Commons ChamberI do not agree with the hon. Lady in relation to the suggestion that in some sense the European Commission and the European Union have given nothing away to the UK during these negotiations. These have been tough negotiations; this is a complex matter. For example, as I referred to in my statement, the EU has been clear for some time that the choice we had in our future relationship was a binary one between the Norway model or the Canada model, but it has now accepted that that is not the case and there is a bespoke agreement for the United Kingdom. They said we could not share security capabilities, but, as is clear in the outline political declaration, we do have access to certain security capabilities. They said we could not preserve the invisible border between Northern Ireland and Ireland without splitting the UK’s customs territories—that is now no longer the case. These are all issues that our negotiators have negotiated in the interests of the United Kingdom.
The boost to our economy that was referred to earlier and the necessary protection for our constituents’ jobs can occur only if UK industry has a frictionless trade area and deep regulatory co-operation. But UK financial services and UK industry also need certainty, so will my right hon. Friend confirm to the House that the future political framework will contain a common rulebook and a deep customs arrangement?
As my hon. Friend has seen, the outline political declaration makes reference to the free trade area that we will be negotiating with the European Union and, indeed, to the need to ensure that we have those good arrangements across our border. As was outlined in the joint statement that accompanied the outline political declaration, there are two areas, in particular, where further negotiation is continuing. One of them is this issue of the trade relationship. The other is, as I indicated in my response to the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), aspects of the security relationship that we are continuing to negotiate. But we continue to work on the basis that my hon. Friend has set out of the importance of that frictionless trade across borders.

Commons ChamberI thank my hon. Friend for raising what is an important issue for many parents. We are concerned that some summer-born and prematurely born children whose parents choose to delay their entry to school until compulsory school age may be missing essential teaching in a reception year. I understand that the Department for Education is looking at how best to make changes without creating unintended consequences elsewhere in the system. It is important that it looks at it in that sense. The Minister from the Department will be very happy to meet my hon. Friend to discuss this issue.

Commons ChamberThat is one of the areas in which we will be entering negotiations with the European Union. We want to ensure that we see recognition in a number of areas in relation to professionals and professional services but, of course, that is something that we have to agree with the European Union.
The Prime Minister knows my constituency well, and my constituents know her to be a lady of integrity who puts the national interest first; she has done that in this deal, and I commend her for it. Many of the businesses in my constituency are concerned about non-tariff barriers. Can she confirm that this agreement overcomes their concerns and that they will be free to trade over those non-tariff barriers?
The point of the deal that we have put out and the proposal that we will be presenting to the European Union is that we can have the ability for free trade between the United Kingdom and the remaining EU27. That is partly about frictionless borders, but it also about the standards and regulations to which those businesses will continue to operate.

Commons ChamberThe right hon. Gentleman quotes the former Prime Minister. The former Prime Minister also said to the House of Commons in 2014:
“it is important to reserve the right that if there were a critical British national interest at stake or there were the need to act to prevent a humanitarian catastrophe, you could act immediately and explain to the House of Commons afterwards.”—[Official Report, 26 September 2014; Vol. 585, c. 1265.]
The Prime Minister was absolutely right in the actions she took and the way she took them. She was also right, in her statement, to continue to press for the re-establishment of the international investigative mechanism. Does she believe that that mechanism and that ambition will be thwarted unless Russia gives up its veto on the Security Council and the OPCW is allowed to continue its investigations unhindered in Syria?
I want the OPCW to be able to continue its investigations unhindered, but my hon. Friend puts his finger on it: unless the Russians are willing, within the Security Council, to put aside the position they have taken previously and accept it is important that we re-establish the international rules-based order, we allow the investigations to take place and we hold the Syrian regime accountable for its actions.

Commons ChamberAs we have put in a number of proposals, we need to ensure that once we have left the European Union, we recognise the sovereign legal order of the United Kingdom. Obviously, we recognise the legal order that will pertain for the EU27. We will be negotiating the details of issues such as the European arrest warrant as part of the security partnership and treaty that we will negotiate for the future.
I commend my right hon. Friend for the progress that she made last week. She will know that the financial services industry particularly welcomes the implementation period and the commitment in the guidelines for a trade in services based on market access and allowing rights of establishment. Is the British Government’s ambition to achieve that under mutual recognition or standards regulatory alignment?

Commons ChamberI know this is an issue that a number of Members have been concerned about and I recognise that the result of the review was not what some Members and families were hoping for. It was a comprehensive, independent scientific review of the available evidence by experts. All the meetings of the expert working group were attended by Nick Dobrik, as an invited independent expert from the Thalidomide Trust and at the request of the patient group, the Association for Children Damaged by Hormone Pregnancy Tests. I am informed that the overall conclusion is that the scientific evidence does not support a causal association, but that does not detract from the very real suffering experienced by the families. I recognise that these conclusions are hard to accept, but the Department of Health is focused on implementing the review’s recommendations which will strengthen detection and better communicate the risk of medicines during pregnancy.
My hon. Friend raises an important issue. I set out in my speech in Florence that the UK will honour the commitments we have made during our period of membership. We do not want our European partners to fear that they will have to receive less or pay more during the current budget plan as a result of our leaving the European Union, but we can only resolve the financial implications of the UK’s withdrawal as a part of the settlement of all the issues I spoke about in Florence. Once that is done, of course, the days of Britain paying vast sums of money to the EU every year will end.

I thank my right hon. Friend for her statement and warmly welcome the progress she has outlined towards the deal that both we and our European partners require. I also welcome the statement about EU citizens. I note that my right hon. Friend says in her statement that “there are a small number of issues that remain outstanding”. What progress might be made in front of the December Council on those matters, because resolution of that would represent a real Christmas present for many EU citizens in my constituency and elsewhere?
I think both sides see the possible options for moving to that agreement, and I hope we can make rapid progress on that over the coming weeks leading up to the December Council.

Commons ChamberI gave a serious answer to the hon. Member for Kingston upon Hull East (Karl Turner), which is that we have been looking at the whole issue of talking therapies, their availability and the waiting times for them. We do want to improve the options that people have for access to talking therapies, precisely because they have been shown to be so successful in so many cases. The Government are working on this and we will continue to work on it to provide, as we have said, that parity of esteem between mental health and physical health in the national health service.
I can absolutely give the commitment that we continue to support Crossrail 2. We are waiting to see a robust business case and a proper funding proposal for Crossrail 2. My right hon. Friend the Transport Secretary will in due course set out the timetable for that, but as a former Wimbledonian I can assure my hon. Friend that we are well aware of his interest in the Wimbledon to Waterloo aspects of the project, and that the needs of the local area are being taken into account.

Commons ChamberThe hon. Gentleman raises a very important point. We have already seen some actions taken in this area. The Government are committed to taking further action in relation to supplementary schools, as my right hon. Friend the Prime Minister announced in October. We will be looking at further inspections of supplementary schools that are providing a certain number of hours of education. This is important both in relation to the issue he raises on radicalisation and as a general safeguarding issue.
I join Members across the House in welcoming the Home Secretary’s statement, in particular the announcement of extra resources for GCHQ and the security services. As she will recognise, the Metropolitan police has responsibilities for counter-terrorism not only in London but across the country. What extra support might be extended to the Met police for the execution of those duties?
My hon. Friend is right that the counter-terrorism command—what was called ACPO TAM, but is now NPCC TAM—is based in the Metropolitan police. It is funded through the counter-terrorism policing grant, as are the counter-terrorism regional units that exist in places across the country, such as the west midlands and the north-west. We have already protected counter-terrorism policing budgets over the past five years and we have been clear that counter-terrorism funding will continue to be protected.

Will my right hon. Friend confirm that the failings of G4S will not cost any extra to the public purse in the running of the games?
Obviously, there is a contract between the London Organising Committee of the Olympic Games and Paralympic Games and G4S. There are penalties in it, and it is for LOCOG to deal with, but G4S is on record as saying that it will cover the extra costs of the military and the police.

On 10 May we introduced in the other place the Crime and Courts Bill, which will establish the National Crime Agency. The NCA will be a powerful operational crime-fighting agency which will defend our borders, fight serious and organised crime, tackle economic and cybercrime, and protect children and vulnerable people. I will be further discussing the workings of this important new agency when I meet representatives of the Association of Chief Police Officers later this week.
The weekly e-mail from Commander Williams showed that crime in Merton and Wimbledon was falling again last week. Residents of the Wimbledon constituency rightly attribute that to the Mayor of London ensuring that police numbers were kept up during his first period of office, so what can the Home Secretary say to the residents of Merton who want to ensure that the police can recruit the brightest and the best talent?
That was one of the issues that Tom Winsor looked at in the second part of his review of pay, terms and conditions for police, and he has proposed a number of ways for direct entry at various levels in the police for those from outside the police so that we can see a broader range of experience and skills being brought into policing. Those proposals, like other proposals from the Winsor report part 2, are currently going through the appropriate police negotiating body and other bodies.

Commons ChamberI welcome the increasing levels of collaboration between police forces and expect more forces to consider how to work together to make improvements and to save money. The Government have estimated that forces could save £350 million per year by collaboration on procurement and from IT. Further substantial savings could be made through collaboration in back-office functions.
In 2009 the right hon. Member for Delyn (Mr Hanson) said that he was “relaxed” about the collaboration of police forces with the private sector. Is the Home Secretary similarly relaxed?

Commons ChamberI congratulate my right hon. Friend on her statement, which will be warmly welcomed by the legitimate private language college sector throughout the country. There are a number of such legitimate colleges in Wimbledon, so will she outline the changes that she expects that they will need to make to comply with her statement?
A process will be set out for those legitimate colleges by the UK Border Agency. It will be necessary that they apply for highly trusted sponsor status and for accreditation, and we will set out the time limit for that application process soon. They will need to receive highly trusted sponsor status by April 2012 and educational accreditation by the end of 2012.

Commons ChamberWe do indeed intend to ensure that the police have the tools that enable them to tackle antisocial behaviour, which, sadly, occurs too often in too many places, despite the last Labour Government’s introduction of a wide range of sometimes complex initiatives. The figures show that too much antisocial behaviour takes place, and people know that too much of it takes place in their neighbourhoods. We are committed to reviewing the powers that are available to the police to ensure that they can deal with it effectively.
T3. In Wimbledon, we have a thriving language school sector and there will be widespread support for today’s announcement that there will be action on overstayers on student visas, but can my hon. Friend assure me that the review that he undertakes will ensure that there is no discrimination against genuine applicants?
