I thank the noble Lord. My Lords, in view of the vast compensation paid for the slaughter of cattle that react to the tuberculin test, and in view of Britain’s vast experience of vaccination of wildlife—not only of badgers but all over the world—what attention is being paid to the vaccination of badgers in this situation by using techniques that are commonly used elsewhere in the world in very difficult circumstances?

My Lords, perhaps we could hear from the noble Lord, Lord Soulsby.

Thank you, my Lords. This is an unfortunate Question in that it tends to imply that this system is widespread. However, my experience, admittedly only in one hospital in Cambridge —Addenbrooke’s Hospital—is quite the contrary. I do not know just how much my noble friend can comment on whether access for patients has been restricted nationally, but I would very much like to ask him to make sure that this Question is not a common reflection on the National Health Service and hospital service. I do not think that it is.

My Lords, in the promised development of agricultural research, especially in the field of livestock health, will the Minister pay attention to some of the more chronic diseases that are less spectacular than the ones we generally know about—such as foot rot in sheep, mastitis in dairy cattle and parasitism in all production animals?

My Lords, I ask the Minister for his assurance that, despite any reduction in funding that may apply to agriculture and animal and plant health, the surveillance systems in this country are safeguarded, particularly with regard to exotic diseases. As has been mentioned by my noble friend Lord Plumb, their introduction can be devastating. It is very important that our surveillance systems are kept in place to safeguard against any incursion from overseas.
