My Lords, before we resume our debate, I thank all noble Lords who spoke before lunch for showing how well self-regulation works. If, from now on, we show similar restraint in sticking to the advisory time of five minutes, we will finish today’s business by 10 o’clock. I remind noble Lords that when the indicator shows five—it is not showing anything at the moment—their time is up.
