The hon. Lady will know that my right hon. Friend the Secretary of State for Education is considering responses to the consultation on the school funding formula. At the Budget, we announced a substantial increase in funding for 16-to-19 technical education, which will make an important contribution to improving the UK’s productivity.

T6. Although the south-east is the financial powerhouse of the UK, it does none the less have some less prosperous areas such as the Isle of Wight. What steps is my right hon. Friend taking to ensure that the benefits of economic growth reach all corners and all islands of the United Kingdom?

I know that my hon. Friend regards the islands as particularly important, and I concur with him on that. The Government support continuing economic growth across the south-east, including all regions and islands. The Solent local enterprise partnership receives more than £180 million from the local growth fund, including funding for investment in local skills and business start-ups, with the Isle of Wight receiving about £15 million of investment in local infrastructure and skills.

1. What steps he is taking to encourage economic growth in coastal areas.

The Government are committed to helping coastal communities unlock barriers to economic growth. For example, we have invested more than £125 million in more than 200 projects across the United Kingdom through the coastal communities fund. That investment is forecast to deliver more than 18,000 jobs and help to attract more than £240 million of additional funds to coastal areas. Last week, in the autumn statement, I announced the allocation of £1.8 billion from the local growth fund to all regions in England.

Coastal areas face specific challenges because they do not have 360° access to trade with neighbouring areas, and the Isle of Wight faces additional challenges because we have no physical link with the mainland. Does my right hon. Friend regard the Isle of Wight as a special case that deserves extra support from the Government?

[Mr Hammond]

I know that every single one of my right hon. and hon. Friends will regard his or her own constituency as a special case, but I can tell my hon. Friend that the Government recognise the specific barriers to economic growth experienced by coastal areas such as the Isle of Wight. That is why we are extending the coastal communities fund by at least a further £90 million across the United Kingdom over the current Parliament. In addition, as my hon. Friend will know, through the Solent growth deal the Isle of Wight has benefited from nearly £15 million of investment to expand the skills base, support business growth and improve transport links.

T1. If he will make a statement on his departmental responsibilities.

Since the summer, the Foreign Office has responded to multiple crises. The UK has joined the coalition against ISIL in Iraq and Syria, pledged £20 million to help rebuild Gaza, led a tough European response to Russian aggression in Ukraine, and been front and centre of the international fight against Ebola. Beyond those immediate crises, my priority is to put the national interest at the heart of everything the Foreign Office does: to redouble the FCO’s efforts to help British companies abroad; to lay the ground for a renegotiation of Britain’s relationship with the European Union; and to ensure that the Foreign Office builds stability overseas to maintain our security at home.

What steps is the Minister taking to bring more allies to make a significant contribution to the fight against Ebola?

[Mr Hammond]

The UK is leading on the Ebola response in Sierra Leone, and the British people should be extremely proud of what we have delivered: we have so far pledged nearly £250 million; we are building 700 beds in the country; we have about 750 service personnel deployed in support of that operation; and we are lobbying furiously for support from both European Union partners and other countries around the world. I am pleased to say that that lobbying effort is beginning to bear fruit, with significant pledges of both money and, more importantly, clinical workers to support the effort we are carrying out in Sierra Leone.

One strength of the Isle of Wight’s economy is its historic involvement with shipbuilding; a number of my constituents work in the Portsmouth dockyard and many companies on the island are part of the supply chain. What assessment has been made of the impact of this announcement on the Isle of Wight’s economy?

I must confess to my hon. Friend that I have not assessed the impact on the Isle of Wight economy specifically. I know, however, that the local enterprise partnerships and local authorities have been aware of these challenges for some time. If it will help my hon. Friend, I will dig out what assessments have been made by others and draw his attention to them.

Reserve Forces

I have looked at the situation in my right hon. Friend’s constituency. The driver is that the Pioneers, both regulars and reserves, are being withdrawn from the Army’s order of battle, so the Pioneer unit based at Berwick will no longer have a role to play. However, we hope that many of those serving in that unit will re-role and move to Alnwick, where the Army reserve centre will continue.

Drill Hall and Jersey Camp, the TA facilities on the Isle of Wight, are shared by our very strong cadet forces, who number more than 200. Given the unique transport challenges facing the island, the loss of those facilities would be a terrible blow to those young people. Will my right hon. Friend meet me and a group of constituents to discuss the matter?

I sense that the Minister for the Armed Forces is anxious to meet my hon. Friend. I can say this: if the facility has 200 cadets, the vacation by the reserves will not make any difference to the cadets’ continued use of it. It will remain in use by the cadets, as will be the case for a significant number of the bases being vacated.

T6. May I welcome the arrival of the new C-17 aircraft, which plays a vital role in transporting our troops and our equipment, and ask the Secretary of State to add to that?

[Mr Philip Hammond]

Yes. I am happy to say to my hon. Friend that I went to Brize Norton to see the new C-17 aircraft a couple of weeks ago, just a few days after it had been delivered. This aircraft will reinforce the vital, strategically important air bridge with Afghanistan, which is especially important at a time when the ground lines of communication through Pakistan are closed. In the longer term, the C-17 represents a step change in our capability to support operations, including humanitarian operations and disaster relief, and, very importantly, to support the aero-medical evacuation of wounded personnel back to the United Kingdom.
