Lords ChamberThe Government certainly recognise and value the vital contribution made by carers every day in providing significant care and continuity of support to family and friends, including children, pensioners and those with disabilities. We know that most carers of working age want to retain a foothold in the labour market, not just for their financial well-being but to enhance their own lives and the lives of those for whom they care. Perhaps I can reassure my noble friend that the Government continue to provide financial support to unpaid carers through the carer’s allowance, the carer element of universal credit and other well-known benefits.
My Lords, the Minister has said several times that the best way to help children in poverty is for their families to be in work. According to the Child Poverty Action Group, however, 71% of the children it classifies as poor live in working families. Why does he think that such a high percentage of children in poverty live in working families?
We certainly know that it is prevalent, but I have already laid out the measures we have taken. There has obviously been quite a debate this afternoon about the statistics. The Government published The Best Start for Life: A Vision for the 1,001 Critical Days in March 2021. I reassure the noble Baroness that we recognise that the early start for children is incredibly important. There is a range of initiatives to help with that issue, which of course is linked to poverty.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the impact of the rise in food prices on low-income families.
My Lords, we remain concerned about the impact of current global inflationary pressures on low-income families. This is a government priority and the reason why we have taken decisive action to support those on low incomes. The Chancellor met food manufacturers on Tuesday to discuss food costs and to explore ways to ease pressure on households. He also met the Competition and Markets Authority to discuss its investigations into the fuel and grocery markets.
I am grateful to the Minister for his reply and that the Government are now seriously looking at this, but we know that inflation in basic foods is running at 19%, the highest rate since 1977, and polls show that one in six parents is going without—going hungry—so they can afford to feed their children, while supermarkets are still making record profits. The Minister may have seen reports that families with babies cannot afford baby formula, with the CEO of the British Pregnancy Advisory Service warning:
“We know that families experiencing food poverty resort to unsafe feeding methods, such as … watering down formula”.
What is the take-up of the Healthy Start allowance? Will the Minister urge his department to at least look at increasing its value, which is just £8.50 a week for children from birth to one year old and a staggeringly low £4.25 a week for children between one and four? Are the Government really going to stand by as babies are placed at risk of malnutrition and serious illness due to the cost of living crisis and the soaring cost of infant formula?
There were a number of questions there from the noble Baroness. We know that it is tough for households and businesses across the UK at the moment and are doing whatever we can to support them with the cost of living. The noble Baroness will know that £94 billion is earmarked for giving out. On her question about supporting families who cannot afford the rising cost of infant formula, she will know that in cases of difficulty all local authorities should have an emergency formula provision pathway in place. Families can access this by talking to their health visitor or midwife, who can signpost them to local support. For women who cannot or choose not to breastfeed, Healthy Start provides support towards the cost of first-stage infant formula.

Lords ChamberThe right reverend Prelate is right. I had brief sight of the abhorrent hate crime addressed to Qari Asim and I condemn it utterly. He is also right that we need to work harder on the schools and education policy to be sure that young people are not ingrained in any of this despicable stuff.
My Lords, at a time when anti-Muslim and Islamophobic hate crime has spiked by over 500%, and given that the APPG definition was arrived at after widespread consultation with hundreds of academic organisations and now has the support of most mainstream political parties, chief police officers, councils, trade unions and the Scottish Conservatives, why have the Government decided to appoint two advisers to come up with a different definition? Can the Minister not see that doing that, and delaying coming to a non-binding position on this, leads to the community losing confidence in the Government even further because they appear to be kicking something as important as this into the long grass and not taking it seriously?
Not at all—we take it very seriously. The question asked by the noble Baroness is very similar to that from the noble Lord, Lord Kennedy. I say again that the definition goes against not only the Equality Act 2010 but international human rights law, which treats race and religion separately. Criticising somebody because of their race is regarded in international law as unacceptable, but criticising religions or beliefs is permitted. This remains a challenging issue, and we want to move quickly to resolve it.

Lords ChamberMy noble friend is right that the Act is antiquated—perhaps a bit of an understatement. I understand that it was originally brought in to make it easier to clear the streets of destitute soldiers after the Napoleonic wars. On the point that he raises, however, the Government believe that a review of the Act rather than immediate wholesale repeal is the right course of action, to ensure that the consequences of a repeal are fully understood.
My Lords, a number of homeless people are very young, under the age of 21. I could find no figures that exist for their exact numbers, but what is being done to monitor this, because local authorities have powers to help young people who sleep rough on the street? I have seen significant evidence of this, but who is monitoring it and ensuring that local authorities take their responsibilities to help these young people off the streets seriously?
The noble Baroness makes a good point because one of our initiatives is to have so-called rough sleeping navigators. They are on the street and get to know who is there—including their age, as some of them can be very young—to do something about it. As I said earlier, often the link needs to be made to other departments such as the Department for Education or, particularly, the Department of Health and Social Care.
Has the Minister seen the report on the research by Dr Katy Sian on the racism and the lack of career progress that black, Asian and minority ethnic academics are facing in universities? The figures are woeful, and demonstrate, as she puts it, ‘institutional racism’ rather than meritocracy. Does the Minister agree with the recommendation that there should be far more transparency in terms of an audit, a statutory requirement for universities to report on the ethnic make-up of their senior academic staff and the progress they intend to make to change that picture?
Indeed, that is what they are tasked to do, through changes we have made in the transparency requirements of the Higher Education and Research Act. There is more to it: £1.8 million has been given for 45 projects. They are looking not only at online harassment—£480,000 has been given for 11 projects to tackle religious harassment. There are a number of strands in progress to make sure we are doing the maximum possible in this area.
I said earlier that I wanted to highlight a number of charities that work together on this important matter, which are led by the FMU. I also reassure the noble Baroness that there have been three convictions since we introduced the new forced marriage legislation in 2014, one in 2015 and two in May 2018. The first of these convictions resulted in a four and a half year sentence, with a maximum of seven years, so we believe that that can be quite a deterrent.
My Lords, victims of this particular crime often find it difficult to come forward because they know that by doing so they will be implicating their parents. Although we know that schools, police and the other agencies that have been mentioned have worked hard over many years to protect young people, there have been examples where local authorities have not always been responsive enough to protect them. What assurance can the Minister give that all children’s services will be alert and intervene appropriately when there is strong evidence that children are at risk?
As the noble Baroness will know, local authorities have ultimate responsibility for monitoring children but much more work is being done within schools. It is important that all young people are equipped to have healthy, respectful relationships and, in particular, that they know how to keep themselves safe. A lot of work goes on in schools to teach them what is appropriate and what is inappropriate behaviour, and, in particular, what is informed and freely given consent.
With great respect, the noble Lord may not have been listening to my earlier answers, because we have been taking action on these matters. The commissioner’s report recognises Ministers’ good intentions in seeking to appoint a diverse and balanced board to the Office for Students on the basis of fair and open competition. In terms of the issues at hand, I have mentioned some actions that we have already taken, but, further to that, we have acknowledged that the Department for Education has made mistakes in failing to formally consult the commissioner on the intention to appoint a student-experience member on a temporary basis. We are dealing with that right now in making a permanent appointment, and that is planned to be completed by the end of June this year.
My Lords, the Minister said in response to my noble friend that the Government want to hear a variety of voices, but surely the report points in the opposite direction. I read—the Minister will correct me if I am wrong—that student representatives or anyone connected with a students’ union was not welcome, and it also seemed that, following screening, anyone who had expressed concerns over the Prevent strategy would certainly not be appointed to this body. How is that looking at a diversity of voices to represent students across this country?
I am afraid that the noble Baroness is not correct about the student representative. A student representative is there on a temporary basis—that is the clarity that we wanted to give. In addition, an NUS student panel is being set up and will be linked to the board. It is very important that we have proper student representation on the OfS because that is the whole reason behind it—it is the Office for Students.
My Lords, the answer to the noble Lord’s first question is no, but I would like to take this opportunity to clarify that Citizens Advice is a well recognised and trusted brand, which is why we took the decision to transfer the Consumer Direct service to it in 2012. We are establishing Citizens Advice as the publicly funded advocate for consumers. It will now be much clearer where the consumer should go to get help, and a faster and better-quality service will come forth to give consumers greater peace of mind.
My Lords, what can be done about the plague of cold callers on consumers, including vulnerable people, who are constantly harassed by calls selling anything from car insurance to PPI—you name it, they want to sell it to you? Vulnerable people, including older people, are being absolutely plagued by that. I speak as someone whose 80 year-old mother receives four or five calls every day trying to sell her something. It appears that nothing can be done about it.
There are some steps that consumers can take themselves—but, having said that, we are looking at this very closely. The first port of call, as I said, would be Citizens Advice. It will be in a much better position in future to give proper advice on that particular point.
