Commons ChamberFirst, I commend my hon. Friend’s work in setting up Singing for Syrians, which has been raising funds for people in Syria, and the commitment that she has shown to the people of Syria. We remain, and the Conservative Government will remain, committed to working for a political solution in Syria that can provide the stability and security that the people of Syria deserve.
I join others in thanking the Prime Minister for her years of public service as Home Secretary and as the Prime Minister, for the thoroughly decent, dedicated, honourable way she has carried out all her our duties, and for the very courteous and proper way she has dealt with us as a party. Working together, we have ensured that there actually is a Conservative and Unionist Government of the United Kingdom, which will please many in the House. I will also please Labour Members by saying that we have ensured that there is no early general election.
Now that the Prime Minister has more time on her hands with her dear husband, Philip, I urge her to come to Northern Ireland and avail herself of the many walking opportunities there. She will have seen the wonderful Open championship this weekend in Royal Portrush, which was a credit to Northern Ireland and to the United Kingdom. The warm hospitality of the people of Northern Ireland was on show, and it is open to her as well.
I thank the right hon. Gentleman for the discussions we have had and the support he has continued to give to the Conservative and Unionist party so that there is a Conservative and Unionist Government in this country. I thank him for the warm invitation to Northern Ireland he has given to me and Philip. I have enjoyed my visits to Northern Ireland. I congratulate all those in Northern Ireland who were involved in putting on the Open championship at Portrush. There was a slight issue with the weather, which may have favoured those who came close to the top of the championship, but it was an excellent championship, and many people will have seen the delights and benefits of Northern Ireland when they attended that event.

Commons ChamberYes, I am not sure if it is the rickshaw photograph of my husband that my hon. Friend is referring to, but I will happily take those compliments back to him.
I was happy to put forward the names of a number of women and to champion the need for gender balance in the appointments to the EU’s so-called top jobs. I believe it is important that we see that gender balance. I am pleased to have continued to be able to champion women, and I will continue to do that when I move to the Back Benches. May I also say to my hon. Friend that, apart from the appointments that have already been announced, it is expected that other women will take up senior posts within the Commission? Those are of course matters for the incoming President of the Commission, but I would expect to see more women taking senior roles in those roles in future.
In the role that the Prime Minister played in the appointments to the EU’s top jobs, what were the top three things that she supported in the policy programme of the Commission’s new President?
Those people, including the President of the Commission, will not take up their positions until 1 November. It is, of course, possible that we will have left the European Union at that point, but I want to see a President of the European Commission—as I said to members of the European Council—who wants to continue working to find an arrangement for the relationship between the UK and the European Union in the future that is a positive and constructive one and that enables us to live with our near neighbours in a way that is to the advantage and benefit of both the United Kingdom and the European Union.

Commons ChamberI fully recognise the concern that my hon. Friend has raised. Looking at how we treat cancer is one of the issues in the NHS long-term plan on which the NHS is focusing. I recognise the concern for those who have to travel long distances to receive such treatment. As she said, it is not just expensive, but can be difficult and gruelling in their state of health. It will be looked at as part of future programmes for the NHS.
The Prime Minister and the whole House will be aware of the long-standing campaign for justice and compensation by victims of the Libyan-sponsored IRA terrorism in Northern Ireland and throughout the UK. US citizens have been compensated by the Libyan authorities but UK citizens have not. Some £12 billion in frozen assets is held in the United Kingdom and £17 million in tax has been recovered on that money in the last three years. Will she undertake to use that money to help the victims, and will she ensure that the special representative who has been appointed works closely with the victims to obtain the justice that they rightly deserve?
The right hon. Gentleman is right to raise the issue of the justice that those victims deserve. I have raised the issue myself with the Libyan Government in the past, and I will certainly ensure that the special representative is able to make every effort to ensure that the victims get that to which they are entitled and that he works with them in doing that: it is important that their voices are a crucial part of that.

Commons ChamberMy right hon. Friend is right that, if the Bill is not passed, this House will be faced with a stark choice. That choice will be whether Members go for no deal, for revoking article 50 or for a second referendum, with the intention that many have, in asking for a second referendum, to stop Brexit. That will be the choice that will face this House.
People talk about the compromises that have been made so far. There are people who are telling me that I have compromised too much in the package that has been put forward and others who are telling me I have not compromised enough in the package. At some stage, the House has to come together, and we have to decide the distance that we will go together to deliver Brexit and to deliver on what people asked us to do.
The Prime Minister has referred a lot in this statement and yesterday to the new deal—the new Brexit deal—but is it not a fact that the deal itself has not changed? The treaty is as it is, and these are a series of domestic legislative provisions to try to mitigate what is, in some cases, a very bad deal, but they will not actually change the Brexit deal itself. To illustrate that, the alternative arrangements proposal that she has put forward seeks merely to legally oblige the Government to conclude their own processes, but will she confirm that there is absolutely no obligation on the European Union to agree alternative arrangements? Indeed, the final decision about whether it accepts them or views them as reasonable is entirely a matter for the EU. It will not even be a matter of objective assessment. If a member state Government decide that they would rather keep us in the customs union, that is what will happen. There will be no means of getting out of it.
We have put forward to the House today a package of proposals. It is a new package of proposals. The right hon. Gentleman has been clear that, in relation to the operation of the backstop, one of his key concerns was making that UK-wide. That commitment is there in the statement that I have made today. As I have said, we are happy to sit down and discuss how we can ensure that these are enshrined in law, which I know has always been an issue of concern to him.
As regards the alternative arrangements, the groups to do that work have been set up by the Government and the money has been afforded by the Government to do that work. But the European Union was clear—and it has committed itself in the legally binding commitments that have been made at recent Council meetings—that it will also work with us to ensure that those alternative arrangements are in place and are available by the end of December 2020.

Commons ChamberI thank my hon. Friend for reminding me of the visit to beautiful Mevagissey and of the good chips that he and I shared on that occasion. He is absolutely right about the importance of GPs to local communities, and I recognise the concerns in Mevagissey on this issue. We are giving additional incentives to attract GP trainees into areas where it has previously been hard to recruit, such as rural and coastal communities. I am sure that a Minister from the Department of Health and Social Care would be happy to meet my hon. Friend to discuss this issue.
For over two years, the victims and survivors of historical institutional abuse in Northern Ireland have been waiting for justice and compensation, following the independent report of ex-Justice Hart. The fact of the matter is that many of them are dying without seeing the compensation come through. The Northern Ireland Office’s policy of refusing to do anything in Northern Ireland, even when it has cross-community and cross-party support, has now culminated in victims of abuse dying without seeing justice—this has got to stop. Will the Prime Minister intervene and make sure that action is taken to get immediate action for these victims?

Commons ChamberMy right hon. Friend is absolutely right on that last point. The question of the withdrawal agreement and the fact that it could not be reopened was reiterated again by the European Council in its decision yesterday.
It is the case that it was some weeks ago that I first offered the Leader of the Opposition the opportunity to talk. We had an initial meeting. There was then not the same level of follow-up meetings and the same level of interest. What I am pleased about is that there is, I think, a change in the approach that is being taken: we are both sitting down seriously, looking at these issues in detail and looking at them constructively.
Until yesterday, the EU was saying very clearly that unless there was a credible plan for an election or a referendum, or a prospect of getting the withdrawal agreement through soon, it would not grant an extension, and that if it did, there would be stringent conditions. In fact, it held to neither of those statements. When it was faced with the unpalatable choice of a no deal, it backed down. Will the Prime Minister learn the lesson of that? She continues to reiterate what the EU has said about the withdrawal agreement, and to praise her withdrawal agreement, but she, and the rest of the Government Front Bench, voted for changes to the backstop and the withdrawal agreement, and the Attorney General, in his devastating critique of it, said that it had not changed the fundamentals of what had been agreed. Will she please examine where she is going with all this, learn the lessons, and come back with something that can actually secure a majority in the House?
On the issue of extensions, will the Prime Minister also bear in mind that the current Session of Parliament is—I understand—due to end fairly soon? There is some talk of extending it beyond two years. I think that many in the House, including those on this Bench, would consider that unacceptable.
We have consistently sought to change the withdrawal agreement, and in particular to change the backstop. The right hon. Gentleman will know full well that we have argued on many occasions for a time limit or a unilateral exit clause, or the replacement of the withdrawal agreement by alternative arrangements. Before the withdrawal agreement was originally agreed in November, the Government pushed consistently for an exit clause, but the EU did not agree to it then. After the first meaningful vote, we raised the issue again. We sought to change the withdrawal agreement, and pushed for it to be replaced by alternative arrangements.
In January, there was an exchange of letters between myself and the Presidents of the European Commission and the European Council. On 11 March, in Strasbourg, the President of the European Commission and I agreed a package which means that the EU cannot try to trap the UK in the backstop indefinitely—that would be explicitly a breach of the legally binding commitments that we have agreed—and there is a legal commitment that both parties aim to replace the backstop with alternative arrangements by December 2020. At every stage, we have been working to secure changes in the withdrawal agreement. The European Union has been clear—
The right hon. Gentleman says that the EU has backed down. Yesterday I did put the case in relation to conditionality to which he refers, and there was discussion around the table about the issue. The aspect on which I think everyone around the table focused is that, legally, there is only a single tier of membership of the European Union, and the EU rejected the concept of conditionality on that basis.

Commons ChamberI am very grateful to my hon. Friend for raising this very important issue. He has also reminded people that it was a Conservative Prime Minister who was one of the first world leaders to raise the issue of climate change and to put it on the international agenda. He asked about some of the changes that have taken place. Between 2010 and 2017, we reduced the UK’s domestic greenhouse gas emissions by 23%; in 2018, nearly 50% of UK electricity came from low-carbon sources; and UK CO2 emissions have fallen for six years in a row. That is just a few of our achievements. That is our record as a Government. But of course we continue to work internationally to help to deal with this issue, and that is why we believe it is so important to adhere to and remain part of the Paris climate change agreement.
I am sure the Prime Minister will join me in welcoming the signing yesterday of the heads of terms—the agreement—on the Belfast city regional deal, the first city deal in Northern Ireland, which it is estimated will bring about 20,000 new jobs, £350 million of investment by the Government, and a lot of extra investment by local councils and the private sector. Will she confirm that she will do everything in her power, in the absence of devolved government—the civil service signed on behalf of Northern Ireland—to ensure that there will be no impediment to the good progress of that city deal, which has been welcomed right across the community in Northern Ireland?
The right hon. Gentleman raises a very important point about the considerable benefits that these city deals can bring in bringing together provision by both government at all levels and the private sector. I absolutely take his point that in the absence of devolved government we need to make sure that there is no impediment to moving ahead with this city deal as fast as possible and commit to ensuring that that does indeed take place.

Commons ChamberThe Northern Ireland civil service does not have the powers to take the decisions that would be needed if the UK left the European Union with no deal. It is possible to address those issues, but had that not been done by 29 March, the question about the impact on Northern Ireland, where there is no devolved government, would be an important one. It is absolutely right that the Government took the view that it was not appropriate to allow no deal to go ahead at a time when the powers were not in place to ensure proper exercise of the decision making necessary in a no-deal situation.
On that last point, the Prime Minister and the House have known for some considerable time that 29 March was the target date, so why have appropriate preparations not been made? Why do we need another two weeks? What will happen in another two weeks that could not have happened up to now? This is a fundamental lack of preparation, and the Government are entirely responsible for that if it is the case. This is an entirely new argument that we are hearing for the first time about why we need an extension.
The former Secretary of State for Northern Ireland, the right hon. Member for Chipping Barnet (Theresa Villiers)—who has great experience, having served for four years in Northern Ireland—has pointed out that Leo Varadkar has made it clear that, in terms of no deal, he is very confident that there will be no border checks. [Interruption.] The Prime Minister shakes her head, but that is what he said. Michel Barnier and Angela Merkel have said the same. The reality is that this backstop problem has been elevated. I would like the Prime Minister’s views on this: why does the EU insist on it when, in the case of no deal, there do not need to be any checks? Why did the Prime Minister ever agree to this backstop in the first place when it is the thing that bedevils her agreement?

Commons ChamberMy hon. Friend raises an important issue. I am sure that all Members have had constituency cases where they have seen the devastating impact that eating disorders can have on individuals, and on their families and friends. The Government have been taking steps over the past few years. In 2014 we announced that we were investing £150 million to expand eating disorder community-based care for children and young people, and 70 dedicated new or extended community services offer care as a result. As my hon. Friend said, young people may be encouraged to take products because of celebrity endorsement. The celebrities involved should think very carefully about the impact that these products can have in effecting eating disorders, which devastate lives.
The Prime Minister, and indeed the entire House, know the conditions under which her withdrawal agreement will have a majority. The whole House, and indeed the country, now know that as a result of yesterday’s events the prospects of the Prime Minister being able to achieve the necessary changes have been undermined and her negotiating position has been weakened. That is the reality of the situation. Can we have an assurance, in terms of any possible extension—and I would be interested to know what the Prime Minister thinks the purpose of the extension would be—that she will continue to focus on getting those legally binding changes? Hopefully, during any future negotiations, she will not be undermined in the way that she has been so far.
First of all, we are continuing to press for those legally binding changes. Those are the discussions we have been having with the European Commission. It is what I have spoken to every European Union leader about over the last 10 days or so. It is what I was speaking to people about at Sharm El Sheikh over the weekend as well. The right hon. Gentleman talks about the extension to article 50. Can I be very clear again? The Government do not want to extend article 50. The Government’s policy is to get the legally binding changes so a deal can be brought back to this House, and this House can support the deal, and we can leave on 29 March with a deal.

Commons ChamberI say to my right hon. Friend that the commitment is that we will ensure, as I said to our right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith), that were we to get to the point of it being necessary to exercise what is known as the backstop, or the insurance policy for no hard border in Northern Ireland, at the end of the implementation period where it is necessary, we want to have the alternative arrangements ready to go at that point such that the backstop, as currently drafted, never needs to be used. That is the aim and the intent. We want to work on this quickly so that we have those clearly ready and understood before that date, but the commitment is to ensure that those alternative arrangements can indeed replace the backstop and ensure that it does not need to be used.
The Prime Minister’s withdrawal deal agreement as proposed in draft was defeated in this House by 230 votes—she hardly needs reminding of that—and the reason primarily for the loss of the majority was the backstop. She has committed to binding legal changes in terms of the backstop, effectively reopening the withdrawal agreement, and she must know that without a legally watertight way out of the backstop, we certainly could not support any future withdrawal agreement brought to this House. Does she think that the machinations of some of her Ministers and the proposals that she has announced today will have the effect in Brussels and on European leaders of making them more likely to concede what is necessary or that perhaps they will just sit back and wait?
The discussions I have had in the European Union with EU leaders and, indeed, with the European Commission are very clear: they are entering into those talks with us with the intention of finding a resolution to the issue that this House has raised and that the right hon. Gentleman has just referenced again—that is, to ensure we have that legally binding change that ensures that people can have the confidence that the issue that the House raised about the potential indefinite nature of the backstop has been addressed and resolved. That is what we are working on. I recognise that the right hon. Gentleman has always been consistent in his references to the need for the right legal status for that change, and that is what we are working for.

Commons ChamberMy right hon. Friend makes a very important point about the good record this country has on workers’ rights. I can confirm that I believe we should not just be automatically following what happens in Europe in this area; we should be making those decisions, and it is important that we in this country and this House make those decisions. With our record of going further and having better workers’ rights than a number of areas of the European Union, that makes sense.
The Prime Minister referenced the fact that there are concerns in Northern Ireland about maintaining the seamless border between Northern Ireland and the Irish Republic, but she should also reference, as she knows, the grave concern among many in Northern Ireland about creating new barriers between Northern Ireland and the rest of the United Kingdom, given that we trade more with the rest of the United Kingdom than the Irish Republic, the rest of the EU and the rest of the world put together. Neither barrier is necessary or needed under any scenario. The Prime Minister and the House know what is needed to pass the withdrawal agreement, so will she confirm that the stance taken by Leo Varadkar—we met him in Belfast on Friday in a very cordial meeting—and others could lead to the very outcome that they say they wish to avoid?
The right hon. Gentleman is absolutely right about the concerns that have been expressed about the trading relationship between Northern Ireland and Great Britain and the issue of potential regulatory barriers. It is an issue that he and I have discussed on a number of occasions. We talk here about what it takes in this House to ensure that we agree a deal, but that deal has to be agreed with the European Union, and that means that all members of the EU27 have to agree that deal. I was able to have cordial and constructive talks with the Taoiseach on Friday. The right hon. Gentleman referenced his own talks. I hope, trust and believe that all sitting around the table want to ensure we deliver a deal that delivers on the commitments for the people of Northern Ireland and that can pass this House and be agreed by the EU.

Commons ChamberAbsolutely, yes. This is a very important Bill in the impact that it will have. I am sure that everybody across this whole House wants to ensure that we can deal with terrorism, with paedophilia and indeed with other organised crime. Exchange of data is an important way of doing that, and I hope that everybody will see the importance of support for that.
In recent days we have heard the Irish Prime Minister talk about bringing his troops up to the border in the event of no deal. We have heard the Irish Deputy Foreign Minister talking of people jumping out of windows. Is not this highly reckless talk extremely dangerous in the present circumstances? That sort of rhetoric should be toned down and we should instead focus on what Michel Barnier said the other day—that even in the event of no deal, we would sit down and find operational ways to have checks and controls away from the border. Is not that the way forward? And it blows a hole in the entire concept of this backstop.
Obviously it is important—I will be speaking to the Taoiseach later today—for us to work with the Government of Ireland on the arrangements that will be in place in the future. We have obviously sent a clear message from this House about what needs to happen in relation to the backstop. We retain our commitment to no hard border between Northern Ireland and Ireland, and look to working with the Government of Ireland and with the European Union to ensure that we can all maintain our commitments under the Belfast/Good Friday agreement and that commitment to no hard border on the island of Ireland.

Commons ChamberNo, I am going to explain. This amendment will give the mandate I need to negotiate with Brussels an arrangement that commands a majority in this House—one that ensures we leave with a deal and addresses the House’s concerns, while guaranteeing no return to the hard border between Northern Ireland and Ireland.
What I am talking about is not a further exchange of letters but a significant and legally binding change to the withdrawal agreement. Negotiating such a change will not be easy. It will involve reopening the withdrawal agreement—a move for which I know there is limited appetite among our European partners. But I believe that with a mandate from this House, and supported by the Attorney General, the Chancellor of the Duchy of Lancaster and the Secretary of State for Exiting the European Union, I can secure such a change in advance of our departure from the EU.
I welcome what the Prime Minister has said about the need to address the issue of the Northern Ireland backstop, which she is quite right to emphasise as the primary problem. I also welcome the fact that she has said in terms that she will go back and seek the reopening of the withdrawal agreement. She can be assured of our support in trying to find a solution that avoids any hard border on the island of Ireland as well as any borders within the United Kingdom.
I am grateful for the clarity with which the right hon. Gentleman has set out that position. We remain absolutely committed as a Government to ensuring that we have no hard border between Northern Ireland and Ireland and that any proposals accepted and put forward by this House maintain our precious Union.

Commons ChamberMay I join the Prime Minister in her words about the despicable and reckless attack in Londonderry at the weekend? It was carried out, of course, by the republican terrorists responsible for the murder of prison officers David Black in 2012 and Adrian Ismay in March 2016. These people have nothing to offer anyone in Northern Ireland, and are rejected right across the board.
On Brexit, I thank the Prime Minister for our meetings in recent days, the good engagement there has been, her recognition that core issues to do with the withdrawal agreement need to be sorted out, her willingness to try to reach a consensus, and the fact that she will go back to Brussels and ask for the necessary changes to be made. Can I take it from what she says that she is really serious about getting a consensus that can get this through the House, with the necessary legal changes to the withdrawal agreement?
Yes; I can give the right hon. Gentleman the assurance that, obviously, what I want to do is identify the way forward in dealing with the issues raised about the backstop. In my statement, I referenced the two key issues: its potential permanency, and the impact on the Union. I want to find a way to resolve those issues that will command support from this House.

Commons ChamberDoes the Prime Minister agree that, whatever one’s view of this withdrawal agreement and whatever arguments people deploy, we should not be using the peace or the political process in Northern Ireland as arguments for voting for this deal or for voting against it? Does she agree that that is completely and utterly out of order, and will she make that clear to all her Cabinet colleagues as well?
Everybody in this House is committed to ensuring that we maintain the arrangements of the Belfast/Good Friday agreement and that we maintain the many benefits that have come from the peace process in Northern Ireland. That should not be disrupted or affected in any sense.
Whatever future relationship is negotiated, or that people want to see negotiated, the insurance policy is essential. All of the other proposals—Canada, Norway or any number of variations on those models—require the insurance policy, which is the so-called backstop. No backstop simply means no deal, now and for the foreseeable future. I do not want to see anybody being able to exploit no deal, and bringing doubt about the future of our Union as a result.
Let us remember what the withdrawal agreement delivers for the people of Northern Ireland: an implementation period—certainty for businesses; protection of citizens’ rights—certainty for thousands of families; no hard border—unfettered access to British and EU markets; protection of the single electricity market across the island of Ireland, securing energy supply in Northern Ireland; continued security co-operation with our European allies, which the Police Service of Northern Ireland says is essential; and, above all, the protection of the historic Belfast/Good Friday agreement. The deal we have puts our Union first.
The Leader of the Opposition’s speech is characteristic of his whole approach to Brexit: long on criticism and short on coherence. He claims that he will be able to renegotiate the deal in a matter of weeks and get a drastically different outcome, despite the European Union making it clear that that is impossible. Everything he does is designed to avoid taking any difficult decisions. He says one thing to one group and another thing to another group. His general election manifesto said that freedom of movement will end; on Sunday he said:
“I am not against the free movement of people.”
When asked about Brexit by a German newspaper, he said that we cannot stop it, that the referendum took place and that article 50 has been triggered; in his speech at Wakefield last week, and again this evening, he said that a second referendum is an option on the table. He says that Labour would run an independent trade policy, but he wants to join the customs union. He says he is opposed to no deal, but he also says he is opposed to the withdrawal agreement and the backstop, without which there is no deal. The question is: what is his position? He has failed in his responsibility to provide a credible alternative to the Government of the day. By pursuing from the start a cynical course designed to serve his own political interest, not the national interest, he has forfeited the right to command loyalty from those of his MPs who take a more pragmatic view. He does not care whether we leave or not, with a deal or not, as long as he can maximise disruption and uncertainty and the likelihood of a general election.
I hope that Labour Members who faithfully pledged to their constituents that they would respect the result of the referendum think carefully before voting against a deal that delivers Brexit, and I hope that those who fear leaving without a deal whose constituents rely on manufacturing jobs think very carefully before rejecting a deal that is the only guaranteed way to take no deal off the table.
This is the most significant vote that any of us will ever be part of in our political careers. After all the debate, all the disagreement and all the division, the time has come for all of us in the House to make a decision—a decision that will define our country for decades to come, a decision that will determine the future for our constituents, their children and their grandchildren, a decision that each of us will have to justify and live with for many years to come.
We know the consequences of voting for the deal—they are laid out in black and white in the pages of the withdrawal agreement—but no one who votes against the deal will be able to tell their constituents what real-world outcome they voted for, because a vote against the deal is a vote for nothing more than uncertainty, division and the very real risk of no deal.

Commons ChamberIt is exactly those sorts of technological solutions that we are committed to pursuing. As I said to my right hon. Friend when he brought a proposal to me, the proposal he brought to me did not fully address all the issues in relation to the border between Northern Ireland and Ireland, but we are continuing to look—and will look actively and with the European Union—at the ways in which we could ensure that those alternative arrangements would deal with the issue that we are addressing.
May I also say to my right hon. Friend that it is not the case that the European Union has said that there will be no hard border between Northern Ireland and Ireland? The no-deal plans published by the European Commission in December make it clear that there will be no flexibility on border checks in no deal, so the Irish Government will be expected to apply EU checks in full.
To be fair to the EU, it has made it clear that there will be no changes to the withdrawal agreement, and there is nothing in these letters that is inconsistent with the withdrawal agreement. To be fair to the Attorney General, he says in his letter today that the letters do not alter the fundamental meanings of its provisions. Five weeks after the Prime Minister pulled the vote, saying that there had to be a legally binding assurance, will she admit that nothing has fundamentally changed? That is the reality; let us not kid ourselves about that. In pulling the vote, she must have realised that there needed to be legally binding changes to the withdrawal agreement for it to have any chance of getting through this House. Even at this late stage, does she not accept that the problem with the backstop is that it effectively defines the future relationship for Northern Ireland, because if the whole of the UK is not aligned to a high degree for single market purposes and we are not in a customs union, Northern Ireland will be?
It was right that I took the views of this House. The overwhelming view of this House on the backstop was that people wanted to ensure that it would not carry on indefinitely or be a permanent arrangement. The right hon. Gentleman has just indicated that he thinks that that is the case for the backstop. What we have received from the European Union are those further assurances and the recognition that the European Council conclusion in which some of those assurances are referred to does have legal force in international law and effectively sits alongside the withdrawal agreement and the political declaration package, and that it would be part of any consideration on any challenge to the withdrawal agreement in relation to those particular issues.
I recognise that what I have brought back, as I said in my statement, is not what some Members wanted from the European Union, but it is not the case that this has not gone further than when we were initially discussing the debate. There have been some further assurances from the European Union, but I accept that they are not the same level of assurances that some Members of this House wished for.

Commons ChamberI think that everybody in this House, particularly on the 100th anniversary of women getting the vote, should be aiming to encourage women to come into this Chamber and to stand in this Chamber, and should therefore use appropriate language in this Chamber when they are referring to female Members.
May I join with others in wishing everybody a very happy Christmas and a peaceful new year? As the Prime Minister ponders over Christmas what might be done to get her withdrawal agreement through this House, can I urge her to consider the necessary changes that need to be made—not just assurances—in order to get somewhere with any realistic prospect of actually winning that vote?
I hope that the right hon. Gentleman will forgive me if I say that I would like to give him the reassurance that we will of course look at all the options that are available for dealing with the issues that have been raised.

Commons ChamberI can certainly confirm that this deal has been negotiated between the UK and the European Union, but it has to go through certain processes in order to be ratified. Part of that is ratification here in the United Kingdom Parliament, and part is ratification in the European Parliament. It is those processes that lead to the final agreement and the withdrawal agreement.
I am sure the Prime Minister agrees that European Council conclusions and declarations are political statements. The Council has talked about clarifications and reassurances but ruled out renegotiating, contradicting or reopening the legal text. Indeed, it even struck out language saying that the backstop did not represent a desirable outcome for the EU27. Will the Prime Minister tell us exactly what she is asking for to deliver on the key concerns about the legally binding and indefinite nature of the backstop, with no right for this country to exit it on its own terms?
What I am asking for is to ensure that we can deal with the concerns expressed by the right hon. Gentleman and other Members of the House about whether the backstop could or would be indefinite. There are two ways to deal with that. The first is to put in place arrangements to ensure that the backstop is not triggered in the first place, and the second is to ensure that if it is triggered, it is only temporary. As I said in my statement, I am seeking further political and legal assurances in relation to those issues, which can be achieved in a number of ways.

Commons ChamberI think my hon. Friend has asked me variations of that question each time I have made a statement recently. I am clear that the Government undertake their responsibilities in relation to the seeking of legal advice entirely properly and appropriately. Of course, the Government published a full legal position on the withdrawal agreement, and that contained more detail than Governments have previously published on any such occasion or in any similar event. Not only have we done that, but the Attorney General came to the House, made a statement and took many questions from Members on these issues.
Frankly, what the Prime Minister says today simply is not credible, is it? This is an impossible position for the Government to find themselves in. The Prime Minister says that she is listening, but she talks about reassurances and assurances. Does she not get it by now that the withdrawal agreement legally binding text is unacceptable to this House? She cannot pretend and go on defending the deal when she knows that had the vote been taken tomorrow, the deal would have been overwhelmingly defeated. Please, Prime Minister, really do start to listen and come back with changes to the withdrawal agreement, or it will be voted down.
The purpose of the announcement today that we will defer the vote and return to this matter is precisely to be able to go and discuss with other European leaders, the Council and the Commission those further reassurances that the House requires on the issues that Members are concerned about, notably whether or not the backstop, should it ever be used, can be brought to an end. That is exactly what we will be doing.

Commons ChamberI am very grateful to the Prime Minister. Of course, the referendum was for the whole United Kingdom, and as a Unionist, I respect the result across the UK—Manchester, London, Scotland—[Hon. Members: “They voted remain.”] Whatever way they voted, the UK voted, and we should respect the result. In terms of the views in Northern Ireland, I am quite happy to put them to a test any time. We will happily go to the electorate and put our views to the people if needs be. I am quite certain that we would be returned in greater numbers than we are today, so I am quite happy to take on the challenge that has been put down.
In terms of guaranteeing Northern Ireland’s position, the Prime Minister will remember that in paragraph 50 of the joint report, which we spent four days negotiating, guarantees were given to Northern Ireland. Never mind the words that have been said in this House today, they were in the actual text. Why have they been deleted? Why has she not kept them in the withdrawal agreement? Why have they not been translated? That is what we have a problem with. Words are good. It is the legal text, what is in the agreement, that matters.

Commons ChamberI make two points to my hon. Friend. First, one of the things that the European Union (Withdrawal) Act does is bring European Union law into UK law, such that there is that smooth and orderly transition when we leave the European Union, and, of course, the withdrawal agreement will be implemented in our legislation through the withdrawal agreement Act.
The Prime Minister says in her statement that “the legal text is now also clear that once the backstop has been superseded, it shall ‘cease to apply’”. We need accuracy—actually, on page 309, article 2, on the Northern Ireland protocol, it says the backstop can be superseded
“in whole or in part”
and
“shall cease to apply…in whole or in part.”
We need accuracy, because it is the legal text that matters, and that is what will bind the country. As the Chancellor has rightly said that the backstop is bad for the Union and bad for the economy—that is what he has said—can she tell us what bits are so bad for the Union?
Oh, sorry—for the United Kingdom. What we want to be able to do in the future is to have our independent trade policy. One of the issues in relation to the backstop is whether or not we would be able to do that—that is one of the issues that we would not want to see us continuing to be in the backstop for.

Commons ChamberI thank my right hon. Friend for championing this important cause. She is absolutely right that greater diversity in this place means that we get better decisions; that is the same for Parliament as it is for a business or any organisation. We should send a very clear message from everybody across this House about the significance of the work of an individual Member of Parliament and the change they can make for their community. Being a Member of Parliament is one of the best jobs in the world. It is an opportunity to make a real difference to people’s lives, to be a real voice for those whose voice otherwise would not be heard and to take decisions that will lead our country forward and provide a better future for people’s children and grandchildren. It is a great job and I encourage all the women who are here today and thinking of standing to stand for Parliament, get elected and make a difference.
In the December joint report agreed between the European Union and the United Kingdom, it was agreed that Northern Ireland would have the final say on whether it diverged from the UK single market and was subjected to single market European rules with no say. Why has the Prime Minister deleted all reference to that in the withdrawal agreement? Did she push the delete button?
The right hon. Gentleman is absolutely right about the December joint report. The issue of what the processes in the United Kingdom would be when it comes to looking at the regulations is a matter for the United Kingdom to determine; it is for us to determine both our parliamentary decisions on that and the Stormont lock that was expressed in the December joint report. As the right hon. Gentleman will also know, the lock in the December joint report referred to a decision being taken by the Northern Ireland Executive and the Assembly, which sadly are not in place today.

Commons ChamberAs I said at a very early stage of the negotiations, the United Kingdom is a country that meets its legal obligations. That says a great deal about the sort of country we are. There are legal obligations. As I said in my statement, the sum of money my right hon. Friend refers to is considerably less than the European Union was originally proposing we would be required to pay as part of the financial settlement. But I remain firmly of the view that we as a country should ensure that we continue to meet our legal obligations, and we will do so.
I could stand here today and take the Prime Minister through the list of promises and pledges that she made to this House, and to us privately, about the future of Northern Ireland in the future relationship with the EU, but I fear it would be a waste of time, since she clearly does not listen.
This House and every Member in it now has a clear choice. The House has been left in a position where the choice is subjection to the rules and laws of others who may not have our interests at heart. In terms of Northern Ireland and our precious Union, five who have resigned today have all talked about the threat to the integrity of the Union. I congratulate them on and praise them for what they have said and done, and their strong actions.
As has just been said, this is £39 billion for nothing. The choice is now clear: we stand up for the United Kingdom—the whole United Kingdom and the integrity of the United Kingdom—or we vote for a vassal state, with the break-up of the United Kingdom. That is the choice.
I will respond to the right hon. Gentleman. He is right that he and I have had many discussions on this issue, and I hope that we will continue to be able to have many discussions on this issue. We have ensured throughout the negotiations that the border in Northern Ireland has been one of the key issues that we have been addressing.
The right hon. Gentleman refers to the commitments I made in terms of Northern Ireland and the future relationship. Those commitments remain absolutely. We are looking to ensure that we have the frictionless trade across borders that will enable us to not only deliver on our commitment for Northern Ireland, but ensure that we have frictionless trade between the United Kingdom and the whole of the rest of the European Union. Many aspects of the deal that we have agreed actually ensure that we are preserving the integrity of the United Kingdom.
There has been significant focus on the question of the backstop. As I say, the backstop is something that neither side—neither the United Kingdom, nor the European Union—wishes ever to see being exercised. Indeed, as I have said, in circumstances where there needs to be a period before the future relationship is introduced, there are alternative routes that can be taken.
If the right hon. Gentleman says to me that he is concerned that we have not considered Northern Ireland throughout this process—
I am grateful to the right hon. Gentleman for saying that he has not said that, because I have remained committed to delivering on three things for Northern Ireland: no hard border between Northern Ireland and Ireland; for us to continue to maintain and respond to our obligations under the Belfast agreement; and to ensure that we protect the integrity of the United Kingdom.

Commons ChamberGiven that nothing is agreed until everything is agreed, does the Prime Minister accept that it would be difficult for the House to be asked to confirm a legally binding withdrawal agreement without having clear assurances and some precision about the details of the future trading relationship?
I agree with the right hon. Gentleman. As I have always said, when we bring the withdrawal agreement package back to the House, it is important that Members are able not only to consider the withdrawal agreement, but to have sufficient detail about all aspects of the future relationship. The trading relationship is important, but our future security relationship, for both internal and external security and other issues, is also of importance. It is also important to me that there is a linkage between that future relationship and the withdrawal agreement.

Commons ChamberAs I have consistently said on this issue, this Parliament voted overwhelmingly to give the choice to the British people as to whether to leave or remain in the European Union. The people voted to leave the European Union, and I believe it is a matter of faith in our democracy, and the integrity of politicians, that we deliver for people on that vote. That is why it is so important to recognise—there is talk of a people’s vote; of going back to the people for a vote—that the people were given a vote. The people’s vote happened in 2016 and the people voted to leave.
In order to avoid a hard border on the island of Ireland, which nobody wants, it can never be right that we have any kind of borders in the Irish sea between Northern Ireland and the rest of the United Kingdom. The Prime Minister knows that we
“could not support any deal that creates a border of any kind in the Irish Sea”.
Those are not my words—they are the words of Ruth Davidson, the leader of the Scottish Conservatives. Will the Prime Minister confirm today that, as she said in her statement, she could never accept a proposed
“backstop that would see Northern Ireland carved off in the EU’s customs union and parts of the single market, separated through a border in the Irish sea from the UK’s own internal market”?
Would she confirm that the UK is leaving the EU together with no part hived off either in the single market or customs union differences?
When we leave the European Union, it will be the UK that leaves the European Union. We will be leaving the European Union together. I am very clear that there should be no hard border between Northern Ireland and Ireland, but, as we have put forward in our proposals, we can deliver on that and maintain the integrity of our Union. We made that very clear when the European Union made its backstop proposal that would effectively have carved Northern Ireland away from the rest of the United Kingdom. We cannot accept the EU’s backstop to a backstop precisely because it continues to want to see that. In fact what we want to see in a backstop is a situation where Northern Ireland businesses can export freely to Great Britain and to the European Union. That would be a good position for Northern Ireland businesses.

Commons ChamberIt is important, as Alex Allan himself has made clear, that proper consideration is given to the publication of information involving individuals’ personal information, but I know my right hon. Friend the Home Secretary is considering this matter very carefully.
I commend the work of the charities Shine and SBH Scotland for their work in assisting people affected by spina bifida and other such conditions. Those charities, public health authorities, scientists and others all agree on the need to reduce the number of pregnancies that have neural tube defects by the mandatory fortification of flour with folic acid—the USA and other countries do that already. Will the Prime Minister look at bringing the UK into line by introducing this very important public health preventive action?
The right hon. Gentleman raises an important issue, and I join him in commending the excellent work of charities on this issue. We all want mums-to-be to have healthy pregnancies and, of course, there is NHS guidance on the supplements, such as folic acid, that women planning a pregnancy should take before conception and, indeed, until the twelfth week of pregnancy. Women are recommended to eat more folate-rich foods during pregnancy. We will continue to look at this issue to ensure that the advice and the action that is taken are absolutely right to ensure that mums-to-be have healthy pregnancies.

Commons ChamberMy right hon. Friend is absolutely right; we have seen good figures for foreign direct investment in the UK, supporting jobs in the UK. That will continue in the future. I believe that the plan I have set out, with its clear momentum for frictionless trade with the EU while giving us the freedom to strike trade deals around the world, will be welcomed by businesses and investors, and we will see more investment and more jobs in the UK.
Among the matters agreed in the Chequers communiqué, reference was made to the continuing obligation of the Government to the so-called backstop arrangement. I have heard the Prime Minister’s clear statement about the main deal as far as the Union is concerned, and I welcome it, but will she make it clear that as far as the backstop is concerned she stands by her rejection of the EU’s legal interpretation and there will be no constitutional, political or regulatory differences between Northern Ireland and the rest of the UK?
As the right hon. Gentleman has invited me to do, let me say that I am happy to say that I continue to reject the protocol proposal of the so-called backstop put forward by the European Commission earlier this year. The fact that it would have effectively carved Northern Ireland away from the rest of the UK and kept it in the customs union and most of the single market would have meant that border down the Irish sea—that is completely unacceptable to the Government of the UK.

Commons ChamberWe have indeed been listening to British business. We have also listened to European businesses that are investing here in the United Kingdom. I want to see a good Brexit deal, which not only ensures that we maintain prosperity and jobs here in the UK, but gives us the freedom to be able to extend those trade deals around the world in our interests, and not in the interests of Brussels, as has been the case in the past.
If we are to be legally bound by the withdrawal agreement on the £35 billion to £40 billion and other issues such as the backstop on Northern Ireland, surely we need something more than clarity about our future relationship alongside it. Surely we need the same level of legal certainty, as with the withdrawal agreement before this Parliament voted the money through.
The right hon. Gentleman raises an important point. We have always seen our agreement on the future relationship and the withdrawal agreement running alongside each other. That is why I am clear, as is the Secretary of State for Exiting the European Union, that when the House considers the withdrawal agreement, it will need to have sufficient detail about the future relationship to be able to judge that. We see the withdrawal agreement and the future relationship as linked. The EU itself has said that nothing is agreed until everything is agreed.

Friend that I, too, welcome the parents of Alfie Dingley and commend them for the dignity they have shown in dealing with this difficult issue of ensuring that what they wanted to see for their son was available. As my right hon. Friend has said, a licence has now been issued, but it is right—this is the point of the reviews that my right hon. Friend the Home Secretary has set up—to make sure that our process of considering these drugs to ensure that they are going to be efficacious and safe for patients is not a long drawn-out one, because the length of process, as, sadly, Alfie’s parents found, can be deeply distressing.
The European Union and Michel Barnier say that they do not want a hard border on the island of Ireland, and we agree with that, but in his remarks yesterday on security co-operation he seemed to be erecting barriers in the way of the best possible co-operation between the UK and the rest of the Europe. The Belfast Telegraph, in its editorial today, says that this brinkmanship by the EU is a boon to terrorists. Will the Prime Minister make it clear that that kind of approach is completely wrong? It appears that the EU wants to make Brexit harder for the UK but easier for those who want to cause damage across Europe.
The future security partnership we want with the EU is an important part of the deal that we are negotiating with it. I set out our intentions on that security partnership in the speech I gave at the Munich security conference. I fully recognise the importance of this, and in particular, of some of the instruments we have been able to use within the European Union, to the working of the police across the border of Northern Ireland and Ireland, and to ensuring that those who would seek to do the people of Northern Ireland harm are apprehended, prevented from doing so and brought to justice. I am absolutely clear that that security partnership is a key, important and essential element of what we are negotiating.

Commons ChamberI share my hon. Friend’s disappointment. As I said in response to the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), we have worked long and hard with the Scottish Government and the Welsh Government on those proposals. The Welsh Government and the Welsh Assembly have accepted them; Labour and the Liberal Democrats in the Welsh Assembly voted for them. It is a shame that it was not possible in the Scottish Parliament for agreement to be reached with the Scottish Government. As my hon. Friend said, we all want to deliver a Brexit that is good for the whole of the United Kingdom.
Following the completion at the end of the year of the Boundary Commission’s review, which will apply to the whole of the United Kingdom, reducing the number of constituencies and Members in this House, has the Prime Minister further considered the resulting relative increase in the size of the Executive in this place? May I urge her not to apply the policy that is currently being applied to Northern Ireland of not having any Ministers, refusing to appoint any and allowing civil servants to run the place?
Obviously we will look at the consequences of the proposals for the number of elected Members of Parliament in this House. I wish to see Ministers in Northern Ireland, able to take decisions for Northern Ireland. As the right hon. Gentleman knows, that depends on our being able to get agreement among the parties for reinstating the Northern Ireland Executive and allowing the Northern Ireland Assembly to play its full part in the affairs of Northern Ireland. We will continue to work with all parties because I believe that it is in the best interests of the people of Northern Ireland for that devolved Executive to be reinstated.

Commons ChamberIndia is indeed a good friend of the United Kingdom, and the Indian diaspora here in the UK plays an enormous role and makes an enormous contribution to our society and our economy. I am very happy to join my hon. Friend in congratulating and thanking them, and indeed in encouraging the continuation of that contribution. When I spoke to Prime Minister Modi, we discussed how we can encourage and increase the links and development between our two countries.
The vile online and social media abuse suffered in particular by female politicians, which was movingly highlighted in yesterday’s debate and also by events at the weekend back home in Northern Ireland, is testimony to how this must be tackled head-on. Can the Prime Minister assure us that steps will be taken to bring social media companies and platforms to account, so that the wild west culture of “anything goes” is brought to an end as quickly as possible?
The right hon. Gentleman raises a very important point about how these platforms can be used for the sort of abuse that we heard about in the Chamber last night and that, as he says, has also been raised in Northern Ireland in the past few days. We are working with the social media companies. Good work has been done with them on a number of aspects, such as child abuse on those platforms, and we continue to work with them on the wider issues. We are also looking at the issue of the liability of social media companies. They are not publishers, but on the other hand, they are not just platforms. We are looking at that issue urgently.

Commons ChamberI absolutely agree with my right hon. and learned Friend. If we were to say that we are prepared to act only when we have the support of the United Nations—given that, as we have seen in this circumstance, a member of the UN Security Council is willing repeatedly to veto the ability to investigate these issues—any tyrant could determine that they can act and use these weapons with impunity. We must not allow that. The use of these chemical weapons must be stopped.
May I associate my right hon. and hon. Friends with the Prime Minister’s remarks on the passing of Sergeant Tonroe? His courage and valour is another example of the courage and valour of all our servicemen and women, as was exemplified in Syria at the weekend. I thank the Prime Minister for her call with me prior to the action on Saturday morning and for her statement today. Its cogent and well-argued nature in addressing the challenges of these difficult times stands in stark contrast to today’s contribution made by the Leader of the Opposition in this House. Given that this is limited and targeted action, and that diplomacy was tried and, sadly, was unable to succeed, the Prime Minister is utterly justified in the action that she has taken. She should have the support of every right-thinking Member of the House in upholding international law and defending the national interests of the United Kingdom.
I thank the right hon. Gentleman. He is absolutely right: we undertook this action because we believed it was the right thing to do and it was in our national interest. I believe it is important that all of us across this House recognise the need to uphold the international rules-based order and do what we can to ensure that we maintain it.

We are aware of the issue of the regulators’ stance and have been in discussion with certain regulators about how they can work with their European opposite numbers to ensure that there is a sound regulatory footing during the implementation period.
May I associate my party with the Prime Minister’s words on the courage and sacrifice of Lieutenant Colonel Beltrame and her very appropriate words on the Russian threat?
Does the Prime Minister share the bemusement of many in Northern Ireland that there is so much concentration on the so-called backstop provisions when we should be getting on with negotiating the overall agreement, which will take care of the Irish border issue? Does she share the concern of many in Northern Ireland that that is being used by some in the European Union, and indeed some in the Irish Government, to shape their version of Brexit or to thwart Brexit altogether, by inventing problems when there are none? Will she give a clear assurance to the people of Northern Ireland that there will be no backtracking on her firm resolve that no British Prime Minister could ever sign up to the sort of legal text that the EU put forward?
I thank the right hon. Gentleman for his comments. I am absolutely clear, and I share his bemusement that so much focus is being put on plan C when all parties have clearly said that they want to achieve this through plan A in the joint report, which was the overall agreement between the United Kingdom and the European Union on their future partnership. I am happy to confirm that I could not—I do not think it would be possible for anybody standing at this Dispatch Box to do so—support something that destroyed the UK internal market. We are clear that we maintain our commitment to the whole December joint report. We will be working on those options, and we are fully confident that we can find a solution through plan A.

Friend has made an important addition to the knowledge of this House, which is that if the SNP Government got their own house in order, they could save the same amount of money that they will be raising by raising taxes, and not put that extra tax burden on people earning over £26,000.
In light of the very loose, inaccurate and misrepresentative language coming from politicians outside Northern Ireland who should know better, will the Prime Minister take this opportunity to repeat to the House and the public in Northern Ireland—both sides of the community—the well established three-stranded approach to Northern Ireland, which makes it clear that the internal arrangements and decisions on Northern Ireland are a matter for the United Kingdom Government and the parties in Northern Ireland?
I am very happy to make that clear to the right hon. Gentleman, and to confirm what he says. We are very clear about the position and the decisions that will be taken about Northern Ireland. What we of course want to see is a Northern Ireland Executive restored so that devolved decisions can be taken by that Northern Ireland Executive. The right hon. Gentleman also wants to see that Executive restored, and we will continue to work with his party and other parties across all communities to see that happen.

Commons ChamberWe will have left the European Union. We will have the implementation period, and I would expect us to be able to continue to trade with the European Union on the same basis as now in order to ensure that businesses and individuals have the reassurance of knowing where they stand and how they operate while the practical changes that will need to be made as we move to our future relationship, such as our new immigration rules, are put in place. We will be leaving the EU on 29 March 2019.
The Prime Minister will have heard some confusing and conflicting statements from Opposition Members about the need for a second referendum and their desire to have one—some say one thing; others say another. Does the Prime Minister agree that a second referendum is the surest way of finding that the European Commission and the European Union make the hardest and most difficult deal possible for the United Kingdom? What people want is to get on with delivering on the first referendum.
I understand that, in the space of one day over the weekend, the shadow Home Secretary rejected a second referendum and the deputy leader of the Labour party said that a second referendum was still on the table. My right hon. Friend the Member for Belfast North (Nigel Dodds) is absolutely right about this particular issue. The best way to get the worst deal would be to suggest that we are going down the route of a second referendum, but it is more than that—I think it would actually be betraying the British people. This Parliament gave the British people a vote, and it is up to us to deliver on the result.

Commons ChamberMy hon. Friend is absolutely right. It is important that not only I, as Prime Minister, but this Government give priority to UK citizens and ensure that they are not left behind. That is why we wanted to make sure that the agreement on citizens’ rights was reciprocal, as it indeed is. UK citizens will enjoy the rights they have on issues such as benefits payments and access to healthcare. All these issues have been addressed in this first phase of the negotiations and are reflected in the joint progress report that we have set out. What is important is that both EU citizens living here and UK citizens living in the EU27 will be protected.
The Prime Minister said at her Friday press conference that the deal arrived at represented a significant improvement from Monday, and we on these Benches agree wholeheartedly with that. May I thank the Prime Minister for her personal devotion to working to get the text, as she put it today, “strengthened” in relation to the “constitutional and economic integrity” of the whole United Kingdom? Will she confirm that the text of this agreement now makes it clear that in the event of a deal, Northern Ireland will not be separated politically, economically or by any regulatory requirements from the rest of the UK—this is along with the aim of having no hard border on the island of Ireland—but that in the event of no overall deal, nothing is agreed?
May I say to the right hon. Gentleman that I am grateful for the contributions that were made, as I said in my statement, by the DUP and others who were concerned about the Union of the United Kingdom? The joint progress reported was strengthened to make it absolutely clear, as he says, that of course under the Belfast agreement we recognise the principle of consent, but nothing in that agreement will lead to a separation of Northern Ireland from the rest of the United Kingdom.

Commons ChamberI thank my hon. Friend. He has long campaigned on homelessness and its prevention, and I am pleased that we were able to support his Homelessness Reduction Act, which will be an important contribution in this particular area. On his specific issue, he has made a pre-Budget representation to the Chancellor, who I am sure will be looking at it very carefully. On the more general issue of helping people to buy and helping them with deposits, I am of course pleased that we have been able to announce an extra £10 billion for our Help to Buy scheme, which does make a real difference to people and enables them to get into homes.
The workforce, the unions and the management at Bombardier in Belfast deserve enormous credit for the way in which they have responded to the threats to their jobs and livelihoods coming from the United States, and from Boeing in particular. Can the Prime Minister assure us that she will continue building on the good work that has already happened through herself, the Secretary of State for Business, Energy and Industrial Strategy and the Secretary of State for Northern Ireland, and that she will continue to work with us, the unions and management to ensure that the threat of tariffs is removed, that the C series is a success story and that thousands of jobs in Belfast and across the United Kingdom are protected?
I am very happy to give that commitment. A lot of work has been done in relation to this issue by me, the Business Secretary, the Chancellor of the Exchequer and other Ministers with our opposite numbers in America and Canada. We will certainly continue that work. Obviously, the most recent announcement in relation to Airbus and the C series is important. We want to ensure that those jobs stay in Northern Ireland, because we recognise the importance of those jobs to the economy of Northern Ireland and, obviously, also to the people and their families.

Commons ChamberI recognise the importance of the fishing industry to a number of parts of the United Kingdom, including, of course, my hon. Friend’s constituency. He is right to raise this point. The Government are engaging with a range of fishing stakeholders, including a meeting with the Scottish Fishermen’s Federation in July. We do value our fishing communities, and supporting them will be an important part of the action we take as we exit the European Union. We are working closely with the fishing industry. I myself met fishermen on a number of occasions across the summer and spoke to them about the industry. We are working with fishermen and others who have a stake in the industry to make sure that we get this right when we leave the European Union.
The Prime Minister will be aware of my party’s initiative last week to have devolution up and running in Northern Ireland immediately, in parallel with the talks process—an initiative that was welcomed by the Irish Government, Opposition parties and a wide section of public opinion in Northern Ireland. If, however, despite all our best efforts and the agreement of all the other parties, Sinn Féin stands alone and continues to block the restoration of government in Northern Ireland, will she confirm to the House what a Government spokesperson said yesterday evening about the future governance arrangements for Northern Ireland, particularly the very welcome statement that there will be no question of joint authority or a role for Dublin?
The right hon. Gentleman is right about the importance of the talks to restore a devolved Administration in Northern Ireland. I am happy to confirm that we will not be looking at a joint authority. He will be aware that the Belfast agreement includes certain responsibilities in relation to the Government of the Republic of Ireland in north-south co-ordination, but the focus for us all should be on trying to ensure that we can resolve the current differences and see that devolved Administration reasserted in Northern Ireland. That is what would be best for the people of Northern Ireland.

Suicide rates in Northern Ireland, particularly in my constituency, and issues of severe mental health are some of the worst in Europe, and indeed the developed world, and clinicians and others have pointed to the legacy of 30 years of terrorism and violence and the awful effects of that. Part of the money that we are investing this week will go to mental health care—extra investment in the health service. Is it not time that people recognised that this is delivery for all the people of Northern Ireland, across all sections of the community, and that it is going to help some of the most vulnerable and disadvantaged people in Northern Ireland? People should get behind it and welcome it.

Commons ChamberMy right hon. Friend started her question by saying that immigration was the No. 1 priority. What we have done is to say that we want a comprehensive package that, yes, does enable us to control immigration and set our own rules on immigration, but also has exactly the sort of free access to the single market that I think she is talking about and that businesses want to see. I believe that we can achieve that agreement. I believe we should be optimistic and ambitious in achieving that agreement.
There are other freedoms that the European leaders will cite in relation to full membership of the single market, such as the jurisdiction of the European Court of Justice, and I think that people here voted to stop the jurisdiction of the European Court of Justice last year. But what matters to me is the outcome—not the structure by which we achieve that outcome, but whether we have that free, frictionless, tariff-free access to the single market. That is what we want to achieve and what we will be working for.
May I thank the Prime Minister for her statement, congratulate her and her Government on actually delivering on the will of the people of the United Kingdom as a whole instead of seeking to undermine it, and wish her and her Government well in the negotiations that lie ahead? We on this Bench are convinced that she is the right leader of our country for these challenging times. Is not the fundamental point that this United Kingdom—this Union—is far more important for the political and economic prosperity of all our people than the European Union? May I also commend her for No. 5 of the principles set out in her letter, Northern Ireland and the relationship with the Irish Republic? I commend her for the way in which that has been put forward, and she will have our support in the coming months and years in this House to make that a reality.
I thank the right hon. Gentleman for his comments. We have, as he said, recognised the particular circumstances of Northern Ireland—and its relationship, because of the land border, with the Republic of Ireland—in the letter to President Tusk. I also agree with the right hon. Gentleman when he says that the most important Union for the United Kingdom, economically and in other ways, is the United Kingdom. For its individual constituent parts, trading within the single market of the United Kingdom is far more important than trading with the European Union.

Commons ChamberI absolutely agree with my hon. Friend. Now is the time for us to come together, and to be united across the House and across the country to ensure that we work for the best possible deal for the United Kingdom, and the best possible future for us all.
The Prime Minister has rightly emphasised her determination to deliver for all the constituent parts of the United Kingdom on this historic day. While others are content to moan and whine, we want to see that delivery, and we are confident that she will make it happen. In Northern Ireland, some have walked away from their responsibilities with regard to devolution, but we want to see devolution up and running, and to have a functioning Northern Ireland Government, and we have set no preconditions in the way of that. If others continue to stay away from devolution and walk away, will the Prime Minister pledge to work ever more closely with those of us in this House to defend and protect the interests of Northern Ireland?
We all want to work together to ensure that we protect the best interests of Northern Ireland. As the right hon. Gentleman just said, ensuring that we have strong devolved government in Northern Ireland is important for the future. It is important, so that we can build on the significant progress that has been made in recent years for the people of Northern Ireland. I urge all parties to come to the talks with a view to finding a way through, so that Northern Ireland can once again be restored to devolved government.

Commons ChamberOver the nearly 20 years that I have been in this House, the level of security on the parliamentary estate has been enhanced significantly, and the number of armed officers on the parliamentary estate has been enhanced significantly. As to whether individual officers undertaking particular duties are routinely armed, that is an operational matter for the police themselves. They are best able to judge the circumstances in which it is best for individuals to have such arms. Of course, we have seen a significant increase in the number of armed response vehicles and the number of counter-terrorism specialist firearms officers. It is a sad reflection of the threat that we face that it has been necessary to do that, but we have been doing so. But, as I said, my right hon. Friend’s specific question is really an operational matter for the police.
May I too commend the Prime Minister for her words last evening and today, when she spoke for all of us and for the entire country? PC Keith Palmer and his colleagues are the reason we are here today and on any other day. He embodied the rule of law, which we stand for, and stood in harm’s way for all of us. We remember and pray for his family, all the victims who suffered yesterday and the bereaved. We must remember, too, and always will, the bravery of the emergency services, the police, the security forces and our own parliamentary staff and, indeed, the goodness and decency of ordinary members of the public who rushed without regard for their own safety to help people—that includes our hon. Friend the Member for Bournemouth East (Mr Ellwood).
We must uphold the values of this place—our democratic values. We have learned in Northern Ireland that the way to overcome terrorism is by working together politically, and in every other way, to ensure that our democratic values, the rule of law and human rights are all upheld in every way that they can be. We must rededicate ourselves to that in the future.
I absolutely agree with the right hon. Gentleman—we are able to be here today because of the bravery of our police officers. He rightly referred to the emergency services and others—members of the public, as he said—and to the staff of this House and of this Parliament who calmly went about their jobs to ensure that everybody was safe yesterday. As he said—he referred to the experience in Northern Ireland—the way to defeat terrorism is by working together and upholding our democratic values.

Commons ChamberAs I have just said in response to the right hon. Member for Gordon (Alex Salmond), at the moment the evidence is that the Scottish people do not want a second independence referendum. As we negotiate issues in relation to access to the single market through the free trade deal that we will be negotiating, we will be taking into account the interests of the whole of the United Kingdom—of every part of it—and ensuring that that deal works for everybody across the UK, including the people of Scotland.
Following the successful conclusion of the article 50 Bill last night, there are some in Northern Ireland who would add to the uncertainty and division by calling for a border poll. They have already created enough uncertainty and division by collapsing the institutions in Northern Ireland. Will the Prime Minister take this opportunity to tell people that there has never been more support for the Union in Northern Ireland across all communities, and that in fact such a call is outside the terms of the Belfast agreement, and the very point that Sinn Féin keeps harping on about is that it wants the implementation of the agreements?
The right hon. Gentleman is right: obviously there is a set of circumstances, but the Secretary of State for Northern Ireland has looked at this issue and it is not right to have a border poll at this stage. What we should all be focusing on is bringing the parties together to ensure that we can continue to see the devolved Administration in Northern Ireland working, as they have done, in the interests of the people of Northern Ireland. We want to see that devolved Administration being formed, and that is what all the parties should be looking for at the moment.

Commons ChamberI am very happy to join my hon. Friend in paying tribute to David Cameron. I was pleased that he supported the Modern Slavery Act when I proposed introducing it. We are, indeed, committed to continuing our policy in this area. I have set up, and chair, a modern slavery taskforce at No. 10, bringing together various parties to ensure that we are doing what is necessary across Government to break the criminal gangs, deal with the perpetrators and provide the necessary support for victims.
May I, on behalf of my hon. and right hon. Friends, join the Prime Minister and the Leader of the Opposition in expressing condolences to the family of the late Father of the House? He will be greatly missed.
The Prime Minister cannot fail to have noticed the recent intervention in the Brexit debate by two former Prime Ministers; I am sure they were very helpful. I am sure that she will know what they and everybody else mean by “hard Brexit” and by “soft Brexit”, but we are all now wondering what is meant by a “soft coup”, when it might be triggered, and when, indeed, we will know whether it has been triggered. Perhaps the Prime Minister will elucidate on that since she has been so helpful in many other ways. Will she take the opportunity today, however, to make it clear that, whatever former Prime Ministers or Members of the unelected upper House may say, the reality is that her plan to trigger article 50 by the end of March is now clearly on track?
I thank the right hon. Gentleman for that question. It is, indeed, my plan to trigger by the end of March, and when I refer to that, I refer, of course, to the triggering of article 50, rather than attempting to trigger any coup, soft or otherwise, that might take place. It is still our intention to do that. It is important; the article 50 Bill, of course, does respond to the judgment of the Supreme Court, but it also ensures that we are responding to the voice of the United Kingdom, when people voted to ensure that we do leave the European Union, and that is what we will do.

Commons ChamberI think the whole House was somewhat surprised by the Leader of the Opposition’s contribution in relation to defence spending, but we will wait to see whether that is followed up by commitments in other debates.
On the question of EU nationals, I absolutely agree with my hon. Friend that it is important that we give that reassurance as early as possible. It is not a question of not offering reciprocal rights; it is that some member states did not want to negotiate part of what they saw as the fuller negotiations until article 50 has been triggered. It is article 50 that will trigger our ability to discuss the matter.
May I associate my right hon. and hon. Friends with the Prime Minister’s warm words of congratulation to Her Majesty the Queen on the occasion of her sapphire jubilee?
Given this country’s enormous contribution to the defence of Europe and, indeed, the west generally, and given that we are one of the world’s biggest contributors to humanitarian and international aid, may I urge the Prime Minister to use every opportunity in discussions with our European friends and partners to reiterate the need for them also to step up to the plate on both those vital issues, which are just as important as some of the other issues that we are discussing?
The right hon. Gentleman is absolutely right, and I give the commitment that I will continue to express to my European colleagues the importance of their actually stepping up to the plate and spending the requisite amount of money on defence. It is important that Europe shows that commitment.

Commons ChamberI thank my hon. Friend for raising that matter. There are important issues that I will be discussing with President Erdogan and with the Prime Minister of Turkey when I meet them on Saturday. On Cyprus, I am hopeful that the talks will continue and that we will come to a solution—we are closer to a solution now than we have been before. I have already spoken to Prime Minister Tsipras and to President Erdogan about the need to ensure that we are creative in the thinking and in the finding of a solution. I had a further telephone call with Nicos Anastasiades over the weekend about this very issue. We stand ready as a guarantor to play our part in ensuring that we see a successful conclusion of these talks and the reunification of Cyprus that people have been working towards for some time.
I join the Prime Minister in wishing a speedy recovery to the police officer who was shot and injured in my constituency in north Belfast on Sunday night. Thankfully, he was not killed—but of course that was not the terrorists’ intention. It is clear that the political instability brought about by Sinn Féin’s collapse of the Assembly is not in anyone’s interests in Northern Ireland. It is also clear that it is Sinn Féin’s intention to try to rewrite the history of the past. Will the Prime Minister make it very clear that the one-sided legal persecution of police officers and soldiers who did so much to bring peace to Northern Ireland will not be allowed to continue?
As the right hon. Gentleman indicates, political stability in Northern Ireland has been hard earned over some considerable time, and none of us wants to see that thrown away. He raised the issue of the current situation with a number of investigations by the Police Service of Northern Ireland into former soldiers and their activities in Northern Ireland. It is absolutely right that we recognise that the majority of people who lost their life did so as a result of terrorist activity, and it is important that that terrorist activity is looked into. That is why one of the issues that my right hon. Friend the Secretary of State for Northern Ireland is looking at is the legacy question and how the issue of investigation on all sides can take place in future.

Commons ChamberI am happy to reassure my hon. Friend that the Government will continue to work with the industry. It has been an important development for the United Kingdom and makes up an important part of the energy we generate from renewables. As he says, it does provide jobs and we need to ensure that we look at the training that will enable people to take up those jobs. That is why skills form part of the work we are doing on our future industrial strategy.
Does the Prime Minister agree that it is highly irresponsible and, indeed, dangerous for people to talk up the prospect of increased violence in Northern Ireland as a result of our leaving the EU, and that people should use the agreed institutions that were set up under the various agreements, not stand outside them or create new ones? Does she also agree that Brexit will not result in any change, alteration or impeding of the way in which the regions, countries and people within the UK connect with one another?
I am very happy to give the right hon. Gentleman that assurance in relation to movement around the United Kingdom. No change will take place. We will ensure that Brexit is a good deal for the whole of the United Kingdom. Those who wish to encourage violence off the back of that should, frankly, be ashamed of themselves. It is essential that we all work together to make a success of this and get the best possible opportunities for people across the whole of the United Kingdom.

Friend by saying that what we want to see in our society is tolerance and understanding. We want minority communities to be able to recognise and stand up for their traditions, but we also want to be able to stand up for our traditions generally, and that includes Christmas.
Will the Prime Minister look carefully at the calls from the Royal British Legion and Poppyscotland for new questions to be added to the next census so that we can better meet the needs of our serving personnel in the armed forces, our veterans and their families? In relation to Northern Ireland, where such a massive contribution is made to the armed forces through recruitment and service, will she look carefully at the distribution of funding under the armed forces covenant so that there is equitable funding across all regions and countries of the United Kingdom?
Of course, I am pleased that it was this Government who introduced the military covenant, and who have recognised the importance of that bond and that link with those who are serving in our armed forces and with veterans of our armed forces. I have not seen the specific request from the Royal British Legion and Poppyscotland, but that will certainly be looked at by the Cabinet Office when considering the next census.

Commons ChamberI absolutely agree with my right hon. Friend. Today is an important point, with the Syrian opposition coming together and the meeting taking place here. I also agree that the best thing for global security is to see an end to the conflict taking place in Syria. I continue to believe that that conflict and the actions of the Syrian regime, under President Assad, are what we have seen encouraging people to join terrorist organisations and go out there to fight, and then perhaps to return to other countries and conduct terrorist attacks. We must ensure that we are playing our part—as I believe the UK is today in hosting the Syrian opposition for these talks—in ensuring that we bring an end to the conflict.
I thank the Prime Minister for her statement. I commend her for the common-sense realism of her approach to negotiating our exit from the European Union. Is it not very clear that a lot of criticism and commentary now coming from those who advocated for the remain side—a perfectly legitimate point of view—demonstrates a lack of respect for the decision that the British people as a whole have now made? It is time to get on with making the best of that in the way that she proposes. I offer the support of Democratic Unionist Members and of the First Minister of Northern Ireland to the Prime Minister as she tries to achieve the best possible deal for all of the United Kingdom and for Northern Ireland in particular.
On terrorism, I ask the Prime Minister simply this: will she ensure that more action is taken to put in place greater deterrents for those who go around preaching hatred and the radicalisation of young people in the United Kingdom? More needs to be done to send out a strong message by ensuring that strong sentences are passed to act as a deterrent.
I thank the right hon. Gentleman for his support for the Government’s approach. As he says, that is the sensible way to go forward in the negotiations. I want to ensure that the interests of Northern Ireland are fully taken into account in our work, and that was the message I gave when I visited Northern Ireland shortly after I became Prime Minister. In fact, the message I have given to all the devolved Administrations is that we want that full engagement so that we can ensure that the interests of the whole United Kingdom are taken into account.
On terrorism, it is important that we deal with those who preach hatred. We saw the sentences that were given yesterday to Anjem Choudary and another individual. The whole question of the radicalisation of young people in particular, but also generally, whether online or in other ways, is important and needs to be addressed. As the right hon. Gentleman said, we want sentences that give the clear message that that is not acceptable activity for people to be involved in, but we also need to do the sort of work that is happening through, for example, the Counter Terrorism Internet Referral Unit and within Europe, as well as what we are doing to promote mainstream voices against preachers of hate.

The appalling violence must be condemned, whoever perpetrates it and wherever it comes from. I am sure that the Home Secretary will agree that fans from England, Wales, Northern Ireland and indeed the Irish Republic who have behaved in an exemplary way deserve praise, and that they are the vast bulk of fans. Our thoughts are with the family of a fan from Northern Ireland, Darren Rodgers, who was killed in an accident in Nice, and I am sure that the good wishes of the whole House go to his family at this sad time. Will the Home Secretary impress on the French authorities and UEFA the lessons that they need to learn about the events of last week?

Commons ChamberThe European Court of Justice did not say that a 12-month retention period was unlawful. It said that it recognised the need for access to and retention of the data, and it questioned the periods that were set aside. In fact, the data retention directive said that data could be retained for up to 24 months—we had previously used 12 months, rather than 24—but one of the issues was that it was said that requiring the retention of every type of data for the same period of time was not right and proportionate, and that it was necessary to be able to differentiate. We are introducing that differentiation by setting our data retention period at a maximum of 12 months, so that notices issued to CSPs for certain types of data can, if it is felt to be right, ask for retention to be for a shorter period.
As I have said, communications data are used in 95% of serious and organised crime investigations handled by the Crown Prosecution Service and have played a significant role in every Security Service counter-terrorism operation over the last decade. Clauses 1 and 2 will ensure that we can maintain the status quo by replicating our existing data retention regulations. As I have indicated, the Bill gives the Secretary of State the power to issue a notice to a communications service provider only if he or she considers the retention to be necessary and proportionate. As I said in response to my hon. Friend the Member for Isle of Wight (Mr Turner) and other hon. Members, the data retention notice will specify the duration for which data are to be retained, for up to a maximum of 12 months. If it is not proportionate to retain certain data for a full 12 months, a shorter period can be chosen. The data types that can be retained will be limited to the strict list of data types that are currently specified in the 2009 data retention regulations, and there will be a clear requirement for the Secretary of State to keep any data retention notice under review.
When it comes to the battle against terrorism, there is an ongoing, daily issue with the threat and carrying out of attacks in Northern Ireland, never mind all the other threats to national security. Does the Home Secretary agree that if this legislation were not passed, we would face an extraordinary situation, in that data retention powers would exist in the Irish Republic, because there they are in primary legislation, whereas in Northern Ireland, where the main threat exists, the Police Service of Northern Ireland and others would be deprived of a massive tool in the battle against terrorism and in co-operating with their neighbours down south?
The right hon. Gentleman makes an extremely important point. He highlights one of the reasons why it is important to pass this Bill and retain this capability in relation to communications data and lawful intercept. He is absolutely right: because the Republic of Ireland brought its communications data regulations into primary legislation, it does not have to respond to the ECJ judgment. It is because ours were in secondary legislation that we have to respond to the judgment.

Commons ChamberI have to say to the hon. Lady that the key people we should look to, to see if they are concerned, are those in the UNHCR. The UNHCR has been absolutely clear that it does not have any concerns about us not signing up to its programme. It has welcomed the scheme that we are putting together. I think that across the country people will welcome the fact that the Government have recognised the plight of Syrian refugees and have been willing to take this action, particularly with a focus on those who are most vulnerable.
In addition to the scheme announced today, we continue to consider asylum claims under our normal rules. We have a proud tradition of giving sanctuary to people in genuine need, and since the crisis began, we have taken in nearly 3,500 asylum seekers—the fourth highest in the EU—with 1,100 Syrian nationals recognised as refugees in the year to September 2013. Where Syrian nationals were working or studying in this country when the conflict broke out, we have also made it easier for them to stay here until there is a resolution to the crisis.
As Ministers have said consistently, we believe that the best way of reaching the greatest number of people is by focusing humanitarian efforts on the region, and that is the only realistic way in which the rights of the vast majority of displaced persons can be safeguarded. Let me outline what the £600 million that Britain is providing is helping to provide.
I commend the Home Secretary on today’s very welcome announcement, but I want to ask her about the wider issue of humanitarian aid. I visited Zaatari refugee camp not long ago and witnessed at first hand the extent of the UK aid to Syrian refugees. Does she share the concern that I and others, including many of my constituents, have about the level of help being given by other EU member states and others in the international community? As well has taking refugees, they need to contribute more financially to help those in the greatest need.
The right hon. Gentleman makes an important point. We can be proud of what we have done. As I indicated earlier, our £600 million is the second largest bilateral contribution—second only to the United States—and I agree that other countries need to look at what help they are providing.

My hon. Friend raises the same point as my hon. Friend the Member for Aldershot (Sir Gerald Howarth) raised, and I suspect that other hon. Friends would like to raise the same point. I think it right for this Government to look at everything we can do to ensure that we can maintain the control of migration to which we have been committed to introducing in the UK. The current legal position is clear, and I have set it out, but it is right to look at every possibility to ensure that we deal with the situation. I have set out in my response to the urgent question the moves that we are making.
Given the abject failure, as the right hon. Lady describes it, of the European Commission adequately to respond to a joint initiative that included the German Government and others, would it not be a good idea to press the matter further, to extend the transitional provisions of the 2005 treaty until such time as we can have a referendum and see what decision the British people have made, and to maintain the status quo in the meantime?
As I noted, a number of hon. Members have raised this issue, so I congratulate the right hon. Gentleman on being the third to do so. I have just responded to my hon. Friend the Member for Broxbourne (Mr Walker) on that very matter. On the point about the European Commission, I agree that it has so far failed to respond. It has, however, moved in that it has accepted that the concept of free movement can be abused and that some abuse of it does take place. This is why my right hon. Friend the Secretary of State for Work and Pensions and I are working to build within the EU, a coalition of member states—beyond those I have already mentioned—that remain concerned about this issue, wish to see something done about it and can bring greater pressure on the Commission.

Commons ChamberA moment ago the Home Secretary welcomed the setting up of the National Crime Agency, as do I, but unfortunately, as she will know, in Northern Ireland it has been blocked by two parties. What steps is she taking in conjunction with the Secretary of State for Northern Ireland and the Minister of Justice in Northern Ireland to address this very big failing in relation to tackling crime and criminal gangs in Northern Ireland?
The right hon. Gentleman raises an important point. We have had a number of discussions with both my right hon. Friend the Secretary of State for Northern Ireland and the Minister of Justice in Northern Ireland on this matter. The National Crime Agency will be working with the Police Service of Northern Ireland on matters relating to serious and organised crime and all matters under the National Crime Agency’s responsibilities, and we continue to talk both to my right hon. Friend and to the Minister of Justice and look for a further way forward on this issue.

Commons ChamberAt this time of unprecedented chaos within the Metropolitan police, and given the Met’s national responsibilities for national security, are not the public right to feel concerned that it has taken its eye off the ball when it comes to protecting citizens against terrorism? What is the Home Secretary going to do to reassure people that the Met is on top of its game in terms of protecting the public against the threat of terrorism both here in the United Kingdom and from abroad?
The work that has been done by the Met, indeed led by Assistant Commissioner John Yates, on counter-terrorism policing has been important. Counter-terrorism policing has improved over the years and extra resources have been put in, which has been beneficial in keeping this country safe. The Metropolitan police have moved quickly to ensure that there is an immediate appointment to replace Assistant Commissioner John Yates in Assistant Commissioner Cressida Dick. I am sure that she will take this work forward every bit as effectively as has been done previously. I assure people that the eye has not been taken off the ball; we are very conscious of the duty to protect the public, be it from criminals or terrorists.

Commons ChamberMy hon. Friend raises an issue that has been mentioned on a number of occasions. That approach has been adopted by others. We are looking at all the techniques that we should be using to ensure that we provide the maximum protection for people in the UK. In relation to passengers, we are enhancing our ability at the borders to ensure that those who are a threat to the UK do not travel here.
I thank the Home Secretary for her statement and commend the security and intelligence services for their great work. Sadly, however, she will be aware that the bomb at East Midlands airport was not the only bomb to be planted or found at a British airport this weekend. A bomb planted by IRA dissidents was found and defused at Belfast City airport. It would have caused casualties, injuries and even death, and I commend the security forces on locating and defusing it. This illustrates the fact that British citizens are subject to attack from a range of sources. Will the Home Secretary give a guarantee to all our citizens, wherever they live, that resources and efforts will be put into combating all kinds of terrorism? The focus is rightly on the incident in the east midlands at the moment, but the people of Northern Ireland are still facing the threat of dissident republican terrorism.
The right hon. Gentleman is right to remind us of the fact that terrorism comes from a number of sources, and not just from al-Qaeda. I commend the security forces and the Police Service of Northern Ireland, not only this weekend but over recent months, for the increasing amount of work that they have done to prevent any incidents of terrorism in Northern Ireland from taking place. Indeed, the right hon. Gentleman will have seen in the national security strategy that we published two weeks ago that we have clearly identified the threat from dissident republicanism as one that we need to address. We are conscious of the fact that the number of attempted attacks in Northern Ireland has been increasing in recent months.

Commons ChamberI do indeed accept that, as my hon. Friend says, there are many responsible shooters in the UK who will have been as appalled by these events in Cumbria yesterday as everybody else was. As I indicated in my previous answer, it is right that we should have an opportunity to consider these issues, but we should do so only when we have the full facts—when the police have been able to investigate and we know as much as we can about the events that took place in Cumbria. We must not leap to conclusions before we have those facts.
The Home Secretary is absolutely right to say that today is a day for remembering the innocent victims. May I, on behalf of my party colleagues, extend our deepest sympathies to the families and friends of those who have been murdered, and to the wider community in Cumbria as well? May I support the remarks of the hon. Member for Workington (Tony Cunningham), and other local Members, about the need for continuing help for the area to assist the police, statutory agencies and charities as they continue with their important work in helping the communities through this awful time?
Indeed. I think we all recognise in this House that there are two jobs to be done: one is the police investigation, but the other is the need to provide support to the local communities in Cumbria so that they can recover from the terrible tragedy that has occurred. It is right that we recognise that there is a role for central Government and for local government in that, but there is also a role for others, including charities, many of which will be best positioned and best able to offer the sort of support, counselling, advice and practical help that people will need.
