What does it say about the right hon. and learned Gentleman that no one can name a single policy, after three years, of the Opposition apart from putting up taxes? He is one of those pointless plastic bollards you find around a deserted roadworks on a motorway. We got Brexit done; he voted against it 48 times. We got this country fast out of covid, in spite of everything, when he would have kept us in lockdown. We are fixing social care, when the Opposition have no plan and no ideas of their own. We are now bringing forward measures, in the face of strikes, to outlaw wildcat strikes.

I can tell the House why the Leader of the Opposition does that funny wooden flapping gesture—it is because he has the union barons pulling his strings from beneath. That is the truth—£100 million.

We have restored our democracy and our independence. We have got this country through covid. I am proud to say that when it comes to tackling climate change or sticking up for Ukraine, we have led the world on the international stage. I want to thank my friends and colleagues on these Benches for everything they have done.

Q4. In September, it will be the 25th anniversary of the referendum on devolution in Scotland and Wales. One in 20 people in England on an NHS waiting list has been waiting for more than a year, but in Wales, the figure is one in five; and 75% of school leaders in Wales say that they do not have enough capital to maintain their buildings, let alone build new ones. Will the Prime Minister and Minister for the Union take this final opportunity at the Dispatch Box to agree that, in Wales at least, devolution has been a disaster?

I want devolution to work, and I have had some good conversations with Mark Drakeford, but the devolved authorities, particularly Labour in Wales, need to do their job properly.

Delivery is key. The Prime Minister delivers. He delivered on Brexit. He delivered with furlough and with the self-employment income support scheme, which ensured that businesses were able to survive. [Interruption.] The Opposition shout it down because they do not like it; that is fine. He delivered one of the best vaccination programmes in the world. He delivered a country that is coming out of a pandemic and an economy that is thriving, with people who sadly lost their jobs in the last two years having more vacancies than ever to choose from. I certainly acknowledge, and I think the whole House acknowledges, the massive debt that we owe to unpaid carers such as the right hon. Gentleman. Up and down the country, we thank them for what they are doing. What the plan means is that there will be a huge injection of support, both from the private sector and from the Government, into caring across the board. I believe that that will support unpaid carers as well, since they will no longer have the anxiety, for instance, that their elderly loved ones could see the loss of all their possessions. What we are also doing for carers is making sure that we invest, now, half a billion pounds in their training, in their profession to make sure that they have the dignity and progression in their jobs that they deserve.

Q11. Einion and Elliw Jones from Mynydd Mostyn dairy in my constituency have created a real buzz by offering a self-serve milk facility on their farm for the local community. Sadly, the local council has served them with an enforcement notice, which has led to almost 9,000 locals signing a petition in support of them. Does my right hon. Friend agree that businesses that have done their best to survive and diversify over this horrendous last year should be supported and not threatened by the local authority as they do all they can to grow their business?

As the hon. Gentleman knows, planning is a devolved matter, but what I can tell him and the House is that we have provided business with over £100 billion of support throughout the pandemic, including 1.5 million bounce back loans to small and medium-sized enterprises such as the one that he describes.

I passionately disagree with what the hon. Gentleman has just said about the spending that was going on. Even before the pandemic we were increasing funding for primary schools—up to £4,000 per pupil, and £5,000 for secondary school pupils—and putting up starting salaries for teachers across the board to £30,000. That was a massive investment in education across the board, including in further education.

The catch-up funds now amount to £2 billion—[Interruption.] No, the hon. Gentleman is wrong. They amount to £2 billion. Yes, we will have to do more, because this is the biggest challenge our country faces. We will get it done. We are able to do it because we have been running a strong economy. We had the resources to do it, because we had not followed the bankrupt policies of the hon. Gentleman and the Labour party.

Janene Maguire in my constituency, a mother of three, suffered a unusual, unexpected and immediate cardiac arrest that sadly saw her pass away in February 2000. Twenty years later, in August last year, one of her daughters, Cara, strangely suffered the same fate, with an unexpected cardiac arrest. Fortunately, her friend Michael was with her. He was a former soldier and thus trained in first aid and lifesaving, and despite Cara’s heart stopping for 20 minutes, he managed to save her life. In September last year, the UK Government made it mandatory for CPR skills to be taught in secondary schools, but despite a campaign and a letter from all my Welsh Conservative colleagues, the Minister for Education in Wales has declined to do that. Will my right hon. Friend throw the weight of his office behind my campaign to have CPR skills taught in Wales, so that the Maguire family, and those like them, no longer have to suffer such tragic circumstances?

The sympathies of the whole House will be with my hon. Friend’s constituents and their family and friends, and I agree very much about the importance of learning CPR. That is why we introduced it into the curriculum for all state funded schools in England. It is of course a devolved issue, but I share his urgency that the policy should be adopted in Wales as well.

Yes, I certainly can. One of the reasons for wanting to keep covid under control in the way that we hope to do with this lockdown is, of course, to allow the NHS to continue with cancer treatment and other vital services. The hon. Gentleman makes an excellent point about the need for all provision now to be dedicated to fighting covid or providing essential services for the British public, and he can expect to hear more about the way in which we intend to co-operate with private providers.

So far, the Welsh Government have had £5.3 billion in additional funding for covid, but they are still sitting on more than £1 billion in unallocated money while my businesses in Delyn are in serious danger. Can my right hon. Friend apply any pressure on the Welsh Government to provide more assistance to Delyn businesses, or could those funds be reclaimed by the UK Government so that we can step in to help businesses where Welsh Labour is letting them down?

My hon. Friend raises a good and important point. He is right to take that up with Welsh Labour, to hold it to account and to insist that the Welsh Government spend that money where it needs to be spent.

Covid-19 Update

We have to have some sort of cut-off date in order to deal with the possibility of fraud. I am obviously very sympathetic to the hon. Gentleman’s constituent and I wish him all the best. In the meantime, there is the support available under universal credit, but the best thing for him and for the whole economy is to keep things moving and to hope that he gets the kind of job that he wants as fast as possible.

In Delyn, which would likely fall into tier 2 on the new scale, we have draconian travel bans imposed by the Welsh Government, which mean that people can go shopping 20 miles in one direction but cannot go half a mile in the other to visit family. That movement restriction makes a massive difference to business success, but Treasury support will not apply because businesses are not being mandated to close. Will my right hon. Friend confirm that the virus does not respect county boundaries and join me and my north Wales colleagues in calling on the Labour Government in Wales to publish their information and justify their decisions, as he does on a regular basis?

I certainly echo what my hon. Friend says about the Government in Wales. Businesses of the kind that he refers to in his constituency obviously have access to the job support system when they are forced to trade in a way that is not normal for them.

No, I don’t, and I think the continual attacks on local test and trace and what NHS Test and Trace has done are undermining and unnecessary. Actually, there is an important difference between our country and many other countries around the world: our country is a freedom-loving country. If we look at the history of this country over the past 300 years, virtually every advance, from free speech to democracy, has come from this country. It is very difficult to ask the British population uniformly to obey guidelines in the way that is necessary. What we are saying today is that collectively—I am answering the right hon. Gentleman’s question directly—the way to do that is for us all to follow the guidelines, which we will strictly enforce, and get the R down. That is the way forward.

Appreciating the frustrations of people who currently have symptoms and are finding it difficult to get tests, does my right hon. Friend agree that with capacity going up by over 10% in the past few weeks, four new labs coming online and hundreds of additional staff, we can reach our target of half a million tests a day by the end of October? Does he agree that that would be an amazing achievement against a virus that we were only first learning about a few short months ago?

It will not surprise my hon. Friend that I fervently agree with the way he characterises the achievements of NHS Test and Trace. His optimism and encouragement of NHS Test and Trace could reasonably be echoed by those on the Opposition Benches.
