Commons ChamberI do not know which specific OBR forecast the hon. Gentleman refers to, but the OBR work I have seen makes it clear that although there are reductions in public sector employment, they are more than offset by increases in private sector employment. That is one of the many ways in which we are rebalancing the economy. We are now hearing claims to fiscal rectitude from the party that left us the largest structural deficit in the G7 and the largest level of borrowing in the developed world. Unless the Labour party gets serious about the importance of prudent management of the public finances, we simply will not take seriously its commitment to caring about the interests of future generations.
My right hon. Friend, as always, is correct in saying that it is essential to repair the economy to ensure a good future for all our young people, and that if we had an economy like the one left by the last Labour Government, that future would be bleak. The Wolf report on vocational education said that a significant proportion of the 14 to 19 cohort are being offered a less effective path into employment than their predecessors. Does my right hon. Friend agree that this Government’s policies, particularly in respect of training and apprenticeships, will help to address that serious problem?
My hon. Friend is absolutely right, and I should have included Alison Wolf’s excellent report on my list of the things that we were doing to try to offer a fairer deal for young people.
I have to break this gently to the right hon. Gentleman: Government Members believe in choice and in empowering students. We believe that there should be a wider range of institutions and a wider range of fees, and that is what these reforms are all about.
I welcome many aspects of my right hon. Friend’s White Paper, particularly the better information about contact hours, job prospects and quality of teaching experience. Does he agree that there is a real need for more part-time courses so that more people can get the opportunity to study and work at the same time?
I absolutely agree with my hon. Friend, and I respect his expertise as a former FE college lecturer. One of the reasons we are extending loans for fees to part-time students is to address that long-standing injustice.

I note my right hon. Friend’s comments on off-quota university places, and am reassured by his statement on the issue of standards and entry. However, is it not the case that across the HE sector, discussions about this topic are already taking place?
It is the case. I have read with interest the reaction to the speculation today. I was struck by a comment released today by the chief executive of GuildHE:
“Providing off-quota places can be socially progressive.”
He went on to say:
“This could give students of all backgrounds a wider set of choices, including whether or not to take out a long term loan.”
That gentleman is, of course, the former special adviser to the shadow Secretary of State.

Commons ChamberWe are consulting students, universities and other experts and will publish a White Paper in the early part of this year. It will set out how we will sustain our world-class universities, encourage them to deliver high-quality teaching and improve social mobility.
I thank my right hon. Friend. As he knows, a significant number of higher education courses are now being provided at further education colleges. Can he advise me whether the White Paper will build upon that?
My hon. Friend was, of course, a lecturer in a further education college, and it is only right that he should remind us of the contribution that FE colleges can make. He is absolutely right, and we do hope to encourage higher education in further education institutions as part of our White Paper.

Commons ChamberMany part-time students are female, and it is already clear that our proposals to give a proper student loan entitlement to part-time students for the first time, in order to help with their fees, will particularly benefit women. We will publish the full impact assessment alongside our White Paper.
I welcome the steps that my right hon. Friend is taking to increase the number of student places at universities. He mentions increasing the number of part-time courses, and that is vital, but will he urge institutions to be more innovative in their approach to study?
My hon. Friend is right. One of the main objectives of our reforms is to allow greater diversity of provision, which means more short two-year courses and more part-time opportunities. We want to see a new freedom for universities to innovate, and those possibilities will arise as a part of our reforms.

Commons ChamberOur proposals do, indeed, save public money, but they are not simply a matter of saving public money. They are also a reform of higher education in universities, which we believe will strengthen them and offer a fair deal for students, especially students from poor backgrounds. The overall position is that we will set out in the letter we will be sending to HEFCE at about the end of this year what the teaching grant is, but much of the money that currently reaches universities through the teaching grant and through HEFCE will in future get to universities via students and through the choices that they make. They will not have to make any up-front payment, but they will be expected to make a graduate contribution after they are earning in order to pay for the university education that they enjoy.
I particularly welcome the statement today from my right hon. Friend as it relates to part-time students in further education colleges, which is good news for the sector. Does he agree that it is essential that we have well-financed and excellent, world-class, independent universities offering a good student experience and student choice?
I am grateful to my hon. Friend. He is right, and I know that he was a lecturer in an FE college before. The opportunity for the delivery of more higher education in FE colleges is an example of one of the many freedoms that we are trying to introduce.
