My Lords, I do not agree with the noble Lord; we have achieved a great deal on the eradication of poverty. Focused on humanitarian support, we have provided more than £1 billion of life-saving support in humanitarian emergencies. We have committed £90 million to support in education emergencies, and the UK spent almost £1 billion on global health in ODA in 2022. I take the noble Lord’s point on Africa, and he will be pleased to know that, in 2024-25, we will increase our ODA spend there to £1.3 billion.

My Lords, does the Minister agree with me that we cannot do much about poverty unless we control population? Can he explain why, despite large amounts of money being spent on aid, millions of women still do not have access to family planning?

My Lords, I record my thanks to the noble Lord for his kind remarks. I recognise, as he has, that this is about cross-party working and identifying what further steps we can take. I would not be bold enough to suggest that we have 100% compliance or that we are closing every loophole that has been identified; as I said, there will be further action in these areas. I also take on board some of the countries he mentioned where we can do further work. I will work with colleagues across government to ensure that, when we identify particular areas, I will notify the Front Benches in the usual way about action we are considering taking.

My Lords, what system do the Government have for monitoring these sanctions? It seems strange that the media seem to have been better informed than the Government. What measures will the Government put in place to make sure that they do this effectively?

My Lords, part and parcel of our work with the Treasury and, in particular, the Office of Financial Sanctions Implementation is, first, to ensure that we identify the actual structures being used and abused in this way to override sanctions and, then, to work directly with companies and inform them of mitigation methods that can be taken. This is ever-evolving, so, with the more sanctions we impose and the more sectors we look at, there is a lag time before they become effective. As I have already alluded to, we have identified that there will be a time lag while actions are implemented for particular sectors. I also accept that some companies act inadvertently and that we should not penalise them financially straight away; we should also look at other methods, including those we are deploying directly.

My Lords, on my noble friend’s first point, yes, of course, and I shall write to her with an update. We have already responded to the Foreign Affairs Committee’s report on this issue. I will take her suggestion of one single dynamic Minister for global vaccines back and share it with the department.

My Lords, what progress has been made so far on helping countries to provide their own capacity to build their own vaccines so that it is not left to other countries to donate but, instead, they would be able to manufacture their own?

My Lords, the noble Lord makes an important point. The UK has engaged and continues to engage thoroughly on the issues around the TRIPS waiver, which has been discussed. We have certainly seen how we can work though transferring technology, for example. Indeed, early on in the pandemic, that same working together aided the world, in bringing together India and the UK on the Serum Institute of India initiative with the University of Oxford.

My Lords, I know that the noble Lord has spent a fair deal of time in Turkey, speaking to civil society groups. I assure him that we are working closely with them. On his three points, of course I will take them back. On the second point, about raising the flag, he will be aware that the flag was flown most recently on 17 May, marking the day the world united in standing up against homophobia and other phobias focused on the LGBTI community. On the election, he will be aware that a state of emergency still prevails in Turkey. We have been assured by the President that it will be lifted. I assure the noble Lord that we continue to raise fundamental human rights across the piece, including LGBTI rights, consistently and constantly with the Turkish authorities.

My Lords, is the Minister aware that Kurdish leaders, community members and journalists are being arrested and that, when they are arrested and released, they are charged for the time they were in prison? What does the Minister think of this practice and what will he do to put pressure on the Turkish Government to stop it?

I am fully aware of the issue and the clamp-down on journalists in Turkey, not just Kurdish journalists but more generally, is something we have raised consistently. The noble Lord will be aware of the issue around other human rights defenders, including Amnesty International. I assure him that the Prime Minister, in her last meeting with the Turkish President when he was visiting London, raised the issue of the freedom of the press and of journalists being held and detained directly with him. He may well be aware that today sees the latest hearing in the trial of the current leader of Amnesty International in Turkey, Mr Kilic, and our embassy in Ankara has sent representation to that hearing.

My Lords, I agree with the noble Lord about the situation in Syria, although I do not agree that it is something that we know little about. Tragically, we know a great deal about it because of the things that we see every day in the media—the unfolding crisis and the continuing suffering of the Syrian people. Over 400,000 people, including many children, have now died. As I am sure the noble Lord will be aware, we have established the vulnerable children’s resettlement scheme, which will settle up to 3,000 at-risk children and their families by 2020. In terms of overall resettlement, by December 2017 a total of 10,538 people had been resettled under the vulnerable persons resettlement scheme since it began in 2014 and a total of 570 people had been resettled through the vulnerable children’s resettlement scheme since it began in 2016.

My Lords, the Government’s position was that they would never deal with Assad and that they want to see him removed as part of any deal. Given that that is not going to happen, will the Government change their position as far as Assad is concerned?

The Government’s position is very clear. We do not believe that the Assad regime, or indeed Assad himself, can be involved in the future of Syria, and we have said that it is for the Syrian people to choose a transition arrangement. We are imploring all parties, including the Russians, the Iranians and all those who have influence over the Assad regime, to move forward so that a peaceful transition can be reached. In terms of dealing directly with the Assad regime, our position does not change: we do not believe that there is a future for Syria with the Assad regime in place.

On faster services from London to Scotland—and that includes to the cities of Glasgow and Edinburgh—once the second phase of HS2 is complete, we are talking of journey times of three hours and 40 minutes. The noble Lord is right to raise the issue of infrastructure, particularly in terms of the tracks themselves running in the northern part to Scotland. We are working with northern powerhouse rail, to which I alluded earlier, and indeed Transport Scotland to see what further work can be done to reduce journey times. The aspiration, of course, is to reduce the journey time to below three hours.

I do not think that this is about delays. I am sure that the noble Lord heard the Lord Speaker announce the fact that today we received Royal Assent for the first part of HS2. It is important that work gets under way in that regard and we will bring forward legislation on phases 2A and 2B of Network Rail later this year, I hope.

On the final point, if the noble Baroness shares that evidence with me, we will of course follow it up. As I have already indicated, the hate crime action plan is imminent; it has cross-government approval and will be looking to tackle some of the very issues the noble Baroness has highlighted. I would also highlight a few of the steps the Government have already taken. From this Dispatch Box I have previously spoken about both race and religious hate crime, which we have seen increase over recent years. From 1 April this year, for example, every police force across the country is now required to record race and religious hate crime for what it is, by category. The important thing, which I know as someone who has been subjected to this crime both on the internet and elsewhere, is that we communicate. We need to have the confidence of communities, so that they know they can report hate crime. As the noble Baroness has highlighted, the most important area is follow-up action.

My Lords, why does the Minister believe there has been a recent increase in these crimes? Is it anything to do with the recent referendum, or is it for some other reason? What will the Government do now to address the problems that have been created over the last few months?

The noble Lord raises an important point. We have seen even in recent history that, regrettably, there were some who used the referendum result to invoke and incite hatred against different communities. I myself visited the Polish centre in west London. Thankfully, these remain sporadic attacks. We have also seen a rise in attacks on particular communities; particular BME communities have been targeted. Recently I met religious faith leaders as well. We talked about reassurance and the importance of reporting religious hate crime, race hate crime or any kind of hate crime, and then following it up practically. This is an evolving area. It is unfortunate that there are many in society who suffer this from the few who seek to make an issue of race, religion or any other issue. We need to stamp it out and send a clear message in that respect.

The noble Lord is right to raise the issue of trust in a general sense. Speaking as any citizen would, we look to our police forces up and down the country—many of which do an incredible job—to provide safety and security for all of us. A high level of confidence in your police force is an essential part of going about your daily life. Where that has failed, particularly in the instance of South Yorkshire Police—I know an earlier question related to the fluid nature of what is happening in South Yorkshire at the moment—it is important that police forces and all those associated with their governance not only accept direct responsibility but make and act on the right decisions for themselves and, more importantly, for the people of their areas.

The Minister is aware of the damage that was done by the media over this issue but one individual, Kelvin MacKenzie, has special responsibility. Does the Minister agree that no broadcaster should employ Kelvin MacKenzie, given his past record?

My Lords, I have just said—I am sure that the noble Baroness heard my previous answer—that the Government are looking to assist small and medium-sized enterprises in that regard. When the concessionary period comes to end, we will review the tolling procedure and will work hand in glove with the Welsh Government to ensure that an effective tolling regime applies on the bridge. However, I remind noble Lords that, even at the end of the concessionary period, £63 million will still be owing to the UK taxpayer, and it is therefore right that we look to ensure that we recover that cost.

My Lords, the Minister will be aware that there is already a toll on the Mersey tunnel and that there is a proposal to charge on the second crossing to Runcorn. Can he set out the criteria for deciding whether something is charged for? The charging system seems somewhat confused.
