I am grateful to my hon. Friend and agree with him.

I fully understand that my colleagues who represent local seats say that this is wrong for their constituents, but one question they need to address is: change or no change? Without the expansion, there will be no change. With the expansion, there will be a number of changes—not least, an extension of the ban on scheduled night flights to six-and-a-half hours, legally binding noise envelopes, predictable periods of respite for every local community, extending compensation to more than 3,000 additional properties, a £1 billion compensation package for local people, a new independent community engagement board, a new independent noise authority and 10,000 apprenticeships. That is why it is rather disappointing to hear the Labour Front Benchers change their tune today, in a way that some leading trade unionists who support the project have not done.

“The benefits of a third runway at Heathrow to our members are clear and compelling: 180,000 new jobs, doubling the number of apprenticeships to 10,000 and £187 billion in economic benefits.”

Those are not my words; they are the words of Len McCluskey, along with four other trade union leaders. That is the point they have made.

What has changed since the setting up of the Davies commission is the revolution on the Labour Benches, which has seen the right hon. Member for Hayes and Harlington (John McDonnell) assume the role of shadow Chancellor. I accept that he has long been an opponent of this scheme, but the truth of the matter is that setting up the Davies commission in 2012 to do a detailed investigation into the right way forward was the right thing to do. It was not just Howard Davies, but also John Armitt and Professor Dame Julia King, who is a leading expert in the environment.

In the past 10 years, we have seen £12 billion of investment in Heathrow airport, which has been very beneficial to the airport and to the country. Part of that—[Interruption.] Sorry, I thought the shadow Transport Secretary, the hon. Member for Middlesbrough (Andy McDonald) wished to intervene, but he does not. That investment has been very welcome, and it has led to a better facility for passengers.

One thing that the Government have to do—I know that my right hon. Friend the Secretary of State takes this fully on board—is to ensure that this expansion is done to budget. There have already been trimmings on the cost of the original scheme, and I congratulate the Secretary of State on driving that. The CAA must ensure that that happens, so that we do not put too much extra cost on travelling passengers or indeed the plane operators. That will be very important for the future of Heathrow, and it is well aware of that. We are seeing investment proposals.

I congratulate my right hon. Friend on everything that he did on this when he was Secretary of State. Does he agree that the whole credibility of this vast scheme will depend on control of the cost and the way in which that is transparent to the House?

I agree with my right hon. Friend. When the Secretary of State made his statement three weeks ago, I raised that point with him, and he was very clear on it.

This is one of the biggest infrastructure projects that the country faces over the next 10 years. We have been better on infrastructure over the past few years. We are about to see the opening of the Elizabeth line, which will make a tremendous difference, including to Heathrow airport, and that has been part of the investment cost. This is long planned and long overdue. I believe that this is the right scheme to go for, and I congratulate the Secretary of State on bringing forward these proposals.

In fairness, the hon. Lady, who chairs the Transport Committee with distinction, was part of a Government that failed for many years to take a decision on where the extra capacity should be. Sir Howard says that it is very important that the new capacity is available by 2030. What I have talked about today will be within that timetable. We are just taking a little longer. If we had not done the work on air quality that we are embarking on, we might have slowed the process down, rather than sped it up.

I remind my right hon. Friend, in all possible friendliness, that what the Labour party may or may not have done is completely irrelevant. It is of no interest to any of us and is unlikely to be so. Does he agree that this decision not to make a decision is truly lamentable? This is absolutely no way to run what he is pleased to call

“a world-class transport system to support a world-class economy.”

As the Davies commission reported absolutely clearly what its preferred decision was, without any prevarication, what exactly was the point of it?

What the Prime Minister was talking about initially was a proposal put forward by his own party, which was basically not a proper proposal and would not have answered the capacity question. The Prime Minister certainly ruled out that option, and set up the commission so that we could make a reasoned and proper judgment, which is exactly what we will do.

Does my right hon. Friend agree that Sir Howard Davies has produced a serious and extremely important piece of work and that he deserves the credit of the whole House? Does he also agree that what Sir Howard has done is go overseas to check best practice and make sure his proposal is fortified by such calculations? Does my right hon. Friend further agree that what matters is that this decision is taken solely in the national interest, as my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke) said?

Indeed, and the commission points out that all three of the options are well worth considering.

I join the hon. Gentleman in thanking all the people who were involved in ensuring that the vast majority of the vast number of people who turned up at Finsbury Park were kept as informed as possible, in extremely difficult circumstances. This is certainly one of the issues in which I intend to take a further interest, and I shall be more than happy to meet the hon. Gentleman, possibly at Finsbury Park.

I agree with my right hon. Friend about the successful implementation of a very large number of works. Nevertheless, what happened at King’s Cross was inexcusable, and—as will be discovered when the report is published—represents a failure of both management and leadership, with which I hope my right hon. Friend will deal.

May I also ask my right hon. Friend to turn his attention to the East Grinstead to Victoria line, which has been running with similar impediments and terrible inconvenience, largely because the rail companies cannot get enough people to drive the trains? Drivers are available, but they are apparently taking part in training courses. Things would be in a pretty pickle if British Airways did not have enough pilots, would they not?

I am grateful to my right hon. Friend for acknowledging some of the difficulties and the difficult conditions facing those engineers working over the Christmas period in getting, as I have said, most of the schemes they embarked on back up and running on time; so when things go wrong, it is particularly disappointing. As to his point about the East Grinstead line, I will look at that, along with the Under-Secretary of State for Transport, my hon. Friend the Member for Devizes (Claire Perry).

An integrated transport system would address the different components of the transport world, and we have done exactly that by having a rail investment programme and a roads investment strategy. The hon. Gentleman did not point out the number of schemes in the midlands, so it is perhaps worth my pointing that there are 31 schemes in the midlands worth £2.9 billion, with 17 new schemes worth £1.4 billion. This is good news not only for the midlands, but for the construction industry, as it can plan properly to get the right skills and the right people in place.

May I congratulate my right hon. Friend on the already excellent work done recently on the A23, but ask him to have regard in his future announcements to those of us in constituencies where there is very high demand for new housing and where the infrastructure simply cannot cope with existing requirements?

My right hon. Friend is absolutely correct on this, which is why when addressing transport in the whole one cannot just rely on the roads and instead one also looks at the railways. That is why I am particularly pleased that we have managed to find so much money, given the economic problems we face at this time, for enhancements on our rail structures as well.
