Lords ChamberI will certainly do as the noble Baroness suggests. When stations and platforms are refurbished we consider very carefully the gap between the train and the platform edge, and any serious safety issues it might raise. It is also the case that we have developed the Passenger Assist programme for disabled passengers much more in recent years. An app was launched in May 2021 so that disabled passengers can book their assistance online. It is used across the industry and has been very well received.
My Lords, the Punjabi word for travel is “safara”. Does the Minister think that this is an apt description of the difficulties experienced by disabled and non-disabled people travelling by rail?
My Lords, I sincerely hope not. This Government will do whatever they can to reduce suffering.

Lords ChamberI can certainly agree that states predominantly have the responsibility for enforcing and making sure that human rights at sea are indeed followed. Of course, the Government share the concern about human rights abuses at sea. We work incredibly hard with our international partners through the UN organisations responsible for those human rights and with the IMO and the ILO—the International Labour Organization—which are able to set international law that applies to seafarers.
My Lords, more than 20,000 refugees fleeing conflict in the Middle East have drowned in the last six years, many as a direct result of bombing and missile attacks by countries such as Britain, America and Russia pursuing so-called strategic interests. Does the Minister agree that we have a moral responsibility to look to the welfare and care of innocent civilians trying to escape by sea to a better life?
As the noble Lord will be aware, the Government have good relationships with many countries in the Middle East and we work very closely with them in order to minimise the loss of life at sea.

Lords ChamberI am not sure that I entirely understand that question. The electric trains will use the power sources available. Decarbonisation of the power network is, of course, very important and a huge amount of work has already been done to decarbonise power generation. Therefore, when we combine decarbonising not only power generation but the transport system as a whole, we will reach our target of net zero by 2050.
Why Rail Electrification? rightly claims that electricity is the cleanest and most efficient power source for UK railways, but electricity itself must be cleanly produced. It cannot be stored and requires the use of energy to convert it to other potential energy. There are other linked components to the use and distribution of power; does the Minister agree that tackling each of these in parallel is essential in meeting the target of net-zero emissions by 2050?
I agree, and I refer the noble Lord to the answer to my noble friend’s question just now. But I also point out that this is not just about electricity and electrification; there is huge potential for hydrogen in the mix. The Government are very clear that we should invest in various new technologies. Indeed, we have now invested up to £3 million on various alternatives to straightforward rail electrification. On hydrogen, for example, we have invested £750,000 in HydroFLEX, the UK’s first hydrogen-powered train. These trains may be particularly useful for freight in the future.

Lords ChamberMy Lords, I again remind my noble friend and the whole House that riding an e-scooter off private land is currently illegal unless it is part of a trial. However, the Government have rolled out these trials across the country, the entire purpose of which is to gather evidence, so that we can look at the regulations to which my noble friend refers and make appropriate changes in order to benefit from such developments in micro-mobility.
My Lords, in the wake of the pandemic, the Government have promised new structures and relationships with rail and other providers based on value for money and traveller satisfaction, but will the Minister ensure that the needs of long-suffering, isolated rural communities are also taken into account?
The Government have huge ambitions for the rail industry throughout the country, in both urban and more rural areas. As the noble Lord probably knows, we have entered into emergency measures agreements with the train operating companies to make sure that they can continue to provide those services. With regard to cut-off places— places that no longer have trains—the Restoring Your Railway Fund will support the reopening of railways where possible.

Lords ChamberWe keep under review the issue of Foreign Office advice and the implications for cancellation and subsequent refund. Travel is no longer the almost risk-free experience that it used to be, and I encourage all consumers when they book travel to look very carefully at whether the travel business is a member of ABTA or ATOL, and what would happen in each circumstance were their journey to be curtailed.
My Lords, while every effort should be made to compensate those whose holidays are cancelled because of the Covid pandemic, does the Minister agree that the main focus of the Government and the country should be on defeating this killer disease? With that in mind, will the Minister consider restricting all but necessary travel abroad until the virus is under control?
The Government have very solid arrangements for international travel, which is why we introduced international travel corridors to enable some travellers to go abroad, whether for business or social reasons, without needing to quarantine on the way home. Travel advice and the exemptions list can change at very short notice, and consumers must be aware of that.

Lords ChamberWill the Minister consider much better compensation for those in the travel industry and the operators of airports?
As I explained previously on the subject of support for the aviation sector, the Government are very cognisant of the impact on the sector. Historically, it has been a key contributor to our economic health and is good for our social well-being and for connectivity within our nation. The Government are doing a huge amount to look at connectivity within the four nations and between the different regions of the UK and beyond. We will work with the aviation sector as it develops new ways of working to make sure that we can capitalise on the economic recovery when it comes.

Lords ChamberDoes the Minister agree that to minimise the risk to fellow passengers, it is imperative that face coverings are worn on public transport, but if a passenger with an urgent need to travel arrives without one, drivers or staff should be able to provide an inexpensive covering that can be recycled at the end of the journey?
I agree with the noble Lord that it is essential that people use a face covering when they travel. We have been working with the rail industry and other transport operators on the provision, on a one-off basis, of a supply of face coverings that can be given out in the circumstances he has described, particularly while people get used to wearing them. We are also looking with the Cabinet Office at longer-term supply options so that members of the public can purchase low-cost face coverings at various outlets. For example, Network Rail has installed vending machines supplying face coverings at many of its stations.
The noble Lord is right. There is no one national authority that certifies halal meat, and to a certain extent that is part of the problem. We have one halal authority which will certify only stunned meat, one that does only non-stunned meat and one that does both. The crux of this issue is that the Government, stakeholders and religious authorities need to start working together more closely to look at the research around stunning, which has come on in leaps and bounds in terms of recoverability from stunning and therefore whether it falls within religious guidelines. We have committed to do that and we will continue to do so.
My Lords, for many years Sikhs and other communities have been concerned about the provision of a halal-only option in many schools. We are advised that it is the prerogative of the local authority. It is impossible for individuals to keep complaining. Does the Minister agree that the default position must be the provision of non-halal food, and that it is up to other religious communities if they want something different?
The noble Lord makes a very strong point. It is the case that it is up to schools whether they provide halal meat. Many schools that have a significant proportion of pupils who are Muslims will supply halal meat, but they might be able to accommodate pupils of other faiths within their food provision. I reassure noble Lords that major retailers have supplier requirements that all meat on supermarket shelves is stunned before slaughter.
My Lords, I cannot possibly answer that question as I am not the Foreign Secretary.
My Lords, while we welcome the strong condemnation of the cruel and arbitrary detention of Mrs Ratcliffe, would it not add strength to our protest if we were consistent in our condemnation of human rights abuses wherever they occur? I give the example of the recently departed Defence Secretary, who on two occasions very recently said that we should not talk about human rights when discussing arms deals with Saudi Arabia. Earlier he said the same thing about China. Is it not important that we should be totally consistent in condemning abuses of human rights wherever they occur?
The noble Lord is absolutely right: the human rights situation in Iran remains dire and we are determined to continue to hold the Government to account. We frequently release statements condemning the human rights situation in Iran and lead action by the international community. We regularly raise human rights issues in dialogue with Iran. However, we must be clear: there is no link, nor should there be, between consular cases and many other issues.
