The western rail link to Heathrow has been an issue throughout most of my time in Parliament. It has long been talked about, plans have been drawn up and people have looked at it. It has overwhelming support from business, different constituents and different political parties locally. It is something that global Britain would definitely benefit from having. I certainly support the hon. Gentleman’s proposal about the importance of that rail link.
I want Network Rail to reconsider Great Western’s application for two additional evening services and to reinstate evening peak-hour services to London Paddington. I also want it to work with Great Western on the possibility of bringing back services in the morning peak hours.
Not only has the reduction in the number of fast services had an impact on my constituents, but the service has sadly deteriorated. Again, I quote a constituent:
“The services that have been impacted the most are the 7.02 and 7.07 direct services which are now the only direct fast trains to Paddington during the 6.40-7.30am ‘super-peak’”,
and the reliability of those services
“plummeted from 96% and 93% respectively in the month leading up to the timetable change to just 74% and 37% post the timetable change”.
That included a significant number of cancellations. This is simply not good enough.
Lack of services and cancellations have led to the other problem that my constituents suffer from: significant overcrowding on the trains, including safety issues on the platform. Constituents report that they often cannot get on the 8.02 train from Maidenhead because there is simply no room. That service used to start from Twyford and a good number of seats used to be available; it now comes from Didcot Parkway, and when it gets to Maidenhead it is just not possible to get on the train, even to stand. That causes significant problems on the platform, and Great Western has had to employ security guards on the platform because of problems with overcrowding. That is a further issue that my constituents suffer from.
Sadly, I understand from Great Western that some problems with cancellations and carriage reductions were caused by a number of fatalities on the line. Those fatalities are tragedies, and our hearts go out to the families and friends of all those concerned, but those cannot account for all the problems in the service that my constituents suffer.
I have talked about Maidenhead and Twyford in particular, but constituents from Wargrave, Furze Platt and Cookham on the branch lines also want to connect with the fast services into London. Indeed, I see that my hon. Friend the Member for Henley (John Howell) is present, and his constituency is at the end of one of those branch lines. They, too, are impacted by the problems on the mainline services. The service problems need to be fixed. Network Rail needs to allow the extra evening services. It needs to work with Great Western see if the morning peak services can be reinstated.
Another possibility that would help my constituents is an expansion of the fleet, to increase capacity. I ask the Department for Transport to work with Great Western on the possibilities for increasing the rolling stock, such that extra carriages could be put on the services. That would allow greater space for my constituents to use. Other improvements to help my constituents would include better access to the platforms at Maidenhead, to help with the congestion in the subways and at the entrances and exits. That needs funding.
I noted in Prime Minister’s questions today that my right hon. Friend the Prime Minister, answering a question from another of our hon. Friends on railway infrastructure, indicated that there was a significant amount of money that the Government could spend on railway infrastructure. I am afraid that I commented to my neighbour on the Benches that that meant, I hope, that the Minister will be able to agree to the millions of pounds necessary for the infrastructure changes at Maidenhead, and indeed for more car parking, which is paramount at Twyford. On a Saturday in Twyford 10 days ago, when I was doing my street surgery, that was the single issue that came up time and again on the doorsteps. Again, it needs support from the Department. I will write to the Minister with details of those two issues, and I hope that he will be able to instruct officials to look at the proposals seriously and favourably.
My right hon. Friend mentioned the problem at Twyford. Part of that originates with people from Henley driving to Twyford to get the trains through. Will she accept my enthusiasm for joining her in getting the car parking?
I absolutely agree with my hon. Friend. It is as important that we ensure services on the branch line, and that those of his constituents who wish to come to Twyford to use its services directly are able to park. That would also be in the interests of my constituents who live in the Twyford streets that those individuals would otherwise be parking in.
Those are issues with the current service, but I will now come on to the fundamental problem underlying the timetable change and the reduction in the number of fast services from Maidenhead and Twyford: the introduction of Crossrail. When it is fully running, it will benefit those of my constituents who want to get on a train at Twyford or Maidenhead and to sit on it as it carries on through London, perhaps even to Canary Wharf. That might be a benefit. However, for those who do not want that—for those who want a fast service to Paddington, for example—Crossrail is not the answer. My constituents are being asked to forgo a service that takes 20, 21 or 22 minutes to Paddington, on a train where they might get a seat, depending on the time of the train, and that has toilets. Instead they will get on a train that takes 45 minutes to get to Paddington, with fewer seats and no toilets.
Let me give a bit of context. Maidenhead and Twyford are two of the top 10 busiest stations in the Thames valley and Berkshire region—Maidenhead is the fourth busiest and Twyford is the 10th. Both are part of a dynamic economic area that hosts thriving businesses, including the headquarters of international businesses. They are not the backwater at the end of a metro service.
I was deeply concerned when I read the letter from Great Western, which stated that it had always been the intention of the industry that the “main” provider of services from Maidenhead and Twyford—well, for all the stations between Reading and London—would be Crossrail. That was never made clear, but it absolutely confirms the fears that I always had when the Crossrail project first started, which was that at some stage the Government might turn around to my constituents and say, “We want to remove the mainline services. You can just be part of a London metro service.” My concern was exacerbated when my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), when Mayor of London, suggested that the stations in my constituency should come under the complete remit of Transport for London, as part of the London metro services. I rejected the idea then, and I reject it now.
The industry should not be planning for Crossrail to be the main service provider for my constituents. The demand of my constituents—their choice of service—should determine the service providers for their stations. The attitude that the industry will decide what sort of trains people can get just confirms the view that I have had for too long—I had it when British Rail was in place and, sadly, I think there are those in the railway industry today who think like it—which is that some people in the rail industry enjoy playing trains and do not want to think about passengers. But passengers are the key. Yes, in future some of my constituents may choose to use Crossrail, but that must be a choice. Those who choose to use fast services must have those fast services available.
I urge the Minister to ensure that the Great Western franchise continues to provide fast services for Maidenhead and Twyford on the main line, and not just the principle of fast services; there has to be a sufficient number of services at the right times, with enough seats so that people can actually get on the train. We want services to be restored at least, and enhanced at best. Some might say that it is natural for me, as a local Member of Parliament, to stand up and say that for my constituents, but it matters beyond my constituency. Actually, some people using the services in Twyford and Maidenhead are not from my constituency, as we just heard from my hon. Friend the Member for Henley (John Howell); there will also be some from the constituency of my right hon. Friend the Member for Wokingham (John Redwood), and others who come to those stations to use those fast services.
Some of my constituents have already started to drive to London instead of using the trains, because of the reduced service. How does that help our 2050 climate change target? We want more people to use the trains, but we will not achieve that if we reduce the services. We want the country’s economy to thrive. It is right to level up across the UK—that is what the modern industrial strategy, which was introduced when I was Prime Minister, is about. But levelling up does not mean reducing the vibrancy of a key part of our current economic powerhouse. Train services to Maidenhead and Twyford and the linking branch lines matter to my constituents, our environment and our economy.
I urge everybody involved—Great Western, Network Rail and the Department for Transport—to do everything to ensure that my constituents continue to have the train services that they need. We must continue to see people using those trains, to bring people from Maidenhead and Twyford to businesses in London, and from London to work in businesses in Maidenhead and Twyford, to continue to maintain our thriving economy.

The readmission last week of the Russians to the Council of Europe is being described by the Russians as international approval of the Russian invasion of Crimea. Did the Prime Minister have the chance to tell Putin that we totally reject that view?
I was able to make clear to President Putin the view that the United Kingdom takes: this was an illegal annexation of Crimea. I was also able to make it clear that we expect Russia to return the sailors and ships that were taken from the Kerch strait.

Commons ChamberI thank the hon. Lady for her remarks. I did set up the National Crime Agency and it is doing important work in this area. The new economic crime centre has been set up, and that is an important step in dealing with these issues. We continue to look at the powers that are necessary to deal with money laundering, but we have already introduced new powers that enable us to take action against those involved in these matters.
I refer my right hon. Friend to what she said about renewable energy projects in sub-Saharan Africa. How will that support the 30% renewable energy target in Nigeria, a country that cannot provide electricity to half its population?
I thank my hon. Friend for pointing that out. The point of the intervention we are making and the money that we are making available is that it will help to leverage private finance. It is through Government working together with private finance that we will be able to ensure that projects can come on board in a number of countries in Africa.

Commons ChamberAs we announced earlier this year, we have asked the NHS to produce a 10-year plan, and we will be providing a multi-year funding settlement for the NHS. Within that, we are able to provide extra money to the NHS as a result of not sending vast amounts of money to the European Union every year when we leave the European Union. That is an advantage of Brexit.
Will the Prime Minister join me in acknowledging the tremendous amount of hard work being done by the Thame remembrance project in my constituency? Three hundred people have travelled 150,000 miles to commemorate all the 212 who lost their lives in various conflicts.
I am very happy to join my hon. Friend in commending all those who have undertaken those journeys to ensure that that remembrance continues. It is important that we are able to recognise the contributions that people have made in conflict.

Commons ChamberThe Government have not forgotten about this issue. I understand from the Secretary of State for Communities and Local Government that we are waiting for the local council to produce proposals and a business case for those proposals, and we will of course look at those proposals seriously.
In acknowledging the hard work that the men and women of RAF Benson in my constituency did in the Caribbean, will the Prime Minister also acknowledge that the Puma Mk 2 helicopter was ready and available for work in the Caribbean within a couple of hours of having arrived there?
I am very happy to commend the work of all those at RAF Benson and indeed all those in our military and the volunteers who were able to provide support after the devastating hurricanes that took place in the Caribbean. I am also happy to agree with my hon. Friend that, contrary to some of the stories that were being put about, we were there, we were there on time and we were able to act very quickly to give people that support.

Commons ChamberI am grateful to the hon. Lady for raising an issue that has not been raised with me before. I will look at the Localism Act. I think that there are reasons why that period of time was put into the Act. She is right that the issue of the response of the tenant management organisation has been raised, and that it needs to be looked at by the inquiry as it looks into the reasons for the fire.
Will the results of the individual examinations to which the Prime Minister referred be produced as they become available, or will they all be subjected to the public examination? If the former, may we have a timetable for that?

As regards the tests on the cladding, as soon as the results are available—the test can be done within hours of the samples being received—the local authorities, housing associations or private landlords will be informed of them.

Commons ChamberI am very happy to give the right hon. Gentleman that assurance in relation to movement around the United Kingdom. No change will take place. We will ensure that Brexit is a good deal for the whole of the United Kingdom. Those who wish to encourage violence off the back of that should, frankly, be ashamed of themselves. It is essential that we all work together to make a success of this and get the best possible opportunities for people across the whole of the United Kingdom.
Will the Prime Minister join me in praising Henley-on-Thames for receiving its first tranche of community infrastructure levy money at the higher rate because it has a neighbourhood plan? Will she join me in praising neighbourhood planning generally as the best means of giving communities a say over the planning system?
I am very happy to congratulate my neighbouring MP and Henley-on-Thames on that achievement. My hon. Friend is absolutely right that neighbourhood plans are a crucial part of the planning system. That is how local people can have a real say over what is happening in their local area.

Commons ChamberThe right hon. Lady is absolutely right: many of those refugees will be fleeing ISIS. Of course, some will be fleeing the actions of the Syrian Government. It is important that we provide sanctuary to those who have been displaced by conflict in Syria, partly by resettling a number of refugees here in the United Kingdom. As the right hon. Lady will know, we are also the second biggest bilateral donor to the region of funds to support refugees; a very important contribution of £1.1 billion is made by the UK taxpayer.
21. What steps the Government is taking to tackle people smugglers in the Mediterranean. Prior to resettlement, a mechanism needs to be established through which refugees can claim asylum. What is the impact of this on the overall progress towards resettlement?
Refugees who are resettled under the scheme for resettling Syrian refugees are provided with five years of humanitarian protection. Of course, there are also individuals who will come here and claim asylum and who will be dealt with under the normal asylum processes, but those who are resettled under the Syrian vulnerable persons resettlement scheme are given five years’ humanitarian protection here in the UK.

Commons ChamberWe are grateful to the right hon. Gentleman for contributing to the debate, and on a matter that, as my hon. Friends have pointed out, is devolved; the decision in Scotland is for Scottish Ministers. I am sure that all of us who have taken decisions in relation to the matter have done so on the basis of the advice and evidence put before us.
The Home Secretary has commented on the powers that the police have to deal with such situations without the use of water cannon, but she has also commissioned a study on the use of Tasers. I wonder whether this is not the time for a comprehensive assessment of those powers and how they can be used.
My hon. Friend makes an interesting point. There are circumstances in which particular tools that are available to the police are used, and there are questions about their use, particularly for Tasers, in particular environments, so it is right that we look at their use. With regard to the wider use of police powers, I am always looking to ensure that the police have the necessary tools and powers available to them, commensurate with requirements relating to medical and technical advice and with the need to maintain the firm trust between the police and the public.

Commons ChamberMy hon. Friend makes an important point about the need for training. We have been clear that direct entrants need to have a period of training. The College of Policing has developed such training, which lasts 18 months. I am pleased to see that one of the side benefits of direct entry is that the training of direct entrants will be looked at in conjunction with that of officers who are promoted to superintendent levels through the police force. This is welcomed by the Police Superintendents Association of England and Wales.
I am glad that the Home Secretary is tackling the issue of complaints, and I welcome the consultation. I do not want her to prejudge the consultation, but how difficult will it be to get the police complaints system to take on board imaginative schemes such as that of Anthony Stansfeld?

Commons ChamberI thank the hon. Gentleman for welcoming the public inquiry, and I note his other comments. It is of course the case that the initial investigation into Stephen Lawrence’s murder was deeply flawed. As we know, it is only recently that the family has seen any level of justice in relation to the murder of Stephen Lawrence. It is imperative that the investigations continue, and that as we bring forward various other measures, we make sure and keep our focus on ensuring that we get to the truth about the murder of Stephen Lawrence and, obviously, the behaviour of officers in the Metropolitan police and the way in which the investigation and other matters were conducted.
The allegations are extremely serious, indeed. Notwithstanding what the Home Secretary has said about the general nature of policing, they show that there is a great need to change the culture of policing in this country. She has put a lot of faith in bringing in outside talent, but does she really think that that is enough?
Bringing in outside talent is a very important part of this process. It will bring different cultures, attitudes and experiences into the police, which will be a significant part of changing the culture. I also think that other steps we are taking—such as the code of ethics by the College of Policing, and the transfer of investigations of serious complaints against the police to the IPCC so that the police do not investigate themselves—are all part of the picture. I believe that opening up senior ranks to people from outside is an important part of bringing in a more diverse culture, experience and approach, which can only be of benefit.

Commons Chamber13. What recent steps she has taken to improve the visa and immigration system.
The Government are working to build an immigration system that works in the national interest. We are reforming immigration routes, tackling abuse and improving customer services. We have abolished the UK Border Agency and created three distinct commands focusing on border control, visas and immigration, and immigration enforcement. Those are the right changes, but it will take substantial work and a number of years to fix the broken system that we inherited.
Does the Home Secretary agree that recent visa figures showing a 7% rise in the number of applications to study in Britain show that we continue to attract the brightest and best students from around the globe?
That is absolutely right. One of the key changes that we made to the immigration system was to introduce a greater degree of differentiation so that we encourage the brightest and the best. The figures that my hon. Friend quoted show that we are bringing the brightest and the best into our universities, and long may that continue. At the same time, we have rooted out abuse and continue to work to do so, particularly in the student visa system.

Commons Chamber1. What steps she has taken to reform the police.
I am happy to tell my hon. Friend that we have scrapped national targets, improved police accountability, reformed pay and conditions, abolished bureaucracy, set up the National Crime Agency and College of Policing and brought in elected police and crime commissioners. Those are the most radical reforms in the history of policing.
I thank my right hon. Friend for that answer. Will she also confirm that crime has fallen to the lowest level on record?
Again, I am happy to tell my hon. Friend that crime is down on both the reported measures of recorded crime and the crime survey. Recorded crime is down by more than 10% under this Government, and that is backed up by the independent crime survey, which shows that crime has halved since 1995 and is indeed at its lowest level since the survey began in 1981.

Commons ChamberAs I am sure the hon. Gentleman is aware, the European Commission has brought forward a proposal for a new regulation relating to Europol. We propose to opt back into the current Europol regulation. The new regulation would allow the possibility that Europol could in future direct police forces across Europe, and notably our police forces, in order to undertake investigations, so they could be mandated by Europol at the centre. We believe in operational independence for our police forces here in the UK and are not prepared to see Europol being able to mandate them.
The decision to which the Home Secretary referred today in her welcome statement was made under the terms of the Lisbon treaty. How do those relate to the wholesale renegotiation of our relationship with the EU that a Conservative Government are pursuing?

Commons ChamberIt was a coalition agreement commitment that we would introduce directly elected individuals to oversee police forces and to hold them to account, and that there would be proper checks and balances. Far from there not being proper checks and balances, as the right hon. Lady suggests, the police and crime panels will provide real checks and balances to the police and crime commissioner. Perhaps she needs to speak to the shadow policing Minister, the hon. Member for Gedling (Vernon Coaker), who a couple of years ago said that
“only direct election, based on geographic constituencies, will deliver the strong connection to the public which is critical”.
We agree with him.
3. What estimate she has made of the likely effect of her policy on student visas on the number of visas issued in the 12 months following its implementation.

Commons ChamberAs part of the Government’s national security strategy, we conducted a national security risk assessment—the first time that a Government have undertaken a comprehensive assessment of all national security risks to the UK. The most important risks were then placed into three tiers to inform the strategic defence and security review.
I thank my right hon. Friend for that answer. Does she agree that the issue is even more important today, because the recent activities of WikiLeaks have shown the need to strengthen cybersecurity measures in the UK?
My hon. Friend makes a very pertinent point. On WikiLeaks, the Prime Minister’s national security adviser has written to all Departments to ask them to look again at their information security and to provide him with assurance about the level of that information security.
My hon. Friend makes a wider point about cybersecurity. This Government recognise the importance of dealing with cybersecurity and cybercrime, which is why we focused on both in the strategic defence and security review and in the national security strategy, and over the next four years £650 million is being made available to develop a national cybersecurity programme.
