Commons ChamberWhen I speak to most sensible people across the entire justice system, there is a recognition that our justice system has to modernise. If we do not transform or modernise the system, the service will become increasingly unsustainable and will deliver a progressively worse service for the people for whom I know the hon. Lady wants to get the best outcomes possible—I do too. If we do not modernise, our district system will not be able to maintain that level of service.
Between January and March 2019, the average waiting time for benefit appeals in Northamptonshire was 21 weeks. In England, it was 33 weeks.
Too many of my Kettering constituents are having to wait far too long for their appeals to be heard when their benefit applications are turned down. The Minister has read out average figures, but some of the waits are over 30 weeks. What can he do to speed up the appeals process in Kettering?
I was almost disappointed that my hon. Friend did not phrase his first question better, because I was going to go on to tell him that in Kettering, the waiting time was actually 33 weeks, which is comparable to the England average—12 weeks longer than that in Northamptonshire. If I may anticipate the further follow-up question that he might have liked to ask, in Kettering we are making new venues available, particularly in Wellingborough and Northamptonshire, and we have added three judges, eight disability qualified tribunal panel members and two medically qualified tribunal panel members to try to reduce waiting times in his constituency.

Commons ChamberThe hon. Gentleman is right to draw attention to growing demand for journeys to the south-west. I believe that Great Western is doing a very good job at running the franchise. We are very supportive of the work of the Peninsula Rail Task Force, and we are trying to pull together all the work that is being done to ensure that we have a clear idea of what more we can do. I will certainly consider the hon. Gentleman’s idea carefully.
As my hon. Friend will know from yesterday’s statement, there are currently two trains per hour between Kettering and Nottingham serving the evening peak, and one train per hour during the rest of the day. Our proposal for the next east midlands franchise is for a minimum of one train per hour between Kettering and Nottingham throughout the day, but no firm decision has been made yet. I will listen carefully to my hon. Friend’s further representations.
On any objective analysis, the superb submission to the east midlands franchise consultation by the Kettering rail users group must be one of the best that the Minister’s office has received. May I invite him to reread the submission in even greater detail, given that it contains an overwhelmingly compelling case for Kettering to be the optimum connectivity hub in the new east midlands franchise?
I happily pay tribute to the work of the Kettering rail users association; I always find that the views of those who use our rail network are a source of great wisdom. As my hon. Friend knows, we have had the biggest upgrade on the midland main line since 1870, with the creation of a sixth path. We are keen to maintain as many northbound opportunities as possible from Kettering, and I will review that submission in greater detail.

Commons ChamberI suppose that I should start by welcoming the hon. Lady to her new position, although she has started to prognosticate already about what may or may not occur in the future. We have no intention of seeking to raise fares in the way that she describes, and it is not an appropriate path to go down. We always seek to put passengers first. We are continuing to maintain the cap at the moment, but we keep policies under review at all times. She should not read more into that than is actually there.
9. If he will ensure that work to strengthen the Kettering rail bridge (a) starts and (b) is completed to schedule.
Network Rail has announced that the A6013 Northampton Road, from Northfield Avenue mini roundabout to Lake Avenue, will be closed between 24 July 2017 and 4 Sep 2017. Network Rail is confident that the work will begin and finish as scheduled, and we are in regular contact with Network Rail in regard to this work.
The Northampton Road railway bridge is located right next to the busiest road junction in Kettering town centre. The junction will be closed for six weeks and will cause major disruption to the town. The frustration of local residents will at least be partly assuaged if the Minister could reassure all of us who live in Kettering that he is at least actively considering proposals to reinstate the half-hourly mainline train service north from Kettering, which will go over the repaired bridge in the new franchise.
I recognise why my hon. Friend’s constituents would have concerns, having seen a similar closure in my own constituency and the issues and problems that that has caused. I have also heard his observations and views on the extra services that he wishes to see from Kettering. We will shortly be launching a consultation on the new east midlands franchise and I am sure that his request will figure prominently in our thinking on what we do next on that franchise.
