Of course I will take up the matter with the Secretary of State for Business, Energy and Industrial Strategy, whose responsibility it is to negotiate with and talk to the energy providers. The hon. Lady is right to draw attention to it, but the Government have actually put a lot of work into supporting those families who are dealing with the cost of energy increases. Some of the pressures are of course global, but the Government are aware of the challenges we face and will continue to support those families who find themselves in difficult circumstances.

The Government’s decision to reduce air passenger duty on return domestic flights is a huge boost for regional aviation and will make it easier to restore commercial passenger flights to Blackpool airport. Will my right hon. Friend find time for a debate on how we can support regional aviation and the role it can play in levelling up, delivering economic growth and boosting tourism in resorts such as Blackpool?

My hon. Friend is a huge champion for Blackpool and for Lancashire. The Government recognise the important role that the aviation sector plays in the UK economy. The package of reforms announced at the Budget will particularly benefit regional airports, which tend to account for a greater proportion of domestic fights. I would be happy to raise his concerns with the appropriate Minister on his behalf.

I know that this is a matter of concern across the House, and there was indeed the urgent question earlier this week. I think that many Members have strong views about the management of football in this country, and I am sure there is demand for a debate. I notice that the Chairman of the Backbench Business Committee is still here, and I think it would meet with widespread support.

Voters in constituencies such as Blackpool South, and indeed Bury South, voted Conservative in large part because of the Prime Minister and his positive vision of levelling up and getting Brexit done. They voted Conservative and for this Prime Minister, not for a socialist representative. MPs should not be able freely to play a game of musical chairs around the Chamber of the House. Does the Leader of the House agree that Members should respect the democratic mandate afforded to them by voters, and will he make time for further debate on the recall of MPs legislation?

My hon. Friend raises a very important point. Is it respectful to voters, when the campaign has been carried out on one basis, to change the terms of engagement without the other side of the contract having any say in the matter? I have always thought that we as Members of Parliament should not be afraid of recall as an issue. I think that our constituents are sensible and wise, and they would never use recall frivolously, but would use it sensibly for cases where they felt something had gone very wrong. Of course, Members also have the opportunity to decide these things for themselves, and I recall the behaviour of Douglas Carswell, the former hon. Friend of many of us.

I take this issue extremely seriously. I think it is part of my role as Leader of the House to chase up Departments when answers are not forthcoming punctually. I have done that for quite a number of right hon. and hon. Members, and I am happy to continue to do so. Earlier this week, I wrote to all other members of the Cabinet reminding them of the importance of giving timely and good answers to written questions. I will happily take up the hon. Lady’s individual case if she contacts my office.

In 2006, Gunner Lee Thornton from Blackpool sadly lost his life during his second tour of Iraq. Lee loved his country and serving in the Army. Lee’s mum Karen has been campaigning for a suitable memorial for him, but, despite contacting Blackpool Council on multiple occasions, she has yet to receive a response. A petition requesting that Blackpool Council honours Lee’s service by, for example, looking to name a local road after him, has attracted a great deal of local support. Does my right hon. Friend agree that surely it is right that those who make the ultimate sacrifice serving the country receive a fitting tribute? Will he find time for a debate on how we can suitably recognise those who make the ultimate sacrifice?

We should be so grateful to people like Gunner Lee Thornton who are willing to lay down their lives for the country. It is, as my hon. Friend says, the ultimate service, and it is right that they should be memorialised locally. That is a proper way of remembering them, and that is surely our duty. We always say that we will remember them, and it is right to do it locally where their families and friends will be able to see the permanent memorial. I encourage my hon. Friend to continue his campaign. I think that the specific issue would benefit from an Adjournment debate to discuss the individual facts. I think that there would be so much agreement about the proper memorialisation in a wider debate that it would be rather more a series of statements in support of my hon. Friend.

It is, of course, Mr Speaker who gives Adjournment debates, and therefore we pay homage to you, Mr Speaker, for your beneficence, wisdom and perspicacity in realising this was about to be asked for and granting it before it had even been requested formally on the Floor of the House. May I say to my hon. Friend that as the father of six children I hold midwives in the highest regard?

Many Blackpool residents are extremely concerned about increases in the cost of living and the likelihood of large rises in their fuel bills from the spring. Scrapping VAT and the green levies on fuel bills would go a long way towards easing the pressures on their household budgets, so will my right hon. Friend look to hold a debate in Government time on how we can mitigate these costs being passed on to consumers?

We have already discussed the VAT issue and the difficult decisions any Chancellor always has to make on where taxation falls to ensure that what the country wishes to afford can be paid for. But there is targeted support for those being hit most, such as the £500 million household support fund and the warm home discount, and I have already mentioned the £4.2 billion being spent to help people suffering from the rising cost of living. So the Government are very conscious of this, but my hon. Friend is a very effective campaigner, and I am sure this is not the last we will hear of this important issue.

I think people do want to get back to the office to work. I think it is a good thing to be doing, and I think it increases productivity. One reason that we have heard all those complaints about the Driver and Vehicle Licensing Agency is that people were not in the office to work, and therefore the 60,000 pieces of post that were received were not all being dealt with. Working from home has disadvantages in respect of the services delivered to people, and the DWP deals with some of the most vulnerable people in the country, who need and expect to have an efficient service which is best given in person. I would therefore encourage people to go back to work.

The rise of GB News has been welcomed by many of my constituents who are sick and tired of the stale, politically correct and ideologically biased output of much of the mainstream media. Given the availability of so many other channels, is it just that those on low incomes still have to pay a regressive TV tax in the form of the BBC licence fee? Will the Leader of the House make time available for a debate on scrapping it?

GB News is marvellous. I went on it with Mr Farage. The programme was called “Have a pint with Nigel” or something, and I took along my own cider, which we both enjoyed. I would encourage people to watch GB News, and to go on it. I think that the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) would be a star performer, and I hope he will take people from GB News up to his farm so that they can watch his lambing in the spring, for which we have specially dedicated recess times that are convenient for him. The question of the licence fee is, of course, a matter for my right hon. Friend the Secretary of State for Culture, Digital, Media and Sport, and I urge my hon. Friend to lobby her enthusiastically with his views.

I did speak earlier about the extra number of people who have been going into employment in the health sector in the past year. I reiterate that we are talking about 5,500 more doctors and 10,000 more nurses. Crucially, the record number of undergraduates—medical students and nurses—means that the supply pipeline will be increasing, which will be key. I also reiterate that the work done by hospices is of fundamental importance. Comforting the dying is a fundamental duty that is incumbent on us as individuals and the country at large.

The tragic loss of life in the channel yesterday underlines why we need to do everything possible to make these dangerous routes unviable. There is nothing compassionate or moral about allowing criminal gangs to exploit vulnerable people. The Leader of the House has already mentioned the Nationality and Borders Bill, but I fear that we will not be able to gain back full control of our immigration and asylum policy unless we scrap the Human Rights Act. Will he find time for a debate on alternatives to the HRA?

I notice a theme across questions today: raising concerns about the HRA. We must be able to govern ourselves in this country in a way that secures safety and wellbeing for people trying to come here and people who are already here. I remind right hon. and hon. Members that this place is sovereign and we are always able to amend any and all Acts of Parliament if we can get a majority for it in both Houses. That is of fundamental constitutional importance.

May I begin by saying how appalling it is that the hon. Lady has been treated in that way? Anyone who has sent her a message of that kind should, to use the Prime Minister’s words,

“crawl back under the rock”

from which they came. They are people who should not behave in this way.

There is one fundamental thing that we should all know: in this country, there is a fundamental equality in every respect of every single British citizen—whether somebody who received a British passport a minute ago or somebody descended from the Picts. There is a fundamental equality, and this is so important. Every British citizen is equally honourable, justified and placed before the law in the same position as every other one. That must be fundamental to our understanding, and I think it is something the whole House agrees on.

I am sorry that the hon. Lady wishes to make this party political, because I really think it is not. I think the whole House is outraged by the way that she has been treated, and action is being taken. As the Prime Minister set out yesterday, he has had discussions with the social media companies to remind them of their responsibilities and of what will happen under the online safety Bill if they do not live up to their responsibilities. Regrettably, social media is a sewer and some of the most disgusting bits of life get washed through it, but it is a sewer that is in need of cleansing.

The volunteers at the Blackpool station of the Royal National Lifeboat Institution have been particularly busy during the pandemic and their bravery has saved a number of lives. The charity is an incredibly important part of many coastal communities, but it does of course rely on the generosity of the British people to survive. Will my right hon. Friend join me in thanking the incredible volunteers who put their own lives at risk to help others, and does he think it would be in order to have a debate in this place to recognise them and to discuss how their work can best be supported?

I am grateful to my hon. Friend for his question, and I join him in thanking all the RNLI volunteers across the country, who show great dedication and bravery in the work they do keeping our communities safe at sea. In April last year, my right hon. Friend the Chancellor put forward another £750 million of taxpayers’ money to support such charities through the pandemic.

It is one of the most wonderful things about our country; I went to speak once in Sutton Coldfield, which must be one of most landlocked constituencies in the country, and met a lady in her 90s who had been collecting money for the RNLI for almost her entire life. Over that long life, she had raised the best part of £1 million. The charitable work people do is so remarkable.

I note that there was a Westminster Hall debate entitled “RNLI and Independent Lifeboats: Covid-19” in October last year. If my hon. Friend thinks the time is right for another Adjournment debate, perhaps he will lobby Mr Speaker.

The hon. Gentleman is a great parliamentarian. I fear it must have pained him to praise a Conservative Government so much, so I am all the more grateful for the fact that he has done it and for the sincerity with which he did. I am tempted to exceed my remit and simply grant the debate he asked for, because he asked for it so charmingly, but I think I will leave it at a suggestion that it should be a matter for an Adjournment debate. I am grateful for the hon. Gentleman’s support and co-operation, which shows that we can work on a cross-party basis to get zero carbon, to improve technology and to improve people’s standard of living. If the two of us can be cross-party, almost anybody can.

I am sure that my right hon. Friend watched the England game yesterday evening and will join me in congratulating the team on their fantastic victory and in wishing them success and luck for the final on Sunday. The team have united the nation and I am sure that our success will spur on a new generation of budding Harry Kanes.

The fan-led review of football governance will consider all parts of our national game. It is important that it also examines how we can continue to nurture young talent. Will my right hon. Friend look to hold a debate in Government time on the review, when it reports its findings?

My hon. Friend is right about the uniting force of success. Football is the most popular game in this country—amazingly, it is more popular than cricket, which always surprises me, but nonetheless it is—and I did indeed watch the game last night, with any number of my children, some of whom were staying up rather later than is perhaps advisable for children of their young years, but never mind.

The fan-led review, an independent review led by our hon. Friend the Member for Chatham and Aylesford (Tracey Crouch), was announced by the Secretary of State for Digital, Culture, Media and Sport on 19 April 2021 and will explore ways of improving the governance, ownership and financial sustainability of clubs in English football, building on the strengths of the football pyramid. May I suggest that, rather than immediately having a debate, my hon. Friend seeks to speak to our hon. Friend the Member for Chatham and Aylesford, because that will be a good way to start the conversation and be involved in the process?

Recently, I joined my local police for a series of visits around Blackpool. I was travelling in a car with PC Jeff Blincow and Sergeant Helen McLaren when we spotted a man carrying a foot-long machete and repeatedly punching a young woman. Without hesitation, the officers got out of the car. After a short chase and the use of PAVA spray, they were able to get the man to the ground and arrest him. The bravery and professionalism of the officers was second to none, and they deserve immense respect and admiration for their actions. Had they not acted so quickly we could have seen a serious incident, with the loss of life. Will the Leader of the House join me in thanking Jeff and Helen, and indeed all police officers, for the brilliant job they do, day in, day out, in protecting our communities. Does he think it would be in order to have a debate in this House to recognise the work of our serving police officers?

May I begin by wishing my hon. Friend a very happy birthday? I hope he will have a suitably covid-secure celebration later on today. What he has raised in this House is of fundamental importance. We are so lucky to have the police who serve us in this country. We know that in this House by the police who are here on duty to protect us, not knowing what risks they may face. Therefore, I do thank PC Jeff Blincow and Sergeant Helen McLaren, and commend them for their bravery, and I am glad to be able to bring to the attention of the House the fact that what they clearly did on that day is a model of good policing. We are improving the police and increasing their number, so that there will be more of them to do this work. There will be 20,000 extra police officers over the course of this Parliament, of whom 8,771 have so far been recruited, because police on the streets make us feel safer. As regards a debate, my hon. Friend may wish to raise this matter again during the Report stage of the Police, Crime, Sentencing and Courts Bill on Monday, so there is an opportunity immediately to hand.

The Government are seriously tackling mental health issues and considerable additional funding is being provided for mental healthcare, which is at the heart of the NHS long-term plan. There will be £2.3 billion extra by 2023-24 to support 380,000 more adults and 345,000 more children. As regards GP practices, things are beginning to get back to normal and people are entitled to face-to-face consultations if they need them. Over the past year there were 56,900 more people working in the NHS, and the Government are recruiting 6,000 more doctors in general practice during the course of this Parliament. Steps are being taken very much in line with what the hon. Lady asks for. She pays tribute to her local GP practices and her local NHS; as we share an NHS area, may I join her in that? We are extraordinarily lucky to have such dedicated and hard-working people. This is an opportunity to thank Ian Orpen, who was the chairman of the clinical commissioning group for the area and did such a sterling job for a long time before retiring recently.

Two weeks ago, nine-year-old Jordan Banks was tragically struck by lightning and died in my constituency while playing a game of football. I am sure that my right hon. Friend will join me in passing on heartfelt condolences to his family and friends and thanking those in Blackpool who are now organising events to celebrate his life. Football has a unique ability to bring communities together and this tragic event, as well as Blackpool playing in the football play-off final on Sunday at Wembley, has brought the whole town together. Will my right hon. Friend look to hold a debate in Government time to celebrate the positive impact that community football clubs such as Jordan’s team, Clifton Rangers, can have in our communities?

I join my hon. Friend in sending condolences to the family and friends of Jordan Banks and praying for the repose of his soul. I know that clubs have played a crucial role in bringing communities together in the pandemic and, of course, bringing communities together when there is sadness. It is such a wonderful thing that football clubs are paying tribute to Jordan. It builds a whole community: young and old come together behind the team they all support and admire, whether it is successful or not. I wish both Blackpool and Lincoln luck in their match on Saturday.
