T2. Planned to process 300,000 tests a day, the Rosalind Franklin laboratory is handling just 30,000 a day. I understand that some scientists working there are being paid for five days but working just one day a week. Given that the lab cost £1.1 billion, almost twice the original budget, what does this say about the Minister’s oversight of the programme?

I am afraid that it was not clear to me which tests the hon. Gentleman was talking about; all I heard was “300,000 tests”. So if he cares to write to me, I will respond properly to his question.

I add my voice to the congratulations to Jonathan Van-Tam and all those across our universities and science sectors who have contributed so much. I hope that others will be similarly rewarded.

The Secretary of State is aware of the shortage of testing kits. He mentioned in his statement that the 120 million have now increased to 300 million. As my right hon. Friend the Member for Leicester South (Jonathan Ashworth) said, the Opposition are desperately keen for businesses to stay open and for young people to remain in education. I am aware that there are separate supply lines to universities for testing, but there is concern about supply in future weeks. Can the Secretary of State confirm—guarantee, perhaps—that in the coming weeks there will be no issue with the supply of testing kits to our higher education sector?

The hon. Gentleman is absolutely right to thank not just JVT for his service, but those across our academic sector who have supported the Government, people and the NHS throughout the pandemic. I am privileged to work not just with JVT, but with so many of them, and I see every day the value they add and how they are helping us all to get through the pandemic.

The hon. Gentleman is right to raise the issue of testing. It is not 300 million; the 300 million lateral flow tests were in December, but for the month of January we have planned at least 400 million, which is four times as many as in the original pre-omicron plan. That makes us confident that we have the lateral flow tests we need. The university sector and the education sector more broadly, including schools and colleges, rightly have a separate supply line. It is still run through my Department, but we work very closely with the Department for Education to make sure that the sector has the supply that it needs.

The Secretary of State stated quite rightly last week that he was looking at the numbers very carefully immediately after being appointed. No doubt he will have looked at Japan and Korea, where the death rates are something like 2% or 5% of the UK’s death rate. Case rates are currently eight or nine per 100,000 in Korea and Japan, yet those countries—certainly Korea—are still mandating the wearing of masks. In the light of that, what does the Secretary of State think we should be doing, because those places are clearly having success?

We all know that the impact of this terrible virus has been very different across the world. The hon. Gentleman has talked about countries in the far east. The impact in South America, India and Europe has been very different. I do not think we can simply draw a conclusion that the reason for that difference is the policy on masks. The primary reason that we were able to announce the step 4 measures yesterday was the vaccine. If the hon. Gentleman looks at the countries he mentioned, particularly Japan, he will see that their vaccination rates are a lot lower than ours. That will partly explain why they may be taking a different approach to tackling the pandemic at this point.

I, too, welcome the Secretary of State back to the Front Bench. One vector of the current surge in cases has been the rise in cases in schools. On 17 June, we had a quarter of a million pupils away from school. What steps does he think need to be taken to address the decline in the number of tests being carried out in schools? Does he think that the wearing of masks should become mandatory?

I am pleased that the hon. Gentleman has raised that issue, because it is very important. The point he is rightly making is that when we are asking children not to be in school for those reasons, to try to control infections, it is having a huge knock-on impact on their education, and none of us wants to see that. I have already asked for fresh advice from my Department on this issue and I intend to discuss it with my right hon. Friend the Education Secretary to see what more we can do.

We want a relationship with the EU that is based on friendly co-operation between sovereign equals and is centred on free trade. The economy has grown every year since 2010. Employment is at a record high and wage growth has outpaced inflation for 17 consecutive months. The upcoming Budget will set out ambitious plans to level up across the UK and usher in a decade of renewal.

The Chancellor will be aware that the CBI has spoken out and claimed that business is not ready for Brexit, which has already cost businesses billions of pounds in planning. But the advice is unclear. I spoke to the Federation of Small Businesses and to several small businesses last night, and they are extremely concerned that neither the infrastructure nor the advice is in place.

I can assure the hon. Gentleman that we are working very closely with individual businesses and their representative groups. The one thing they have certainly welcomed in the past few weeks is that we have ended the uncertainty around Brexit by actually leaving the European Union, as we said we would. We will be working very closely with business as we forge that new free trade agreement, which I know we will do.

My hon. Friend is right to raise this matter. The Government have already put in place the gigabit broadband voucher scheme and the rural gigabit connectivity scheme, which is available to small and medium-sized enterprises and gives support of up to £3,500 per company. She will also be pleased to know that the Government have committed £5 billion to invest in new infrastructure to ensure that every part of our country has the best possible broadband.

T8. Will the Chancellor ensure, in the Budget in March, that the automotive manufacturing sector gets the support it requires? He will know that there was a decline of 14% in our manufacturing production last year, which represents a big hit to the Treasury. Will he put in place the support to ensure a transition from fossil fuels, so that we can still produce vehicles such as diesel-powered units in good numbers while supporting the switch to electric vehicles?
