When I was a teenager, my best friend had spina bifida, one of the congenital neural tube defects that cause serious lifelong disability, as well as resulting in babies lost to miscarriage, stillbirth and termination. The majority of those can be prevented by folic acid, but as the neural tube forms in the first four weeks when most women do not even know they are pregnant, food supplementation is vital. Some 80% of neural tube defects could be prevented with effective amounts of folic acid added to a broad range of foods, so why are the Government planning such a low dose and such a limited scheme that it will prevent only 20% of these tragic cases?

I thank the hon. Lady for raising that important point. She will know that I am neither the Secretary of State for Health and Social Care, nor the Secretary of State for Environment, Food and Rural Affairs, and it is to those Departments that she needs to direct that question. Health questions are on 11 July and Environment, Food and Rural Affairs questions are on 6 July, but I will certainly make sure that the Departments have heard her remarks today. I think that is how I can best serve her as Leader of the House.

A constituent of mine discovered in November that His Majesty’s Revenue and Customs had handed over £972 to the company Mortgagesmiths, which took almost half of it in commission fees. As he had not commissioned the company in the first place, he demanded to see the application form. It was such a poor forgery that both his and his wife’s signatures were clearly in the same handwriting. With the Government repeatedly warning the public not to fall for financial scams, it is incredible that HMRC fell for that one. Can we have a Treasury statement so that we can understand the extent of the problem, what is being done to prevent it in future and when constituents such as mine will get their money from HMRC?

I thank the hon. Lady for raising that case; I am very sorry to hear it. She may wish to raise it at Treasury questions on 9 May but, given that that is a sizeable chunk of money for her constituent to be out of pocket, I will certainly raise it today with HMRC and ask it to contact her about it.

We have been working closely with businesses to help them adjust to any new requirements for trading with the EU. Monthly Office for National Statistics trade figures have shown that exports to the EU have rebounded strongly and have been above average monthly 2020 levels.

On top of the impact on our local fishing fleet, Brexit is driving businesses to move operations to Europe. Foxglide, a sportswear company, is not just facing shipping delays and having to pay VAT on the materials it imports, but, due to rules of origin, facing tariffs on the garments it exports to the EU. So does the Minister accept that, contrary to the Prime Minister’s claims, the deal does not deliver tariff-free trade and is damaging local economies?

I thank the hon. Lady for raising that particular case. As she will know, we are always happy to talk directly to businesses, or through their Members of Parliament, to see what we can do to help their particular circumstances, but all the issues that she raises are being worked through by my noble Friend Lord Frost. We are also setting up new structures to work with our counterparts in the EU. We have opportunities with member states to resolve these matters.

I can give my hon. Friend those assurances. The team have done a tremendous job, and I know the detail they have gone into on each sector on that issue. It is helpful that my hon. Friend has reiterated the importance of those matters to his constituents this afternoon.

Even if there is a deal at this eleventh hour, it will be very thin, inflicting customs costs and delays on sectors that are already struggling to survive covid. The Minister has called on businesses to get ready, but the Government’s own IT systems are not ready; indeed, the fish export service will go live just two days before the end of transition. Does the fact that this Government are having to plan military flights to bring in medical supplies, including the vaccine, not make them pause for thought before such an act of self-harm?

It is right that we prepare for every possible contingency. There are all sorts of things that we have not mentioned this afternoon that are part of the Government’s in-tray—all sorts of contingencies that we have to think about. In the Cabinet Office, for example, I look after cyber issues. There are many things that we have to think about and many things that we have to prepare for, and it is right, particularly on medicines and medical devices, that we ensure that we have every contingency in place.

However, I would also point out to the hon. Lady that the border operating model and many things that businesses will need to do to get ready are not contingent on the final negotiations going on. We have invested heavily in support services for traders, businesses and citizens, and it has been right to do so. Again, if colleagues have issues with their constituents or businesses, please talk to me and I will do my best to get an official to talk to the business and put it in touch with the many webinars that are going on to help support businesses and citizens to make this transition.
