The hon. Gentleman raised a number of issues. As he will know, I believe that universal credit is a better system than the legacy system we inherited from the last Labour Government. It helps people into the workplace and ensures that, as they earn more, they are able to keep more of that money. On the back of the Augar review, which looked at post-18 education, I have indicated that I think it is important that we ensure that our further education colleges are funded and are able to provide an alternative route through education for those young people for whom that is right.

Will my right hon. Friend join me in commending the hard work and dedication of staff at West Cumberland Hospital, the Northumbria Healthcare NHS Foundation Trust, the working together group and my fantastic community for their innovation and commitment, which, in addition to the over £100 million of investment from this Conservative Government, mean that consultant-led maternity services will be staying open for future generations?

I pay tribute to my hon. Friend: I know she has been campaigning long and hard on that issue on behalf of her constituents. We welcome the clinical commissioning group’s decision to retain those consultant-led services in west Cumbria. Better Births has established that personalised care means safer care, and greater choice should be made available to women accessing maternity services. They should be able to make decisions about the support they need during birth, and where they would prefer to give birth. I think that a good decision has been taken, and I once again congratulate my hon. Friend on the campaign she has run.

Q12. My right hon. Friend will remember from her visits to Copeland just how capable our nuclear community is and how proud we are of our nuclear heritage. Will she consider meeting me and a small delegation of Cumbrian nuclear workers to understand how important Moorside is to Copeland, and will she bear in mind the solutions that the Centre of Nuclear Excellence can provide to its challenges?

I thank my hon. Friend. When I have visited Copeland, I have seen very clearly not only its population’s expertise and skills in the nuclear industry but the importance of that industry. The Moorside site will revert to the Nuclear Decommissioning Authority, and we are considering options for its future. The site remains eligible for nuclear new build, and we are committed to seeing new nuclear as part of our future energy mix. It might be helpful if the relevant Minister from the Department for Business, Energy and Industrial Strategy met her and that group to explore this issue further.

I understand that, in Home Office oral questions this week, the Minister for Policing and the Fire Service undertook to get back to the hon. Lady. As he made clear this week, the authority’s core spending power has increased this year. I am also informed that the Tyne and Wear service holds £25 million of reserves, which is equivalent to 52% of its core spending power.

In Cumbria, we have endured 42 days of rail strike action, despite the Transport Secretary’s assurance that the guards on the Cumbrian coastal line will remain. Will my right hon. Friend the Prime Minister condemn the actions of the RMT, which have left vulnerable people without public transport and businesses suffering in the run-up to Christmas?

I do indeed condemn the action that has been taken by the RMT, which as my hon. Friend says is leading to people and businesses suffering. We call on the RMT to end the strikes. The jobs have been guaranteed beyond this franchise. There is no reason to continue this needless action. The message is very clear: “Stop the strikes, get round the table and put passengers first.”

We are indeed working for a deal that ensures we leave the European Union as the whole United Kingdom. The circumstances of Northern Ireland having a land border with a country that will remain within the EU are different from those at Scotland. Of course, some checks already take place, for example, in relation to livestock moving between Great Britain and Northern Ireland. I cannot really believe that the Scottish Government or the Scottish National party want to impose those checks on livestock that would be moving from Scotland to northern England.

The right hon. Gentleman has raised what was an absolutely devastating case—it was a horrific crime, and devastating for Lisa’s family. I understand that my hon. Friend the prisons Minister has met the family of Lisa Skidmore and apologised for the failings in this case. But as the right hon. Gentleman says, this should not have happened.

I understand that some action has already been taken and that two members of the probation service have been suspended. While nothing can be done to bring back Lisa or minimise the impact that this has had on her family, Dame Glenys Stacey has been asked to conduct an independent review to look at what can be done to prevent such tragedies from happening again—to do as the right hon. Gentleman has said: make sure that this never happens to anybody else.

Cumbria and the Lake district are among the most beautiful parts of the UK, and our farmers play such a unique role in maintaining the landscape. On Back British Farming Day, will my right hon. Friend ensure that our Cumbrian farmers will be able to export their world-class meat after we leave the European Union?

My hon. Friend is absolutely right to recognise the beauty of the area she represents, Cumbria and the Lake District, and the important role farmers play in that part of the country, as indeed our farmers do elsewhere. When we leave the European Union, we are looking to ensure we have trade deals that enable our farmers to continue to be able to export their very important product, which is enjoyed by people elsewhere. By leaving the European Union, we are able to do something else: come out of the common agricultural policy and develop a policy for farming in this country that is right for our farmers, not for others’.

The right hon. Gentleman refers to the issue of Vote Leave. As I have just said, I understand that this matter has already been investigated twice by the Electoral Commission. He raises questions about inquiries. If there is an allegation of criminal activity, that should be taken to the police. The regulator of election spending is the Electoral Commission, so if there is an allegation of breaches of campaign spending or campaign funding rules, that should be taken to the Electoral Commission. My understanding is that the Electoral Commission does indeed investigate these and will continue to do so when allegations are brought to its attention.

Q4. Out- standing staff dedication, the passion of my community and ambitious leadership have secured huge Government investment and nationally celebrated excellence. Does my right hon. Friend the Prime Minister agree that when the department is fully staffed, 24/7 consultant-led maternity services will be secured?

This is an issue on which my hon. Friend has campaigned strong and hard in the interests of her constituents. The NHS in north Cumbria is working on plans for considerable investment in local health services, including the completion of the new build at West Cumberland Hospital and the creation of an academic campus. It is committed to doing all it can to maintain consultant-led maternity services at West Cumberland Hospital. Patient safety is the priority, and the NHS is doing all it can to ensure that a safe and sustainable service can be provided to her constituents and to others.

Over the past six or seven years a significant number of homes have met the decent homes standard, but the conditions in which people live is an important concern, and I will ask the Leader of the House to look at the issue that she has raised about her Bill.
