Commons ChamberThe House rejected no deal last night, but I hope that the hon. Lady, when the time comes, will play her part in avoiding no deal and will vote for a deal.
The Prime Minister knows that I want to ensure that we leave the European Union on 29 March. She also knows that, regretfully, I could not support her deal two weeks ago because of the backstop, its impact on the relationship between Great Britain and Northern Ireland and its potential to trap us in a customs union. I welcome the fact that the House yesterday voted by a clear majority to renegotiate the backstop. If the Prime Minister can deliver that, I will vote for her deal, and I am confident that there will be a sustainable majority to get it and the legislation through the House. I ask my right hon. Friend to tell the European Union that there is a majority in this House for that deal to get us out of the European Union on good terms. I ask my colleagues to give the Prime Minister space; the EU is not going to crumble tomorrow. We are going to have to hold our nerve and we can be successful.
My right hon. Friend is absolutely right about the importance of the vote that took place last night. Winning that vote with a majority—agreeing what it was necessary to change in the withdrawal agreement in order to achieve a majority across this House—gave a very clear message to the European Union that a deal can go through this House, but it has to be a deal that recognises the concerns that have been expressed across the whole of this House in relation to the backstop. I am going to be fighting for the change that this House has been very clear that it wants to see in the future. Then, as my right hon. Friend says, I am confident that we can see a sustainable and substantial majority across this House for leaving with the deal.

Commons ChamberEU nationals do not face rejection by this Government. We have been very clear about our commitment to protect the rights of EU nationals who are living here in the United Kingdom when we leave the EU.
I thank my right hon. Friend for that. He is absolutely right: the Budget did cut taxes for 32 million people, and the rise in the personal allowance will leave a basic rate taxpayer more than £1,200 better off next year than they were in 2010. Helping people with the cost of living is not just about those income tax cuts: the rise in the national living wage next year will give a full-time worker an extra £2,750 in annual pay since its introduction; and of course by freezing fuel duty we have saved the average driver £1,000 compared with pre-2010 plans. We will continue to help with the cost of living with our balanced approach to the economy.

Commons ChamberThat is not the case. We have been negotiating with the European Union on the structure and scope of the future relationship, and we have been doing that on the basis of our proposals in the White Paper.
In trying to come up with a constructive solution, will my right hon. Friend remind the EU of what it signed up to in last December’s joint report? It signed up to unfettered access for Northern Ireland’s businesses to the whole of the rest of the UK, and also to her commitment to follow only those rules that would be necessary for that north-south co-operation. If she reminded it of what it signed up to, we might make some progress.
My right hon. Friend makes a very good point. It was a joint report, and the basis on which we were looking to avoid a hard border between Northern Ireland and Ireland was very clear.

On the issue of taxation, the hon. Gentleman may have noticed that Her Majesty’s Revenue and Customs has been requiring some of the large companies that he referenced to pay more tax and has ensured we get that tax from them. It looks fairly across all types of institution that operate in this country.
I absolutely agree with my right hon. Friend. The Labour party used to say that it wanted control of our borders. Now what it wants is free movement. We will take back control of our borders.

Commons ChamberI made reference in my statement to a number of occasions on which the Syrian regime has used chemical weapons, as evidenced and accepted by the United Nations. This is exactly the problem. The Syrian regime said it would get rid of its chemical weapons and the Russians said that they would guarantee that that would happen. It did not happen. Chemical weapons have been used on a number of occasions since.
I support the decision that the Prime Minister took both to authorise action that degraded chemical weapons capability and to send a very clear message about its unacceptability. I have listened carefully to the Leader of the Opposition and looked at what he has done in this House when opposing military action, whether it was authorised by the UN or, indeed, asked for by the Government of Iraq to deal with Daesh. I know that the Prime Minister took this decision with great care and attention, as a Prime Minister must do, but a Prime Minister who is never willing to use military action is not fit to hold that office.
There is no harder decision for a Prime Minister to take than to commit British armed forces to action. It is a grave responsibility, but sadly there are occasions when it is necessary to take that decision—and yes, be held accountable for it. But the idea that we would never commit our armed forces to action is completely unacceptable. We have to accept that there are occasions when it is right for our armed forces to be sent out there into action on our behalf, and that is what we have done.

Commons ChamberI thank the hon. Gentleman for the tone that he has adopted. He is absolutely right: this is a question of the national interest. It is a question of the interest of our country and what another state may have done on British soil to people living here in the United Kingdom. That matter should concern all of us and be above party politics.
I know, having served with my right hon. Friend in the Home Office, that she will do what is right to keep our country safe. Will she confirm that, if Her Majesty’s Government conclude that there was unlawful use of force by the Russian state, we possess a considerable range of offensive cyber-capabilities that we will not hesitate to deploy against that state, if it is necessary to keep our country safe?
We, of course, will look at responses across a number of areas of activity, should it be—as my right hon. Friend said and as I said in my statement—that we conclude that this action does amount to an unlawful use of force by the Russian state here in the UK.

Commons ChamberThe right hon. Gentleman is wrong because NHS funding has gone up. He is wrong because social care funding has gone up. But not that long ago, he was saying that he would be Prime Minister by Christmas. Well, he was wrong; I am, and the Conservatives are in government. Not that long ago, he said we would not deliver on phase 1 of the Brexit negotiations. Well, he was wrong; we have made sufficient progress and we are moving on to phase 2 of the Brexit negotiations. And not that long ago, he predicted that the Budget would be a failure; in fact, the Budget was a success, and it is delivering more money for our national health service. Labour—wrong, wrong, wrong; Conservatives—in government, delivering on Brexit, with a Budget for homes and the health service: Conservatives delivering a Britain fit for the future.
I am very pleased to welcome the development that is taking place in my right hon. Friend’s constituency, and I am also pleased to agree with him—I know he believes very strongly in this—on the importance of skills and training for the future; and that is a good commitment of this Government. It is more important than ever that people in this country are developing the skills they need to get the highly skilled, well-paid jobs of the future. That is what we are doing with our money going into technical education, and the college in his constituency will play an important part in that.

Commons ChamberI can tell the right hon. Gentleman about the help we have been giving to those who are just about managing. We have taken 4 million people out of paying income tax altogether, and we have given a tax cut to more than 30 million people. We see record numbers of people in employment in this country. We have given the lowest earners the highest pay rise for 20 years by introducing the national living wage, but you only get that with a strong economy. We believe in sound money; he believes in higher debt. We believe in making our economy strong so that we can invest in our public services. Labour’s approach is reckless; ours is balanced. Our approach delivers a strong economy. That is more money for the public services and more jobs for people and families, but you only get a strong economy and a better future with the Conservatives.
Q2. As the Prime Minister has said, this Government have an outstanding record on job creation, with 3 million more people in work than there were seven years ago. It is perfectly true that wage rises have not been as high as we would have hoped, but I am proud that we gave that big boost to people at the low end with the rise in the national living wage. What the right hon. Member for Islington North (Jeremy Corbyn) does not understand is that we can only have sustainable rises in pay with increases in productivity. My question to the Prime Minister is: will she instruct all her Ministers to bring forward proposals for productivity rises in time for the Chancellor to announce them in the Budget?
My right hon. Friend has absolutely put his finger on it: productivity is crucial to the strength of our economy and to improving it going forward. That is why we are introducing our modern industrial strategy, which will boost productivity, and why we are introducing really good-quality technical education for the first time in this country, to ensure that young people have the skills they need to take the higher-paid jobs created as a result of our industrial strategy.

Commons ChamberI thank the right hon. Lady for the references she makes and I can give her the assurance. It is absolutely crucial for this country that we ensure that young people are given the skills and training that they need to take up the vacancies and jobs of not only today but the future. That is why we will be reforming technical education. We will introduce changes to ensure we have proper technical education in this country for what I believe will be the first time. Alongside that, we have an industrial strategy that is about spreading prosperity across the country and ensuring that those job opportunities are available.
I commend the Prime Minister for the generous offer that she set out, and I hope that we will see an offer that will also benefit British citizens. I was pleased that, in reply to questions from Opposition Members, she said that EU nationals will get the same rights as British citizens but not better rights than British citizens. Will she take full opportunity of using the process to ensure that EU nationals who sadly have come to this country and abused our hospitality by committing crimes can be removed from our country?
My right hon. Friend knows very well from one of his previous roles the issue of those who have come to this country and abused, through their criminality, the rights they have been given. I certainly will ensure that we can take action to remove serious and persistent criminals from the UK.

Gentleman is right: obviously there is a set of circumstances, but the Secretary of State for Northern Ireland has looked at this issue and it is not right to have a border poll at this stage. What we should all be focusing on is bringing the parties together to ensure that we can continue to see the devolved Administration in Northern Ireland working, as they have done, in the interests of the people of Northern Ireland. We want to see that devolved Administration being formed, and that is what all the parties should be looking for at the moment.
Is it not clear from the European negotiations that a lot of the detail will not be finalised until the end of the process, and therefore that the timetable set out yesterday by the First Minister for a premature second independence referendum is an excuse, not a reason? Should we not listen to the right hon. Member for Gordon (Alex Salmond), who referred to the last independence referendum as a “once in a generation opportunity”?
My right hon. Friend rightly points out that we have a timetable of up to two years for the negotiations, and it is possible that the details will not be finalised until close to the end of that period. He is also entirely right to suggest that those in Scotland who talk about having a second referendum should remember what the right hon. Member for Gordon said: it was a once in a generation vote that took place in September 2014. It seems that a generation is now less than three years.

Commons ChamberI can assure the right hon. Gentleman that we take the situation in Yemen very seriously indeed. There are a number of ways in which we are acting in relation to that, not least in the provision of humanitarian aid. The Foreign Office Minister, my hon. Friend the Member for Bournemouth East (Mr Ellwood), was in Riyadh yesterday, and one of the issues he was discussing was the possibility of the opening of the port so that supplies can be got through to Yemen.
My reading of the Council conclusions both on migration and on defence and security co-operation demonstrate the strength of British influence, rather than the weakness, which was the Leader of the Opposition’s conclusion. Given that we do spend 2% of our GDP on defence and that we spend 0.7% on aid, addressing both sides of that argument, are we in a good position to make this case, and does it not show that when we have left the EU our European partners will still want that close relationship with us, which is why we will get a good deal?
My right hon. Friend is absolutely right. We should be proud of the fact that in this country we spend 2% on defence and 0.7% on international aid. That is recognised not just across the EU, but internationally, and it often enables us as the United Kingdom to take the lead on a number of these issues. My right hon. Friend is absolutely right: from everything we saw—from the position and role the UK has played in European Council discussions—it is clear people will want to continue to have a good relationship with the UK, and that puts us in a good place for getting the right deal.

Commons ChamberFirst of all, as I said in response to the right hon. Member for Doncaster Central (Dame Rosie Winterton), we are looking at the impacts on different parts of the United Kingdom. The premise of the right hon. Gentleman’s question is a false one. He talks about the hard Brexit that the Government are going to take the country into. There is no suggestion of that whatsoever. [Interruption.] The right hon. Gentleman seems to think that all of these matters are binary decisions between either being able to control immigration or having some sort of decent trade arrangements. That is not the case. We are going to be ambitious for what we obtain for the United Kingdom. That means a good trade deal as well as control of immigration.
It seems to me that we are much more likely to achieve our foreign policy objectives working together, so I welcome the Prime Minister’s moves to put Russia’s behaviour on the Council’s agenda. She may have noticed the very robust statement at the weekend by the new shadow Secretary of State for Defence condemning Russia’s behaviour. When does she think the Leader of the Opposition will join the shadow Secretary of State in being able to criticise Russia for the indiscriminate bombing taking place in Syria and recognise its part in the Syrian refugee crisis that we are all trying to deal with?
My right hon. Friend makes a very valid and important point. I note that although the European Council discussed the role that Russia was taking in the indiscriminate bombing in Syria, the Leader of the Opposition failed to refer to Russia and its actions in Syria when he came to the Dispatch Box. I hope he will not be too slow in coming forward and making it clear that he condemns Russia’s activities; otherwise people will assume that he does not.

Commons ChamberI think I can give the right hon. Gentleman the reassurance that there is still that commitment. The situation on the ground has, as he said, made it incredibly difficult for the delivery of that commitment. The issue of humanitarian aid getting into Aleppo was one that I raised directly with President Putin in my discussions with him.
The right hon. Gentleman referred to concern about the sort of weaponry that is being used, potentially, by the Syrian regime. We have been very clear, as he will know, about our opposition to what is happening in relation to that. We are very concerned about the reports that have come forward. Obviously, it is important that those reports be properly looked at. In the longer term, we remain committed to a political transition in Syria, and that will be a political transition to a Syria without President Assad.
I am very pleased to hear the Prime Minister’s full support for free trade as underpinning our prosperity in Britain and across the world. I had thought, until I listened to the Leader of the Opposition, that that was widely shared on both sides of the House. Given that it is not, and given the worrying noises we are hearing from both candidates in the US presidential election—they both sound not terribly enthusiastic about free trade—will she make it a policy of her Government to campaign for free trade in the United Kingdom and to argue for its merits on the global stage?
My right hon. Friend expresses his surprise—I think there was surprise on this side of the House—when the Leader of the Opposition showed his hand in saying that he was not in favour of free trade. Indeed, I suspect many right hon. and hon. Members on the Labour Benches were surprised to hear that that was the policy of the Labour party. We will be advocates—strong advocates—of free trade, as my right hon. Friend suggested, and we will ensure that we send out that message. As he says, free trade underpins our prosperity.

Commons ChamberThe hon. Gentleman might have noticed that the Government have looked at the Government procurement arrangements in relation to steel. Obviously, where British steel is good value, we would want it to be used. For the hon. Gentleman’s confirmation, I have been in Wales this morning and one of the issues I discussed with the First Minister of Wales was the future of Tata and the work that the Government have done with the Welsh Government on that.
I will now turn to the specific question of whether building four submarines is the right approach, or whether there are cheaper and more effective ways of providing a similar effect to the Trident system. I think the facts are very clear. A review of alternatives to Trident, undertaken in 2013, found that no alternative system is as capable, resilient or cost-effective as a Trident-based deterrent. Submarines are less vulnerable to attack than aircraft, ships or silos, and they can maintain a continuous, round-the-clock cover in a way that aircraft cannot, while alternative delivery systems such as cruise missiles do not have the same reach or capability. Furthermore, we do not believe that submarines will be rendered obsolete by unmanned underwater vehicles or cyber-techniques, as some have suggested. Indeed, Admiral Lord Boyce, the former First Sea Lord and submarine commander, has said that we are more likely to put a man on Mars within six months than make the seas transparent within 30 years. With submarines operating in isolation when deployed, it is hard to think of a system less susceptible to cyber-attack. Other nations think the same. That is why America, Russia, China and France all continue to spend tens of billions on their own submarine-based weapons.
Delivering Britain’s continuous at-sea deterrence means that we need all four submarines to ensure that one is always on patrol, taking account of the cycle of deployment, training, and routine and unplanned maintenance. Three submarines cannot provide resilience against unplanned refits or breaks in serviceability, and neither can they deliver the cost savings that some suggest they would, since large fixed costs for infrastructure, training and maintenance are not reduced by any attempt to cut from four submarines to three. It is therefore right to replace our current four Vanguard submarines with four Successors. I will not seek false economies with the security of the nation, and I am not prepared to settle for something that does not do the job.
I was listening carefully to the question from the leader of the Scottish National party about cost. Is it not clear that, whatever the cost, he and his party are against our nuclear deterrent? Scottish public opinion is clear that people in Scotland want the nuclear deterrent. When my right hon. Friend the Scottish Secretary votes to retain the nuclear deterrent tonight, he will be speaking for the people of Scotland, not the SNP.
I could not agree more with my right hon. Friend; he put that very well indeed.
Let me turn to the issue of whether we could simply rely on other nuclear armed allies such as America and France to provide our deterrent. The first question is how would America and France react if we suddenly announced that we were abandoning our nuclear capabilities but still expected them to put their cities at risk to protect us in a nuclear crisis. That is hardly standing shoulder to shoulder with our allies.
At last month’s NATO summit in Warsaw, our allies made it clear that by maintaining our independent nuclear deterrent alongside America and France we provide NATO with three separate centres of decision making. That complicates the calculations of potential adversaries, and prevents them from threatening the UK or our allies with impunity. Withdrawing from that arrangement would weaken us now and in future, undermine NATO, and embolden our adversaries. It might also allow potential adversaries to gamble that one day the US or France might not put itself at risk to deter an attack on the UK.

Lady shares my concern to ensure that we have proper safeguards and protection for children in the future and that not only are lessons learned but that action is taken as a result of those lessons being learned following the various reviews into both historical and more recent cases of child sexual exploitation.
The right hon. Lady asked whether all the matters that are felt to be for the police to investigate will be matters for Operation Fernbridge. Actually, a number of investigations are taking place across the country into historical cases of child abuse; it is not appropriate that all those investigations will be in relation to Operation Fernbridge. The National Crime Agency, for example, is leading on Operation Pallial, which is the investigation into potential sexual abuse in children’s care homes in north Wales, and other investigations are taking place elsewhere. All allegations do not necessarily go to a single force; they go to whichever force is the most appropriate to deal with the particular cases and to ensure that people can be brought to justice.
The right hon. Lady asked about the number of prosecutions and offences, which is a matter that is most properly for my right hon. and learned Friend, the Attorney-General, but she will have noticed that he is on the Treasury Bench and has noted her comments.
My right hon. Friend the Minister for Policing, Criminal Justice and Victims answered a parliamentary question in 2013—in October 2013, I think—in which reference was made to the missing 114 files.
The right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) asked what I had seen as Home Secretary. I saw the executive summary of both the interim report and the final report commissioned by Mark Sedwill. I did not see the full report for very good reason: the matters that lay behind the report were allegations that senior Members of Parliament—and, in particular, senior Conservative Members of Parliament —may have been involved in those activities. I therefore thought that it was absolutely right and proper that the commissioning of the investigation and the work that was done should be led by the permanent secretary at the Home Office, not by a Conservative politician.
The right hon. Lady asked a number of questions about lessons learnt. Some of those lessons are already being acted on. As I mentioned, the national group that my hon. Friend the Minister for Crime Prevention is leading has already brought forward proposals on how the police and prosecutors could better handle these matters, and it will continue with its work. That will of course feed into the work of the wider inquiry panel that I am setting up. I want it to look widely at the question of the protection of children. I want it to ensure that we can be confident that in future people will not look back to today and say, “If only they had introduced this measure or that measure.” We must ensure that the lessons that come out of the various reviews that are taking place are not only properly learned, but acted on.
I welcome the Home Secretary’s statement and her setting up of the independent inquiry panel. She set out three clear principles. The most important of those principles is that the panel should do nothing that prevents these heinous crimes from being properly investigated and those who are guilty of them from being prosecuted to the full extent of the law.
Although it is right that we look at the lessons that need to be learned, I am sure that the view shared across the whole House is that it is absolutely essential that we do nothing that could get in the way of prosecuting the perpetrators of these appalling crimes. That is why it is right to set this review up as an inquiry panel so that it can begin its work without jeopardising the criminal investigations taking place.

A case ceases to be straightforward if it is necessary for the Passport Office to go back to the individual to request other documents, which of course delays the process. We are looking at part of the system to ensure that that is being done as efficiently as possible.
The shadow Home Secretary asked about taking over the process of passport applications from British nationals overseas. Before March this year that was done by the Foreign and Commonwealth Office at processing centres world wide. The change was made to provide better value for the fee-payer and greater consistency in how overseas passport applications are assessed, and to use our expertise to better detect and prevent fraud. The checks needed for applications from overseas can take longer than those for applications in the UK. Security is our priority and we will not issue a passport until the necessary checks have been completed. However, as I said in my statement, for those applying for a renewal from overseas, where we can have confidence in the documents that they have already had and the process they have been through, we will be offering an extension of 12 months.
Finally, the shadow Home Secretary raised the issue of staff numbers, as did other Members earlier this week. Here are the figures: in March 2012 the Passport Office had 3,104 members of staff—[Interruption.] Opposition Members talk about 2010, so I will make one simple point: when we took office there were staff in HM Passport Office who had been brought in to deal with the new identity card. This Government scrapped the identity card. Over the past two years the number of staff in the Passport Office has increased from 3,104 to 3,445. That is the answer. People might say that this is about reduced staff numbers, but actually staff numbers have been going up over the past two years.
The Home Secretary has set out clearly the action that she is taking to deal with the problem. Those listening outside this Chamber will welcome the grip that she is showing and will see the nonsense that we have heard from Labour for what it is—a cheap attempt to make up for their poor show on Monday.
I thank my hon. Friend for his comments and I recognise the points he made about the attempts from the Opposition. Outside the political arena that is the House of Commons, we should never forget that this is about people who are applying for their passports, planning holidays and so forth. That is why the Passport Office has been taking the action it has taken, and why it is continuing to increase the number of staff to ensure that it can meet the current demand which, as I said, is the highest for 12 years.

On the specific allegations of extremism in schools in Birmingham and the wider question of how we confront extremism more generally, there are very important issues that I will come on to, but I should perhaps first remind the shadow Home Secretary of a few facts.
Under this Government, foreign hate preachers such as Zakir Naik and Yusuf al-Qaradawi are banned from coming to Britain. Under her Government, they were allowed to come here to give lectures and sermons, and to spread their hateful beliefs. In the case of al-Qaradawi, he was not just allowed to come here; he was literally embraced on stage by Labour’s London Mayor, Ken Livingstone.
I have excluded more foreign hate preachers than any Home Secretary before me. I have got rid of the likes of Abu Hamza and Abu Qatada. The Government do not give a public platform to groups that condone, or fail to distance themselves from, extremism. For the first time, we are mapping out extremists and extremist groups in the United Kingdom. We make sure that the groups we work with and fund adhere to British values, and where they do not, we do not fund them and we do not work with them. None of these things was true when the Labour party was in power.
The shadow Home Secretary asked about the “Ministerial Code”. I can tell her that, as the Cabinet Secretary and the Prime Minister concluded, I did not break the code. As she has no evidence for suggesting I did, she should withdraw any allegation of that sort.
The right hon. Lady asked about the letter, its presence on the website and why action was not taken, but action was taken immediately, because the Prime Minister asked the Cabinet Secretary to investigate, and he did.
The right hon. Lady referred to schools in Birmingham. I am afraid she will have to wait for my right hon. Friend the Education Secretary to make his statement; he will do so shortly, and answer questions about school inspections and oversight arrangements.
I would just say this to the right hon. Lady: I am responsible for the Government’s counter-terrorism strategy and, within that, the Prevent strategy, but she seems to misunderstand how the Prevent strategy works, so I think I should perhaps explain it to her. The Home Office sets the Prevent strategy and it is up to the rest of Whitehall, including the Home Office, as well as the wider public sector and civil society, to deliver it. There is always more to be done, things we can improve and lessons we can learn, but we have made good progress under this Government. Yes, we need to get to the bottom of what has happened in schools in Birmingham, but it is thanks to this Education Secretary that the Department for Education has, for the first time, a dedicated extremism unit to try to stop this sort of thing happening.
The shadow Home Secretary repeated her complaint that Prevent has become too narrowly drawn under this Government, but she does not seem to realise that we took a very clear decision back in 2011 to split Prevent into the bit that tackles non-violent extremism as well as violent extremism and counter-terrorism, and the Government’s integration strategy, which is quite consciously run out of the Department for Communities and Local Government. If what she is suggesting is that Prevent and integration work should go back to being together and being confused, she needs to think again because her Government’s approach was damaging and caused a lot of resentment among many British Muslims.
As the right hon. Member for Kingston upon Hull West and Hessle (Alan Johnson), the former Home Secretary, said at the time we made that change, it follows
“the eminently sensible objective of keeping the ‘prevent’ strand of counter-terrorism separate from the ‘integration’ initiatives of DCLG.”
He continued:
“I completely agree with what the Home Secretary has said about Prevent.”—[Official Report, 14 July 2010; Vol. 513, c. 1011.]
The shadow Home Secretary should listen to her right honourable colleague.
What has happened in Birmingham is very serious indeed, and the Education Secretary will set out his response in due course. We need to do everything we can to protect children from extremism and, more generally, to confront extremism in all its forms. The Government are determined to do that. However, it is quite clear from what the shadow Home Secretary has said today that on extremism, like on so many other things, the Labour party would take us backwards, not forwards.
I am very pleased that the Home Secretary focused on the substance, rather than on the pointless process questions that the shadow Home Secretary focused on. I welcome what the Home Secretary said about the changes to Prevent. Is it not better to have our approach, rather than the last Government’s? The Communities and Local Government Committee said that the Labour Government’s Prevent strategy was wasting money
“on unfocused or irrelevant projects”.
I agree completely with my hon. Friend. That was an early decision by this Government. It was absolutely right to separate the two strands of work of the Prevent strategy: the counter-terrorism work and the integration work. It is right that the integration work is now under the remit of the DCLG. I repeat what I said in my response to the shadow Home Secretary: I suggest that Labour Members listen to the words of the right hon. Member for Kingston upon Hull West and Hessle in this respect. He agreed absolutely with what the Government have done.
