Commons ChamberI do congratulate those people on their fundraising efforts; although I hope their feet are all right!
As hon. Members know, the Government have provided dedicated additional funding to hospices; in the pandemic, when I played a part, we were helping them with energy bills and through the children’s hospice grant, which the NHS has confirmed will go to hospices for this financial year too.
Looking ahead, I fully appreciate the ask for longer-term certainty of funding—of course I understand that. However, funding for hospices, end of life care and many other things beyond the current financial year depend on a future spending review. I am sure that all hon. Members will understand that I cannot pre-empt such a review, and ICBs similarly will not know their funding until that review. Although committing funding beyond the spending review period is not in my power, I am pushing for our healthcare system to encourage and enable more advance planning by individuals to consider and set out what they want at the end of their life. Inevitably, some of us will die in hospital, and for some of us that will be the right place, but given a choice many people would rather die at home. We should all be setting out a plan that includes our preference of place of death and what sort of treatments we do and do not want. As my right hon. and learned Friend the Member for South Swindon (Sir Robert Buckland) and my fabulous health colleague my hon. Friend the Member for Colchester (Will Quince) said, we should talk more about death and plan for it.
To conclude, there are no easy answers to the questions raised this evening—there rarely are. I do not have a pot of money otherwise going unspent for hospices; neither do ICBs and nor does NHS England. I will, however, continue working with NHS England to ensure that palliative and end of life care is given the attention it deserves and needs so that it is considered important, just as we consider services that prolong life important, and that the NHS is held to account for doing that. I will continue to agree with hon. Members on the importance of hospices and the important work they do. I see this as a Minister, as a constituency MP and from my own family experience; I will never forget saying goodbye to my grandmother in a hospice near Yeovil, and I will always be grateful.

My hon. Friend outlines a fantastic example: that is a really good use of town deal funding by Warrington. The academy—there are examples around the country—does an important thing in raising the profile of the social care workforce and developing their skills, which are so important. I absolutely support this initiative and, as and when the time is right, I would be delighted to visit.

Before I say anything else, I want to say thank you to all our health and social care workers who have been working day and night through Christmas, Boxing day and the bank holiday. I know that every single one of them is feeling the strain and that they are not just tired but exhausted, having gone not just the extra mile but miles and miles of extra miles. I would also like to thank everyone across the country who has forgone the joy of sharing Christmas with family or friends. We have all missed those precious moments, and I know that this has been particularly painful for those facing what may be the last chance to spend Christmas with a loved one nearing the end of their life. That is why I say thank you to them from the bottom of my heart for what they have done, not so much for their own sake but to protect others.
I would like to take a moment to celebrate the good news of the authorisation of the Oxford-AstraZeneca vaccine for use. Although the development of vaccines is an international collaboration, we should recognise the contribution of the British life sciences sector, which offers the UK a way out of this disease and will make a huge impact on the global response.
One thing that I will do when I have finished speaking is see whether I can look up the specific data for the hon. Member’s constituency. In general, however, the announcements made today, just as with previous announcements, are based on the data that we are seeing, which includes rapidly rising rates of infection in certain areas, the level of new infections, the trajectory and hospital pressures.
The tier 4 regulations require all non-essential retail, indoor entertainment, hairdressers and other personal care services to close. International travel is also restricted to business trips only. However, we have listened to hon. Members and the public about what is most important to people in their daily lives so, unlike in the November restrictions, communal worship and a wider range of outdoor recreation are still permitted. We also recognise the restrictions’ impact on businesses and continue to provide them with ongoing support to help get through the crisis.
We know that these measures are hard. We know that they keep families and friends apart, yet we also know that they are necessary for us to get through this situation and to prevent the loss of lives as we do so. This virus thrives on the things that make life worth living, such as social contact, but that means we can all play our part in stopping the spread—as I said, if not for ourselves, then for others. The end is in sight, but for now it is our duty here in Parliament to put in place these restrictions—onerous though they are—to control this virus. I commend the regulations to the House.
As I said, we will start with a five-minute time limit on Back-Bench Members. I remind hon. Members that, when a speaking limit is in effect for Back Benchers, a countdown clock will be visible on the screens of right hon. and hon. Members participating virtually and on the screens in the Chamber. For right hon. and hon. Members participating physically, the usual clock will operate.

Commons ChamberI am just wrapping up, and I have taken many interventions. I am very sorry, but I am not going to take a further intervention at this point, as there are people waiting to speak.
I particularly thank people in the protected area in the north of England, who are restricting social contact and forgoing many of the things that make life worth living. In so doing, they are playing their part in supressing the virus and protecting those whose lives are at risk.
Colleagues will be aware that this is an extremely short debate. To have any chance of getting everyone in—the Minister can come back at the end to respond to points that have been made—I will impose a three-minute time limit on Back-Bench speeches.

Commons ChamberOrder. Before the hon. Member for Faversham and Mid Kent intervenes, I must make two points. First, I think it important for the hon. Member for The Cotswolds (Sir Geoffrey Clifton-Brown) to be allowed to finish responding to one intervention before being interrupted by another. Secondly, I know that it is very tempting to look at the Member who has intervened, but it is a good idea to face in this direction because of the microphones. Obviously, no one would want to miss a word of the debate.
The reason for my enthusiasm about intervening at that particular juncture was my wish to raise a point that is remarkably similar to—if not the same as—the point raised by my hon. Friend the Member for Cheltenham (Alex Chalk). A couple of weeks ago I visited a nursery in my constituency whose staff told me about exactly the same problem. Business rates are a huge challenge to its success as a business, but it provides a very important service for local parents—especially mums, but also dads. Regulations require them to have a certain amount of floor space, so they are hit pretty hard by business rates. I am keen to hear the section of my hon. Friend’s speech that deals with possible cases for extra support, and I hope that nurseries will be considered in that regard.

Commons ChamberBritain should and must be a champion of free trade. Free trade, the great driver of prosperity, is in the interests of our constituents and has taken 1 billion people out of poverty around the world. Now more than ever, when protectionism is rearing its head—in fact, when it is being trumpeted in parts of the world—we should send a message to the world that we will not follow that lead but will be champions of free trade.
I am afraid that the shadow Secretary of State did not send that message. He said that he would support this—“but”. The substance of that “but” was based on his airtime. I think that it was mostly to do with the process and that he did not like the fact that he had not been invited to the party—perhaps that he had not had his chance to pass the parcel around. I would say that he is better than that. He should take a step back, as I know some of his colleagues are. Some Members sitting behind him are for free trade. They are for British businesses. They are for British consumers. They are not looking to fuel scaremongering fires, as he did. They recognise that this deal will not water down labour rights; on the contrary, it protects them. It will not water down environmental protections; on the contrary, it protects them. It will not be harmful to public services, as it protects them, too. Those risks do not exist, so the order is in the interest of our constituents and we should support it.
