicism among the ordinary people of Northern Ireland, who see their health service, schools and social amenities—a wide field of activity in Northern Ireland—suffering day by day and night by night? That cynicism is largely based on bland statements that efforts are being made to fill the vacuum. I know that there is intent in the Government to be seen to be doing everything possible to fill the vacuum, and I accept that there are difficulties with the local parties. However, I urge the Minister to convey what many of us are saying in the Chamber: the frustration in the community at large is extremely dangerous at this time given the unrest leading up to Brexit.
I can understand the frustration expressed by the noble and right reverend Lord, and I am sure that he expresses it on behalf of the whole of Northern Ireland and indeed this side of the Irish Sea. We all want to make progress. However, as I say, today there is a chink of light. The Secretary of State has been clear with the political parties and the House that she has decided to extend the period for Executive formation only because she has seen some clear progress towards restoring devolution. So the willingness is there, and the Secretary of State’s engagement with the parties over the last weeks have given her enough reassurance that we can see productive talks going forward.
