We have seen limited improvements—I have highlighted that—but we want to see Israel stand up to its commitment to increase the total number of aid trucks to at least 500 a day and increase the capacity through the Jordan land corridor to 100 trucks a day. More work is clearly required, and it is important to highlight that this is not just for is; it is an international priority where we are working with our partners.

Given the horrific scale of killing and the starvation of Palestinians, and especially children, we need an immediate ceasefire and the release of hostages, and the Netanyahu Government must allow aid into Gaza unimpeded, rather than continually blocking it. There also needs to be a process of investigation, accountability and justice, whether through the ICC, the ICJ or the UN commission of inquiry, given the serious allegations of war crimes, but the UK Conservative Government do not presently find any of those routes acceptable. Will the Minister please highlight which of those accountability mechanisms they find acceptable?

We respect the role and independence of the ICJ, but, to the points that the hon. Member raised, our view is that Israel’s actions in Gaza cannot be described as genocide. We remain clear that formal determination of genocide should be based on the final judgment by a competent court.

We are seeking a mobility arrangement with the Schengen area to facilitate flow at the Gibraltar-Spain border. The arrangement would remove checks from the Gibraltar-Spain border. Instead, those arriving in Gibraltar would pass through Gibraltar immigration, followed by Schengen immigration. [Interruption.] The exact details of arrangements form part of the ongoing negotiation. In line with the December 2020 political framework, as a default those travelling to Gibraltar would undergo both Gibraltar immigration controls and Schengen entry checks.

During my visits to Gibraltar, including recently with the excellent armed forces parliamentary scheme, I appreciated not merely that Gibraltar is an incredible place, but also the firm commitment of Gibraltarians to uphold their sovereignty. What assessment has the Minister made of the ongoing impact of the uncertainty on the economy of the Rock? What steps are being taken to catalyse growth in the region?

That is why we are taking forward these negotiations, which are about future prosperity and protecting sovereignty. That is fundamental and the Government in Gibraltar are keen to work with us on that. They have said that they are working in good faith and feel that our relationship is stronger than ever.

That is a very good question from my hon. Friend. He knows more about Brazil than most people in the House, and I respect him for that knowledge and for the points he has made. Of course, we are working closely with Brazil. It has expressed its concern and warned against unilateral action. It has said that there is no way that Venezuela’s military forces would be able to access Guyana through Brazil, and we will continue to work with it very closely. As he says, we have a strong relationship not just defence-wise, but as we look to its G20 presidency and its hosting of COP30.

What we are seeing is a shameful and cynical move by Venezuela’s President Maduro to threaten and bully a smaller neighbour. We in the UK must make it clear that we cannot allow such threatening behaviour to continue, so what steps is the Minister taking, along with international allies, to affirm the UK’s unwavering support for Guyana’s sovereignty?

As I said in my statement, we have worked with the Commonwealth ministerial group to call out this action in joint harmony with our other relevant Commonwealth partners. We continue to work with other international bodies to call it out, and obviously, we will be in a position to form a view—along with others in this House—later today, after the meeting that is taking place in St Vincent and the Grenadines.

2. What diplomatic steps he is taking to support the Brazilian Government on protecting environmental activists in that country.

My right hon. Friend the Foreign Secretary visited Brazil in May and I visited in March. We both met Brazilian authorities to discuss the risks faced by environmental activists in Brazil and how the UK can support their protection, including through the UK-Brazil partnership on green and inclusive growth, which was signed in May during the Foreign Secretary’s visit.

Last week marked the one-year anniversary of the brutal murders in Brazil of the environmental activists and journalists Dom Phillips and Bruno Pereira. It is vital that those responsible for their murders are brought to justice, but we in the UK must play our part to protect environmental and indigenous activists from violence. What steps is the Minister taking to protect activists, especially British nationals, who are engaged in environmental activism abroad? On Brazil, what assessment has the UK Government made of President Lula’s attempts to halt deforestation of the Amazon rainforest?

David Rutley Portrait David Rutley

I thank the hon. Member for his question. I offer my sincere condolences and the condolences of all on the Government Front Bench and, I am sure, of the whole House, to the families of Dom Phillips and Bruno Pereira, particularly considering the first anniversary that the hon. Member highlights. I know that the Foreign Secretary had meetings with the police and with Ministers to discuss the case, and I have had similar conversations. We want to make sure that those who committed that heinous crime are called to account and face justice. We continue to have active dialogue with the Brazilian Government to find ways that we can tackle environmental crime and deforestation.

The hon. Gentleman makes important points about freedom of religion or belief. That is key, and I know it is at the heart of much of what the hon. Member for Strangford (Jim Shannon) said in his opening remarks. The SNP spokesperson also talks about funding. As I said in answer to a previous question, the Government have put a package of funding together for the World Service, and the FCDO has provided funding particularly for those four languages I highlighted earlier, because we believe it is vital for the BBC to have that independent voice and to have the reassurance that it can carry on its work.

We in the UK are very proud of our press freedoms and, indeed, are accustomed to having the BBC and other reputable outlets hold the UK Government, the Prime Minister and Opposition parties to account in a devastating manner. That is why many of us were so concerned that India, a nation with which we have shared values of democracy and press freedoms, decided to conduct a raid on the BBC offices after the airing of a documentary critical of the Indian Prime Minister’s actions. Exactly what conversations has the Minister had with his Indian counterpart to ensure that journalists can undertake their work without fear or favour?

As I highlighted earlier, we have wide-ranging conversations with the Indian Government because of our broad and deep relationship. These issues have absolutely been raised as part of those conversations.
