I thank the hon. Gentleman for again bringing to the House’s attention these important matters, which would not otherwise get much airtime. It is nice to have some good news, and it shows the difference that particular Ministers can make under difficult circumstances. I am sure the whole House will join him in congratulating that particular gentleman.

I join the hon. Gentleman in condemning China’s repression of Buddhists in Tibet. The Foreign Office will monitor both those situations closely. I thank him again for raising them.

It is sadly impossible for new patients to find an NHS dentist in Blackpool. It is estimated that 40% of my constituents— some 35,000 people—cannot currently access NHS treatment. Every single week, I have constituents attending my surgeries pleading with me to get them the treatment they so badly need. Only last week, a mother attended my surgery who had had to remove the teeth of her six-year-old daughter with pliers because she was in so much pain and could not access the treatment her family needed. As the NHS dentistry recovery plan is long overdue, would it be in order for the House to receive a ministerial statement on when we may finally see some progress on this issue?

I am sorry to hear about the situation in the hon. Gentleman’s constituency. I happen to know from recent meetings with the Under-Secretary of State for Health and Social Care, my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom), who is responsible for this policy area, that she is doing a lot of work, which she will be keen to bring to the House’s attention in short order.

The hon. Gentleman will know that the Government have given a considerable uplift to local commissioners to ensure that providers are in place. From memory, I think £50 million was given at the start of last year. I know that my right hon. Friend the Minister is interested in what commissioners have done with that money as it was flexibly given—it was not ringfenced—although it was specifically given for dentist treatment. She is looking into that matter, and I will be interested to see what the answer is in the hon. Gentleman’s constituency.

I thank my hon. Friend for mentioning Sydney Chapman and his campaign; it is nice to know of the legacy that Members of this place can leave. My hon. Friend will know that we are committed to implementing the provisions that she mentioned at the earliest opportunity through secondary legislation. We also recognise that businesses need clarity on their obligations, so that they can prepare to meet them. Questions to the Department for Environment, Food and Rural Affairs are on 7 December, next week, so she may wish to raise her point directly with the Secretary of State then.

Although the Government’s decision to reduce air passenger duty has boosted regional aviation, further reform of public service obligation routes is still required if we are to maximise the use of regional airports, such as Blackpool airport. Will my right hon. Friend find time for a debate on reforming PSOs, and may we have a debate on how we can support regional airports and regional aviation?

Regional airports are absolutely vital to local economies, and they are one of the things that make us very attractive to inward investors. This is an important matter. The hon. Member will know that he can raise it directly with the Secretary of State for Transport on 14 December, and I encourage him to do so.

I am very happy to knock that one on the head. It is not an alternative to Rwanda, and nor are various other places that have been mentioned, including the Orkney Islands. That would be definitely out, given the reliability of Scottish National party ferry services.

Last Sunday was International Men’s Day, which is a brilliant opportunity to highlight the positive contribution that men make to society, as well as some of the challenges we face. Foremost among those is men’s mental health and, in particular, the high rates of male suicide. I recently visited Conscious Recovery, an inspiring Blackpool charity that supports those dealing with mental health issues and raises awareness of those issues in our community. Will the Leader of the House join me in thanking and praising those brilliant volunteers and charities who do enormous work in this area and who make so much difference? Will she support a debate on improving mental health and preventing suicide?

I thank the hon. Gentleman for championing Conscious Recovery in his constituency. I am sure the whole House would want to thank all the volunteers who work for that organisation, as well as those who work for many organisations across the country and in our own constituencies, too. I am pleased that he has been able to raise the profile of this important issue, and I thank him for his campaign work on it. It is critical, particularly for young men who are very vulnerable to not opening up about their mental health issues, often with terrible consequences. We should applaud all efforts to ensure that they get the help and interventions they need.

I thank the hon. Lady for raising this matter and advertising this event. She is absolutely right, particularly as the covid inquiry looks at these matters, that the experiences and concerns of those who lost loved ones should be at the forefront. It was a terribly traumatic few years for everyone, with the isolation and the additional pressures that people faced. To lose, in some cases, multiple family members during such a time is incredibly hard to metabolise and bear. She will know how to apply for a debate, but if she sends the details to my office I shall look at ways I can support this.

My constituents generally support reaching net zero, but not when we put in front of them the estimated increase in costs to their family to pay for it, not least the additional costs of green tariffs on energy bills, moving away from gas boilers, banning new petrol cars, and so on. The transition to net zero is estimated to cost around £1 trillion and will invariably be borne by hard-working families who can least afford it. Having debated the Energy Bill this week, would now be an opportune time to consider holding a debate on the estimated costs of net zero and how it will affect ordinary families in this country?

I thank my hon. Friend for raising that important point. I have great sympathy with what he outlines. I would not just say, “What is the fair and right thing to do?” If we want to be successful in making this transition, and helping other countries to do so, we can do that only with technology, solutions and innovation that people will love and want to adopt, and that will make their bills cheaper and their lives easier. That is the only way we will be successful in meeting our environmental ambitions. I encourage him to apply for a debate, and to focus on not just the costs, but the value of innovation and how we can encourage British businesses to be at the forefront of it, and take their ideas and sell them to the world.

In reply to the hon. Member for Edinburgh North and Leith (Deidre Brock), I have already given the SNP a lesson in balancing the books. I do not think this Government should take any lessons from the SNP Government, who have nearly £2 billion between what they spend and what is in their budget. In addition to understanding the cost and price of everything, it is also important for us, in this place, to understand the value of things. Trident is a nuclear deterrent. There is no blank cheque for that nuclear deterrent, but it is there doing a vital job. If hon. Members cannot see the merits of us having a deterrent at this moment, I do not know that they will ever be able to grasp that.

Any arguments about the defence of this nation relate to our commitment to NATO. The SNP purports to support that commitment, but having a nuclear deterrent is pretty fundamental to being a member of NATO. If all those arguments have failed in the past, let me try a new one: I am sure that among the hon. Lady’s constituents she will have a submariner. She should ask that submariner why they are prepared to spend 10 years of their life underwater, in the service of this country. These are not trivial matters and she needs to grasp the reality of the situation facing us.

Many of my constituents were disappointed to see that the Animal Welfare (Kept Animals) Bill was not taken forward. I know that the Government are still committed to enacting the various provisions within the Bill, but will the Leader of the House provide a timetable for that?

My hon. Friend will know that I will say that further business will be announced in the usual way. He is right that we are committed to the measures in that Bill. We think that we will be able to bring forward some of them faster using other means, such as a statutory instrument, rather than through the passage of the Bill as previously scheduled. I will announce business in the usual way, but I can give him the assurance that we are committed to those important measures, which were manifesto commitments.

I would commend to all colleagues the House of Commons Library as a fantastic source of independent truth and fact, if anyone is interested in those things. The hon. Gentleman is sat next to the Chairman of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), who will have heard his request for a debate, and I encourage him to apply for one. There are many matters related to the BBC that are of concern to Members across the House. We frequently have questions raised about the BBC, whether it is local radio, the BBC Singers or standards and ethics and professional competence. I am sure it would be a well-attended debate.

It has been claimed that Blackpool Transport, a wholly owned subsidiary of Labour-run Blackpool Council, is considering spending taxpayers’ money on buying 90 zero-emission buses from China instead of buying British ones. I am sure the Leader of the House will agree that it is beyond farcical that UK taxpayers’ money intended to buy British-built buses could be used to import poorer-quality vehicles from China and ultimately end up in the pockets of the Chinese Government. Will the Leader of the House find time for a debate on the importance of supporting British manufacturers and supply chains in local government procurement?

The hon. Gentleman raises a very important question. Although this is not necessarily the case for buses, many other capabilities and manufacturing capabilities should be should be sovereign capabilities. As he will know, that is absolutely what we do through the integrated review and other work that is done across many Departments. Of course, as well as cost and value, we want to ensure that whatever equipment is being purchased is resilient. That will be a factor, but the hon. Gentleman has put his concerns on record, and I hope his local authority is listening.

I thank the hon. Lady for what she said about that incredible organisation—I think people from that organisation came to Parliament recently to meet a number of colleagues—and for advertising that they will be back in Whitehall and Westminster on 6 July. This is an ongoing issue that is particularly affecting men. Many hon. Members will be concerned about it. I am sure that, if she applies for a debate, it will be well attended.

My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) has just highlighted that the absurd campaign to rewrite the biological reality of sex reached new heights this week, with a teacher branding a child “despicable” for refusing to accept a classmate was a cat. This comes after an investigation has found that schoolchildren are being allowed to identify as horses, dinosaurs and, in one case, a moon. This type of indoctrination in our education system is deeply disturbing and must be addressed. The rights of parents and children simply must come first. Will my right hon. Friend find time for a debate on the steps the Government can take to ensure that our young people are not being exposed and indoctrinated with such nonsense in our schools?

My hon. Friend will know that the Department for Education is reviewing the relationships, sex and health education statutory guidance and is expecting that to go out to public consultation later this year. A huge amount of work has gone into this and the review is being carried out by an independent expert panel, with input from health, children’s development, curriculum experts and safeguarding. He can ask the Education Secretary about this at the next Education questions, on 17 July.

The hon. Lady is right that every child should have the benefit of excellent teaching, and part of that is ensuring that we have the right number of teachers and in particular that they are teaching their specialist subjects. She will know that teacher numbers are up 2,800 on last year, and the figures out today show a positive trend. It is not just about those numbers but retaining teachers longer, for the wealth of experience they bring to the classroom. Teacher numbers are being increased not just through our moves to address workforce issues but through the reforms that we have brought into schools.

In Blackpool, Windmill House retirement complex residents have seen their weekly service charge rise from £17 to £51—an increase of 200% for the elderly residents, most of whom are on a fixed income. That has caused significant hardship and has left some relying on charity to get by. The Government have promised further reform in this area, but can the Leader of the House indicate when such legislation is likely to come forward? Can she speak to her Cabinet colleagues about the need to incorporate controls on communal service charges as part of any changes?

The hon. Gentleman will know that I will announce further business for this House in the usual way, but he raises an incredibly important point. He may well be aware—perhaps it would be worth his talking to his local authority about discretionary housing payments—that these matters are being looked at by the Secretary of State to see what further protections we can give to such tenants. I will make sure that the Secretary of State has heard the hon. Gentleman’s remarks today. He will know that the next departmental questions will be on 10 July.

Members in all parts of the House would want to express support and admiration for the incredible work done by the crews of the RNLI. I greatly value the Portsmouth team, who save lives and prevent all kinds of terrible things from happening, and I know that the downgrading of the hon. Gentleman’s local lifeboat will be of concern to the crews and also to many in the community. The RNLI is an independent organisation which relies on public donations, and I hope that in raising local concern about this matter, we will also encourage people to donate to it.

My constituency has benefited from more than £300 million of additional investment during the current Parliament, including more than £100 million in levelling up moneys. Our final ask in Blackpool is a £30 million package for the redevelopment of the Bond Street area, which is one of the most deprived parts of the country. Will my right hon. Friend consider holding a debate on the impact of the Government’s levelling-up agenda and the positive benefits that it is bringing to communities such as mine?

I congratulate my hon. Friend on the funding that he has already managed to secure, and wish him luck in securing the further amount that he wants for the area that he mentioned. We have been investing in communities that have been neglected for a long time. These schemes are not just about the infrastructure, the new buildings and the look and feel of a place, but about bringing people together to have an input in the design and help to shape their communities. This is incredibly important work, and I am sure that if my hon. Friend applied for a debate, it would be well attended.

There have been great strides in the field of low-carbon aviation in recent years, not least the development of hydrogen and electric aircraft. Given those developments, will the Leader of the House consider holding a debate on the role that regional airports such as Blackpool can play in not just improving regional connectivity but doing so while meeting our net zero commitments?

Friend raises a matter that is of concern to many people across the House, which is why we have shown our support for regional airports through the £161 million airport and ground operations support scheme that we provided during the pandemic. The Transport Secretary in particular is very focused on ensuring that we are developing and enabling our very important regional connectivity to thrive. My hon. The Islamic Revolutionary Guard Corps has sown death and destruction across the middle east and has oppressed its own citizens simply for calling for basic human rights protections. However, I am afraid that the issue is now coming much closer to home, because there are growing and well-documented concerns that the IRGC is expanding its activities here in the UK, with 15 recent assassinations foiled, extremism promoted in religious centres and the deplorable intimidation of journalists. Will the Leader of the House facilitate a debate in Government time about proscribing the IRGC as a terrorist organisation?

I thank my hon. Friend for raising this important point. This issue is raised frequently, not only at business questions, but at other times across this House every week. Vahid Beheshti is currently on the 29th day of a hunger strike to highlight the exact issue that my hon. Friend raises. His motivation for this, which was echoed in my hon. Friend’s question, is this organisation’s actions, not just in Iran, but elsewhere in the world, including Ukraine and the United Kingdom. It is hunting down people who criticise the regime, kidnapping them and engaging in other forms of intimidation. I am sure that if my hon. Friend applied for a debate, it would be extremely well attended.

I thank the hon. Gentleman for raising this huge concern. We have a duty towards the people in that country, many of whom stepped up and were part of the reforms. Many women took on positions of leadership in their communities, and we fully understand their loss and their sense of abandonment. I am grateful for the opportunity to say from the Dispatch Box that they are always in our thoughts. I think we need to take a very pragmatic approach and ensure that we can keep hope alive for as many people in that country as possible. It should be the topic for a debate, and I will certainly make sure that the Foreign Secretary has heard what the hon. Gentleman says. Separately, I am also looking at what I can do as Leader of the House to give all Members more opportunity to directly support individuals, in particular those who stood up—including women, and particularly those in leadership roles—who now find themselves in an appalling situation.

The Government’s decision to reduce air passenger duty and reform public service obligations will boost regional aviation and make it easier to restore commercial passenger flights from Blackpool airport. All we need now is for the Labour-run council that operates the airport to believe in its potential, and we can finally get Blackpool flying once again. Will my right hon. Friend find time for a debate in this House on regional airports and aviation and how they can deliver levelling up and help to achieve economic growth?

I thank my hon. Friend for raising an incredibly important point. I echo his encouragement to his council for the regional aviation hub. That connectivity is important to the whole levelling-up agenda. I know that my hon. Friend has been campaigning vigorously on this matter. I will ensure that the Secretary of State for Transport has heard, again, his championing of his constituents and the airport.

I join the hon. Lady in paying tribute to her constituent, Rena, who has worked so hard to raise awareness of this important service. I think the answer she is seeking will be with her local authority, and I assume she has already got in contact with it. However, I will take some advice, and see if there are other things the hon. Lady can do to try to ensure that this service is maintained.

Since I was elected, Blackpool has received over £262 million of additional Government investment, and a huge amount of extra money has been spent on a variety of projects. However, being Blackpool, we always want more. That brings me to our £40 million levelling-up fund bid for a new multiversity skills complex, which will help provide the next generation with the jobs for the future. Can my right hon. Friend update the House on when we can expect either news or a ministerial statement on the levelling-up fund bids?

I congratulate my hon. Friend on all the work he has done and on what he has managed to secure for his constituents. The bread and butter of an MP’s job is, yes, to scrutinise legislation, but it is also to ensure that we are getting new funding and new opportunities into our constituencies, and I know he has made a tangible practical difference to the quality of life of people in his patch. I will certainly raise his interest with the Department for Levelling Up, Housing and Communities, but I know this is not the first time he will have campaigned on that bid, and I think decisions on that round of funding are imminent.

On 5 January 1983, Police Constables Angela Bradley, Gordon Connolly and Colin Morrison tragically died while attempting to rescue a man off the Blackpool coast. Their loss is felt to this day in my constituency and by the Lancashire police force. A memorial service to mark the 40th anniversary of the tragedy will take place next month. Will the Leader of the House join me in paying tribute to their tremendous bravery? Will she find time for a debate in which hon. Members can highlight the exceptional contribution that police officers make in our communities?

I am sure that it was an excellent event. I was slightly nervous when I saw in the schedule that it was next door to a Cats Protection event—I thought that it could go terribly wrong very quickly. I will certainly raise the matter with the relevant Department. From transport to restaurants and other businesses or places of work, it is vital that everyone has access, including people with support animals.

The Office for National Statistics estimates that the net migration figure has reached more than 500,000 in the past year. The figure includes our resettlement of Afghans, the arrival of Hong Kong nationals and the temporary resettlement of Ukrainians, all of which demonstrate our hospitality as a country, but we must look at the broader picture. Since 1997, net migration has increased by a staggering amount and has had a significant impact on our public services and housing demand. Will the Leader of the House find time for a full debate in Government time on immigration, on its impact on society more generally and on how we can succeed in delivering the Government’s stated aim of reducing it to 100,000 per year?

The hon. Gentleman raises an issue that is clearly of great importance to his constituents. We do not yet have a date for the next Justice questions, so if he wants to give me the details or any correspondence he has had with the Ministry of Justice, I will be happy to ensure that Ministers get in touch and give him advice on where such records might be found.

Over the last few months, I have been inundated with correspondence from constituents regarding retaining the triple lock. It is inconceivable that we would abandon our manifesto pledge on this issue, not least because senior citizens, unlike people of working age, have no means of increasing their income to support themselves with the cost of living. I appreciate that the Government will outline a way forward in two weeks’ time, but may we have a debate in Government time on how we can best support older people with the cost of living?

Residents in the Talbot and Brunswick area of Blackpool have been plagued by antisocial behaviour in recent weeks, with hundreds of different crimes being committed by a gang of teenagers. Its ringleader is an 11-year-old boy who has been responsible for more than 80 different offences, including assaulting a female police officer. Sadly the efforts of Lancashire police to bring him to justice have been compromised by Blackpool Council’s children’s directorate, which refuses to criminalise teenagers. May we have a debate on antisocial behaviour, the misery it causes to communities and whether the police have the appropriate powers to tackle the problems?

I thank my hon. Friend for raising this issue, and I am so sorry that his community are suffering from this antisocial behaviour and criminal activity. He will know that it takes a team of people to redress this situation—it is about education, it is about the local authority and it is about a good policing approach. This will be an excellent topic for a debate, and I encourage him to apply for one in the usual way.

I am aware of the correspondence that the Home Office has sent out, and I very much doubt whether it had any ministerial oversight. I have raised it with the Home Office and said that our view is that that is not an acceptable service for Members. I think the Home Office does not understand how having a letter with a substantive answer is very helpful to Members in getting information to their constituents. I have raised that with both the Home Office and the Cabinet Office, and I will do all that I can to ensure that Members of this House get the service that they and their constituents need.

I welcome my right hon. Friend to her new position on the Front Bench. Some 28,000 migrants have now crossed the channel this year. I am afraid that our inability to control our borders is becoming increasingly difficult to defend to my constituents. Can we expect a statement from the new Home Secretary on this issue and on the further measures the Government will be taking to address it?

The statistics I quoted are from the Office for National Statistics. Across all goods there is a marked improvement, but we want to do more in the food and drink sector. That is why we are putting in place bespoke food, drink and agriculture attachés around the world to ensure our farmers and producers have more opportunities in global trade.

Thanks to the efforts of this Government at the beginning of the pandemic, at no point did Blackpool Victoria Hospital or other local organisations such as Blackpool Council run out of PPE, despite the obvious global shortages. The public would rightly expect Ministers to do everything within their power to source PPE to keep people safe, so does my right hon. Friend agree with me that the actions taken by this Government were both proportionate and necessary, given the circumstances?

I do, and as well as thanking Members of this House who forwarded information to try to help address the PPE shortages, I should put on record our thanks for the incredible work of the procurement teams in the Cabinet Office and the Department of Health and Social Care. One criticism the National Audit Office did make was that paperwork was not done on time, but I always remember one of the people who had done an incredible job during that period saying, “I would rather be criticised for late paperwork than a nurse not having gloves.” That is what enabled us to get equipment to the frontline during an incredibly difficult time for supply chains all around the world.

The Government’s policy is that, over the medium to long term, our approach to Brexit will maximise the economic benefits to the United Kingdom. That needs to be our focus in not just our negotiations with the EU but the work we are doing on rest-of-world trade. There are massive benefits for every part of the UK from that, and that is what we should all be working together to achieve.

The speculation regarding a possible extension of the transition period is concerning the residents of Blackpool, nearly 70% of whom voted to leave the European Union. Does my right hon. Friend agree that extending the transition period at this point would merely prolong the negotiations, prolong the uncertainty for businesses, and delay the moment at which we can finally gain back our control of our borders; and that none of those things are in the best long-term interests of the United Kingdom?

My hon. Friend’s constituents are very wise indeed. It would just prolong the negotiations. It would also see us paying into the budget and being subject to laws that we had no say in designing.
