13. What steps the Government are taking to ensure that developers in England enhance habitats for wildlife.

We have strengthened the national planning policy framework to make it clear that all development within its scope should achieve net gains for biodiversity. We have consulted on proposals to mandate biodiversity net gain for development, and will use the forthcoming environment Bill to legislate for a net gain system.

Well-planned, locally led garden communities can play a vital role, not only in meeting the country’s housing needs and providing a stable pipeline of high-quality homes but by providing such opportunities as my hon. Friend referred to. In fact, they will be mandated to do so, to improve wildlife corridors and promote health and wellbeing and quality of life. That could be a win-win for my hon. Friend’s constituents.

What levers will the Minister have?

We have updated the planning guidance for the planning policy. As we set out in the consultation, we intend to develop in the environment Bill an update of metrics for biodiversity and wider environmental net gains. We will provide practical tools to support developers and, critically, local planning authorities to achieve better environmental outcomes for every development.

I think it fair to say that the wildlife corridors we are seeking to extend—some projects, future environmental management pilots, are already under way—give us cause for hope. We have taken effective action —for example, with the restrictions on the neonicotinoids. We need to follow the science and the evidence, and do what it takes to keep pollinators alive and buzzing.

Insect decline will be cataclysmic. Do we have a comprehensive plan?

I have tried to outline the different activities we are already taking and what is being planned. The year 2020 will be key. We have the convention for biodiversity, and we are already in consultation with other countries around the world on how we can tackle this global challenge.

Plastic waste exports happen because overseas processers recognise the value of how it can be used. I am conscious that plastic with a certain contamination level no longer goes to China. Other countries have taken it up, but of course we want more to be recycled here in the UK. The hon. Lady will see more in our resources and waste strategy, which will be published very soon.

Does my hon. Friend plan to rescue humanity from the blight of disposable nappies?

Disposable nappies have become a consumer convenience. I am very pleased that Procter & Gamble has invested in technology, which we see in Italy. We are encouraging it to bring it here, not only for disposable nappies but other forms of absorbent hygiene products. We can do something about this, but I am not convinced that we will be seeing an end to the disposable nappy any time soon.

18. What steps the Government are taking to improve the marine environment.

Our seas and oceans are an integral part of our history, economy and way of life, and the “Blue Planet” series drew attention to how they are under threat. The UK marine strategy, which was reinforced in the 25-year environment plan, shows what we are doing to reduce harmful pressures and manage activities that have an impact on the marine environment.

I commend the organisers of the Final Straw Solent. It matters that we have local action. Of course, we want to have wider action to stop people dropping their litter in the first place. On International Women’s Day, we should also look across the other side of the Solent to Dame Ellen MacArthur, who is best known for her wonderful sailing record but should also be known as a true champion for the environment. Through her foundation, she is doing a lot of work to make sure we reduce our use of plastics and improve the circular economy.

What about coral?

Not many people know this, but we have some of the most spectacular cold-water coral reefs in the world in these fair islands. They are a protected feature of the Canyons marine conservation zone, and the Scottish Government are also protecting coral in some of their marine protected areas. We have re-engaged with the international coral reef initiative and will seek ways to promote its importance at the Commonwealth Heads of Government meeting next month.

We have too much water in the lower Avon. When is the Minister coming to have a look?

As I said to my right hon. Friend at the last Environment, Food and Rural Affairs questions, I am sure I will find time to visit his wonderful constituency in due course, but he will recognise that my priorities at the moment are the people who do not have enough water.

I was in Hampshire recently, visiting six different constituencies, and I would be delighted to return to the wonderful New Forest in due course to look at the matter.
