Yes, we will do it through the International Syria Support Group that we have set up. The hon. Lady is absolutely right that we will not get a ceasefire or the opposition groups working with the rump of regime forces against Daesh unless and until they can be clear that Assad is going at a clear and defined point in the transition process. At the moment, we do not have agreement across the ISSG, particularly with the Russians and the Iranians, about that point. That is where we have to go, and the fundamental thrust of all our discussions is around trying to get agreement on a route for an exit by Assad so that the rest of the pieces of this jigsaw can drop into place.

As we face an epidemic of jihadist violence, can my hon. Friend assure the House that, in his extensive and close dialogue with our Gulf friends and partners, he will continue to press on them that the funding by some of them of these dangerous jihadi organisations really must stop?

My right hon. Friend is absolutely right. One of the five key traits of the strategy is preventing the funding that is taking place that is keeping ISIL alive. It is important that all countries across the middle east in the coalition of 65 work hard to prevent that from happening.

The hon. Gentleman has been a supporter of such a conference for a long time, and as he knows, the Government also support it. The UK has been advocating such a conference and moving forward on this agenda, but I do not think that removing the Iranian issue in itself will solve the problems with bringing the matter to a conclusion. None the less, we will continue to press for the conference.

However the House looks at it, the agreement is clearly a diplomatic triumph for the partners. Does my right hon. Friend agree that in this long-term project—with all the verification involved—greater contact between this country and Iran, across a much broader area than is currently possible, will be essential? Does he also agree that it is essential that the Arab partners to the deal are firmly brought in behind the efforts to normalise relationships with Iran?

Yes, I agree with my right hon. Friend. Contacts with Iran will now be critical, opening the country up through trade and investment, travel, people-to-people contacts and Iranian students travelling abroad. One thing the US will do as part of this deal is to end the pre-notification required for certain categories of Iranian students seeking to study in the US. The more Iranians travel abroad and the more foreigners travel to Iran, the better we will understand each other and the greater the chances of making this stick.

I think there is. For example, we can look at the human rights record under President Rafsanjani, and it got better under President Khatami. As long as President Khatami had power and authority in the extraordinary and very competitive power game that takes place in Tehran, he was able to do things. Moreover, the level of media freedom these days is infinitely greater than it was under Ahmadinejad. The licence to break the controls on the internet, including from President Rouhani himself, also illustrates that changes have taken place. There is a long way to go, however. I am certain that improvements in human rights will come about only through the empowerment of the forces for good in Iran and a diminution of those who are opposed to change. If there is no deal, the consequences are likely to be adverse not only for Iran but for the international community.

The right hon. Gentleman knows my views on this. I support exactly what he is trying to do, and I take the view that the Government must, if they can, move all this forward. Does he agree, however, that one of the most difficult things in dealing with Iran is that, rather like China and Russia, it has absolutely no regard for the rules, other than the rules it chooses to set itself. The complications for America are shown in the question raised by my hon. Friend the Member for Kettering (Mr Hollobone) just now, in that it is impossible to know whether or not the Iranians are going to abide by the rules, and that makes it much more difficult to reach a conclusion.

I am grateful to the right hon. Gentleman and I recognise the support he gives on this issue. I do not generalise between Russia and China; they have similarities, to the extent that they refuse to accept obligations, but they differ. These days we can see in China a real determination by many elements of its Government better to impose a rule of law. Going back to what I have said, those who have dealings, both diplomatic and business, with Iran say that the Iranians are very hard negotiators—and they are—but when, in the end, they have done a deal, they stick to it. It has to be said that there is no evidence that Iran has resiled from what it agreed on 24 November 2013; the IAEA reports that it has implemented what it has agreed.

If there is no deal and negotiations break down because of unacceptable red lines from some, but not all, of the six countries involved, over time the international consensus will break down. First China and then Russia will peel away, and then we are likely to see a reappraisal of policy within the European Union. That reappraisal will be fuelled in part by a belief that US sanctions against Iran have a greater effect extra-territorially, on European banks and trading entities, than they have within the domestic jurisdiction of the US itself. That belief is well founded, because the US authorities do provide greater certainty, and therefore greater protection from penalty, to US banks and entities trading with Iran than they do to similar banks and entities outside the US; I am talking about legal trade allowed under the sanctions regimes.

That may explain the curious irony about exports in recent years to Iran. Across the EU, such exports have slumped in the past 10 years, whereas in the US they are on a rising trend. Ten years ago, US exports to Iran were one ninth of ours, but now they are double. One reason for the fall in our exports, proportionately greater than any other western country’s, is that the UK is alone in maintaining a policy of not supporting any trade with Iran. I have heard no credible explanation for that, and I ask the Minister to have it revised.

I have to be brief, given the time, but the last matters I wish to raise are important and they relate to the reopening of the embassy. The Foreign Affairs Committee reported in July that the reopening was imminent, and indeed it was. As I understand it, that has fallen away not only for some practical reasons, but because of the Home Office’s refusal to accept the re-establishment of a visa regime without categorical undertakings from the Iranians about returns. Iran is difficult on the issue of returns of overstayers and illegals, but so are China, India, Nigeria and a long list of other countries. Iranians do not feature in the top 10 of foreign national prisoners here, or of returns. So I very much hope this is not an area where British foreign policy, and the importance of reopening the embassy fully, is being led not by King Charles street, but by 2 Marsham street, the headquarters of the Home Office. That would be an eccentricity which this House should not tolerate.

My hon. Friend is absolutely right, and that goes to this question of trust. If visits are prevented, how can we trust people when they say what is going on there?

As we approach the deadline, there is little sign of a deal. There is still prevarication. The Foreign Office should be prepared to sign up to an extension of the deadline if that is what is needed. The time is on the west’s side at the moment: the sanctions have had an impact, even though they are a crude weapon; the oil price is falling; and the Iranian economy is shrinking fairly significantly. This is the right time to do the deal, but the window is narrow, as the situation has become more complicated by the mid-term election results in the United States. An increasingly confident Republican-controlled Congress is set to make life more and more difficult for President Obama as he reaches the end of his presidency. Rouhani’s time is also limited, as he is trying to fight off the hardliners. If there is no deal, Rouhani will be weakened, the hardliners will be back and they cannot wait for this deal to fail, and the hostility to the west will grow.

If Iran gets a bomb, the middle east arms race will accelerate, and the security situation will get worse. Russia has a role to play. There were reports yesterday that some processing may be done in Russia, which is a great idea if it is possible and achievable. As has been said about Ukraine over recent months, we must keep the lines of communication open with Russia, mainly because they are a key player in settling the deal in Iran.

Does my right hon. Friend agree —I tried to make this point to the former Foreign Secretary, the right hon. Member for Blackburn (Mr Straw) —that, in the wider sense, the key to all this is confidence? In doing this transaction with the Russians, which is both sensible and welcome, we must ensure that, for the success of future negotiations, there is proper verification at all times and at every stage.

My right hon. Friend is absolutely right. Trust and verification go hand in hand. Without good verification and trust, there will be no basis for a settlement.

I have spoken for far too long. We should not compromise on this matter because, at the end of the day, no deal is better than a bad deal.

I congratulate the hon. Member for Easington (Grahame M. Morris) on securing the debate. I think that I am right in saying that the last time a debate of this type took place was in 1985, which was a long time ago, and that is not to the House’s credit. I congratulate my right hon. Friend the Member for Croydon South (Sir Richard Ottaway) on a formidably powerful speech. I congratulate my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), who also made a formidable speech.

I am convinced that recognising Palestine is both morally right and in our national interests. It is morally right because the Palestinians are entitled to a state, just as Israelis are rightly entitled to their homeland. This House should need no reminding of the terms of the Balfour declaration, which rightly endorsed

“the establishment in Palestine of a national home for the Jewish people”

but went on to state that

“nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine”.

Ninety-seven years later, the terms of the Balfour declaration are clearly not upheld with respect to the Palestinians, and in Britain that should weigh very heavily upon us indeed. It is in our national interest to recognise Palestine as part of a drive to achieve lasting peace. We face so many dire emergencies in the middle east today; we cannot afford to add to them the continuing failure of the middle east peace process and the inevitable death of the two-state solution. This step by Britain and other nations is needed to galvanise talks that are paralysed and to indicate that the status quo is not only untenable, but wholly unacceptable.

It is said that bilateral recognition would harm the prospects for negotiations between the Israelis and the Palestinians, but the sad truth is that that effort has failed. Negotiations have completely broken down and there is not the remotest sign of a possible breakthrough. The cataclysm in Syria, the emergence of Islamic State and the 3 million Syrian refugees bringing neighbouring countries to their knees have made the situation in the middle east—already a cauldron—even more dangerous.

Moreover, as others have said, 135 of 193 UN member states have already recognised Palestine in recent years. Unless it is anyone’s serious contention that those member states are responsible for the failure of the negotiations, the act of recognition itself clearly does not wreck the prospects for peace. What does impede peace is a dismal lack of political will to make the necessary concessions and a tendency in Israel to believe that it will always be sheltered by the United States from having to take those difficult steps. Recognition by the United Kingdom would be a strong signal that the patience of the world is not without limit.

Secondly, it is said that recognition would be an empty gesture that would not change the facts on the ground. That is true, but it is not a reason not to recognise Palestine, which would be purely a political decision by the United Kingdom as a sovereign Parliament. It would be a powerful gesture to Palestinians that they will obtain their state in the future after 47 years of cruel and unjust occupation and it would strengthen the hand of President Abbas against Hamas.

Indeed, recognising Palestinians would be only a small and logical evolution of the current position of the United Kingdom. It has been the Government’s view since 2011 that the Palestinian Authority have developed successfully the capacity to run a democratic and peaceful state founded on the rule of law and living in peace and security with Israel. To paraphrase a familiar expression, if it looks like a state and fulfils the criteria for a state, surely it should be recognised as a state. What entitles the United Kingdom to withhold a recognition that is the birthright—the long overdue birthright—of each and every Palestinian child? It would be shameful not to take the step of recognition now, when it would make a real difference.

The United Kingdom was a midwife at the birth of Israel and is a permanent member of the UN Security Council. That means an aspiration to take a lead in world affairs. We should take that lead now on this vital issue through a decisive vote of the British House of Commons.

Those around the Assad regime understand very well what they have to do to make progress: they have to remove Assad from his leadership role and replace him in order that we and the moderate opposition in Syria have someone credible that they can talk to.

As we have now moved to the welcome state whereby we are providing more than just assistance to the Kurds, would it not now be sensible to do the same thing for the Free Syrian Army, who have themselves been fighting ISIS for over a year?

Our decision at the moment is that we will continue to supply non-lethal aid to the Syrian moderate opposition. Of course, we keep that decision under continuous review. As I said earlier, the situation in Syria is very different from the situation in Iraq. While ISIL is seeking to make it a single theatre, we have to respond to the realities on the ground in both countries.

These are vital steps, but the Prime Minister has made it clear that the political and humanitarian response in Iraq must be backed up by a security response that will defeat ISIL on the ground. The Government’s clear position is that there will be no UK combat boots on the ground in Iraq, but we have given our full support to the targeted air strikes conducted by the United States at the request of the legitimate Government of Iraq. With other NATO allies, and with the consent of the Iraqi Government, we have been delivering arms and equipment directly to Kurdish forces, as I have set out.

I know that many right hon. and hon. Members will, crucially, want to know whether we intend to go further in our security response. As the House will know, Secretary Kerry is currently in the middle east seeking to build a regional coalition of the willing to support Iraqi forces in the battle against ISIL—an organisation which, by definition, represents an existential challenge to all of them. President Obama will speak to the American people later today to set out his wider strategy for dealing with the threat from ISIL, including a possible expansion of US air strikes.

As the global resolve to tackle ISIL strengthens, we will consider carefully what role the UK should play in the international coalition. I should emphasise that no decisions have been made. However, as the Prime Minister set out on Monday, if we reached the conclusion that joining in American-led air strikes would be the appropriate way to shoulder our share of the burden, then, in accordance with the established practice, we would ensure that the House of Commons had an opportunity to debate and vote on that proposition.

It is a pleasure to follow the shadow Foreign Secretary—I agreed with virtually everything he said.

Originally, the NATO summit was primarily to deal with the future of Afghanistan after the withdrawal of ISAF forces, but two issues that threaten the world order dominated the agenda: first, the risk posed by Islamist extremism, and secondly the long-term implications of the Russia-Ukraine crisis. The Syria vote last August left a vacuum in the world order, but no one predicted that ISIS would conquer large swathes of Syria and Iraq and impose terror, or that Russia would invade Crimea and directly fuel a bloody civil war in eastern Ukraine. Both crises, although unexpected, are not just regional conflicts and both threaten the security of Europe. The hybrid war led by Putin and the Islamist terror imposed by the jihadists cannot be tackled with traditional responses.

The Ukrainian crisis is a wake-up call for the west. Russian imperialism and revisionism are back. We have tried to address it with diplomacy, but clearly it has not worked, so we have imposed sanctions. However, not every country has complied with the new rules. Spain, for instance, is still allowing the Russian navy to refuel in Ceuta. The bans and asset freezes have now been escalated, but we must be ready to take more hard-line measures. Even France has decided to stop the delivery of the Mistral warships. The City of London and Russian transactions should be our next targets. As Edward Lucas, senior economist for The Economist and a witness before the Foreign Affairs Committee, said the other day:

“The City is a fifth column in this country and it lobbies very hard against restrictions on the import and laundry of dirty money here.”

This has to end. The City cannot be allowed to get away with it.

Sanctions only, however, will not deter an irrational and unpredictable Vladimir Putin, who reportedly said that

“if I want, I will have Kiev in two weeks”.

We must show more solidarity with countries in the vicinity of Russia, especially now that Russian forces have crossed the border and kidnapped an Estonian officer. I welcome the Prime Minister’s reassurance on Monday that Estonia is a red line for NATO.

Perhaps we should forget about the NATO-Russian Founding Act on Mutual Relations, Co-operation and Security and install permanent NATO bases in the member states that were once part of the communist bloc. Russia itself has breached that agreement by annexing Crimea and intervening in Ukraine. We must not forget about Ukraine. Kiev needs our reassurance, but mostly our money to contain a severe economic crisis. The freeze of the conflict in eastern Ukraine could end up in another no man’s land being influenced by Russia, like Georgia’s Abkhazia and South Ossetia or Moldova’s Transnistria and Gagauzia.

The second major threat is from Islamist extremism. ISIS is a manifestation of the brutal and poisonous extremism that has developed in the middle east, north Africa and the Sahel. It has been thriving on the sectarian violence triggered by the polarising Shi’a Government of Nouri al-Maliki. In addition, the fight against Assad has strengthened the jihadists. Islamist warriors from all over the world, including the UK, have joined ISIS in its crusade to topple the Syrian dictator. Cash, too, has flooded in from wealthy Gulf donors. However, I completely accept the word of Prince Mohammed bin Nawaf Al-Saud, the hugely respected Saudi Arabian ambassador to London, when he denies his Government’s involvement.

The suspicion remains, however, that shadowy middle eastern figures are funding terrorism, and the UK has been leading efforts to halt that flow. I welcome the UN resolution, drafted by the UK and adopted by everyone, threatening sanctions against ISIS financiers and weapons suppliers. However, ISIS does not rely solely on that money; it has been flourishing on smuggling, extorting taxes and ransoms, plundering and selling oil from invaded territories.

Is my right hon. Friend aware that at a meeting tomorrow in Jeddah, Saudi Arabia, hosted by the Saudis, the Gulf states, with John Kerry present, are to decide how best to move forward in the fight against ISIS? Does he agree that they have a perfect chance to show, through bold and decisive action, that they will not tolerate what ISIS is doing and well understand the need to deal with it?

I completely agree with my right hon. Friend and I welcome that meeting. Indeed, he pre-empts my next remark. ISIS must be stopped and defeated, and I for one will support the Government’s plan to join the United States in air strikes if they decide to do so.

I hope that my hon. Friend feels better.

All conflicts are battles of ideology. That is particularly true of those who return from the region having been involved in jihad in support of ISIS. When the Home Secretary winds up the debate, I hope she will make it clear that in this country we have no place for the concept that someone can take a sabbatical from civilisation and then apologise and come back as though nothing has happened. There has to be a price for those who take up arms against their own country by proxy.

My hon. Friend the Member for Penrith and The Border made an interesting point about resourcing our security services. It is worth mentioning that we spend on GCHQ, the security services and Secret Intelligence Service in a year what we spend every six days on the national health service. As a country, we must think about our priorities and just how high up that level of priority the security of our people is. Supposedly, that is the first duty of Government.

I entirely agree with my right hon. Friend. Does he agree that the tragedy of that is that those services are some of the most important to this country and feature so very largely in some of our most important relationships?

I absolutely agree with my right hon. Friend. Sometimes it is tempting for Governments to spend on things that we can see rather than on things that we cannot see, but those things may not be of equal importance when it comes to the well-being of our country.

What is the next big political move? I have sat here these last 30 years and heard the same statement every year; for 30 years, nothing has happened.

Not so far. I am not aware of any interruption of co-operation on Afghanistan. Our co-operation with Russia on that and other international issues, such as the E3 plus 3 negotiations with Iran, is being maintained by us and by Russia, uninterrupted by the Ukraine crisis.

I am grateful to the right hon. Gentleman for his support for Security Council regulation 2139, which was passed at the weekend. As he said, only part of the $6.5 billion for which the UN appealed has been provided; $2.2 billion was secured at the pledging conference in Kuwait last month, which means that much more needs to be raised. Given that that conference was held only five weeks ago, I do not think that holding another now would greatly change the position, but it is very important for us to follow up last month’s conference. Ministers from the Foreign Office and the Department for International Development are doing that all the time, and are pressing for other donations. I do not rule out the need for further such conferences—indeed, I am sure that no supportive Government would do so—but if we are to achieve the momentum that will enable us to secure more donations, we shall need a wider gap than the five weeks that have elapsed so far.

The important aspect of the resolution that was passed at the weekend is that, while it does not change the amounts involved, it does allow us to try to help in new ways. The provisions relating to the delivery of aid across borders, which the UN has not previously authorised, and to aid for civil society in Syria, are very important if they can now be followed up. If implemented, the resolution will help to improve the humanitarian situation.

The right hon. Gentleman asked about a contact group. I do not think that I have ever said that I was opposed to such a group, but, as with any issue, a useful contact group must be cohesive in its purpose. I can assure the right hon. Gentleman that one commodity we are not short of, in relation to Syria, is meetings about Syria. I do not know how many hundreds I have attended over the past three years, but if they were the solution, everything would have been resolved a long time ago.

Progress is made—and it has been made in relation to chemical weapons and the resolution passed at the weekend—when the five permanent members of the Security Council achieve some cohesion, in this case with the strong encouragement of Australia, Jordan and Luxembourg on the Security Council, and that remains the most promising way in which to move forward on Syria. However, if we could achieve more cohesion in regard to purposes and pressure on both sides, contact groups could be established in the future. I am not opposed to that.

Iran is currently implementing the agreement, as far as everyone—including the International Atomic Energy Authority—can see. We are not considering extending or limiting the sanctions relief of approximately $7 billion in the current six-month period, which is the amount specified in the agreement. The agreement can be renewed after six months, for further periods of six months. If it were renewed, further sanctions relief would need to be negotiated, but within this six-month period, we must and will stick to the agreed amount, and will not extend or limit it. The estimated amount of about $7 billion must be set in the context of about $60 billion to $100 billion of Iranian assets frozen worldwide. That is small relief, relative to the total, but it is an important signal of our seriousness, and it will maintain the pressure on Iran to come to a comprehensive agreement on the nuclear issues.

On the right hon. Gentleman’s questions on Ukraine, it is not clear at the moment how Russia will proceed with financial assistance. He appeared to suggest that there should be unconditional IMF or other assistance for the country. He rightly pointed out that I said, months ago, that there were important conditions to be attached, and I still say that today. It is vital that such economic assistance, through international financial institutions, should not be wasted and that it should not indirectly subsidise Russia. Any such money therefore has to be accompanied by serious reform in Ukraine. The IMF could put together a package very quickly; a programme has been almost ready to go for some time, and the groundwork has all been laid, but the Ukrainian Government’s commitment to much-needed reform is important—as it is in any country receiving support from the IMF.

Ukraine needs to demonstrate the stability of its public debt burden as well as strong prospects for access to private capital markets and the political capacity and will to deliver reform. There is no reason why a new Government should not do those things very quickly. The association agreement remains on the table, but the priority now is to achieve an end to violence, to establish a unity Government and to hold free elections that are fair to all concerned. The appointment of a special envoy is a matter for the High Representative to consider, but it is something that the United Kingdom would support.

Does my right hon. Friend accept that bold, visionary and generous thinking is now required in Ukraine, in stark contrast to the corrupt brutality and incompetence of its Government? If the EU and Russia were to resolve this matter together, without strings attached, it would do a great deal to draw a line under this serious post-war hangover and create law-based liberty for all Ukrainians.

My right hon. Friend is right to call for visionary leadership to bring to an end the pervasive culture of corruption and the divisive politics. That is absolutely what is needed in this situation. It is also important for the EU nations and Russia to work together; that is one of the reasons why I have been talking to Foreign Minister Lavrov this afternoon. Incidentally, I did not respond to the shadow Foreign Secretary’s point on that matter. He emphasised, as I did on the telephone to Mr Lavrov, the importance of Ukraine’s territorial integrity and of the country staying together. It is important that all channels of communication between Russia and the EU should stay open and that we are able to support such a new vision.

My hon. Friend makes a powerful point. The directorate general dealing with trade does a pretty effective job, although, as she says, it accounts for only a very small proportion of the EU’s overall spending. If we are looking for a reallocation of priorities, I would agree that in terms of resource, good people, political priority and political will, global trade agreements should be a key focus for the UK and Europe as a whole.

Does my hon. Friend sense in the Commission’s work programme, including in the transition to the new Commission, a move to that agenda, to which we attach such importance for growth?

I do find in the Commission’s work programme an explicit acknowledgement that, for example, the EU is currently falling short in the implementation of the single market in services and the digital economy, and that more needs to be done in those respects. I also find an explicit commitment by the Commission to the priority that needs to be given to growth and jobs. In talking to Ministers from other European countries, I find them acutely aware of the challenge that Governments throughout the continent face from global competition, but also from the high levels of youth unemployment, which, tragically, we see in far too many countries.

We can take many steps. First, 34 countries of the Commonwealth—and 137 countries in the world as a whole—have now signed the declaration. I spoke last night to the diplomatic corps here and said that now that only a minority of countries in the world have not signed our declaration on sexual violence, it is time for them to get on with it and not be left out of that work. Of course, Sri Lanka is one of the hardest countries to convince about that, for instance because one of the provisions of our declaration is that there will be no amnesty in peace agreements for crimes of sexual violence and that there will be real accountability for what happened in the past. It is easy to see why the Sri Lankan Government do not want to embrace those issues, but we will keep on raising them with them.

May I congratulate my right hon. Friend on taking important steps towards dealing with this vile problem? Does he agree that it may be necessary to amend the Geneva convention to deal with these problems, and will he look at what can be done through the convention?

My right hon. Friend makes an important point. So far, we have agreed among the G8 nations and the 137 nations that have now signed the declaration that I put forward that crimes of sexual violence in conflict are grave breaches of the Geneva conventions and their first protocol. That does not require us to change the Geneva conventions, but it does require us to get the whole world to recognise that those crimes are breaches of the Geneva conventions in any case and should be part of the rules of warfare that the whole world should accept for the future.
