Lords ChamberMy Lords, I join the thanks to the noble Lord, Lord McConnell, for introducing this topical debate. I wish to focus my few remarks on the impact that conflict, extreme poverty and climate-related emergencies have had in Africa.
We are all cognisant of the horrendous crisis in Sudan—we had a very moving debate here just a few weeks ago—as well as the recent damage to infrastructure in Sudan, such as the dams in that country, due to widespread flooding and the ongoing conflict that has escalated the cholera pandemic. In the Horn of Africa, five consecutive failed wet seasons have left millions unable to grow crops and sustain livelihoods, putting them at risk of extreme hunger. Across Africa as a continent, a staggering 868 million people today face moderate to severe food insecurity.
The noble Baroness, Lady Bennett, spoke powerfully on the impacts of climate change in Africa. I entirely agree with my noble friend Lord Cameron of Dillington that we need to provide much more investment in agriculture. As he mentioned, 60% of those in most countries in southern Africa depend on farming for their livelihoods and, sadly, those suffering most are women and children. Africa contributes 3% to 4% of global carbon emissions but experiences about 25% of the observed global climate change damage.
Of the 17 SDGs, I wish to focus on goals 13 and 16, specifically on what action can be taken to combat climate change and its impacts, as well as what measures can be taken to promote conflict resolution. Sadly, as the noble Baroness, Lady Northover, mentioned, the progress of the SDGs is severely off track. This pertains particularly in Africa. We continue to see the forcible displacement of people and, of course, increased resource scarcity.
I want to talk not just about the challenges; in a debate such as this it is important to look at future solutions. There have been countless studies on the positive benefits of promoting a green economy by creating jobs, growth and thereby stability. Africa has the potential to become a trailblazer for renewable energy solutions, both powering local communities and attracting foreign investment from wealthier nations such as the United Kingdom. Fossil fuel subsidies are estimated at $7 trillion per year. This massively outweighs subsidies for the green economy. Balancing these subsidies towards renewable energy and green technologies is crucial for Africa to advance sustainable development and address climate change effectively.
Technology can also address many of the pain points in Africa. As my noble friend Lady Lane-Fox said very powerfully, we need to focus on promoting digital skills. Some 57% of the adult population remain unbanked, without access to traditional financial services. Can the Minister elaborate on what measures are being promoted to increase access to microfinance to support small and medium-sized businesses across the continent? The financial inclusion landscape is certainly improving, with the rise in mobile banking and fintech solutions, and more access to affordable broadband thanks to Starlink, but a lot more can and should be done to improve the imbalance.
The ongoing conflicts in Africa have naturally had a massive detrimental impact on economic growth and sustainability, destabilising markets and thereby foreign investment. Conflicts, extreme poverty and climate- related emergencies are all interlinked. Roughly 60% of Africa’s population is under the age of 25. This youthful demographic should be a force for good, with its potential for increased growth. There should be more investment in the promotion of young entrepreneurs who can stimulate the economies of the future.
In conclusion, there is a long-term challenge but long- term challenges require long-term, systematic solutions. It is inevitable that there will be many more climate-related disasters and instability in Africa in the foreseeable future; the green economy must be prioritised to counterbalance this. I sincerely hope that the Minister, in winding up, can elaborate on what measures are being taken to promote peace summits, as well as addressing the financial measures that are planned to promote sustainable economic development in the continent.

Lords ChamberAs I said, the G20 adopted the target for vaccinating 70% of the world’s population against Covid. I have set out the work that we are doing and the contribution we are making and I also set out the fact that we have committed £548 million to COVAX to provide vaccinations to help deliver more than 1 billion vaccines to up to 92 lower-income countries. Therefore, we are playing our part and will continue to work with partners to ensure that we meet these ambitious but correct targets.
My Lords, I welcome the Statement and the measures taken to reduce global warming, but can the Minister elaborate on what measures have been taken to embrace more innovative technologies? While there has been much debate on measures to reduce deforestation, is she aware that algae-fuelled bioreactors can soak up 400 times more CO2 than tropical trees?
I have to confess that I was not aware of that, no, but I am very grateful that I am aware of it now. Certainly, the noble Lord is absolutely right that advancing technology and using technology will be some of the key things we need to do to ensure that we meet these ambitious targets. He may be interested to know that more than 40 leaders, for instance, have now joined the UK’s Glasgow Breakthroughs, which will turbocharge affordable green technologies in the most polluting sectors by 2030, including a $4 billion deal between the UEA and US, with the support of 30 others, for climate-smart agriculture and food systems, and $10 billion of funding from philanthropists and development banks to support energy access and clean energy transition in the global south. There are a lot of discussions going on within COP about how we can all come together in order to further develop and spread these technologies out, because, as he rightly says, this will be what we need in order to meet these targets.

Lords ChamberThe Government’s aim in inviting Australia, India, South Korea and South Africa to the G7 summit was to increase co-operation among democratic like-minded partners on global issues, reflecting our shared value of openness. We do not see this grouping of 11 democracies as fixed, limited or replacing the G7, but it was a symbol of our desire with others to strengthen like-minded international co-operation. We look forward to the US-hosted Summit for Democracy, which will take place later this year.
On my noble friend’s point about America, he is absolutely right. The original Atlantic Charter demonstrates that the UK-US relationship has been one of partnership rather than followership for decades. We look forward to that continuing.
My Lords, at a time when Africa accounts for more than 20% of the world’s population but has less than 3% of global GDP, and less than 2% of the continent is vaccinated, what reassurances can be taken from the G7 summit that more urgent focus will be given to administering the vaccine programme, addressing conflict resolution and peacekeeping, and assisting with family planning in Africa?

Lords ChamberAll I can say to the noble Baroness is that we are in discussions with the US and WTO members to facilitate increased production and supply of Covid vaccines. There are other issues—for instance, licensing agreements—which can also boost production. We are in discussions about a range of things that we hope might be able to make a difference.
My Lords, I agree that there is a persistent threat of new variants and support the necessity of Covid tests for international travellers, but the high cost of these tests has been well highlighted. What measures can the Government take to ease the financial burden on individuals and families trying to book a summer holiday after such a lengthy lockdown? Surely the Government should make all Covid tests VAT exempt.
The noble Lord is absolutely right. We recognise that the cost of tests can be high, which is why we are currently working with the travel industry and private testing providers to see how we can further reduce the cost of travel while ensuring that it stays safe. We are also closely monitoring the performance of private test providers to ensure that they deliver a high quality of service to customers. If they do not provide an adequate service they receive a five-day warning, and are then removed from the GOV.UK list of test providers if they do not improve. So we are cognisant of this issue and working hard to ensure that travellers can get lower-cost tests so that they can go and enjoy a summer holiday if they have booked one.

Lords ChamberMy Lords, I join in welcoming the Bill. My brief remarks concern Part 1. We are acutely cognisant that the hospitality sector has suffered one of the largest declines in economic output; many restaurants and bars have already gone into liquidation. As the economy starts to reopen, I wholeheartedly support all innovative measures to support the recovery and save jobs while maintaining social distancing measures.
Pavement licences designed to make it easier for premises providing food and drink to serve customers outdoors through the temporary relaxation of planning procedures and alcohol licensing are an excellent initiative. But I share the concerns of many noble Lords about anti-social behaviour and take on board the point made by the noble Lord, Lord Paddick, that it may be a good idea to consider serving alcohol in plastic containers. It is well known that the fear factor, in many cases spurred on by the media, has resulted in many customers being too frightened to return to enclosed restaurants but more comfortable about eating and drinking outdoors. Al fresco dining is to be welcomed in its efforts to support social distancing and provide a means for those who may be anxious about venturing indoors to enjoy themselves in the relative safety of the open air. In my opinion, pavement licences open up a much-needed additional source of revenue to premises that might not otherwise have been able to open because their internal space is too tight.
For residents and others who may be concerned about the free-for-all, the provisions of the Bill are subject to strict regulatory checks and balances, which, in my opinion, provide a robust means of protection, including local consultation. But certainly, I take the point that strict measures need to be implemented against any anti-social behaviour. There is a very real need to enact the provisions of Part 1 as expeditiously as possible so that the beneficiaries of the Bill can make the most of the summer trade.
In summary, as these measures are temporary in nature, I believe that they provide a balanced and innovative approach to assisting the hospitality industry to get back on its feet while ensuring the protection of local residents. To this end, I wholeheartedly support the Second Reading and wish the Bill a speedy progress through your Lordships’ House.

Lords ChamberMy Lords, in my 37 years in your Lordships’ House, I have never known a time of so much uncertainty and public division as in the run-up to the referendum. Now is not the time for post-mortems—judgment has been passed—but now is the time to address the future with a positive approach. While I was firmly in favour of remaining, despite my many misgivings and the many failings of the efficacy of the European Union, I respect the result and feel that it is highly unlikely that we will have another referendum. I share the concerns of many of your Lordships—especially those of the most reverend Primate the Archbishop of Canterbury, who made a most moving speech—about the need to stand united to counter threats of xenophobic behaviour and hate crimes. Now is the time to promote unity and tolerance, provide a clearer road map for the future, attempt to dispel the many uncertainties and consider all the viable options—not that there are many.
The choices facing the United Kingdom form a spectrum. Clearly at the one end is sovereignty and control of immigration and at the other end is full access to the single market. There is no perfect solution. Everything depends on what the UK regards as vital and what the European Union is prepared to agree. I agree with noble Lords who have cautioned about being in no rush to trigger Article 50. We should not forget that we are the fifth-biggest trading country in the world and the second-largest economy in Europe.
On 9 September, our new Prime Minister will face an epic balancing act to interpret the meaning of the referendum, weigh it against what is economically desirable and politically workable and turn it into a negotiating plan. In the past week, among the mass of media coverage, we have heard of various options before we potentially trigger Article 50. There is the Norway option of joining the European Economic Area; there is the Swiss option of being a member of the European free trade area; there is the third option of trading with the EU as a member of the World Trade Organisation, creating a relationship similar to that which the United States, Australia and China have with the European Union; and finally, there is the option of leaving the single market, with the UK negotiating a preferential trade agreement with the European Union, which is sometimes referred to as the Canada option after the comprehensive economic and trade agreement negotiated between the EU and Canada. Each of these options has its major shortcomings, and clearly there are no easy choices, but we should not underestimate the value of passporting for international companies that have decided to have their headquarters in London and the United Kingdom. I understand that several major law firms have been working around the clock providing contingency plans for many international companies that have their headquarters here, are seriously concerned about what will happen if we trigger Article 50 and are potentially looking to move their headquarters to Frankfurt, Paris or Dublin, which will obviously result in thousands of job losses.
I hope that, in addition to the reassurances given by the Governor of the Bank of England, the Chancellor will deliver on his hint to reduce corporation tax and encourage more multinationals to invest in the United Kingdom. Concerns have also been expressed about the collapse of the property market. To this end, I hope the Chancellor will consider the option of reducing stamp duty, which has had a major dampening effect on property trading.
A point that has not been discussed much today is how will Brexit impact on the United Kingdom’s technology sector. The United Kingdom has been a leader in promoting a digital economy, and so much has been achieved in job creation with Tech City and the digital single market. Big data, artificial intelligence, and the internet of things, as well as nanotechnology and robotics, are all set to change the workplace of tomorrow and the future of skills, employees and managers. I declare an interest as advisor to the board of Silicon Valley Bank. It is well known that, since the Brexit vote, many international investors have hit the pause button. Confidence is seeping with this uncertainty. It is imperative that, just as the Governor of the Bank of England has given assurances to the financial sector, so too should there be a lot more reassurances to the tech sector.
Coming so far down the batting order, most of the points that I wanted to address have already been covered by other noble Lords. My children, except for my stepdaughter, all voted to remain in the EU. They were, and are, all concerned about the younger generation’s job prospects after they leave university. They were all concerned about the impact that Brexit would have on university funding and grants—a point that has been raised by my noble friend Lord Bilimoria and the noble Baroness, Lady Royall.
I would like to reinforce the strong calls by my noble friend Lady Kidron and the noble and learned Lord, Lord Wallace of Tankerness, that our Government need to promote hope for our youth, who need their voices to be heard.
In summary, I repeat my call at the beginning of my speech, that while we have taken a large step into the unknown and into uncharted waters, now is a time for promoting tolerance and unity, for a more considered and realistic roadmap for the future and for strong leadership.

Lords ChamberMy Lords, I wish to add a few words of tribute as one who lived in South Africa for 28 years of the 40-year apartheid regime and one who had the good fortune of getting to know Nelson Mandela, known to us all as Madiba, over many occasions. I shall remember him for his charming and engaging smile, his empathy and humility, his magnanimity, his vast self-confidence and pragmatic approach to life as well as, most importantly, his forgiveness and mantra of inclusivity.
There is no doubt that Madiba will be remembered as one of the most important and distinguished politicians of the past century. He will be remembered as a universal icon for his lack of bitterness, after 27 years of incarceration, and for his incredible negotiating skills in achieving peace and reconciliation in a country where most of us believed that civil war would be inevitable. One of the most remarkable achievements in South Africa was for him to persuade the Afrikaners to agree to a peaceful settlement. It is well known that in his last five years in prison, he had no fewer than 70 secret meetings with Kobie Coetsee, the Minister of Justice, and Niel Barnard, the national intelligence chief, to explore the possibility of a political accommodation between blacks and whites.
After his release, his agile negotiations on the national anthem and his support for Francois Pienaar ahead of the Rugby World Cup changed the minds of everyone in South Africa, both black and white, and created unity in what was, no doubt, the most racially divided country in the world. His death has further inspired the youth and forces for positive change in South Africa to achieve the rainbow nation and follow his legacy.

Lords ChamberMy response can be very short this time: I completely agree with the noble Lord, who is right. The Stern review showed that we have got to invest now to stop climate change in the future. I do not disagree with one word that he has said.
My Lords, does the Minister agree that, apart from the necessity of agreeing a road map for the avoidance of deforestation, it is also vitally important that the IPCC addresses the issue of education on environmental matters and the promotion of green professionals?
Again, I totally agree. We have to show leadership on the subject of climate change. As we said in the discussion on deforestation the other day, we have committed £300 million towards that out of the £1.5 billion that has been ring-fenced. It is encouraging that there is cross-party agreement on that endeavour, and that should be continued.
