My message has been consistent. It is that we have been working for their interests as well as those of EU citizens living in the UK. That is why I was pleased that we achieved the reciprocity in the withdrawal agreement—it is an important part of the withdrawal agreement and therefore of the withdrawal agreement Bill. We continue to work with the other 27 member states to ensure they can confirm that in a no-deal situation—as I say, that remains the legal default—they would also protect the rights of British citizens living in those 27 member states.

This is the Prime Minister’s deal. Others in the House want to leave on WTO rules; some want Norway plus; some common market 2.0; others Canada plus—the list goes on and on. Which option does she think the people voted for in 2016, and how can the Government know that their definition of Brexit is the option people voted for without asking them?

I want to be able to deliver Brexit, and to do it within the extension we have been given to 22 May. Any further extension would require us to stand in European parliamentary elections. As I said earlier, I think people would ask what on earth we were doing if, having voted nearly three years ago to leave the European Union, they were then asked to elect Members to the European Parliament. I think they would say that we were failing to deliver on their vote, and I believe we have a duty to do that.

I genuinely believe that people have the right to compare any Brexit deal with the promises that were made in 2016. It is their right to want the final say in this process. I know how much work the Prime Minister is doing to get her deal across the line and, in the spirit of compromise, I would help to facilitate the passage of her deal, indeed any deal, so long as it goes back to the British people. May I ask her to meet me and my hon. Friend the Member for Hove (Peter Kyle) to discuss the compromise we think is the way out of this? Whatever the result of that ballot, we will not bring this country together until we hold it.

I say to the hon. Gentleman, as I have indicated to the hon. Member for Ealing Central and Acton (Dr Huq) and others, that I am happy to meet Members of the House to discuss these matters. I know that the Secretary of State for Exiting the European Union has already met him and talked about this issue. I continue to have the reservations and concerns I have expressed previously in relation to these matters of a confirmatory vote, but, as I have said, I am happy to meet hon. Members.

The case that my hon. Friend raises is one of great concern, and I know that Members across the House will want to join me in sending our sincerest sympathies to Breck’s family. I would like to take this opportunity to pay tribute to Breck’s mother for her brave and powerful campaigning on the wider issue of internet grooming.

The Ministry of Justice has assured me that it is urgently looking into this issue, and I am sure it will update my hon. Friend as soon as possible. I agree with him; we want social media companies to recognise the responsibility they have and to work with law enforcement agencies. I know that my right hon. Friend the Home Secretary has written to my hon. Friend, to meet him and hear more from the family. It has become increasingly difficult for UK law enforcement to access data containing information on threats to UK public safety if it is held or controlled in other countries. That is why the Government recently legislated—we passed the Crime (Overseas Production Orders) Act 2019, which will give law enforcement agencies the power to obtain electronic data controlled by providers outside the UK where an international agreement is in place. He mentioned the United States; we expect to establish the first such agreement with the United States.

Q3. As I raised with the Prime Minister a couple of weeks ago, Conservative Governments have taken £6 billion out of the north-east since 2010. The Government now propose to give back £15 million a year over seven years through the stronger towns fund. At that rate of repayment, can the Prime Minister tell the House by which century the moneys owed to the north-east will be repaid?

As the hon. Gentleman knows full well, we have been investing in the north of England. We have been investing in transport across the north of England. We have been investing in our public services. We are investing in the health service, and the north-east will benefit from that as well. Since 2010, in the north-east, there are over 35,000 more small businesses, more than 18,000 new affordable homes, and over 305,000 children are in good or outstanding schools. That shows that the hard work of this Government is paying off, and the people of the north-east are benefiting.

I join my right hon. and learned Friend in paying tribute to Steve Dymond. The contaminated blood scandal was an appalling tragedy that should never have happened, and it is vital that the victims who have suffered so much and their families get the answers and justice they deserve, for which, as we all know, they have waited decades. I am assured by the Department of Health and Social Care that it has already sent thousands of documents to the inquiry and will send more when necessary, but we are committed to being open and transparent with the inquiry and have waived the usual legal privileges to assist the process. It is important that the inquiry is able to get to the truth.

This is a Government who are ensuring that we are working across the whole country and that we are delivering an economy for everyone across the whole country. The hon. Gentleman talks about billions of pounds in relation to the north, but he may just want to reflect on the £13 billion being put into transport in the north of this country.

My hon. Friend makes a very important point. Many people who voted to leave in the referendum in 2016 would say exactly that: they knew what they were voting for; they voted for what they believed was right for this country; and they want a Government who deliver that.

I have asked the Prime Minister before whether her deal is better than the one we have now and she cannot give a straight answer, because I think she knows the answer is no. What undermines the integrity of our democracy, Prime Minister, is to ask—eventually—Members of this House to knowingly vote for something that will make their constituents poorer; it is not those in this House who want the people to have the final say on whether they actually wanted that to happen in the first place. Prime Minister, is your deal better than the one we have now? If it is, can we have the vote on the meaningful vote this week?

I have set out when the meaningful vote will take place. The hon. Gentleman again referenced people being poorer under this deal than they are today. They are not going to be poorer under this deal than they are today. The economic analysis is very clear about this, and it is clear that the best deal—the best approach that delivers on the referendum and protects jobs and the economy—is the deal.

The Prime Minister has said previously that this country’s best days are ahead. Is that because of the deal she has negotiated with the EU, and does she think it better than the one we have now?

I have said that I believe that it is a good deal for the United Kingdom and that our best days lie ahead of us. I believe that because of the talents of our people, our innovation and decisions that this Government have taken to ensure a balanced approach to our economy.

First, we will be leaving the EU on 29 March 2019; that is a set date and I am determined that we will deliver on that whatever happens in between. On the backstop question, as I have said, neither side wants the backstop arrangement to be operated, but if it was, it is no more than a temporary construct. There are various aspects to this, and I will draw my hon. Friend’s attention to one or two of them. First, it is not possible on the legal basis of article 50, under which this withdrawal agreement is set, for it to set a permanent relationship for the future. That is explicitly referred to in the withdrawal agreement: it does not establish a permanent relationship. That is inherent in the operation of the article 50 legal base. I also say to my hon. Friend that one of the things we have got removed from this protocol is the idea that was there at one stage that if we had moved on to the future relationship and the British Government chose to change that future relationship, the backstop could be reinserted; it cannot be—once it is superseded, it cannot be revived.

Our way of life in this country and in the west is based on democracy, human rights and the rule of law, and should be defended. That is why the Prime Minister is right to impose sanctions against a state that does not believe in those principles. Will the Prime Minister give a commitment to come back to the House if she feels that there is a need for further consideration of sanctions?

It is very clear that the use of such a nerve agent goes against the spirit of the chemical weapons treaty. As my hon. Friend would expect, we will be talking to the responsible chemical weapons body and raising this issue.

In the light of her comments, which I commend, does the Prime Minister agree that there is no place for hon. Members on either side of the House appearing on Russia Today? It is a propaganda mouthpiece for the Russian state with which no democratic politician should engage, and they should think twice before doing so. We should not be engaging with and giving credibility to such a media outlet.

We should all be wary and careful in looking at media outlets that any Member chooses to appear on. As I said, the issue of Russia Today is of concern to Members across the House, and I will make a further statement in the House after we have had the Russian state response.

My hon. Friend is absolutely right about the position that the United Kingdom holds in science and innovation. We are already a leading destination: we have some of the world’s top universities, three of which are in the world’s top 10, and we have more Nobel prize winners than any country outside the United States. We have a proud history of cutting-edge research in science, innovation and technology and, as he says, Brexit gives us an opportunity to give a further kick-start to our position in relation to the digital economy and technology. We want to attract investment from all over the world and to work with industry to ensure that that can be done.

“existing workers’ legal rights will continue to be guaranteed in law—and they will be guaranteed as long as I am Prime Minister.”

I am sure that the whole House will join me in offering condolences to the Jones family and in recognising the terrible trauma that they have been through as a result of the killing of their daughter. As I am sure that my hon. Friend appreciates, it is not for the British Government to interfere with police investigations that take place in another country, but I understand that the Foreign Office has been providing support and remains ready to do so. Our embassy in Bangkok will continue to raise these issues with the Thai Government, and I am sure that the Foreign Office will keep my hon. Friend updated on any developments.

In the Prime Minister’s Lancaster House speech, she said of a future trade agreement with the EU:“no deal for Britain is better than a bad deal for Britain.”In the spirit of consistency, will that rule also apply to any future trade negotiations with the United States of America, where President Trump has said that America comes first?

I have to say to my hon. Friend—I am looking at you, Mr Speaker—that I am not sure that responsibility for the processing of parliamentary e-mails is a matter for the Home Office. I think that it is a matter for the House of Commons Commission and the parliamentary authorities.

On 31 October, on the “Politics Show”, the chief constable of Durham Constabulary, Jon Stoddart, said in answer to a question about the reduction in police budgets:

“Well what we are having to do is take more risks…That does not come without costs.”

What kind of irresponsible Government would make front-line police officers take more risks in their jobs?

I thank my hon. Friend for raising the important issue of the impact of immigration on businesses. As we consider how to introduce the immigration cap, we will take on board comments made by business and its requirements in relation to the operation of the system. However, one thing that we have found recently is that nearly one third of those who arrived via the tier 1 route—the brightest and the best highly skilled migrants—did not take on highly skilled jobs. That is something to which we should pay attention.

T8. The Independent Safeguarding Authority in my constituency employs about 250 people. Can the Home Secretary let me know what their future is? What is the future of the authority under this Government?
