I am grateful to my hon. Friend, but what I see on the Opposition Benches these days is very often not so much desiccated socialists as dedicated opportunists.

This Budget was disappointing and unambitious, and is now mired in this chaos. Is it not now time to properly consider having an NHS tax specific to funding our NHS, which did not receive enough funding? As the Chancellor knows, this has the support of the majority of the British public.

[Mr Hammond]

What we need to fund our NHS is a strong economy and a Government who have the political will to make the commitment that we have made to a £10 billion post-inflation increase in NHS spending. It is very nice to have a contribution from the Liberal Democrat Benches. I do not know whether that is a precursor of the Liberal Democrat manifesto for the next general election—we shall wait to see.

The Prime Minister has made it clear that we have to accept not only the decision of the British people to leave the European Union, but that clearly implied in that decision is a desire for control over movement across our borders. That is not the same as cutting ourselves off from Europe, or turning our backs on Europe, but there has to be control of the flow of people into the United Kingdom. The challenge, therefore, is to get a deal that effectively allows our businesses and workers to sell their products into Europe, and European businesses and workers to sell their products into the UK, while still meeting the political mandate that we have received from the British people.

Leeds remains the biggest city in Europe without a light rail or an underground scheme. I welcome the announcement on transport infrastructure to tackle congestion. Can some of that money go towards the existing £250 million that could be used on a ground-breaking light rail scheme connecting with Leeds Bradford airport, which does not have any fixed rail link?

I am afraid I am just going to repeat that I am not going to get into the weeds of trying to allocate every pound of funding that I announce in these statements to specific projects. This must be an issue for my right hon. Friend the Transport Secretary.

Libya

The Global Initiative Against Transnational Organised Crime estimated that the illegal migrant trade is worth $255 million to $323 million a year, so the £10 million is a hugely welcome contribution towards stopping that awful trade. Will the right hon. Gentleman confirm that it will also help to plug that gap in Libya’s economy so that its purpose will be positive?

As I have said before, Libya is potentially a rich country. It has significant oil and gas wealth and significant assets, so if the Government can get their assets unfrozen, they will not lack cash. The £10 million is a UK technical assistance fund. It will fund experts, the commissioning of studies and advice to the Libyan Government in the areas that I outlined.

T6. I was pleased to represent the all-party group on the worldwide abolition of the death penalty to Suriname. Will the ministerial team welcome the fact that Suriname has become the latest country in the world to abolish the death penalty, but does that not contrast with the fact that Saudi Arabia has just advertised for eight executioners? What will the Government do to lobby this supposed ally of the UK?

I welcome the news from Suriname. It is a slow process, but progress is being made. As I have said many times in the House, Saudi Arabia is an important ally of the UK. Our relationship is vital to our domestic national security and gives us access to senior levels of the Saudi Arabian leadership. That enables us to make our views known on these issues—and we do.

If my memory serves me correctly, the Argyll and Sutherland Highlanders were reduced to company strength shortly after the withdrawal from Aden in 1967.

The Yorkshire Regiment has a strong, positive association with the whole county. Indeed, we look forward to welcoming the Secretary of State to Leeds next Thursday. Will he assure me that that strong association will continue, and that efforts will continue, if not increase, across the whole county to recruit people to the regiment?

Yes, I can reassure my hon. Friend that we recognise the value of the link between specific regiments and the regions and nations. It is a potent aid to recruitment.

I warmly welcome the Government’s clear commitment to take high-speed rail to Leeds, but will the Secretary of State give proper consideration in the consultation to the high-speed north proposal by Harrogate engineer Colin Elliff? The route would not go through the Chilterns, hence avoiding some of the environmental concerns there.

[Mr Hammond]

There will be a consultation on the line of route between Birmingham and Manchester, and between Birmingham and Leeds respectively, once line options have been developed by HS2. That consultation will take place early next year, and I look forward to my hon. Friend’s participation in it.
