Lords ChamberMy Lords, does the Minister accept that, while it is vital that the electrification goes as far as Swansea and indeed beyond, there is an equally pressing case for electrification of the north Wales line through to Holyhead? Does he accept that that is important not only in respect of the local benefits from Crewe to Holyhead but in respect of the main line link through to Ireland, which has increasing importance in the wake of Brexit? What will the Government do to expedite that electrification?
The noble Lord raises a specific issue away from the line in the Question. It is important to recognise that the Government’s approach is that, where it will be of benefit to the customer and the consumer, electrification will be prioritised, and the Hendy review reflects that very objective.

Lords ChamberThe northern powerhouse is not being undermined but supported by the Government, as the recent announcement about the link to direct flights to China indicates. As regards the decisions that airlines take, the noble Baroness is aware from her time as a Minister for transport that that is very much up to the airlines themselves.
My Lords, the Minister mentioned the importance of rail connectivity for Manchester Airport. Can he confirm that it is still the Government’s intention to ensure that there is a direct rail connection from north Wales and Chester through to Manchester without having to change train? This has long been on the agenda, but it has not yet been delivered.
The Government have repeatedly given their assurance not just about connectivity, as I said, on rail in the south-east, but also that the investment that we are making across railways throughout the country, including the new investment in HS2, will ensure greater connectivity between all parts of the country. I will look into the specific route that he has mentioned and write to him.

Lords ChamberMy noble friend speaks from great experience on these matters, not least because he has spoken from this Dispatch Box on the issue of skills. I am delighted that that is one of my specific portfolio responsibilities at the Department for Transport. As noble Lords will know, we have already established the Tunnelling and Underground Construction Academy, which I visited only last week, an incredible investment that has come out of the Crossrail project. Later this year, I will be joining the Secretary of State for the opening of the National Training Academy for Rail. Britain has some great challenges as far as the skills agenda is concerned. It is certainly this Government’s view that we not only meet the skills challenge domestically but establish institutions to provide for skills abroad as well.
I must say to noble Lords that I am very impressed by my popularity on the last day of term. The noble Lord nevertheless raises an important point. I mentioned affordability because of course challenges have arisen. That is why it is important to allow Sir Peter to look into all elements of the challenges that have arisen around Network Rail. As I have said already, we will return to this issue in the autumn.
May I press the Minister further on that term “affordability”, which he chose to use in his first Answer? If affordability is an issue and if the answer is that the project is going to be more expensive than expected, may that in some circumstances rule out the priority that has been given to this line?

Lords ChamberWe have of course noted the Welsh Government report but I do not agree with the noble Baroness. When the crossings were put together, particularly the second one, the financing necessitated operating the tolls to recover not only the maintenance costs but the ongoing costs. The concessions agreed at that time still need to be applied. Tolls need to be applied until the end of that concessionary period.
My Lords, does the Minister accept that employers and trade unions alike see these tolls as a direct tax on the Welsh economy that is militating against the economic development that is greatly needed? What is the Government’s estimate of the cumulative backlog of maintenance costs for the bridge? After the contract period is over, who will be responsible for paying for that maintenance?
The noble Lord raises a valid question about the issue of maintenance costs. It is estimated that by the end of the concessionary period, £88 million of the actual costs of construction will still need to be recuperated. On current estimates, on the basis of what is currently collected, a period of one to two years will be required after that concessionary period ends. There is no specific calculation with regard to maintenance costs.
