I am grateful to the noble Lord, who will be aware that I can be responsible only for activity post 4 July 2024. There was significant time and money overspend under the previous Government. However, he is right that the service will provide for 300,000 users across Britain, 107 emergency services, 44 police forces, 50 fire and rescue services and 13 ambulance trusts, as well as 300 other organisations that use Airwave for this important purpose. I hear what he says, but we have set a course of action and a direction of travel. He will no doubt monitor that, and I want to ensure that the switchover from Airwave to the new emergency service network happens as quickly as possible. As he knows, it will take some time to bed in following the ending of the previous contract and the beginning of this contract. I hope that the House will bear with me on that delivery in due course.

My Lords, this saga goes back so far that I was the telecoms Minister when this was first being discussed, in 2015. I am glad that progress has been made, but with the greatest respect to the noble Lord, setting a new course of action at this late stage would not necessarily be the right thing to do. The fundamental point is that the Home Office should not be building or contracting a mobile phone network, and I am glad that BT/EE is in charge of it. What worried me was reading that the Home Office itself is planning to build 300 masts. How does this programme correspond with the DCMS’s programme for a rural network shared between the mobile operators? It seems that the left hand and the right hand may each not know what the other is doing.

Given the overspend, I do not know whether the noble Lord was the left hand or the right hand in the previous Government. But whichever he was, I declare an interest: I was the Police Minister in 2009-10, and this had not started then. The delay, obfuscation, overspend and costs happened entirely on the previous Government’s watch. However, let us put that to one side. The key thing is ensuring that our police forces, fire services and others have appropriate services. The Home Office will provide some masts because there are some security implications, which we need to examine and deliver on. I hope that I can reassure the noble Lord, and the noble Lord, Lord Hogan-Howe, that the Home Office will have a grip on this and will deliver, and that it has a three to five-year plan to get the basics in place, with a handover as soon as possible.

T4. What protections can my constituents and others expect on mobile phone roaming charges in Europe in the event of an exit on 24 June?

That is a very good question. Britain was at the forefront of negotiating the reduction in roaming charges, working with our European partners, and it is yet another example of the benefit to consumers and citizens of being a member of the European Union.

I certainly agree with my hon. Friend, who makes an excellent point about not only the fantastic broadband roll-out in Cornwall, but the south-west’s fantastic games economy, regarding which we can talk about companies such as the Engine Room, Auroch Digital and Opposable Games. As a strong supporter of games and a successful roller-out of broadband, I wholeheartedly agree with both elements of his question.

I cannot let the Minister get away with his comments about S4C. In May, the Conservatives’ manifesto said that they would safeguard the funding of S4C. How does the Chancellor’s statement last week safeguard the funding of S4C along the lines of that manifesto commitment?

S4C will continue to receive funding from DCMS and the BBC, and it will continue to be the most generously funded media company in the country in terms of the number of viewers that it gets.

I am happy to give that assurance. I am also happy to note that the National Media Museum—part of the Science Museum Group—has through the new Treasury loans scheme refurbished its IMAX theatre and partnered with Picturehouse. The Science Museum is planning to put £1.5 million of its own money into launching a free science Launchpad, and a new marketing drive saw admissions rise over the summer. It is thriving.

The Minister will know of my support for local television services in Mold, in my constituency. Will he, ahead of the meeting that we have with my hon. Friend the Member for Wrexham (Ian C. Lucas) on Wednesday, indicate what progress he has made in his discussions with the BBC about using financial support to help expand that service for north-east Wales as a whole?

4G should be helpful to them in the next few years, but I would also say that we take the issue of partial not spots, where there is not universal coverage, very seriously. That is one reason we are looking at making it easier to deploy mobile phone masts and increase mobile phone coverage, particularly in areas such as the one described by my hon. Friend.

Has the Minister seen reports this week showing that the failure to roll out 4G speedily will cost £120 million at Christmas alone—in sales just next month? Does he accept that the Government’s failure to deliver 4G speedily has an economic impact? Will he indicate when 4G will be available in my area and throughout the Principality of Wales?

The spectrum for the 4G services that are going to be auctioned only became available when we completed the digital television switchover in October. We followed the previous Government’s timetable for that, so if anyone is to blame for the delay, it is them.

7. What plans he has for the future sale of the 4G spectrum.

Ofcom is consulting on its plans for the auction of 800 MHz and 2.6 GHz spectrum by the end of 2012. The Government are also committed to releasing 500 MHz of spectrum, which is currently used by the public sector, over the next 10 years.

Will the Minister confirm that he will undertake that sale by the end of 2012 and that that will be a firm commitment to the House? May I also, in passing, urge him to examine very favourably the recommendations that have been issued today by the hon. Member for Maldon (Mr Whittingdale) and the Select Committee on Culture, Media and Sport about ensuring that private companies do not make windfall profits from what were once public assets?
