The right hon. Gentleman talks about the car industry; I am sorry that, in referencing that industry, he did not reference the fact that in the last week we have seen the announcement by Jaguar Land Rover that it is going to manufacture electric vehicles in Castle Bromwich, preserving 2,700 jobs at the plant. We have also seen BMW announce that it is going to manufacture the electric Mini in its Oxford plant, preserving 5,000 jobs in that plant.

The right hon. Gentleman knows that he could have taken no deal off the table by voting for the deal. But if he wants to talk about economic forecasts and the future of economies, perhaps he should give a little more reflection to the fact that the forecasts for Scotland show that its economy will grow more slowly than the rest of the United Kingdom over the next four years—under an SNP Government in Scotland.

Q9. Cross-party work can be immensely beneficial, especially when delivering on the people’s priorities. Does my right hon. Friend agree that an excellent example is Farnworth and Kearsley First’s work with the Bolton Council leadership—which is now Conservative—to win an award for a future high streets fund? We can all agree that our high streets are the keystone of our local communities.

My hon. Friend makes an absolutely excellent point. What we have seen in the example that he has cited is the benefit of cross-party working. This can be immensely good—immensely positive—for local communities. I am delighted to hear that Bolton Council’s bid for Farnworth town centre has been successful in progressing to the next phase of the future high streets fund. My hon. Friend is right: we believe in our high streets—that is why we have created the high streets fund. This cross-party working by Conservative-led Bolton Council has shown what can be achieved.

The hon. Gentleman will know full well that as Home Secretary I stood at this Dispatch Box and led a debate in which we ensured that when we exercised the powers available under protocol 36 we went back into the European arrest warrant. The European arrest warrant is one of those instruments that we have identified in our Chequers plan as one that we wish to discuss with the European Union, with a view to being able to continue to use it.

Leah Aldridge was killed by her father in 2002. After the coroner and Greater Manchester police finished their investigation, the body was returned to the family for the funeral. Last year, the police discovered that they had retained some of Leah’s body parts, and these were returned to the family for a second funeral. Only a few weeks ago, yet more body parts were discovered by the police and the family had to go through the ordeal of a third funeral. They have no confidence that Greater Manchester police or the police and crime commissioner, the Mayor of Greater Manchester, now have finally allowed the family to lay their daughter Leah to rest. Will the Prime Minister hold an inquiry into this matter for the sake of Leah’s family and for other families across Greater Manchester?

This is an absolutely terrible case. I am sure, as my hon. Friend will have felt from the reaction of Members across the House when they heard him set out the details, that we all want to express our deepest sympathy to Leah’s family for the prolonged trauma they have had to endure as a result of the way that this has been handled.

I understand that the deputy Mayor of Greater Manchester has been in touch with the Human Tissue Authority about the case. The authority is advising on ensuring that the establishment concerned does the necessary work to evaluate what went wrong in this case and puts in place measures to minimise the chance that this can ever happen again. Officials in the Home Office will meet both the Greater Manchester police and the National Police Chiefs’ Council to further address the issue of historically held human tissue. I will ensure that the relevant Home Office Minister updates my hon. Friend on the outcome of those meetings.

The United Nations has called on Governments around the world to call out the action that has been taken and to be ready to stand up against that action. That is exactly what this Government are doing. We will talk to our UN colleagues to ensure that the best possible approach can be taken in relation to these issues, but it is not just about the Syrian Government; it is about the backers of the Syrian Government as well. We call on all their backers, including Russia, to ensure that the violence stops, and that those people who are need of help are given that help.

Q7. De La Rue has been manufacturing and innovating in the UK for nearly 200 years, including at its factory in Westhoughton at the heart of my constituency. It is the only British company that is bidding to produce our new passport, with the other two bidders being French. Will my right hon. Friend commit to doing all she can to support our manufacturers and innovators, and to make our new blue passport truly British?

I am sure that my hon. Friend is aware that the competition will be open and fair. I cannot comment on individual bids, but I am sure that he will make his voice heard. It is right that from autumn 2019 we will issue new blue and gold passports, which have always been the UK’s colours of choice for our passports. It is absolutely right that after we leave the European Union, we return to deciding the colour of passports that we want, not that the European Union wants.

There is only one part of the NHS that has seen a cut in its funding—the NHS in Wales under a Labour Government. This is a Government backing the NHS plan, putting more money into the NHS, recruiting more doctors and nurses, and seeing new treatments come on board which ensure that people are getting the best treatment that they need, because this is a Government who recognise the priorities of the British people: to ensure that our NHS remains a world-class healthcare system—indeed, the best healthcare system in the world—to build the homes that people need, and to make sure that our kids are in good schools. This is a Government who are building a country that works for everyone, and a country in which people can look to the future with optimism and hope.

Q8. The British people need to be confident in the integrity of our voting system, so what is my right hon. Friend doing to follow up on Sir Eric Pickles’ report, “Securing the ballot”, to minimise voter fraud, whether for referendums, general elections or local elections?

May I congratulate my hon. Friend on a very good council by-election result in Hulton, where the Conservatives took a seat from the Labour party?

My hon. Friend raises an important issue about strengthening our electoral process and enhancing the confidence people have in our democratic processes. We are shortly going to be running pilot schemes in five local authorities to identify the best way to implement voter ID and nationality checks. Tower Hamlets, Slough and Peterborough are going to be piloting measures to improve the integrity of the postal and proxy vote process. Our democracy matters, but it is important that people can have true confidence in it.

Will my right hon. Friend join me in praising the work of Fortalice, which has provided domestic abuse support in Bolton for 40 years? Will she consider under the current reforms the benefits of a new funding structure for domestic abuse refuges separate from the supported housing sector, so that refuges can continue to deliver their specialist support?

I thank my hon. Friend for raising the question of refuges, and I am also very happy to join him in praising the work of Fortalice and services like it across the country. He mentions the reforms that we are putting in place. Indeed, that is because we feel that at the moment the system is not responsive to the needs of vulnerable women in local areas. That is why we want to put the funding in the hands of local authorities, but bring in new oversight to make sure we are delivering the right support for the right people. It is trying to ensure that we are focusing the support on those who need it and that the system is more responsive to the needs of vulnerable women.

The right hon. Gentleman cannot just stand up and say that because the Home Office is getting more efficient, it will take longer for answers to be given. Yes, the Home Office is getting more efficient at dealing with these things. I do not know whether he has ever heard about technology, but these days people apply online and they are dealt with online.

Q3. Following the recent findings of a study of terror convictions in Britain, it is clear that there are serious problems with how communities integrate into society and a danger that that lack of integration leads to acts of terror. Will the Prime Minister update the House on the Government’s counter-extremism strategy and response to these findings?

Again, this is a very serious issue that my hon. Friend has raised. The Government are taking a comprehensive approach to tackling terrorism and violent extremism at source, but also, through our counter-extremism strategy, we are looking at extremism more widely. We want to defeat not just terrorism and violent extremism but extremism wherever it occurs. We will shortly be publishing a new counter-terrorism strategy. In the coming months, we will be responding to Dame Louise Casey’s report on integration. That is backed up by additional investment in our security and intelligence agencies—£2.5 billion over five years—and I am clear that the Government are doing everything they can to tackle issues around integration, extremism and terrorism.

The Government are putting more money into infrastructure throughout the country. The Labour party had 13 years in which to improve transport in west Cumbria, and did not do anything about it.

Q14. I recently visited the headquarters of Woodall Nicholson, a world-class coachbuilding company based in my constituency, and heard about its exciting plans for the future. Will my right hon. Friend join me in emphasising the importance of skills and manufacturing to our economy, especially as we look to leave the European Union?

I thank my hon. Friend for drawing our attention to the example of Woodall Nicholson. We are pleased to hear that it has those good plans for the future. As we leave the EU, we will be doing so from a position of strength, and my hon. Friend is right to say that skills and manufacturing are important parts of our economy for the future. That is why, in the industrial strategy, we are looking into how we can develop the excellence that we have in the United Kingdom to ensure that we have a prosperous, growing economy for the future.

The last time I looked, Cardiff was actually in Wales—the hon. Gentleman says we are taking offices out of Wales and putting them in Cardiff. The whole point of what Her Majesty’s Revenue and Customs is doing is to move from outdated offices to large, modern regional centres, which will make it possible to modernise its ways of working, make tax collection more efficient and actually improve its customer service.

I welcome my right hon. Friend’s speech setting out a plan for global Britain. It clearly shows that those on the Government Benches are listening to the British people. Will she commend this approach to the council leaders now considering the Greater Manchester spatial framework consultation responses, as they need to listen to the people, give us better infrastructure and protect our green spaces?

I understand that the consultation on the spatial framework closed earlier this week and that there has been huge interest among local people. Last week, I was in Washington at the five-country ministerial with my counterparts from the United States, Canada, Australia and New Zealand to discuss the threat we all face from extremism and terrorism—a threat that is real and growing. In 2014, Daesh in Syria and Iraq directed, inspired or enabled some 20 attacks in other countries worldwide. In 2015, there were almost 60 such attacks, as well as more than 200 attacks carried out by Daesh branches including those in Libya and Egypt.

This is a fight that cannot be won by acting in isolation. It is a global threat, which requires a global response. We must be more open to sharing intelligence with our partners and more proactive in offering our expertise. We must work at an international level to counter the twisted narrative peddled by Daesh and other terrorist organisations, and we must organise our own efforts more effectively to support vulnerable states and improve their ability to respond to the threat from terrorism. At the five-country ministerial, we made commitments to strengthen information sharing, enhance efforts to prevent the movement of terrorists and encourage social media companies to work more with Governments. This is the challenge of our generation, and it is one that we will win by working together.

I thank my right hon. Friend for her answer. Does she agree that the creation of the police and crime commissioner role was a great step in the right direction, and that it ought to change radically in future and take on more responsibilities?

I absolutely agree with my hon. Friend. It was important to create the role of a directly elected individual who is accountable to the public for local policing, but we called such individuals police and crime commissioners precisely because we wanted to see the role evolve. My right hon. Friend the Justice Secretary and I are already in discussion about how the role might evolve in relation to the rest of the criminal justice system.

The terrible events in Tunisia show the importance of our work to defeat terrorism and extremism at home and overseas. We have already increased counter-terrorism funding, and last week a new duty came into effect on public servants to tackle radicalisation. We are determined to go further, and our counter-extremism strategy will set out a wide-ranging response, part of which will be implemented by the forthcoming counter-extremism Bill. Together, we must defeat these pernicious and poisonous ideologies.

I thank my hon. Friend for raising that issue, and she is absolutely right. Our counter-extremism strategy will tackle extremism in all its forms, not just Islamist extremism but, for example, neo-Nazi extremism. I am sure we are all of one view that the anti-Semitic and anti-Muslim hatred that neo-Nazis perpetrate is evil and wicked, and that we must do something about it.

Preachers of hate want to foster a victim mentality in our community that they can then exploit. What is the Secretary of State doing to remove their platform?

There is not a simple answer to that issue, which is why the counter-extremism strategy will be comprehensive and will work across various aspects of Government. This is not just about government; we want to work with communities and society to ensure that we develop more support for, and understanding of, the values that we share. We need to promote those values and ensure that those who seek to divide us are not able to do so.
