The right hon. Gentleman makes his point forcefully. However, I can only repeat this: we will bring forward the settled status scheme, which will be a digital scheme, that will enable our EU citizens living here, whom we value and whom we want to stay, to have a smooth and seamless transition as soon as we possibly can. We have allowed a two-year implementation period, because I am very conscious that 3 million people cannot register instantly. If they do so on a smooth basis, that will still represent 5,000 people a day. That will be a challenge, but it is one that we are determined to get right.

What my constituents in Corby and east Northamptonshire want is an immigration system that provides control, but one that is also fair and that treats people equally, regardless of where they come from in the world. Will my right hon. Friend confirm to the House that those two principles will underpin the White Paper in due course?

I thank my hon. Friend for his comment; I am always pleased to hear views from Corby and east Northamptonshire. What matters is that we have an immigration system that is fair, and that we work to ensure that any proposals that come forward during the implementation period are the ones that will give the best deal for the UK and ensure that our immigration system is sustainable.

The hon. Gentleman misrepresents the situation entirely, because the obligation on a police and crime commissioner is to produce a business case and demonstrate that he or she has consulted the local community. In this case, Matthew Ellis has done just that, which is why we are reviewing it.

Despite the rhetoric that we heard earlier, does the Home Secretary agree that what the vast majority of people in this country want is an immigration system that delivers both fairness and control, and that is underpinned by common sense? Will she deliver just that?

I thank my hon. Friend for his question. He makes an excellent point and sets out exactly what we want: fair, rational, controlled immigration that not only is good for this country, but gives the public confidence that we are protecting our borders and we are absolutely clear about the numbers that we are targeting.

I am not sure whether the hon. Gentleman is welcoming the additional £9.5 million of investment or not. We had a very sensible and constructive conversation with the rest of the west midlands MPs, and I think that he knows in his heart of hearts that when he goes back to speak with his chief and his police and crime commissioner, they will tell him that it is a better settlement than they expected.

I welcome the Minister’s statement, his engagement with police and crime commissioners across the country and the policing innovation we are seeing in Northamptonshire. Is he, like me, pleased that this Government did not adopt the approach of cutting the policing budget by 10%, which Opposition Members were arguing for not that long ago?

The hon. Lady has drawn attention to one element of our strategy—the online hate hub, which is staffed by police officers who centralise and act on reports of hate—but that is by no means the only activity. The CPS has increased the number of prosecutions by 68% over the past three years and we have put £17 million from the police transformation fund into proper engagement with different police forces to ensure that they have the right skills for the digital recording of the evidence. I reassure the hon. Lady that the online hate hub is only one part of a strategy and we will take action.

There is a fine line, is there not, between disagreeing with someone and being deliberately disingenuous with a view to inciting hatred and harassment, often repeatedly and often for political advantage? Does my right hon. Friend agree that that is corrosive for our political discourse and that it has to stop, but that in order for it to stop we need leadership from across the political spectrum?

I agree that there is nothing wrong with argument and a little bit of rudeness, but that the sorts of examples that we have been quoting are absolutely unacceptable. We need to work across the House to ensure that we have a proper answer and strategy to combat them.

I am very happy to meet the hon. Lady. I am aware of this case, which we have reviewed. It is a complex case—there is more to it than she has outlined—but I am very happy to meet her and have a conversation after this session.

I am very grateful to my right hon. Friend for agreeing to meet the leader of Northamptonshire County Council to discuss the financial support that the Government provide to the local authority to accommodate these refugee children. Will he undertake to keep the level and appropriateness of that funding under constant review?

My hon. Friend makes a good point. We always keep these things under review. For example, there is the national transfer scheme, which was changed in 2016. I have met local authorities only in the past few weeks. I look forward to having further conversations with councillors such as his who do such excellent work to help people.

T7. As we leave the European Union, will my right hon. Friend confirm that the UK will continue to be at the very forefront of international intelligence and security co-operation, working with our international partners?

The short answer is yes. We are very determined to do that. We have made a very ambitious and full offer on law enforcement and national security to our partners in the European Union, and I hope we will be able to move forward in a really positive way to ensure the security and safety of people in both the United Kingdom and Europe, as well as other partners more widely.

We obviously keep all routes of return under review at all times to ensure that when we return people, on the basis of the evidence in the cases before us, we are doing the right thing for those people as well as for the United Kingdom. We will continue to do that, with the best interests of those individuals at heart.

The Minister is currently considering an application to bring together fire and policing functions in Northamptonshire, and I commend that to him in the strongest possible terms. What benefit does he see that sort of amalgamation bringing to the delivery of emergency services on the ground?

[Mr Hurd]

I see a major benefit in increased accountability and transparency for the people of Northamptonshire. There may also be significant financial benefits just from the efficiencies that such services can find together. I find from going around the country and talking to forces, in areas such as Northamptonshire that are doing great work on collaboration, that there is so much potential. I think we are at the start of this journey, rather than at the end of it.

Transfers have been happening, and we are determined to deliver on exactly what we set out. We will continue to do so—it is part of the 23,000 people, and it should be remembered that we have brought over 7,000[Official Report, 5 September 2017, Vol. 628, c. 2MC.] children already. I encourage more people to look at what she refers to as an independent report, one of the co-authors of which is a recently retired Labour Member of Parliament. Fiona Mactaggart’s foreword makes many accusations and statements that have no evidence base whatsoever. I disagree with the report, but my point about the freedom of information request and several of the other statements that the hon. Member for Westmorland and Lonsdale made being based on false premises still stands.

As well as accepting refugees into this country the United Kingdom is the second largest donor to the crisis following the United States and has given more than the rest of the European Union combined. I support the Government having a holistic, comprehensive approach. Will my right hon. Friend continue to commit the Government to providing the right help in the right places?

My hon. Friend is absolutely right: it is important that we focus our help on the most vulnerable in the places that most need that support, while doing what we can as part of our work with our European partners to support those whom we have agreed to support.

I say to all colleagues on both sides of the House that we have protected police spending—[Interruption.] Hon. Members can have their own views; they cannot have their own facts. These are the cases. As long as individual councils use the maximum precept of 2%, they can raise the money. Additional support is available from the police transformation fund, and we will always make sure that we use it to keep communities safe and to provide the best policing available.

In Northamptonshire our excellent police and crime commissioner, Stephen Mold, is dramatically investing in police buildings by, for example, opening the new command centre in north Northamptonshire. Does my hon. Friend agree that, actually, it is the investment in buildings that are fit for purpose for operational policing and the modernisation that are so important for driving outcomes?

Through my hon. Friend, may I congratulate Stephen Mold on the impressive leadership and innovation that he is showing? I look forward to visiting him.
